SYSTEM railway - The Independent KTMBOpinion & Views

RAILWAY SYSTEM
Many countries in both the developed as well as developing the railway system plays
an important role in many things.
Now it looks like there is a race in which the railway technology developed countries
including China are making large investments to create new technology that relies on
speed and comfort of the railway system, respectively. According to the report of the
railway industry, the fastest passenger terrain of today and the latest high speed
trains is the land of China. But each country proud with their HST and raise their
respective progress ... The author TGV still holds the record for which the maximum
speed certified by many parties. (574.8 km / h)
Meanwhile, the railway system also involves a mass transit system to solve the
transport problem of the city's populous metropolitan city.
Almost every major city of the world proud of mass transit systems, respectively. For
instance, the city of London with the London Tube, the cities in Germany by train UBahn and others again. In Southeast Asia, Singapore is the most advanced
system. While in Kuala Lumpur, we have STAR LRT, Putra LRT and KL Monorail.
I am preparing a separate plan related to the advancement of global railway system
will come ..entri
KTMB no longer monopolize INDUSTRIAL REL
In-Malaysia railway system is no longer in-monopoly by the Malayan railway /
KTMB. Now we already have the STAR LRT, PUTRA LRT, KL Monorail and ERL train KLIA to KL Sentarl. This progress should have qualified us establish our own railway
industry. Perhaps this is to be done by Dr Mahathir but is hampered by Pak Lah to
cancel / postpone the planned construction of double track electric Muchtar given to
Syed Bukhari.
The plan this time only focus on KTMB as a major player in the country's rail industry.
KTMB SERVICES ..TIADA nothing to be proud
Compared to other countries, we have missed the train system is so far
behind. What's up not to be proud. Throughout the day there are complaints of
citizens regarding the services provided while the Malayan Railway is one of the
country's institutions, inherited from British colonialists who first called him as
Malayan Railways.
IS THE MAIN CAUSE OF LACK OF INVESTMENT chaos KTMB GOVERNMENT AS
OWNER,
KTMB since the former government department. For several years it has been
privatized to a company Renong Bhd. Finally Renong Bhd after realizing the difficulty
to advance KTMB handed back to the government.
As a former railway employee, I understand the problems faced by KTMB. I worked
with KTM since 1975 up to year 1982. I started as a traffic police officer in Ipoh and
quit as director in Sentul KTM supplies.
In my opinion the problems we face in the years 1970 - 1980 ago still haunt not only
KTMB has become even worse.

It has been nearly 30 years since I left KTMB. The last time I boarded a passenger train
from Gemas to KL is on six months ago. I could not sleep because of the noise and
travel coaches who want to sway. When I get off at KL Sentral I feel like a new truck
down from more goods.Horizontal & Vertical movement of coaches is very
severe. Perhaps because the runway is being repaired due to the construction of a
twin track Gemas - Seremban.
PROBLEM TEREN Commuter
I was also involved in committees EMU purchase specification which was then headed
by Mazlan Waad, Deputy Director of Mechanical Engineering. (1980?) In our report to
our Tender Committee stressed that any government decision, all EMU must be
purchased from the same supplier.
We also suggested that the government buy some unit electrical motors that drive the
main EMU EMU to be purchased so that when broken we can only make replacement
unit. This will make the turnover set EMUs running according to plan for EMU in
tempohwaktu repair workshop is short.
This is the first time EMU KTMB buying a modern and sophisticated. Membaikpuleh
experience KTM engineers and workers, technical workers and lower secondary level
almost nothing. When the amount is less than the electrical engineers, mechanical
engineers because for now after a steam engine uses a Diesel Electric Locomotives
KTMB that is mechanical.
But whether one decision, the government has bought the EMU EMU from various
manufacturers who come from various countries have made in South Africa, there is
made in Budapest Hungary and is made in South Korea and in Japan. This is called
Rojak Mee EMU purchased by the state to be managed by KTMB's no experience.
And this is the main cause of KTMB Komuter services Teren now, a severe and
extremely difficult for the people especially in the Klang Valley residents who blame
the government or the KTMB ??.
Problems railway staff expertise and knowledge of various levels, including the driver
also contribute in this matter EMU. I wonder why not send technical personnel trained
in the factory that builds the EMU EMU. There is no specific staff who are trained to
become instructors in specialized fields overhaul this EMU. It makes no sense after
almost 20 years of running the KTM Komuter service Teren still failed to produce
competent technical manpower. That this is not the government's fault but his own
offense KTMB management.
I was told a lot of damage to electronic equipment both EMU and the locomotive
caused by drivers who do not understand English. When a computer or electronic
device to warn the driver pressing the control button go willingly or use only
butcher. As a result of this ignorance ... many of defective equipment.
Driver is very easy matter addressed but not resolved. Firstly KTMB will choose the
driver who speak English. Second, if you want to select the driver in Malaysia as well,
train driver was studying English at least - he will not understand the instructions of
care and use of equipment is involved.
Today nearly 50% of the stock does not move because the damaged EMU and spares
management difficulties due to the diversity factor. On my main reasons are technical
staff KTMB had no knowledge and experience to refurbish major equipment that EMU
EMU. Perhaps for this problem atsasi costly high because we need combines all the
manufacturer's belbagai to membaikki the EMU is certain uneconomic for them.

