TheCrusadersarenotanewteamornewcampaign;
it is a group that has been for the lack of a better
worldlurkingatthebackofmymindforyears.From
the earliest days of the Crusaders to the period
whenitwasrunregularly,theCrusadershavebeena
group that has either excelled or suffered...feast or
famineintheDefendersverse.

TheCrusadersrepresenttheheroicideal:Agroupof
individualsbandedtogethernotoutofnecessity,but
out of a common will to see the world in a better
way. In a way, the evolution of the Crusaders was
tied in a great number of ways to both Defenders
International and Project: WorldGuard: Both of the
campaigns fed the Crusaders if they realized it or
not,andbythattoken,werefedbyitcreatively.

NowtheCrusadersstandreadytoagainventureinto
the world, seeking injustice, and proving why they
areamongtheverybestofthebest,theheroshero.
Theheroicidealistheideathatwhenthingsarethe
darkest, there will always be those shining knights
who will come the rescue. Project: WorldGuard
represented the forge that the heroes were in,
temperingthemintotheheroestheywouldbecome.
Theworldismoredangerousnow,thevillainsmore
deadly, and the threats larger...butthe heroes are
ready.TheCrusadersliveagain!

CRUSADERSFORWARD

The Crusaders is the third campaign in a series of


multiregional campaigns set in Mark Gearys
DefendersInternationalcampaignuniverse.Thefirst
two campaigns, Project: WorldGuard and Jameson
City Saga were established for the MidAtlantic
region. A third campaign, Criterion Academy was
launched in 2007, chronicling life in a metahuman
school.

Upon the end of Project: WorldGuard and its story


arc The Reaving opened the door for the third
campaigntobegin,TheCrusaders.

TheCrusadersrepresentthereturntoclassicFour
Coloredheroics,similarlyfoundinstandardformat
comics. The Crusaders represent a team that has
gone through many transitions, and have at last
reformed,fusingelementsoftheGolden,Silver,and
Modern age of heroics into a new version of the
Crusaders.

The Campaign is geared primarily for the Mid


AtlanticregionoftheEasternU.S.seaboard,andwill
be supported through conventions and gamedays
throughoutthecalendaryear.

FOUR COLORED COMICS AND THE AGE


OFCOMICS

TheCrusaderscampaignisbasedaroundtheideaof
aFourColoredcomicbook.Fourcoloredcomicsare
areferencetotraditionalsuperherocomicbooks,
initially published in the fourcolored printing
process. The style, storytelling, and art of the Four
Color comic book have shaped the modern
conceptionofsuperherocharactersandcomics.

Four Colored comics are usually broken down into


eras, or Ages, reflecting the highlights and low
pointsofthecomicera.Mostcomichistoriansagree
therearecurrentlyfourerasofcomics:

TheCrusaders

GOLDEN AGE: theperiodofproductionfrom1938


until1952.Theperiodwherecomicsfirstintroduced
the costume adventurer, often paralleled in serials
andpulpmagazines.
SILVER AGE: The period of production between
19621985, heralded by the first modern comic
super hero and the updates of several golden age
characters for a more youthful and modern
audience.
BRONZE AGE: Also called the postmodern era,
from19861992.Theperiodmarkedbychangein
company standards and target audiences of the
larger comic companies. More realistic stories and
heroes began to emerge, as did independent
publishers.
MODERN AGE: The period from 1992 to present,
in which creator controlled companies became
prevalent, and heroes were again reinterpreted for
modern society. The current era of comic books,
where classic characters are often either iconic or
deconstructed.

THEDEFENDERSVERSE,PARTONE

The Defendersverse has been active as a campaign


settingsinceJanuary14th,1986.Developedtobean
alternative setting for a longtime supersgame, the
Defendersverse is named after the first team that
was created for the Defendersverse was Defenders
International,acampaignthatisstillbeingrunwith
regularityintheMidAtlanticregion.

The Defendersverse has undergone four serious


revisions,mirroringtheeventsinpopularcomicsand
attemptingtobringthefeelofthoseeventsintoan
RPGsetting.

