This Section (Section 3) has been designed to help in specifications and for incorporation into project
design briefs. It has been divided into three parts for your ease and convenience:

PERFORMANCE OBJECTIVES
An automatic fire alarm system, primarily for life safety to BS 5839 Part 1 2002 will be provided to achieve
the following objectives:
To provide early warning of the presence of fire, by use of automatic and manual fire detection
devices.
To interface with heating and ventilation systems to ensure the achievement of appropriate plant
shutdowns.
To return the appropriate lifts to a designated safe floor level, as approved by the Relevant Authority
and disable them until the fire alarm system has been reset or (where designated Fire Fighting or
Patient Evacuation Lifts) if they are operated by manual override control.
To release, to enable closure, of the appropriate magnetic hold-open door units.
To interface with the appropriate automatic doors to open in the event of an evacuation.
DESIGN PARAMETERS
This specification describes and outlines the requirements for design, manufacture, installation, testing and
commissioning of a complete Fire Detection and Alarm System.

This will include the properly managed design, supply, delivery to site, placing in position, erection,
programming, testing, inspection, commissioning and handover of the complete system as detailed in this
specification and as shown on the drawings, together with all installation equipment and other items.
The systems shall comply with the following including latest amendments:
BS 5839 Part 1+A2: 2008, Fire Detection and Fire Alarm Systems for Buildings, including
recommendations for cabling.
Fire and Rescue Service/Building Control Body.
BS 7671 Requirements for electrical installations.
BS 6387: 1994 Specification for performance requirements for cables required to maintain circuit
integrity under fire conditions.
BS 8434 Part 2: 2003 Methods of test assessment of the Fire Integrity of Electric Cables
Enhanced Grade.

Section 3
The manufacture, supply, installation, testing and commissioning of the complete fire alarm system
shall be carried out by companies certified in accordance with the Quality Standard BS EN IS0 9001:
Loss Prevention Certification Board (LPCB)
British Standards Institution (BSI)
The fire alarm control and repeater panels shall be designed and manufactured in accordance with BS
EN 54: Parts 2 & 4: 1998, BS EN 54 -2 + A1: 2006 and BS EN 54 -4 + A1: 2002.

SYSTEM DESCRIPTION
The system will be analogue in operation, with each sensor device providing signal levels relative to the
current operating environment. These analogue samples will be transmitted to the control panel in a
digital format to reduce possible corruption.
Outstation background environmental conditions will be monitored every 80 seconds to create a table of
each analogue channel for event analysis. For sensors in a threshold condition 256 data readings will be
taken, with fast-scanning employed to locate threshold outstations within a period of 0.5 seconds.
Detectors shall be fixed to the installation by means of a plug-in detector base, suitable for direct
mounting onto conduit boxes. The detectors shall incorporate the optional feature of being able to lock
the detector into the base by means of a locking grub screw. The addressable base must incorporate a
mechanical addressing method for communicating the detector status to the CIE, including the means of
addressing so that no action is required to a detector head when replacing them.
To maintain system performance and ensuring that the manufacturers can concentrate on their core
specialist skills, the equipment should be provided by more than one manufacturer. Each manufacturer
will be certified by the British Standards Institution under the registered company scheme to
BS EN ISO 90001.
All field devices to be connected to the control panel are to be wired directly via 2 core loop circuits.
Loop cable types to be selected in accordance with manufacturers recommendations to ensure optimum
performance.
The system will be capable of providing fire, fault disablement and supervisory monitoring facilities as
required by EN 54 Pt 2. Short or open circuit wiring fault isolation will be provided within every device to
protect the system. Group Circuit Monitors which isolate/protect sections of a loop circuit, i.e. a group
of field devices are not acceptable.
WIRING SYSTEMS
Cabling for the Fire Alarm system all other inter-related links shall be in accordance with BS 5839 Part 1 + A2:
2008 and the fire alarm system manufacturers recommendations.
Cables shall be generally installed on cable basket where three or more cables are run together. Where
less than three cables are run, they may be clipped direct onto a surface with mechanical protection to be
provided where necessary.
Where fire alarm cables are surface mounted, they shall be either installed within a conduit system below
2500mm AFFL or mineral insulated copper sheathed cables (MICC/LSF) conforming to BS EN 60702.
All cables shall be RED sheathed and BASEC approved and shall be clipped in full compliance with BS 5839.

MECHANICAL DESIGN
The housings containing the control and indicating equipment will be of metal construction complete
with cable entries, fixings, knockouts and covers all will afford a minimum ingress protection to IP43.

INSTALLATION
Installation of the system will be in accordance with the recommendations set out in BS 5839 Part 1:2002
and BS 7671.
At detector and sounder and visual alarm/beacon locations, cables will be terminated in approved black
enamelled/galvanised BESA or MI Clamp type junction boxes. All other devices forming part of the
system will utilise dedicated/customer back boxes.
All detectors and bases will be installed in accordance with guidelines set out in BS 5839, BS 7671 and the
installation instructions provided by the manufacturer.
All detector/sounder/indicator bases will be securely fixed to BESA boxes and non-combustible
supporting patresses behind ceiling tiles, allowing for easy fitting and removal of devices.
All control devices (e.g. call points, sounders, interface modules, etc.) will be installed in accordance with
the guidelines set out in BS 5839, BS 7671 and the installation instructions provided by the manufacturer.
All control devices and associated modules will be securely fixed and if required, marked with
appropriate notices, warnings, signs as applicable.
COMMISSIONING
The Contractor will be responsible for programming the complete fire alarm system in accordance with
the Cause & Effects Strategy document, provided to illustrate the proposals for activation of alert and
evacuate signalling and the operation of fire alarm interfaces, during and upon receipt of a fire alarm
activation.
The alarm system will be tested and commissioned including for full integrated performance testing,
carried out to verify the system performance with the agreed Cause and Effect Fire Strategy.
The integrated performance testing will include all co-ordinated interface testing with third party
equipment/system providers such as lifts, BMS, etc.
The following documents will be utilised to record test results and details of commissioning tests:

TRAINING
The Contractor will be responsible for demonstrating the complete system operation and training
Cause & Effects strategy. The Contractor shall include for full time attendance throughout handover and
training period.
CONTROL REQUIREMENTS
The fire alarm equipment will be capable of monitoring and controlling remote site devices via interfaces

building staff to operate the fire alarm system fully in accordance with the O&M manuals including the
as indicated on drawings.
