INTRODUCTION

Our subject is SPO2 Evone G. Pardillo 44 years old, currently living at Brgy 76-A
Prk.10 Bucana, Davao City. A graduate of AB in Political Science at University of
Mindanao. Started serving the organization on October 30, 1998 and have served
the PNP organization for almost 18 years and is now assigned at Sandawa Police
Sub-Station, Sandawa Road Brgy. 76-A, Davao City.

What happened in the interview


-

We interviewed our subject about the question we should ask in accordance


in our requirements. We are glad that all the questions were answered even
though it is just simple and brief but we got the idea of it.

Who is involved in the interview


-

Our group which is task in interviewing out subject and SPOII Evone G.
Pardillo which is our subject and PO1 Saulga and PCINSP Tilcag.

When did it take place


-

We conducted our interview last Tuesday last September 29, 2016 at


approximately 8:00 pm.

Where did it take place


-

We conducted our interview at Sandawa Police Sub-Station located at


Sandawa Road Brgy. 76-A, Davao City.

Why did this interview has been conducted


-

We conducted our interview in compliance for our Requirements in our


subject the Police Personnel and Records Management.

How the interview was conducted


-

The interview was planned by our group after choosing who our interviewee
is. After sending the letter which is signed by our beloved professor our
subject immediately accepted our request and our subject is the one who
scheduled our interview. As the time pass by and the day when we will
interview our subject, our group went to the --------------------- and after we
greeted our subject we immediately started our interview. The interview went
well and we are happy to acquire answers which is important in this activity.

A.Recruitment

Sa recruitment wala kaayo issue kay ang mga applicants pangandaman man ang
mga examinations na muabot. Naay lay issue if ang qouta kay gamay ra tapos
daghan ang mga applicants. Mao lang siguro to wala kaayoy issue sa recruitment.

In recruitment there is not much of an issue because the applicants are already
prepared for the examinations that will come. There is an issue if the qouta is low
and the applicants are many.I think that is all because there is not much of an issue
in recruitment.

B. Promotion

Sa promotion wala kaayo problema ang promotion if ang imuhang requirements kay
kompleto. For example, complete ang time and grade, eligibilty and other
requirements. Sa promotion naa gihapoy kulang ug qouta tapos naa puy lack of
training oppurtinity kay gamay ra ang slot. Ang ending ma disqualify sa promotion
and applicant.

In promotion there is no problem in promotion if your requirements are complete. For


example, The time and grade is complete, eligibility and other requirements. In
promotion there is still a lack of qouta then there is also lack of training oppurtinity
because the slot is limited. As a result, the applicant might be disqualified in
promotion.

C. Assignment

Problem pud dri sa assignment kay if ang isa ka police kay wala kaayo alam sa
iyang assignment. Ang mahitabo dili mabuhat sa isa ka police ang iyahang trabaho
tungod kay wala kaayo siyay alam sa iyang assignment. Naa puy problem if ang
police dili ganahan sa iyang assignment dili siya pwede makabalhin ug assignment
kay dili man siya ang mag buot kung asa ma assign ang commander man ang naay
authority para mag hatag ug assignment.

The problem here in the Assignment if a police officer does not have enough
knowledge in his/her assignment. As a result, The police officer might underperform
because he does not know his/her assignment. There is also a problem if a Police
officer does not want his assignment. The police cant decide when to change his/her
assignment because he is not the one on authority. The commander is the one who
have authority to give assignment.

D. Training

Sa training wala man kaayo mga problems basta for PO1 training kay ang
applicants nag prepare na daan para sa mga muabot na training. Pero naa lang
gihapoy hazing nahitabo sulod sa training bisan pa ug naa na tay anti-hazing law.

In the process of training there are not much of a problems if it is only for PO1
training because all the applicants have already prepared for their upcoming training.
But, there is still hazing occuring inside the training camp even though we have the
anti-hazing law.

2.What is your stand on the proposal to hire senior high school graduates in the
PNP?
Dili pwede! Maglisud man gani mga college graduate na police nga mas naa silay
experience sa pag-skwela mga senior high graduates pa kaya. Kay ang kailangan
gyud na dawaton sa PNP ang mga naay alam sa mga panarbaho sa police ug
kanang naa na silay idea daan ba sa pag-pamulis. Pag senior high graduate lang
man gud kay mag lisud ug adjust if nakasulod na sa police work. Mas maayo kung
mag apply nalang sila sa PNPA after sa ilang pag graduate.

No way! The college graduates police have bad time in it even though they have
much more experience in studying how much more the senior high graduates. The
one that is needed in PNP are the ones who have knowledge in the police work and
have the already the idea of the works of the police. It is because the senior high
graduates will have bad time in adjusting if they are in the police work. Much better if
they will just apply for PNPA after they graduate.