No other team has come close to the legacy that


they have created. From the early days of the
Golden Age to the terrible events of 1998, the

While the Crusaders have only been active under


that name since the 1960s, the origin of the
Crusaders actually began with the first recognized
metahuman hero group in North America, the
MinuteMen.

THEMINUTEMEN

The Minute Men were formed by the heroes who


first responded to the attack on Pearl Harbor in
1941.Whiletherewerelooseassociationsofheroes,
the Minute Men were formed as the first official
Team, recognized by both President Franklin D.
Roosevelt and J. Edgar Hoover. Indeed, it was the
press onsiteof the PearlHarbor attack thatcoined
theteamsname,theMinuteMen,forbeingthefirst
torespond.

TheBattleofPearlHarbor
The battle of Pearl Harbor was the single incident that
broughtAmericaintotheSecondWorldWarwhilenoone
expectedtheattack,theJapanesenavylaidwastedtothe
bulk of the American fleet. Early response by several of
heroes,includingtheCrimsonHood,JetRanger,Mr.Might,
theGoldenEagle,theGoldenAmazon,and severalothers
prevented a total loss of the fleet. The battle of Pearl
Harbor also was the first use of largescale robots in
combat,theSteelSamuraiwhichwere50tall.

LedbyMr.Might,theMinuteMenremainedactive
intheUnitedStatesforthemajorityofWorldWarII,
serving domestically to stop5thcolumn agents and
NaziinsurgencywhilealsosupportingtheLegendary
Squadron overseas. During 1944, many of the
Minute Men were recruited into the Legendary
SquadrontocombattheriseofAxisvillains,leavinga
handfulofmembersuntilafterWWII.Itwasduring
the period of enlistment that the Minute Men
established their headquarters in New York City in
thePembrokeMansion.

After the war, many of the Minute Men members


abroad returned, creating the first major superhero
group of the modern era. Under a decision by the

Crusaders represented one of the greatest heroic

Many believed the events of 1998 and the


subsequentandproblematicissueswiththeversions
of the team that followed would haunt the
Crusaders forever. Many others considered the era

attemptsatreforming.Withbothafinancialsupport
network and the support of several of the original

1992,WorldGuardhadbeenplaguedwithproblems
until the fifth version, which was the longest
established of any of the groups bearing that name
todate.

Formedin2002,Project:WorldGuardencountereda
variety of threats during its tenure, until events
forced WorldGuard to split from the U.N. in 2005.
Shortlyafterthesplit,P:WGwasoffereduseofthe
CrusaderHQandappropriateequipment.

WorldGuard remained active even as a newer U.N.


teamwasbeingestablished.AftertheeventsofThe
Reaving,P:WGwasofficiallyaskedtorelinquishthe
rights to their name and lost their insurance rating
which is a requirement for all metahero
organizations.

When Project: WorldGuard was officially disbanded


in lieu of the newer WorldGuard, the Crusaders
made their move, bringing many of the P: WG
members into the fold, and opening their doors to
thenextgenerationofheroes.

The Crusaders are the cornerstone of the modern


superhero group. With three generations of heroes
stepping forward, the forces of evil have a new
enemy,andtheinnocenthavenewprotectors.

THEGOLDENCRUSADERS

The Golden Crusaders officially debuted in 1947,


stopping a threat from the last of the great Mad
Scientists, Doctor Mortis from poisoning the
experimental Hudson Beamline luxury train. Within
days, the Golden Crusaders were everywhere, from
stoppinganinvasionfromKingUrthosunderground
armytomonstrousradioactiveinsects.
ThemembershipoftheGoldenCrusadersremained
constantthroughoutthe1950s,asthegrouprosein
popularityandscopeofactivities.In1955,theriseof
the Red Scare forced many metahumans into
retirement after a scathing report by the Wertham
committee. The committee suggested that the rise
of superheroes had actually prompted a rise in
supercriminals. At the same time, the Micron Host
hadbegunitssecretinvasionagenda,andsoughtto
lessenthepossibilityofmetahumandefenders.
Singled out by both the Wertham Committee and
the Micron host, Senator Joe McCarthy for possible
connections to UnAmerican activities, the Golden
CrusadersoptedtodisbandonJan14,1955.
Many of the Golden Crusaders simply retired,
though a few opted to remain active until Mr.
Mightsretirementinlate1959.