To overcome the shortage of EMU, finally my friend who became CEO KTMB when it
(already retired) Dato 'Razak Malik doing weird things that other people do not. Razak
introduced the Hybrid Commuter ..iatu EMU coaches coach who can not move
anymore due to damage to the prime mover name became Disel
withdrawn. Presumably KTMB broke the record as the first to do sebegitu..tetapi that
option.
Commuter services initiated during the first week almost every week I write a
commuter from Seremban to KL. A comfortable service, sophisticated and proud. I
personally feel very proud as a former railway staff see the electronic facilities
available at each station ..sungguh sophisticated.
On this day all the advanced features that have become extinct ranah..tanpa repaired
and cared for. Accuracy table can not be called again as dahulu..setiap 15 minutes will
be set up daan commuter departing from Seremban. What a pity and a shame ...
..Jelas will lead to wrong decisions and catastrophe losses to KTMB and the people.
PROBLEM TEREN PASSENGER / MEL / Intercity
The main problem is the inadequate passenger coaches coach and the terrain that is
designed to run a lot. Both coaches have coaches who are coaching the old coaches
were almost exhausted its life. Third shortage of locomotive propulsion. Fourth
absence repair workshops for Sentul Workshop was demolished. Fifth inefficiency
technical staff in particular baikpuleh airconditioning equipment and electric generator
sets. The fifth problem of inefficient management.
Insufficient coach passenger coaches and locomotives produce a problem link. The
worst result is a coach coaches can barely made a scheduled treatment due to
continuous use. Until the time when the damage is severe and time consuming to
dibaikki..contohnya wheel brakes and a sharp (sharp flanges) baikpuleh facilities while
the first coach in Sentul Workshop ... have been placed at various locations to manage
delirium, jangwaktu delay of repairing and improving costs.
ISSUE lOCOMOTIVE
So it is not simply related to a locomotive. This problem is not enough locomotives
KTMB had inherited the tradition of generations. In fact, of the total stock of
locomotives is enough. It is not enough because too many locomotives are in
workshops ... due to many reasons that a reasonable excuse. The thing about this
locomotive can be reduced by letting the old locomotive of Indian Railways. This
locomotive was made in India in 1958..hingga today still works well. In fact,
statistically much less damaged than the KTMB locomotive. Why is that? Loko loko
because the maintenance is done by the staff of Indian Railways. If treated and cared
for by KTMB dah dah lama damaged.
Wonder and magic also ..kenapa KTMB does not want to learn the secrets of how the
proper Indian Railways locomotive ..masih too old to function properly? Why not send
staff to study in India only?
PROBLEM wagons & FREIGHT
Zaman marshalling yard where I used wherever a busy day and night to manage
rolling stock freight wagons. Miscellaneous goods transported by aggressive
marketing efforts Tan Sri Ishak Tadin as KTMB general manager at the time. Today
almost all my desolate wilderness like a field of turtledoves. Why is that? Once again a
variety of reasons can be given a reasonable excuse !!!.
MAIN REASON

