Order na nag-aatas sa mga kinauukulan na busisiin at pag-aralan kung nasa tamang
gamit ang mga tumatayong bodega o mga gusali.
Batay sa nilagdaang Executive Order No. 28 ni Dy, binigyan diin ng gobernador na
marapat lamang na ligtas anumang oras ang kanyang mga kababayan sa kapahamakan..
Anya bukod sa katahimikan at kaligtasan ng lahat ng citizenry, layunin ng Executive
Order No. 28 na laging ligtas sa anumang impact ng pagkasira ng kalikasan at gusot na
sanhi ng disasters o kalamidad.

DPWH completes P44-M


flood control in Vizcaya
TUGUEGARAO CITY,
Cagayan - The Department of Public Works and
Highways
(DPWH),
through the Nueva Vizcaya
2nd District Engineering
Office, has completed the
P44 million worth of highimpact flood control
project in Nueva Vizcaya.
District Engineer
Ronald P. Reyes said the
project includes the construction of a revetment
to
support
the
Mangayang Bridge located at Brgy. Banganan
in Aritao which links
Aritao-Quirino Road.
He said a 636.0 lineal
meters revetment struc-

ture with a combination of


gabion and granular fill
embankment materials was
built to further strengthen
the said bridge.
The construction of
the flood control project
will help prevent inland
flooding. Most especially, it will protect lives
and properties of residents during heavy
rains, Reyes said.
He added that the
project is a blessing to the
residents for they can already have a peace of
mind even if the water
level in the river increases
because of continuous
rainfall.

the Maharlika highway

has been passable and accessible to all types of vehicles since the occurrence of Karen and
Lawin because of sustained clearing operations
and traffic management
especially along Sta. Fe
proper Dalton Pass section.
We encountered
felled trees and landslides
along the Maharlika highway and we focused our
priority concern here so
that flow of commuters will
not be stopped for a long
time, he said.

economical since it can
haul four patients at a
time as compared to the
single-patient ambulance, the mayor said,

Quirino PLGU, Saguday pass SGLG assessment anew


CABARROGUIS, Quirino - This province and one of its towns, Saguday, were able to make it to the 2016 Seal of Good
Local Governance (SGLG) for the second time.
Interior and Local Government Sec. Ismael Sueno, in his letter addresed to Gov. Junie E. Cua, said the province
passed all the minimum parameters of the SGLG core components, namely Financial Administration, Social Protection
and Disaster Preparedness.
Sueno said it has also met the measures for all the following three essential areas such as Business Friendliness and
competitiveness, Peace and Order and Environmental Management.
In a different letter sent to Saguday Mayor Marcelina M. Pagbilao, Sueno said the municipality also met the same
standards of three core areas and three essential areas.
Both the province and Saguday town are entitled to access Performance Challenge Fund and loan facilitation
approval through issuance of Good Financial Housekeeping Certificate.
Cua and Pagbilao together with some DILG provincial and municipal officials are set to attend the SGLG National
Conferment Ceremony on October 27, 2016 at the Sofitel Philippine Plaza Manila, Pasay City.
The SGLG was launched in 2014 to challenge local governments to continue good governance practices along the
six Thematic Performance Areas- the core assessment areas (GHF, Disaster Preparedness and Social Protection) and the
essential assessment areas (Business-friendliness and Competitiveness, Peace and Order, and Environmental Management).
In order for the LGU to be conferred with SGLG, they must pass all the three core assessment areas and any one of

CAA Basic Military training class 8,9,10 and 11-2016 culminate after 45 days

The 77 th Infantry Battalion (Cadre) of the 5th Infantry
Division, Philippine Army hosted the culmination of the
CAA Basic Military Training Classes 8,9,10 and 11-2016
last October 28, 2016 with Colonel Bartolome Vicente O.
Bacarro as guest of honor and speaker held at Isabela Hall,
Headquarters 77th Infantry Battalion, Camp Melchor F. Dela
Cruz, Upi, Gamu, Isabela.
The CAA BMT Classes 8,9,10 and 11-2016 started
last September 15, 2016 with 34 students from Cagayan
province and 170 students from Apayao province. The said
training was spearheaded by the 77th IB under the leadership
of Lieutenant Colonel Jose Arn M. Real, Commanding
Officer and Captain Roberto S. Maduli, Training Officer,
77IB. The Basic Military Training conducted are for the
newly recruited Civilian Volunteers to fill-up the lacking
strength of CAFGU patrol bases in Apayao and Cagayan
provinces that are securing the barangays from all threats.
The CAA students went through forty-five (45) days
of rigorous basic military training to include disaster
response training, environmental protection and seminar
on waste management and disposal - as one of the mandates
of Brigadier General Paul T. Atal, D.P.A. AFP to all units
under 5ID to comply with Republic Act 9003 known as the
Ecological Solid Waste Management Act of 2000 as the
modest contribution of 5ID in mitigating the harsh effect
of climate change.
The graduation ceremony were attended by Mayor
Rollie U. Guiano of Sta. Marcela, Apayao, families and
friends of the graduating students and 77th IB personnel.

