out. I had just been preparing to take

up in this column an issue raised last

September at the ION-GNSS+ Plenary Session. Literally at the very moment I set pen to paper, notice of an extremely positive response to the problem arrived in my inbox. Hypercoincidental as it may be, market forces can and do work in mysterious ways, inexorably driving forward progress. Theissuearoseduring“lightningtalks” as track chairs gave brief overviews of material to be presented in the following days.That’swhenPaulMcBurneytackled the gorillas.

A former eRide co-founder and now CEO of GopherHush Corp., a location analytics company, he chaired the Mass Market Application track. As he described market players — GNSS chip providers, sensor providers, indoor location providers, app providers, and operating system (OS) providers — he made this statement: “The OS providers are the 800-pound gorillas that we have a hard time getting into this room. They have to support their fusion layers over a wide range of handsets and devices. They often end up competing with the apps makers they enable.” A couple of those gorillas were in the room, in fact, and at least one more prominent GNSS figure has since joined

their band. We’re talking Google and Apple, in case you hadn’t guessed.

McBurney’s point, as he later elaborated

to me: “The OS manufacturers are really

driving/owning the requirements/feature set of the mass-market chip providers.If they wanted carrier phase to drive RTK in

the OS, everyone would have to step up to provide it, and these chip makers would lose their advantage in providing that to higher paying customers. If chip makers aren’t able to play, they are relegated

to the crumbs of the rest of the market.

Even car navigation is barely 1/10th of mobile. OS providers also dictate where/ how sensor fusion/indoor location is performed. Sensor chip providers are in the same boat.” I’d been thinking on and off about this situation since September, and as said was

“Google I/O was this week and we an- nounced we will open pseudoranges (raw GPS measurements) to application devel- opers. If you want, I can do a blog post for you on this for the next magazine.” Well, you bet I do! Look for it in the July issue. This is big news indeed. Check the website for a bit of elaboration in the meantime, and for the link to a YouTube video of the Google I/O announcement. McBurney has further thoughts on this development, and you’ll see some of those next month as well. For now, he opines, “I was thinking that Google opening up pseudoranges shows that, while they wield huge power, they still understand the advantage of being open.

As commercial UAV operations enter the national airspace, PNT assurance levels will increase with the need for GNSS receivers designed for safety critical applications.

Likely a tiered system will be required to map PNT requirements for lower risk, lower accuracy, and lower cost applications to higher risk systems or those which require higher precision due to their mission profiles.

Congress Yanks OCX Funding

SecDef Must Demonstrate Its Essential Nature

T he U.S. Senate Armed Services Committee withheld the full amount requested by the Pentagon for Fiscal Year (FY)

2017 for OCX, the Next-Generation Operational Control System (ground control) for GPS, heretofore deemed necessary to operate the next generation of satellites, GPS III. The Pentagon had asked for $394 million in the upcoming funding cycle, to enable Raytheon to continue work on the program. If allowed by Congress to continue, OCX may cost as much as $5.3 billion, and there is no certainty that the bill will not rise further. The Senate committee will not release the $394 million until the Defense Department complies with the requirements of the Nunn-McCurdy Act governing defense programs.

Otherwise, Congress could act to terminate OCX. The terms of the Act now require the Secretary of Defense to conduct an in-depth review and then state that the program is essential to national security, is more important than other programs that will have to be cut to accommodate its cost overruns, and that there are no acceptable alternatives. From the Defense Department point of view, the new GPS III satellites are essential because of, among other things, their signals’ improved resistance to jamming and cyberattack, an oft- cited peril in the modern global security scenario. How GPS III could be launched — the first satellite is scheduled for sometime in 2017 — and operated without OCX is not entirely clear, although in February, Lockheed Martin received a $96 million

contract to provide contingency control operations for the first GPS III satellites upon launch because OCX won’t be ready. Raytheon and the U.S. Air Force announced a month ago that OCX “successfully passed the first formal qualification test milestone” needed to check out the system and for the early monitoring of satellites in orbit. That “validates the maturity of the OCX launch and checkout system,” according to a statement by Bill Sullivan, Raytheon’s OCX program director. Raytheon won the OCX contract in 2010 with a bid somewhat more than $1.5 billion. The Air Force recently made its FY 2017 budget request for $393 million as part of an overall anticipated program cost of $4.82 billion. However, a Bloomberg news report states that the total cost may have risen to $5.3 billion.

