In general, from 2000 to 2015, the number of mugging cases in all three
Vietnamese cities increased. In the cases of Ho Chi Minh City and Da Nang
there was a gradual decrease starting from 2010 while in Ha Noi the number
continued to rise.

Task 2:
Topic A: Many people believe that to reduce crimes prison sentences must
be longer.
To what extent do you agree or disagree?

Lengthening prison sentences might not be an effective solution to crimes

because there are many proven drawbacks of a long prison sentence. The
government has to spend tax money to sustain the prison system so the
more prisoners there are and the longer they are kept in, the more money
will be wasted on accommodating these law breakers instead of being spent
on education and other purposes. Moreover, prisoners living within prisons
for too long tend to become organized into dangerous gangs which harass
newcomers and inexperienced inmates and create a hierarchy in which those
criminals are the leaders. Therefore, putting people in prison for long periods
of time does not help but hinder their rehabilitation progress and may even
create more problems for society.

Topic B: In order to reduce crimes, the government must concentrate on

improving education and living conditions first. Punishing criminals is only a
short-term policy.
To what extent do you agree or disagree?

First of all, lack of proper education and poor living conditions were the key
problems that led to people breaking the law. Many people who committed
crimes were never properly educated, so they are not fully aware of the
consequences of their actions and did not learn how to control their emotions
in order to solve problems in a civilized and peaceful way. More importantly,
most criminal motivations are to satisfy a need, so poor people who are in
desperate need of something are more likely to commit crimes. It is common
knowledge that a poor neighborhood with a low educated population will
experience much more violent and criminal activity than a wealthy, educated
middle or upper class neighborhood. This is the reason why crimes must be
treated at the source by improving education and well-being.