THECRUSADERS

In the mid1960s, the world had changed


significantly.ThebalanceofpowerandtheColdWar
continued to rage across the political and social
landscape, and new threats began to emerge.
Heroes and villains, the children of the previous
generationbegantostepforwardintothelimelight,
andtheneedfortheGoldenCrusaderswasgreater
thanever.

Inearly1964,theneedforateamliketheCrusaders
becameevident.Whilebattlingthevillainknownas
Barbarous,agroupofheroesbandedtogetherwith
the Golden Crusaders member Doctor Atom.

TheCrusaders

Realizing a growing need, Doctor Atom quickly


decidedneededandnecessary.

TheCrusaderswereanintegralpartofthelandscape
duringthe1960sand1970s.Whilethemembership
rotated, the Crusaders rose to the forefront of the
supergroupsactiveduringthatera.

The Crusaders remained active throughout the


1980s under a succession of capable chairpersons
that provided sound leadership during crisis
situations. Such situations included the siege of the
Crusaders Citadel by the Sentinel Kahn intelligence,
theattackofthefirstmodernvillaingroupknownas
theConquerors,theotherworldlyassaultbythefey
realms,andtheattackofBarbarous.

Asothergroupsroseinprominencethroughoutthe
late1980s,theCrusadersremainedattheforefront.
In June of 1989, many of the Crusaders retired in a
huge public event, turning the group over to the
nextgenerationofheroes.

Had any known what would happen with the next


decade,itwouldhavebeendoubtfulthattheywould
haveeverretired.

THENEWCRUSADERS

The New Crusaders faced many of the same


problemsthattheirpredecessorshadfaced,though
withmuchlargerproblems.Asthepoliciesregarding
metahumangroupshadchanged,sodidthepolicies
governing the New Crusaders. By 1994, the New
Crusaders were relegated to the second string
status of hero groups, the glorious legacy often
forgottenintheinternalbattlesforcontrolthatthe
groupsoftenfoundthemselveslockedin.

While the New Crusaders managed to several


successes, including being one of the first
organizations to be granted an Olympus Database
connection,theNewCrusaderswereoftentimeson
thebrinkofselfimploding.Tachyon,whohadjoined
the Crusaders as a youth had grown up and

chairperson, Mr. Might, the group opted to re


dedicateitself,andtheGoldenCrusaderswereborn.

ReformedbytheheroineknownasHornet,theNew
Crusaders included one of the most powerful line
ups of the team to date. Coupled with Hornets
superior organizational skills and the backing of the
African PrinceMbutu,the New Crusadersbegan to
flourish.

From 1995 until 1998, the New Crusaders were


considered the worthy successors of the Crusader
legacy.

Itwouldnotlast.

1998

Inmid1998,theAfricancountryofBurundideclared
war on its neighbor Burundi. As Zhamundi was the
home country of Crusaders member the Bronze
Leopard, the New Crusaders broke UN sanctioning
and agreed to fly to Burundi to support
humanitarianaid,aswellasinvestigatetheclaimsof
metahumanactivityandillegalTrillinianweaponry.
On June 19th, 1998, the New Crusaders voted
unanimously to break the UN sanction. Within four
hours,twoslingshotjets,theuniqueaircraftofthe
New Crusaders were airborne and headed for
CentralAfrica.

Atapproximately6:15PMlocaltime,theCrusaders
entered contested airspace. Almost immediately
things went wrong as communications were lost
between Crusaders HQ and the two slingshot jets.
Nooneknowsexactlywhathappenedafterthat,but
both jets were shot down over the contested
territory.

Slingshot Jet1 was immediately engulfed in a


fireball,whichexplodedmidair,whileSlingshotJet

Natari.

The entire New Crusaders, along with allies and


former members had volunteered to go. Of that
number,onlytwosurvived:themysteriousDjinnand
themavericktrickshotartisttheMarksman.

