0 ANALYSIS
3.1 MANAGEMENT PLANNING
Construction Work and Organization.
For this project, the main contractor is ASR Padu Sdn. Bhd and there are few
works that must be done by them which are the piling work, construction work and any
outdoor work. Construction work may include construction of Health Clinic Type3 (KK3),
quarters 2F &2G, supporting block, ambulance garage, TNB substation, pump house
and sewage treatment plant while an outdoor work may include landscaping, pipe water
reticulation, sewage water pipes and construction road. There are also sub-contractor
involves in this project which has major expertise in mechanical and electrical work.

Sustainability in Construction Site


In every construction, the Integrated Building Systems (IBS) must be implement
in each project. This is because IBS targeted to reduce the usage of natural resources
for every construction. For example, replace the usage of timber formwork with steel
formwork. Actually both have its beneficial, but in order to keep the building sustainable
and eco-green the usage of timber framework is not a good idea. It do cut lots of cost
but in term of sustainability; it is not suitable to be used. Timber formwork can be recycle
for a couple of project but it has its own limit. After it reached its limit, the old timber
formwork must be replaced with the new one. Contrary with the steel formwork, it can
be recycled for many times and it does not need to be replaced with the new one. Steel
formwork might be quite pricey but it does give many advantages to construction
building especially in term of time because it can save the construction time up to 2025%.
From our visit, we can identify that this project is not 100% using an IBS. They
also used conventional systems due to few reasons. Overall of this project use around
70% of IBS and 30% of conventional systems. For column and slab, both are using mix
system which are IBS and conventional system. Around 90% IBS are implement in
column and 70% in slab and the rest are using conventional. Meanwhile, for stair, pile
and stump they are using 100% conventional method. For this project, ASR Padu Sdn.
Bhd has spends almost RM90,000 to buy 6 mold for column and 5 mold of beam to
speed up the construction work. It is proven to save construction time almost 1 to 2
months rather than using the conventional one.

IBS in construction also can be identified when there is a repetition on the


structure. Seems this is a government building, so most of the structures are design to
have many repetitions for example the position and size of windows and doors. When
there is a repetition in structures it can fasten the construction time. Same goes to its
drainage systems; it requires shortest time of installations.
Usually, at construction site they used to have their own water retentions which
been collected during rainy day and some of them might use ground water as a water
source. But based on our site project at Yong Peng, they did not use ground water
because the water level is high so water cannot be pumped out. This water is then
being used to mix the concrete, use as water bath for the contractor and also for
landscaping work. It save quite big amount of water consumptions. This is one of the
steps to increase the sustainability in construction site. To avoid from having water
pollutions around the construction site, they provide a reservoir to collect the water from
the site before release it to the drain. This action functions to allow the sand and
concrete that mix with the water to be settled down.
In term of electricity, ASR Padu just provides down-light as a light source around
construction site and also only one plug is provided in the contractor house. This to
ensure that the electricity bills can be reduced thus can increase sustainability and its
eco-green environment.

Based on the graph plotted, it depict that the project has started on
October 2014 and estimated to finish on October 2016. For the first eight month, the
project is conducted as planned and it seems like there is no problem had occur yet. At
this range of time many things had been done such as installation of fences around the
construction site, construction of electricity pole, clearing site, excavations until the
construction of the foundations. But on July 2015, the project runs quite slow as planned
this is due to some problems with the suppliers because they fails to supply the
construction materials due to financial problems. Cause of that, the project has been
stopped for almost 3 month. On October 2015, it seems that the suppliers still cannot

provides them with the material, then ASR Padu came up with a contingency step to
overcome the problems. Then they try to look the materials at other company but it
seems like that company demanding a high price. In order to save the budget, ASR
padu buy the mold and make the material itself.
Therefore, they spend almost RM90,000 to buy 6 mold column and 5 mold beam
and continue the constructions. Starting from October 2015, ASR Padu Sdn Bhd tried to
speed up the constructions to follow as what has been planned. Even though the
construction time seems a little bit late than what has been planned, but at least the
progress keeps on increasing from time to time. On the last month progress recorded
which is on April 2016, the difference percentage of the progress of construction
between what has been planned and actual action is around 10%. In order to make sure
they keep on track, they has reschedule the working time for the contractor and add on
few more hours for their working time. Other than that, the contractor has been ask to
work extra time up till 10pm but only for a couple of days in a week and they also has
been given one day off in a week and during public holiday. This is one of the crucial
part where they need to catch back on what has been planned and at the same time
make sure that the contractor give full cooperation until the end of constructions

From the graph, it shows that the overall project has been estimated to spend
around RM 17,339,646.40. But on November 2015 until April 2015 the actual cost has
been reduced from what has been expected. This is because the problems that occur
with the supplier on October 2015 cause the sudden drop on the cost. From what has
been planned, the cost estimated is when the project is conducted with the materials
supplies from the supplier. But since there is a problems occur, ASR Padu had decided
to change plan and using a mix systems which is IBS and also conventional system. So
this is why they can cut the cost but taking extra time on constructing the building.
