Board Meeting
February 17, 2016
The Village of Fleischmanns Board of Trustees held their regular Village Board Meeting
on Wednesday, February 17, 2016 at the Skene Memorial Library at 6:00 p.m. Present
were: Mayor Donald E. Kearney, Ben Fenton, David Yates and Fred Woller. Deputy
Mayor, Harriet L. Grossman was absent.
Delaware Operations, Inc.
Purchase Orders/ February, 2016
Motion made by Donald E. Kearney to approve the following purchase orders for the
WWTP for Feb. 2016: Slack Chemical, 25% sodium hydroxide, 55 gal drums, 220 gal.
@ $1.66/gal, total cost of request: $365.00, reason for purchase: chemicals used in the
treatment process; Slack Chemical, sodium thio-sulfate, 10 50 lb. bags, 500 lbs. @
$1.00/lb, total cost of request $500.00; Slack Chemical, bulk coagulant (PAC), GAL., 300
GAL. @ $2.85/gal., total cost of request: $855.00, reason for purchase: chemicals used in
the treatment process; Slack Chemical, chlorine bleach, 55 gal. drums, 110 gal. @
$2.66/gal., total cost of request: $292.00, reason for purchase: chemicals used in the
treatment process. Motion seconded by Fred Woller. Donald E. Kearney-Aye. Ben

Village of Fleischmanns Sewer
2016-17 O&M Budget Summary
Mayor Donald E. Kearney questioned and will inquire as to the $1920.00 listed as Village
Only Cost (Unsubsidized) prior to approving the budget as presented.
Amended Water Rates/Local Law # 1 2016
Motion made by Mayor Donald E. Kearney to attach the new water rates to Local Law #
1 of 2016. Motion seconded by David Yates. Donald E. Kearney-Aye. David Yates-Aye.
Ben Fenton-Aye. Fred Woller-Aye. Harriet L. Grossman-Absent. Motion so carried.
Public Hearing/Override Tax Cap
Motion made by Fred Woller to hold a Public Hearing regarding the adoption of a local
law authorizing the Village of Fleischmanns to override the property tax cap on March
14, 2016 at 6:00 p.m. at the Skene Memorial Library. Motion seconded by David Yates.

L. Grossman-Absent. Motion so carried.
154 Switzerland Avenue/Water Payoff Agreement
Motion made by Mayor Donald E. Kearney to have the Village Attorney, Carey Wagner,
draw up an agreement with Zach Moltere, the current tenant, at 154 Switzerland Avenue,
Fleischmanns, NY, allowing him to pay off the outstanding water bill in the amount of
$1383.06 in 5 equal payments of $276.62 each on the start date of the agreement and
subsequent payment shall be made 30 days after the previous payment until paid in full.
The Village will restore water service to the property as soon as practicable after
Molteres 1st payment is received by the Village. Motion seconded by Fred Woller.

Part Time Account Clerk/Dec. 2015
The budget ending Dec. 31, 2015 was presented at the meeting.
BBQ/Kim OBrien
Kim OBrien gave a progress update on the plans for the BBQ on Aug. 27, 2016. She
advised there was a website & Facebook page up. Liability insurance will be provided by
the Mark Project, Inc. Three (3) contests will be held; the 15-20 pro teams, backyard
competition for armatures, Fire Company throw down, barbeque & other food vendors,

craft tent, beer vendors, kid zone & music, etc. They would like to make Wagner Ave. a
one-way for that day to help with the traffic, parking on Wagner & possibly the Mill lot,
traffic control, etc.
Flood Insurance Rate Map
Discussion was held as to the National Flood Insurance Program Flood Insurance Rate
Map for Delaware County and Fleischmanns participation in the National Flood
Insurance Program and maintaining continued eligibility for the Village. Discussion was
held as to the title or administrator of the law by the Village Attorney.

Upon motion made by Fred Woller and seconded by David Yates, the following
resolution was duly adopted:
Whereas, the Village Election Law Section 15-118 (4) provides that the Village Board of
Trustees adopt a resolution stating the date, place, and hour at which inspectors shall
meet to prepare the register for the Village Election and the hours and place of
registration and election;
Therefore, be it resolved that the Board of Trustees of the Village of Fleischmanns
directs that the Village voting inspectors shall meet to hold Village Registration Day and
prepare the voting register at the Skene Memorial Library, 1017 Main Street,
Fleischmanns, New York 12430 on March 5, 2016. Preparation of the register will begin
at 10:00 a.m. and formal registration of voters will begin at 12:00 noon until 5:00 p.m.
The Village of Fleischmanns Board of Trustees is designating the Skene Memorial
Library as the official polling place for the upcoming Village Election to be held March
15, 2016 and the polls will be open for voting purposes from noon until 9:00 p.m.

Motion made by Donald E. Kearney to approve the holding of the April 2nd & April 3rd
Maple Festival and Sap House 5K Run. Motion seconded by David Yates. Donald E.
Kearney-Aye. David Yates-Aye. Ben Fenton-Aye. David Yates-Aye. Fred Woller-Aye.
Harriet L. Grossman-Absent. Motion so carried.
Public Input
Discussion was held as to the Village pool, 3-way stop at Bridge St. & Wagner Ave., Tax
Cap, sidewalk in front of the Old Fire Hall, Street Lights, tree in Bushkill, Snack Shack,
FEMA stabilization at Lake St. foot bridge, Smart Growth, flood analysis, flood rate
maps, etc.
Vouchers/February, 2017
Motion made by Fred Woller to approve the following vouchers for the month of
February, 2016: Capital Reserve Fire Fighting Equipment Fund, Abstract # 2, Voucher #
3 totaling $1997.70; General Fund, Abstract # 13, Vouchers # 213 through 234 totaling
$21,013.46; Water Department Fund, Abstract # 9, Vouchers # 52 through 57 totaling
$1906.99; Sewer Department Fund, Abstract # 9, Vouchers # 79 through 90 totaling
$57,709.48. Motion seconded by Ben Fenton. Fred Woller-Aye. Ben Fenton-Aye.