It took three days for the report of the attack to


reach news outlets, as Marksman was forced to
cross through Burundi occupied territory with
woundedDjinnandintofriendlyterritory.Whenthe
world heard of the almost entire loss of the
Crusaders group, reaction ranged from a public
outcrytodemandsofUNinvestigation.

After one week, recovery teams managed to reach


thetwocrashsites,recoveringwhatremainedofthe
New Crusaders. Marksman and Djinn accompanied
the bodies of their teammates to New York, and a
citywidedayofmourningwasdeclared.
In a flash of light and fire, the New Crusaders were
gone.

And with them, one of the greatest heroic legacies


theworldhadeverknown.

attempted to hold the group together, but lacked


the time to devote fulltime, as did many of the
membersatthetime.Thelackofcommitmentfrom
members forced a vote to disband, which was
stoppedbytheinfusionofnewmembers.

THEDARKCRUSADERS

After the events of 1998, the founding members of


the Crusaders met and decided to retire the team,
turningtheCrusadersCitadelintoamuseumofthe
fallenheroesandtheCrusaderexploits.Renovations
were conducted throughout the late 1990s/early

Located in the building designated The Abbey, the
Crusaders Museum is open daily from 10:006:00 PM,
MondaythroughSaturday.

In late 2000, two of the founding Crusaders


attemptedtorevivetheteam.Usingaclauseinthe
Crusaderscharter,thememberssoughttocreatea
new team from the old, and through several starts
and stops, a new team was created and embraced.
MovingtheCrusadersHQfromNewYorktonearby
JamesonCity,theDarkCrusadersattemptedtofill
the niche of the original group, and at the same
token attempted to restore a sense of purpose to
theCrusadersname.

The Dark Crusaders ultimately lasted less than a


year, causing the team to ultimately fold. Team
membersGuardianandStrikelaterjoinedDefenders
International while other team members quietly
disappeared.

A second group of heroes was gathered after the


breakup of the Dark Crusaders' in 2002. The new
group consisted of several New York based heroes,
including the heroes Polecat, the Jester, Monstro,
andthemysteriousSeeker.Shortlybefore2003,the
NewCrusadersgroupalsodisbanded;astheoriginal
foundingmembersemergedclaimingthenewgroup
did not have the consent of the Crusaders to use
either its facilities or name. Facing legal action, the
newest incarnation of the Crusaders brokeup, and
the Crusaders Citadel remained quietly unused for
twoyears.

The specter of the 1998 incident did not fade as


easily. Only a handful of individuals entered the

operationalpartoftheCitadel,anddespitetheneed
for heroes, the Crusaders remained inactive, their
resourcesremainingquietlyunuseduntiltheevents
of2005.

UNEXPECTEDHOUSEGUESTS

In 2005, events occurred to change the Crusaders


destiny again. The hero team WorldGuard had lost
their headquarters and official funding. Needing a
place to operate from, the founding Crusaders
membersofferedtheirheadquartersandequipment
foruseonatemporarybasis.

WorldGuardcontinued to use the Crusaders Citadel


without incident until late 2006. WorldGuard came
to the forefront of metahero groups, defending
EarthduringthesecondTrillinianInvasionasperthe
eventsofStarfall.

While WorldGuard had proven their mettle, events


stemmingfromtheirpastcontinuedtoplaguethem,
untilsuchtimetheUnitedNationsfiledaceaseand
desistonWorldGuardforuseofthename.Coupled
with the events of The Reaving, the WorldGuard
team was replaced in active service by a newer
WorldGuard team. Without the official standing or
useoftheirname,WorldGuardlookedtodisband.

However

Using the cover of restoring the museum to active


duty,severalremainingCrusadermemberswatched
WorldGuard,andlearnedwhotheywere.

Impressed, the Crusaders then approached the


remnantsofWorldGuardwithanoffertohelpstaff
the new Crusaders. At the same time, offers were
made to members of the Crusaders past and
present,hopingtocreateatrulygenerationalsuper
team, where the members of the older generation
could instruct the newer one, while serving the
crusadeoftruthandjustice.

TheCrusadersCitadelrestsontheUpperEastSideof
New York City, taking up ten square acres with a
series of subbasements and landing pads to
accommodate both the Starlight and two Slingshot
jets.