TUGUEGARAO CITY, Cagayan Senator Ferdinand


Bongbong Marcos, Jr. recently turned-over a number of
generator sets and water pumps to the severely-hit local
government units (LGUs) in this province.
Marcos said the generator sets and water pumps are
initial assistance of his office as he vowed to bring more
aid here and in other provinces severely affected by
Lawin.
What comes first in my mind when the super typhoon
hit the Northern Luzon is to give assistance for the affected victims, Marcos said, adding that he wants the
spirit of Solid North comes alive especially in times of
disasters.
He said his office is willing to extend its assistance to
any place in times of disasters or emergencies.

NGCP restores Lawin-damaged power lines

Philippines (NGCP) has restored all its transmission
lines
damaged
by
Supertyphoon
Lawin
(Haima), making its full services available to all grid
customers in southern
Isabela and this province.

DPWH installs Rain Water


Collector System in Quirino
TUGUEGARAO CITY, Cagayan - The Department of Public Works and Highways (DPWH), through the Quirino
District Engineering Office, recently completed the construction of Rain Water Collection System (RWCS) in 19
different schools in Quirino province.
District Engr. Marifel T. Andes said the recipients of
the RWCS were elementary and secondary schools in the
towns of Aglipay, Cabarroguis, Diffun, Maddela and
Nagtipunan.
She said the project collects rainwater through pipes
connected from the roofing of the school buildings of
which, the accumulated rainwater is distributed to toilets,
washroom and other utilities.
Andes said this is one of the innovative ways to maximize rainwater for sanitation purposes.
There are lots of things that we can do with rainwater. We can use it to clean comfort rooms or as simple as for
watering the plants. Eventually, this contributes in ensuring cleanliness in the schools, especially the health of the
faculty and students, she said.

THE question must be asked because many international businessmen and prospective foreign investors do not now what is really
the policy of the Philippines on foreign investments.
The other week, just before he left for Tokyo for an official
visit to Japan, President Duterte declared that businessmen or business who have been made uneasy by his inflammatory
speech and his war on drugs,
should pack up and leave. That
appeared to close the door on
foreign investors, especially Americans who tend to be squeamish
about human rights and the rule of law.
While the President was in Tokyo, his chief economic advisor,
Finance Secretary Carlos Domiguez, told a gathering of the Japanese business community that the Duterte government has crafted
a business-friendly socio-economic agenda that reflects the Philippines readiness to host foreign investments and enable them to
do good business in the country.
Instead of allowing the confusing situation to fester, we believe its imperative that the government hammer out quickly a
coherent and consistent policy on foreign investment. It should
not let the matter rest on the often whimsical and impulsive statements of President Duterte.
It should emphatically declare that our country welcomes and
supports foreign investments as before.
The best way to do this is to place the policymaking in the hands
of Congress and the governments economic managers.
We should learn from the fact that Duterte issued the pack up
and leave statement without proper study, and in irritation over
the comments made by US assistant secretary of state Daniel
Russell about how the Presidents recent foreign policy pronouncements have made many countries, not just the United Sates, nervous about where our country is headed.
That the muddle has come at this time is unfortunate and regrettable, because the Philippine economy is enjoying a spell of
stability and dynamism, a condition that is conducive for both investments and trade. This should be a time to build on gains, and
not a time for retreat.
The good economic prognosis was matched by growing international recognition of the strategic importance of the Philippines
in the Asia-Pacific, and its emergence as a new Asian growth dynamo.

Time for yellows to respect the vote

It is time for the Philippines
and its people to stop all these
undemocratic moves by the elite
against a president they dislike.
A better way is for the country to go for a constitutional
change through the cha-cha. And
this is the best time to do it,
mainly because Duterte has
stated quite clearly that all he
wants is a constitutional change
to Federalism and that he will
step down and will not run for reelection. So in two years time,
Duterte
will
be
out.
That way, the Filipinos can again
vote for another president or