But the main reason is KTMB be severe lack of capital investment from the
government as the owner to buy the latest rolling stocks. Imagine the government
spending billions of ringgit to build a double track is now fully ready from Seremban to
Padang Besar. In a few more years to complete the double track throughout
peninsular Malaysia. But to this day the government has yet to purchase the
necessary rolling stocks such as EMU, electric locomotive, coaches coach and so on. If
not immediately purchased the slower the return on investment to build the electric
rails. Of course there are reasons for the government and must also have a certain
design ..tetapi people do not know.
The government since independence not care how KTMB terms of providing provisions
to modernize the country's railway system. Almost all freight wagons, which are a
legacy of the British colonial past. Almost 85% of the actual freight wagons are not
safe to use for almost 85% of overdue brake and suspension repairs.
Pak Lah during the administration of former government appointed company Scomi to
baikpuleh KTMB freight wagons wagons. A subsidiary of Scomi was no experience and
can only be perbaikki 3 unit trains a week. This amount will not be able to solve the
problem of shortage of wagons forever because nearly all the carriages have repaired
a whole.
PRIVATIZATION SENTUL PERFORM hurry - scurry AND CAUSES MAJOR
SERVICE setback KTM
KTMB setback starting with pengambilalehan Stor & Engineering KTMB Complex
include Golf Club Sentul by the then government. Initially the project was given to the
Taiping Consilidated Bhd (TCB) was taken over was by YTL Corporation Bhd.
Never mind the government to do so ..kerana ruled KTMB but the owner is a wrong
move their property is like the heart of KTMB to TCB before the company built a new
garage to replace Sentul Workshop Center. Are the provisions of the first workshop to
prepare TCB then allowed to demolish an existing workshop?
I think there is no such provision for the cost of building a new workshop in Batu Gajah
who had just completed borne by the government. It was a rare and difficult to
understand.
Central Workshop absence caused problems that befall devastated to KTMB ... such as
we face today. Problems like this are certainly adds turmoil ....
When people cursed and insulted the management and staff of government

RAILWAY SYSTEM .. Dilemma KTMB & Backup Solution
RAILWAY SYSTEM ....
Continued from previous entries ...... Part 2 of 3 parts.
PURCHASE OF LOCOMOTIVE TECHNICAL ERRORS ARE BLUE TIGER KTMB PURCHASE OF CHINA DALIAN LOCOMOTIVE WORKS Locomotives ERRORS
WHO?
Within the construction of double track electrical underway government / KTM has
decided that mistake and waste of public funds to buy 40 locomotives Diesel Electric.

Would have bought more Diesel Electric Locomotives in large numbers while what to
do is to phase out existing electric diesel locomotives?Which is supposed to be
purchased ACL or Electric Locomotive completely! But if the lack of an existing
locomotive urgent, smart move is to rent a diesel electric locomotives from India,
which proved to be it. Why did the government buy 20 Blue Tiger (BT) and 20
locomotives from China?
BT is the purchase of locomotives technical fault largest and most professional
government. I call government because according to sources, KTMB has never asked
the government to buy the locomotive. KTMB top management error probably is not
denied the purchase. What to protest -sudahpun purchased by the Ministry of
Transport.
Why purchase the locomotive BT said the biggest technical error / big technical
blunders? , Technically BT owns a long axle base length and 120 tons of objection
should not be applied directly in KTMB without causing technical problems to the rail
or track.
KTMB existing rail is rail 80 pounds can receive a maximum of locomotives objection
of 60-80 tons. BT can be fully utilized if the entire track consisting of rails KTM 120 lbs.
Long Wheel Base Locomotives will open the track gauge, especially in the corners.
(Track bent). That's why since KTMB adopted the BT case of derailment due to open
gauge and rail cracks and fractures has increased dramatically.
If only the allegation that the KTMB never asked to buy BT..siapakah SMART ALEX in
the government, especially in the Ministry of Transport to decide stupid and crazy? All
BT & Dalian Locomotive purchased when DS Ling Liong Sik was the Minister of
Transport. If the allegations are true then it is up to the government to investigate.
Dalian Locomotive purchase 20 unit (LD) made by the government for barter
trade. Strangely although the Dalian locomotive built by KTMB specification, all the
locomotives could not be used directly as soon dikomissionkan. In this case we felt
strange ... .. is made by engineer supervisor Dalian KTMB sent to the mill to make
inspection.
Listen newspapers initial damage had been repaired and all 20 locomotives were
applicable, but heard KTMB had a problem in getting spares.
KTMB NOW THIS LACK OF ENGINEERS & TECHNICAL EXPERIENCE AND
INTEGRITY
During the retrofitting was first launched, many civil and mechanical engineers
leaving KTMB to serve with SON as dn salary offer greater convenience bik. Most of
these engineers are experienced engineers. KTMB had to take a new engineer and
sent several technicians (TA) to study BSc level to Overseas.
Similarly, the loss of technical staff KTMB ranked down as many retired fitter. Should
have some good fitter employed by contract to train the fitter / chargeman new.
KTMB MANAGEMENT SYSTEM CHANGE - CHANGE ACCORDING TO EXCHANGE
OF NO 1
It is unfortunate because the KTMB management style changed and changed
according to the new CEO to lead the KTMB. Since the government take over KTMB
back from Renong until today, there have been three CEO. Every CEO introduces its
own management. As a result of this continuity there is no confusion arises ranked
subordinates. Two former CEO is the inner self KTMB. Current CEO brought in from
ERL.

