A Guide to the PN Planning for New BTSs Internal Use Only

Introduction to the PN Planning Tool

Because the CNO1 could not effectively achieve the function of PN planning for
neighbor cells during capacity expansions, to improve the efficiency of PN planning,
ZTEs CDMA Network Optimization Tool Development Team developed this PN planning
tool.
The
user
can
download
this
tool
from
http://tsm.zte.com.cn/tsm/FileCenter/File.aspx?Mode=read&FileID=30265349.

1.1

Features
This tool has the following features.

1.2

It integrates the functions of PN planning for both new sites and capacity-expanding
sites.

It takes into consideration the number of tiers and the distance for PN reuse.

It implements the function of group planning for multiple areas that are far from
each other and have densely deployed BTSs and makes the planning schemes
more reasonable.

After the planning, the program will automatically evaluate the scheme and export
information about the minimum PN reuse distance, the times of PN reuse, and the
top 20 cells with the poorest PN reuse performance.

Limitations and Solutions

This tool has some limitations, but the solutions are also provided here.

It runs a little bit slow. We can reduce the calculation workload and improve the
software efficiency by setting different maximum calculation distances for different
BTSs.

Its function is similar to the CNO1s manual planning function. We can consider
exporting several schemes and then choosing the optimal one according to the
evaluation results after the planning.

2.2

Group Interval: the interval between different PN groups

PN Plan
The PN Plan worksheet comprises three parts: the BTS information, the parameter
settings for BTS groups, and the evaluation results after the PN planning.

2.2.1

BTS Information
The BTS information includes the longitudes, latitudes, and other information of the cells,
as shown in the following table.

Meaning of each parameter:

2.2.2

Site Id: the name of the site

Sector: the number of the sector. The value range is 0, 1, and 2. Please note that
the number of sectors for the same BTS should not exceed 3. If it exceeds 3,
modify the Site Id and Sector fields.

BSC: the serial number of the corresponding BSC

PN: the PN value of the BTS. For a BTS that has not been planned, keep blank.

Longitude and Latitude: the BTS latitude and longitude

Type: the BTS type. It should be the same as the BTS type set in the PN Groups
worksheet, including the Indoor, Outdoor, and Border options.

NeedsPNPlan: to indicate whether this BTS needs PN planning. If it does not need
PN planning, keep blank.

Groups: the serial number of the BTS group. The program will plan BTS PNs in the
sequence of group numbers.

Parameter Settings for BTS Groups

To adapt the PN planning tool to the areas containing multiple cities that are far from
each other and have densely deployed BTSs and improve its efficiency, we should set
some parameters, as shown in the following table.

Meaning of each parameter:

2.2.3

Group ID: the serial number of the BTS group

Reference Site ID: the reference for the PN planning of each BTS group. Usually,
we choose a BTS from an area where BTSs are densely deployed for reference.

MaxRadius: The parameters of BTS group are introduced to improve the software
efficiency. During the planning of a BTS group, the program only considers the PN
usage of the BTSs that are at most N km from the reference site (N = MaxRadius).
Therefore, if the value of MaxRadius is too small, perhaps there will be something
wrong with the PN reuse.

Evaluation on the Planning Results

After the planning, the PN planning tool will evaluate the scheme automatically and
export the planning results: the top 20 cells (the old and new sites respectively) with the
poorest PN reuse performance, the times of PN reuse, the minimum PN reuse distance,
and the three worst reuse occurrences of each PN.

2.2.3.1

Top 20 Worst PN Assignments

When checking the PN planning scheme, we can first consider adjusting the PN values
of the BTSs, as shown in the figure below.

Procedure of Using the PN Planning

Tool

3.1

Collecting and Processing the Relevant

Information
Before the PN planning, collect and sort the basic requirements on this planning, which
include two aspects.

3.2

Collecting information about the usage of PN groups: the available PN groups for
different types of BTSs and the information about the reserved PN groups

Processing BTS information: The BTS information obtained from the field must
include the BTS names, sector numbers, sector longitudes and latitudes, BTS
configuration types, and whether the BTSs need planning. After obtaining the BTS
information, we should check its validity. Please note that the number of sectors for
the same BTS should not exceed 3. If it exceeds 3, modify the Site Id and Sector
fields. The value range of Sector should be 0, 1, and 2.

