1.1
Features
This tool has the following features.
1.2
It integrates the functions of PN planning for both new sites and capacity-expanding
sites.
It takes into consideration the number of tiers and the distance for PN reuse.
It implements the function of group planning for multiple areas that are far from
each other and have densely deployed BTSs and makes the planning schemes
more reasonable.
After the planning, the program will automatically evaluate the scheme and export
information about the minimum PN reuse distance, the times of PN reuse, and the
top 20 cells with the poorest PN reuse performance.
It runs a little bit slow. We can reduce the calculation workload and improve the
software efficiency by setting different maximum calculation distances for different
BTSs.
Its function is similar to the CNO1s manual planning function. We can consider
exporting several schemes and then choosing the optimal one according to the
evaluation results after the planning.
2.1
PN Plan: The user can fill in the BTS information, set the planning parameters, and
see the evaluation results after the planning.

On the right side of the worksheet is a group of three parameters for the PN planning
tool to automatically generate a PN group, as shown in the following table.

PN Plan
The PN Plan worksheet comprises three parts: the BTS information, the parameter
settings for BTS groups, and the evaluation results after the PN planning.
2.2.1
BTS Information
The BTS information includes the longitudes, latitudes, and other information of the cells,
as shown in the following table.

2.2.2
Sector: the number of the sector. The value range is 0, 1, and 2. Please note that
the number of sectors for the same BTS should not exceed 3. If it exceeds 3,
modify the Site Id and Sector fields.
PN: the PN value of the BTS. For a BTS that has not been planned, keep blank.
Type: the BTS type. It should be the same as the BTS type set in the PN Groups
worksheet, including the Indoor, Outdoor, and Border options.
NeedsPNPlan: to indicate whether this BTS needs PN planning. If it does not need
PN planning, keep blank.
Groups: the serial number of the BTS group. The program will plan BTS PNs in the
sequence of group numbers.
Reference Site ID
MaxRadius (km)
20
100
2.2.3
Reference Site ID: the reference for the PN planning of each BTS group. Usually,
we choose a BTS from an area where BTSs are densely deployed for reference.
MaxRadius: The parameters of BTS group are introduced to improve the software
efficiency. During the planning of a BTS group, the program only considers the PN
usage of the BTSs that are at most N km from the reference site (N = MaxRadius).
Therefore, if the value of MaxRadius is too small, perhaps there will be something
wrong with the PN reuse.

Score (low is bad): the score obtained on the basis of the number of tiers and the

Collecting information about the usage of PN groups: the available PN groups for
different types of BTSs and the information about the reserved PN groups
Processing BTS information: The BTS information obtained from the field must
include the BTS names, sector numbers, sector longitudes and latitudes, BTS
configuration types, and whether the BTSs need planning. After obtaining the BTS
information, we should check its validity. Please note that the number of sectors for
the same BTS should not exceed 3. If it exceeds 3, modify the Site Id and Sector
fields. The value range of Sector should be 0, 1, and 2.
On the right of the worksheet, type proper values in the PN_INC, PN_Interval, and
Group Interval fields and click Generate PNs to generate a corresponding PN group.
On the left of the worksheet, set a scenario for each PN group by typing Y in the
corresponding field. For example, for an outdoor BTS, type Y in the corresponding
Outdoor field.
3.3
Note:
1. The content in the Type column must be consistent with the settings in the PN
Groups worksheet.
2. If a certain cell needs PN planning, type Y in the corresponding NeedsPNPlan field;
otherwise, keep blank.
3.4
In the planning area, there is a network for only one large-scale city where BTSs
are densely deployed. In this case, we can consider the urban area as one group
and the outskirts as the other group during the PN planning.
3.4.1
In the planning area, there is a network for several large-scale cities where BTSs
are densely deployed. In this case, we can consider each urban area as one group
and the outskirts of each city as one group during the PN planning.
For a network with many indoor distribution systems, to ensure the reasonableness
of the planning scheme, we suggest performing PN planning for outdoor BTSs first
and then performing PN planning for indoor BTSs on the basis of the PN planning
results for outdoor BTSs.
On the Table menu, click Export to open the Export Table dialog box. Choose the table
you want to export for example, the Selection item in the following figure and save
it in .dbf format.
Open the exported file in Excel, find the selected BTSs in the BTS information, and set
them as one BTS group.
3.4.2
Reference Site ID
MaxRadius (km)
20
100
Usually, we choose a BTS from the area where the BTSs are densest as the reference
site. For the MaxRadius setting, if there are only a few BTSs, we can directly set a large
value for the MaxRadius parameter. If there are a lot of BTSs, we should consider the
software efficiency according to the following principles:
Consider the BTSs that are evenly distributed in the urban area as one group and
set the MaxRadius parameter to about 20.
Consider the BTSs that are sparsely distributed in the outskirts as one group and
set the MaxRadius parameter to about 100.
10
3.5
Consider the indoor distributed BTSs as one group and set the MaxRadius
parameter to a small value, for example, 5.
Planning PNs
After setting the BTS information and the relevant parameters of the BTS groups, click
Plan PNs. A dialog box may appear and ask whether to reserve the rest PN groups if
there are omni sector sites. Choose Yes or No according to the actual conditions.
To cancel the PN planning, click Cancel.