The sudden change in management style by Renong, is the change of management

decentralization to the region / area. The management once again amended the way
to full centralization with the creation of a strategic management unit level
headquarters.
Eradication district level management in my opinion, lead to the impression of a lack
of regulation that led to inefficiency and waste of assets. This disadvantage. I think
KTMB get back to the creation of the management at the district level as before. This
is because the quality of our people is not similar to any other country. KTMB wheel
rotates every second for 24 hours a day, 365 days a year without
stopping. Continuous supervision of management is a more appropriate way.
Meanwhile appointment as administrator of engineers is extremely
disadvantageous. This is a clear waste of assets. Similarly, the practice of exchanging
officials always high-level officials from the department kejabatan very often. For
example there is high employee holds a Master Degree KTMB had three times served
as General Manager of Security and General Manager of Human Resources officer
while the officer is a lot of experience in operations management terrain.

Part 3 ... ..Pilihan KTMB and Government of ???
Plan & personal view Omar Abdullah -ex railwayman
The last part .......
OPTIONS TO RESOLVE PROBLEMS KTMB
GET TUNED TO Modernization
Modernisation era has begun in-KTMB with the construction of double track throughout
the system and transition to employment of Diesel Electric Supply Electrical. In the
generation of electricity there is nothing to worry about because the supply of
electricity derived from TNB directly. As of today KTMB not face major problems in
maintaining the system of electrification.
The main problem is maintenance of the electrical system of rolling stocks as
experienced in maintaining the existing EMU. With the acquisition of new EMU and
DMU KTMB will undoubtedly face many challenges.
There is no other way other than training existing staff to be professional. KTMB
should include these requirements in the purchase agreement and subsequent rolling
stocks amending the system of continuous training yourself not to mention the
internal KTMB New Training Centre has been completed in Batu Gajah.
Staff are selected and appointed as a lecturer must be utterly professional and
berpengalamn in their respective fields. Tangkapmuat system shall no longer be
continued or cold room used as a training center staff who disliked or weak.
Have also been carried out mainly lecturers from the manufacturer to train trainers
KTMB Training Center. Training for new challenges must be started from now. It would
be unwise action when training staff made up of rolling stocks.
KTMB DILEMMA - DAH RAIL ROLLING STOCKS READY BUT STILL NOT BOUGHT.
KTMB main dilemma now is that, although the new twin track northward been
completed and has dikomisionkan, the government has yet to allocate funds to
purchase the necessary rolling stocks. Why is that?