3. Is there an occuring discrimination between a PNPA graduate official and a


bachelor graduate police?

Wala. Bawal man ang discriminitation sa organization kay naa man tay antidiscrimination law. Instead nga mag discriminate gina tabangan nila aron mabuhat
ug tarong ang mga trabaho.

None. Discrimination is not allowed in the organization because we have an antidiscrimination law. Instead of discriminating they help to make the work proper.

When we interview SPO2 Evone Pardillo I learn something in police. Also I learned
that when you apply on the PNP you should complete the requirements or possess
to have no problem or issue and also in the promotion those called on deck police
officer they are the prioritize for promotion on deck means those police officers
should be promoted with in the year and for the training there is no problem with that
as long as you are eligible or qualified on the training but when you are in training
there are still hazing exsting. and I learned that when police officer is
unknowledgeable in his assignment it will cause an underperformance and then
when we question SPO2 Evone Pardillo about the hiring a SHS graduate in the PNP
organization he disagree because SHS has no knowledge about the police work and
also they will struggle in the PNP organization.

BRIONES, JOEY A.

During on the interview of the Police Officer namely SPO2 Pardilllo we find out in his
comment about the said question regarding in the recruitment and promotion he said
that in this intances in the organization that it is very important to complete all
requirments and eligibilty is needed. In assignment the main issue is the lack of
knowledge and experience in the said assignment because thier is some police
officer who didn't capable in the said assignment also i learn n the promotion matter
that the prioritize is the police officer that is "on deck" or police officer that need to
promote with in this year or neccesarry. In the issue of proposal to hire or to become
caplabe of the senior high in the PNP Organization according to the comment of
SPO2 Pardillo the senior high school graduate are not capable to become an law
enforcer simply because they have not knowledge about the work of an law enforcer
or to become one of them.

Adrian I Cambiador

I learn something that different to my expectations in PNP organization when we


Interview SPO2 Evone Pardillo. I learned about the needs and important things to do
when you apply on the PNP. They must complete requirements and be qualified on
the training so that theres no problem when you apply. In assignment issue many
police officer that assign to their perspective position thats not fit to their skills and
lack of knowledge about their position cause an underperformance they need more
trainings and seminars to do better of their work. In our last question of SPO2 Evone
Pardillo in the organization is there discriminating between the PNPA graduate to
Ordinary Graduate. Will I learn theres no discriminating because theres a Law that
must be emphasize to do. The anti-discrimination law.

RECRUITMENT AND SELECTIONS:


In the interview that we conducted we found out that in the process of
recruitment there is not much of an issue because all you need to have is to
complete all the requirements.
PROMOTIONS:
In the promotion we learn that in order for a police to be promoted to the next
rank he/she must be eligible, it means that he/she must have completed all the
requirements needed to the next rank and it includes not having a case against
him/her.
TRAININGS:
In the trainings there is also not that much of an issue if the applicant is
eligible and have complied all the requirements.
ASSIGNMENTS:
In this process the concern in this area is when the assigned police does lack
the knowledge in his assignment is a problem.

Proposed hiring of senior high school graduates in the PNP:


In this topic we found out that for him as a police he is not favor of this
proposal. In order to become a police officer one must undergo certain courses like
being a licensed criminologist because being a police is a serious job.

Discrimination in the organization:


There is not much of an discrimination because the police officers believe it is
not needed and there is also a law according to discrimination.

The police officer that we interviewed is SPO2, during our interview I learned that in
recruitment and promotion you must complete the requirements and the eligibility
that is needed. In assignment the main issue is the lack of knowlege because there
are some police officers who does not know what to do.I also learned that in
promotion they prioritize the officer that "on deck" or the police officer that need to
promote with in this year. In the issue of proposal to hire the senior high in the pnp
according to spo2 pardillo the senior high is not capale in pnp because they have not
a knowledge in pnp. I also realized that there are no discrimination in the
organization.

I am glad of the outcome in the interview that we have done and the answers we
have got. It helps me to have idea in a police organization and able to know if there
are some problems concerning the organization. In the recruitment there are not
much issues regarding in promotion as long as you are eligible and have complied
all the said requirements you can start applying for promotion and start your training
or your schooling. When it comes in the assignment Lacking of knowledge on your
assignment is also a problem. Training does not have that much of an issue as long
as you are on complete requirements and eligible to take the training. When it comes
to the PO1 training there is no issue because you are already in the PNP and should
have prepared for it. My reaction to the stand of our subject in hiring senior high
graduates is not opposing the idea of our subject. I can agree of what he says
because it really does need to have a knowledge in police work and to have any idea
what the police organization is. I am also happy to know that there is not much
discrimination on the police organization as said by our subject.