prime minister, depending on


whether the President will retain
important powers while the Parliament will have a prime minister who will be head of government.
And if the people no longer
want the prime minister to stay,
then the parliamentarians can
pass a no confidence vote to oust
the head of government constitutionally and legally, with new
elections called, should Parliament be dissolved.
Of course, cha-cha can be a
federal system with a bicameral
Congress, a copy of America,
which will probably be more attuned to Filipinos who are generally not familiar with the European parliamentary system
where the prime minister is the
big chief and with the president
having hardly any power at all.
There is the French model,
where there is a president who
holds the powers of defense, national security and other powers,
while in the parliamentary government, the prime minister is
the head of government and governs through a Cabinet government.
It all depends on what kind
of cha-cha the people want in the
end, and more importantly, in an
information campaign for chacha, should the measure pass in
Congress and the Supreme Court,
as it is almost certain that there
will be a challenge to cha-cha
once this is passed by Congress,

of what powers a president and/

There are days when we trust God with all of our heart and soul and mind and
others when it feels like our faith is smaller than a mustard seed.
Perhaps right now you are going through a specific situation, youve prayed
about it, youve asked others to pray about it, but from what you see and what
you know God just does not seem to be doing anything about it.
Often, even though we know we should trust in the faithfulness of God,
His mercy and His grace, it can be difficult to wait cant it? Have you asked the
same question that the prophet Habakkuk asked so long ago How long, O
Lord, must I call for help?
You know the Bible tells us to trust, to have faith, to trust the purpose and
plan of God, but we are human, we can be a impatient, we want an instant
answer, but God says wait in fact Gods answer to Habakkuk was If it seems
slow in coming, wait patiently, for it will surely take place.
We need to have the faith to wait, to trust that God will answer in the right
way at the right time.
When we pray that God will move, that God will act, that God will heal,
just because we dont see instant results it does not mean that God is not at
work.
From both the Bible and our own experience we know that God is faithful.
If our faith is wavering, the Word of God should be where we turn to remind us
of His faithfulness to us His children.
The Word of God can both strengthen our faith and increase our trust. As
we read the promises of God, His Word is sweeter than honey it satisfies our
soul. We need the Word of God to fill our heart, to penetrate our heart and our
mind, to build and strengthen our faith in the God who loves us, saves us and
heals us.

Caritas member countries pledge support for Lawin response


AT least eight Caritas
Internationalis member-organizations have pledged
support for communities
devastated
by
supertyphoon
Lawin
(Haima), the National Secretariat for Social Action
(NASSA) or Caritas Philippines said Sunday.
Among Caritas organizations that have pledged
their support for NASSAs
ongoing humanitarian efforts are CAFOD (Caritas
England and Wales),
Caritas Belgium, Caritas
New Zealand, and Development and Peace (Caritas
Canada), NASSA said.

Caritas Espaola and


Caritas Luxembourg also
helped in finalizing the response plans with NASSA,
it added.
Earlier, assessment
teams from the Catholic Relief Services (Caritas USA)
were also deployed in
Isabela, while Cordaid
(Caritas Netherlands) will
join the rapid assessment
mission on Monday.
NASSA said that
Caritas member-organizations have been partners of
Caritas Philippines since
the 1960s, helping the Philippine Catholic Church
implement various devel-

opment, advocacy and humanitarian programs.


One of the biggest humanitarian endeavors they
have helped support is the
on-going Yolanda rehabilitation program, with assistance amounting to P4.6

NV-DPWH sends heavy equipment to Cagayan, Isabela


BAYOMBONG, Nueva Vizcaya The Department of Public
Works and Highways (DPWH) here has sent its heavy
equipment in the provinces of Cagayan and Isabela to augment the existing resources of both local government units
and national government agencies in the on-going road
clearing operations.
Engineer Glen Miguel, assistant district chief of the
DPWH Second Engineering District Office said their district alone has sent several heavy equipment to augment
agencies concerned in the clearing operations along the
Cagayan-Apayao road.
We were informed earlier that our personnel in
Cagayan are faced with 10,000 cubic meters of debris cause
by landslides in these areas, he said.
Miguel said the immediate response is needed to
enable the entry of workers from the Cagayan Electric
Cooperative (CAGELCO) to undertake restoration efforts
of power.
He said only two loaders and two dumptrucks are
now left in their district to undertake clearing operations

along road sections in Kasibu town, one of the sources


of upland vegetables of the province.
We are expecting that clearing operations on our
secondary roads will be completed this week so that our
farmers can transport their products to the market,
Miguel said.
He also appealed to Novo Vizcayanos of their understanding and cooperation since their resources are focused on priority areas such as the Maharlika highway
during major typhoons and the Nueva Vizcaya-Benguet
road as second priority during clearing operations.
Miguel said their heavy equipment have been deployed in these areas even before the occurrence of typhoons Karen and Lawin.
Please understand our services and focus of attention during typhoons and other calamities. Anyway, local government units, especially those with heavy equipments can act and respond immediately in clearing landslides in their areas and we can replenish their fuel expenses later, he said.