1 Is it because the government has no provision given that the economy is still fully
belumpulih? or
2 The Government has certain plans related KTMB does not require the government to
make the investment. ?
REASONABLE CHOICE OF RELATED KTMB
ROLE CHANGE KTMB - such PLUS
I would rather choose the latter, that the government will not have to invest in
purchasing new rolling stocks for KTMB. Investment in the purchase of rolling stocks
are high. Leave it to the private sector to make these investments.
In my opinion there are many advantages and long-term benefits if the government
changed the role of KTMB appropriate to the current situation.
The government needs to think of the KTMB as infrastructure providers and caregivers
only, while a range of services open to private parties. If this is done then the role of
KTMB is similar to the role of such highway concessionaire PLUS and others.
PASSENGER SERVICE privatize TEREN, Commuter & TEREN GOODS / FREIGHT
I strongly believe that many investors and Overseas interest in this matter as YTL
Corporation Bhd and corporate figures Nadicorp TS Syed Mokhtar Al-Bukhari.
For example terrain intercity services (intercity express) can be provided by one
company or several companies (based on a careful study in advance). Service
provider is going to buy the necessary EMUs. In this way the government money can
be used to other sectors.
For services such as freight bulk cement at this time most of the wagons BBC (Bogie
Bulk Cement) provided by the manufacturer of cement. What needs to be purchased
again is to pull wagons wagons DMU's. Based KTMB former poor heart, I feel like CIMA
cement company Tasek Cement and APMC would agree if the government asks them
to manage their own terrain goods.
However, as this proposal requires a detailed study to be carried out.
IF NOT PRIVATIZATION OPTION ...... ..
If the government believes privatization is not yet necessary, it is very important that
the government provides allocations to KTMB to purchase the necessary rolling
stocks. Track maintenance is very loss without being used to the maximum.
ROLLINGSTOCKS GET IN LEASING.
Rollingstocks rent for the lease with the provision of maintenance services performed
by suppliers is a very reasonable thing to consider.
KTMB pihah itself has a good experience in the case of rent locomotives from India.
Based on the same system KTMB can hire EMU, DMU passenger coaches and even
coaches of international suppliers. If cost is the main factor, then the supplier of the
Chinese nation is a great option. KTMB does not have to be the case of purchase of
locomotives Dalian as kayuukur Chinese national capacity. This is because the Chinese
state railway is the world's largest railway system. Chinese railway system across the
various climatic zones and the zone is a popular mass transportation system and the
country's technology has been recognized around the world.

Leasehold + maintenance methods will relieve the national budget and own
KTMB. KTMB may be focused on other sectors, especially in the improvement of
services and track maintenance of electrical systems. KTMB could perhaps amending
the courier business and development of advertising or other assets.
IMMEDIATE ACTION REQUIRED IN-TAKE
1 immediate decision regarding the privatization of rail services
2 Purchase or lease EMU / DMUS
3 To appoint a second contractor baikpuleh
4 Manpower Trainings Human Capital
IDEAS CONTINUE DR M RELATED Pan ASIAN Railways
KTMB MAKE AS R & D CENTER NATIONAL RAILWAY INDUSTRY.
I think that the decision to cancel Pak Lah (later to be harmful delays) the idea of Dr
Mahathir to establish Pan Asian Railways - Johor Baru to Kunming (China) is a blunder
that cost the state. Authors understand why it's extremely angered the Honorable
Tun. Authors who only person of ordinary citizens became upset over this mistake.
In the author's proposal Pan Asian Railways (hereinafter referred to as the idea of Dr M
/ GDM) is a cover to Grand Design System Logistics Malaysia Dr M.
Step one ... .permodenan Pasir Gudang Port in the east,
Step two - creation of a new modern port on the west side of Container Port of Tanjung
Pelepas,
Step three enlargement and modernization of the Port Klang Authority through
projects Westport,
Step 4 creation of double track and electrical KTMB,
Step 5 ... Crooked Bridge,
Step 6 ..Pan Asian Railways.
Rivals Malaysia in the logistics industry is Singapore. Singapore Port Authority faces a
variety of problems to continue to grow. If obstacles Causeway demolished, Tebrau
Strait sea routes will be the main route aboard the Far East. This will manjadikan both
the Port of Tanjung Pelepas and Pasir Gudang as the main stopover ports.
Land travel by rail is certainly more short time compared to the cruise ship. Chinese
markets will be a major market in the world in the coming decades. Pan Asian
Railways should be implemented immediately.
Why Pak Lah abort a crooked bridge? Why Pak lah cancel tracking project given to
Syed Mokhtar?
It is ridiculous Pak Lah did not know this would GDM because he was the Deputy Prime
Minister? Kind - of speculation has arisen among them is the role of Temasek Holdings
and the role of Khairy Jamaluddin. Pak Lah knows and he should feel guilty and
ashamed.
DS Najib must continue ... GDM.

GDM should be continued by DS Najib administration. As of today there are no publicly

known. There has been no announcement from the government.
Business world rail industry is worth a thousand billion USD. In-Malaysia "almost
nil". In fact, almost all equipment and spares KTMB now fully imported. Our technology
in making railway equipment almost nothing.
That time has come for Malaysia strides in this direction. Perhaps this is to be done by
Dr M through GDM. In this case perhaps TMD can be the basis for industrial R & D
train.
Sekian..untuk reflection.
Greetings from ... Omar Abdullah Takzim ..ex railwaymen..once a railwaymen ..always
a railwaymen.