China plans to launch 30 Beidou navigation satellites during the five- year period 2016–2020, said Ran Chengqi, director of the China Satellite Navigation Office, during the China Satellite Navigation Conference in early May. This would realize the country’s three-step strategy to build a global navigation system by 2020. A batch of 18 satellites will be launched before 2018. response to the latest series of GPS jamming
incidents emanating from North Korea. The
plan revives an eLoran initiative begun two
years ago that has apparently not hit targets.
The new version envisions a network of coastal transmitters
by the end of 2019.
“The need for us is especially high, because of the
deliberate signal interference,” said a government
spokesperson.
A
jamming campaign from the North began March 31,
lasted nearly a week, and affected signal reception of more
than 1,000 aircraft and 700 ships. Jamming originated from
five locations along the border between the two countries.
South Korea first launched an eLoran program in 2011.
Progress has come in fits and starts, usually stimulated by
jamming from North Korea. After a spate of 2014 incidents,
in October of that year the South Korean government
signed a $12.6 million contract with a consortium led by
SK Telecom.
The two-phase contract called for initial implementation
of a maritime eLoran system for the West Sea of Korea,
employing three transmitters and two differential stations. If
first-phase performance were satisfactory, more transmitters
and differential stations would be deployed to cover other
areas. That work has apparently not achieved the desired
result. Thus the new initiative announced recently.
eLoran Global Roundup. A British-led initiative to create
an eLoran system was suspended after failing to keep other
European countries interested. Taviga, a joint venture
between United Kingdom-based Chronos Technology
and Unied States-based Ursanav, is in talks with European
governments to resume support for the long radiowave
technology that is far more resistant to jamming than GNSS.
“When GPS/GNSS fail, transportation is impacted
immediately,” said Dana Goward, president of the Resilient
Navigation and Timing Foundation. “It slows down, becomes
more dangerous, and every mode can carry less capacity.
As short-term backup clocks start to desynchronize with
each other, cell phone towers start to fail, IT networks slow
down or fail, financial systems are impacted, management
of the electrical grid becomes problematic. That is the really
scary part.”
The U.S., Russia and India are all reportedly looking into
deploying versions of eLoran.
“The situation for this country is different, because there
have been real cases of deliberate interference,” the South
Korean government official concluded. “We need this.”
Engineering Team Drives Safe Autonomous Positioning
N ovAtel Inc. announced a new initiative and
engineering team to develop functionally
safe GNSS positioning technology for fully
autonomous applications. The company
leverages its experience developing safety-
critical systems for the aviation industry to meet future safety
thresholds required for driverless cars and autonomous
applications in agriculture, mining and other government,
military and commercial markets.
In
early 2015, NovAtel formed a specialized Safety Critical
Systems Group of engineers with backgrounds in functional
safety as well as all aspects of GNSS and inertial navigation
systems (INS) technology. The Safety Critical Systems Group
is focused on creating positioning products that will meet
the exceptional performance and safety requirements of
autonomous vehicles at the necessary production volumes
and at the required price point.
The company has extensive background working within
safety critical requirements. Michael Ritter, president and
CEO stated, “The Federal Aviation Agency’s WAAS and
other global space-based augmentation systems (SBAS)
have relied on certified NovAtel GNSS receivers for many
years as the foundation of their systems.

to solve the performance criteria of autonomous driving,

Product Research and Innovation

The CAST-SGX GPS Satellite Simulator, with its compact size 7in(H) x 11in(W) x 3in(D) and weighing just over 4 pounds, is CAST’s newest and smallest fully capable simulator. This signal simulator provides the user with dynamic, repeatable GPS RF signals for use in the laboratory or in the field for a wide range of GPS applications. The CAST-SGX simulator is capable of generating up to 16 satellites of GPS CA code on L1. The user can also add the P code capability as an option. The SGX is based on CAST’s state of the

art technology that has been developed for use in our larger military products. The CAST-3500 series is a reliable and portable EGI diagnostic tool that adds convenience for

the end users. The EMT3500-1T, for example, is a laptop-sized tester that allows the end user to perform a wide range of functions and tests without the expense of removing the EGI unit (saving on cost, aircraft down time, and man- hours). CAST also developed a 3D visualization tool that provides the user with a three-dimensional animated view of the terrain surrounding the vehicle.

As an R&D-driven company, more than half of the employees have extensive experience in high-precision GNSS or engineering. The NavX-NCS GNSS simulator line offers state-of-the-art capabilities in synergy with high reliability of testing. The Professional line of simulators with its configurable flexibility meets all needs of professional R&D, system integration and testing. The outstanding scalability enables the user to select the best solution ‚all in one’ box: From 12 to 108 channels, from 1 to 9 frequencies and from 1 to 4 RF-outputs as well as from indoor environment to space service volume. Support of all existing and coming GNSS systems is the basic offer you can rely on: From global GPS (L1/L2/L5), Galileo (E1/E6/E5), GLONASS (L1/L2) and BeiDou (B1/B2) to regional QZSS (L1/L2/L5), IRNSS (L5/S-band) and all SBAS (WAAS/EGNOS/MSAS/GAGAN/ SDCM) augmentation systems. SX3 GNSS Software Receivers

The new released SX3 (3rd generation) software receiver line is outstanding in several aspects. The SX3 Silver Edition supports all GNSS systems on all frequencies, from simple GPS L1 to Galileo E5ab wideband up to the new IRNSS S-band. With its unique real-time signal processing capability supporting more than 300 channels. Real-time processing of all GNSS systems and signals by software only is available now. Take full advantage of the 4 x 50 MHz RF bandwidth available with the SX3 RF front-end hardware. Whether sophisticated signal quality monitoring, tight IMU integration or just full transparency of the measurements you receive from the receiver, it is all available at your fingertips.

Our extensive GNSS antenna product line delivers many options, from compact, lightweight, low profile GNSS antennas for aviation applications to robust options for agricultural or machine control applications. NovAtel also offer SMART antennas which integrate a GNSS receiver card and a high performance antenna element in a single compact enclosure.

Correction Services-powered by TerraStar

Our NovAtel CORRECT positioning engine combines GNSS satellite clock and orbit correction data from TerraStar’s global reference station network with NovAtel’s GNSS receiver algorithms to yield robust positioning without the need for nearby base stations. Correction data is delivered to the end user via satellite. With TerraStar satellites visible globally, this robust Precise Point Positioning (PPP) solution is ideal for precision applications where communications infrastructure is either unreliable or not available. Two levels of accuracy are offered; TerraStar-L with 40cm accuracy, and TerraStar-C offering 4cm accuracy.

NavWar

NovAtel GNSS technology addresses the needs of Navigation Warfare (NAVWAR), including Electronic Protection, Electronic Support and Electronic Attack. Our OEM components and military off-the-shelf products are engineered to ensure continuous positioning, train users in the presence of deliberate GNSS denial, as well as detect, locate and characterize interference sources.
