Terms of Reference for PFEM Steering Committee

Provide guidance and direction on PFEM Reform activities and to the PFEM
Technical Committee
Receive reports on progress on the PFEM Reform Programme, progress under the
budget calendar and any other activities relating to the success of achieving improved
financial and economic management.
Ensure directives on agreed government actions in PFEM are carried out
Provide reports on PFEM activities to the Principal Secretaries meetings

Provide periodic updates to the Cabinet and/or Economic Management Committee of


Cabinet on progress throughout government of activities under PFEM
Ensure updates are provided to development partners as per agreement with them
through the Group on Financial and Economic Management.

The meetings will be held at least every 2 months and more if required

Terms of reference for the PFEM Technical Committee

Ensure implementation of directives from PFEM SC

Coordinate and monitor progress of activities that are concerned with strengthening
public financial and economic management and accountability

Receive and approve progress reports on the status of initiatives for PFEM reform

Oversee and validate the overall direction of the PFEM Unit

Determine where there are capacity constraints to undertake the actions recommended
and propose actions to overcome such constraints.

Ensure that PFEM Reform Programme projects are properly designed and
implemented

Ensure that Technical Working Groups are properly functioning and receive progress
reports from them

Exchange information and debate on public financial and economic management


issues.

Ensure that reports to the PFEM Steering Committee are prepared

PFEM Unit
This presently comprises the Head of the Unit, 3 officers, a technical adviser, a financial
officer, an ICT officer and support staff.

Terms of Reference for PFEM Unit

Provide secretariat services for the various PFEM Committees including the
PFEM Steering and Technical Committees, GFEM and the Economic Governance
Sector Working Group

Facilitate the implementation of the PFEM Reform Programme by


coordinating Stakeholders inputs and reporting to PFEM Committees and
GFEM on progress;

Provide support and coordination for PFEM Technical Working Groups and
other task forces as maybe set up under the PFEM Structure

Provide secretariat services for the Trust Fund and PFEM Programme
Estimate (PE) Steering Committees;

Undertake financial management including procurement for support programmes


on PFEM reforms

Provide assistance on harmonizing CABS, IMF, World Bank,


MGDS indicators with regard to PFEM issues;

Participate and facilitate in


collaboration and networking ;

Facilitate the monitoring of activities on PFEM reform and coordinate reporting


on such activities including updating information on a web page

Prepare reports on PFEM programmes and projects for the PFEM SC and TC

PEFA and

bilateral, regional and international PFEM

Membership
GFEM is comprised of members of the Development Partners concerned with developing
PFEM reforms and members of the PFEM Technical Committee
It is co-chaired by the Secretary to the Treasury and one of the principal dev elopement
partners concerned with PFEM on a rotational basis.

Terms of reference for GFEM

Assisting in implementing, coordinating and monitoring the progress of the PFEM


reforms and proposing solutions to implementation issues.
Enhancing GoM/donors collaboration and coherence on financial and economic
management issues
Exchange of information and discussion on economic and financial developments in
the public sector and on economic policy issues

Membership
The membership is from those entities concerned with implementation of particular
components. It includes representatives from other entities which impinge on the successful
implementation of project activities
It should be chaired by the director or deputy most directly concerned with the project
activity
Under the PFEM Reform Programme there were ten Technical Working Groups designated.

This list can be amended as the TWGs evolve but it is required that those designated as
convenors call initial meetings if the group has not yet been formed. It is then possible for the
group to select who will convene meetings in future and to alter the membership of the group
to ensure effective progress on the component to which it is related.
There will be a focal person(s) from the main beneficiary entity who will liaise with the
PFEM Unit and will be responsible for reporting on meetings of the TWG to the PFEM
Technical Committee and provide reports to the PFEM Unit

Preparation of project activities for specific component or sub component


Preparation for project appraisals for funding through the MDTF or other agreed financial
arrangement
Indentify potential bottlenecks and risks and plan how to ameliorate the same
Ensure project implementation is undertaken through relevant bodies
Set performance targets and monitor progress against these
Ensure there is a reporting mechanism on progress
Review progress reports and make presentation to the PFEM TC