Setting Parameters for PN Groups

According to the PN group usage requirements obtained through the steps in Section
3.1, set the relevant parameters for PN groups in the PN Groups worksheet, as shown
in the following figure.

Figure 3-3 Parameters of PN Groups

On the right of the worksheet, type proper values in the PN_INC, PN_Interval, and
Group Interval fields and click Generate PNs to generate a corresponding PN group.

A Guide to the PN Planning for New BTSs Internal Use Only

On the left of the worksheet, set a scenario for each PN group by typing Y in the
corresponding field. For example, for an outdoor BTS, type Y in the corresponding
Outdoor field.

3.3

Filling in the BTS Information

Fill in the processed BTS information in the PN Plan worksheet, as shown in the
following figure.

Figure 3-4 Parameters of BTS Groups

Note:
1. The content in the Type column must be consistent with the settings in the PN
Groups worksheet.
2. If a certain cell needs PN planning, type Y in the corresponding NeedsPNPlan field;
otherwise, keep blank.

3.4

Grouping the BTSs to Be Planned

By grouping the BTSs, we can not only optimize the planning scheme and reduce the
workload of checking and modifying the planning scheme but also set the maximum
calculation radius (MaxRadius) for each BTS group to improve the software efficiency.
Usually, we consider BTS grouping in the following scenarios:

In the planning area, there is a network for only one large-scale city where BTSs
are densely deployed. In this case, we can consider the urban area as one group
and the outskirts as the other group during the PN planning.

A Guide to the PN Planning for New BTSs Internal Use Only

3.4.1

In the planning area, there is a network for several large-scale cities where BTSs
are densely deployed. In this case, we can consider each urban area as one group
and the outskirts of each city as one group during the PN planning.

For a network with many indoor distribution systems, to ensure the reasonableness
of the planning scheme, we suggest performing PN planning for outdoor BTSs first
and then performing PN planning for indoor BTSs on the basis of the PN planning
results for outdoor BTSs.

Method and Procedure of Grouping BTSs

Usually, we use the MapInfo software to group BTSs. On the MapInfo window, click the
Polygon option and select the BTSs in the target area, as shown in the following figure.

Figure 3-5 Selecting the BTSs in the Target Area

On the Table menu, click Export to open the Export Table dialog box. Choose the table
you want to export for example, the Selection item in the following figure and save
it in .dbf format.

Figure 3-6 Exporting the Selection

Open the exported file in Excel, find the selected BTSs in the BTS information, and set
them as one BTS group.

3.4.2

Setting Parameters for BTS Groups

After grouping the BTSs, we should set the parameters for each BTS group, as shown in
the following table.

Table 3-6 Parameters of BTS Groups

Group ID

Reference Site ID

MaxRadius (km)

Wuhou Angel Hotel

20

Chouzhou Hotel@already cut over@

[Indoor] Xinnan Road_2_AI2391B0

Usually, we choose a BTS from the area where the BTSs are densest as the reference
site. For the MaxRadius setting, if there are only a few BTSs, we can directly set a large
value for the MaxRadius parameter. If there are a lot of BTSs, we should consider the
software efficiency according to the following principles:

Consider the BTSs that are evenly distributed in the urban area as one group and
set the MaxRadius parameter to about 20.

Consider the BTSs that are sparsely distributed in the outskirts as one group and
set the MaxRadius parameter to about 100.

10

A Guide to the PN Planning for New BTSs Internal Use Only

3.5

Consider the indoor distributed BTSs as one group and set the MaxRadius
parameter to a small value, for example, 5.

Planning PNs
After setting the BTS information and the relevant parameters of the BTS groups, click
Plan PNs. A dialog box may appear and ask whether to reserve the rest PN groups if
there are omni sector sites. Choose Yes or No according to the actual conditions.
To cancel the PN planning, click Cancel.

3.6

Evaluating the PN Planning Results

After the PN planning, the program will automatically evaluate the planning results.
After the evaluation is performed successfully, the top 20 cells with the poorest PN reuse
performance, the times of PN reuse, the minimum PN reuse distance, and the three
worst reuse occurrences of each PN will be listed on the right of the PN Plan worksheet.
We can judge whether this planning scheme is reasonable on the basis of this
information.
The procedure of using the PN planning tool has finished. It is recommended to use the
CNO1 to check the distribution of each reused PN group on the digital map and adjust
the improper PNs.