Originally designed in 1889 by industrialist Madison


Pembroke, the Crusaders Citadel began its life as a
typicalmansionfortherobberbarongenerationand
the primary residence of the Pembroke family.
Designed to be an impressive smaller replica of
Edinburgh Castle in Scotland, Pembroke house
becameoneofthemostdistinguishedbuildinginthe
city. Pembroke spared no expense in materials or
labor,andthefinalconstructioncostwasestimated
tobe1/3thefinancialworthoftheentirePembroke
fortune.

When the stock market crashed in 1929, Pembroke


losteverythingandwasbelievedtokillhimselfinthe
attic solarium. The house remained unoccupied,
save for the supposed ghost of Madison Pembroke
until it went to auction in 1938, at which point the
federalgovernmentpurchasedit.

Initially used by the government to serve both as a


military installation and storage center, the
Pembroke Estate remained simply a storage facility
until early 1942, when it was given to the fledgling
Minute Men to use as their headquarters for the
duration of the war. Heavy modifications were
implemented to accommodate the heroes during
thecourseofthewar.

Afterthewar,theCitadelwaspurchasedoutrightby
the remaining team members of the Minute Men
andservedastheinitialheadquartersoftheGolden
Crusaders.TheCitadelbecameapopularattraction
forvisitorstotheBigAppleinthehopesofcatching
aglimpseatoneoftheirheroes,andremainedsuch
formanyyears.

TheCrusaders

Astheteamschanged,theCitadel,asitwasknown
by the press and adopted by the team, changed as
well.TheCitadeladdeditsownprivateminiairstrip
fortheuseoftheCrusaderSlingshotjets,aswellas
convertingseveraloftheadjacentbuildings

TheCitadelhasbeenbreachedseveraltimesduring
thehistoryoftheCrusaders,fromthesimplebreach
of Cupid in 1989 to the more serious assault from
King Urthos forces in 1978. Regardless, the Citadel
has remained standing and without serious
disruptionsinceitsconstruction.

After the affair in 1998, part of the Citadel,


nicknamed the abbey has served as a museum
dedicated to the Crusaders. The abbey has
everything,fromaworkingreplicaofDoctorDeaths
criminallabtothemaskofBaronIronCladandthe
lastjetdesignedandbuiltbyJetRangerpriortohis
retirement.

In 2005, several scenes for a movie based on the


Crusaders were shot in the Citadel, but due to
budget constraints and other issues, the movie was
cancelled.Despitethecancellationofthemovie,the
film was salvaged and a critically acclaimed
documentary on the team, its history, and the
historyofthePembrokemanorwasmade.

TheCrusadersCitadelhasonceagainbecomeoneof
the more popular attractions in New York, and one
of the only areas in the city with its own airspace
clearance.

TheCrusadersmemorial:
Commissioned in 1999, the Crusaders memorial stands in
the central courtyard of the Citadel, featuring the
likenesses of those lost in the attack. The monument
features an eternal flame as well as a miniature
permafrost castle that was created for the city by the
deceasedmemberGlace.

SNOWWHITE
Ayoungwomanwhoismorethansheseems.Snow
Whiteisayoungwomanofapproximate18yearsof
age with short blue hair that serves as the
information and communications specialist for the
Crusaders.SnowisaPrecursorlivingcomputer,and
served for years with Project: WorldGuard as their
maininformationsourceandcomputerA.I.untilthe
eventsofTheReaving.

MARKSMAN
Marcus Mann, the accuracy specialist and survivor
of the 1998 Crusader disaster. Not much is known
aboutMarksman,saveasardonicwitandthedistain
for lethal weaponry. Marksman seems to be in his
late30s,butisbelievedtobefarolder.Notmuchis
knownaboutMarksmanpastpriortohisjoiningwith
theCrusadersinthemid1990s.

MENTOR
TheCrusaderArtificialIntelligencesystemdeveloped
by Doctor Prometheus in the 1960s. MENTOR is
consideredbymanytobeobsolete,buthasproven
timeandagaintobeavaluableifnotcantankerous
system,showingsomesignsoftruesentience.

ROYDEXTER
The exceptionally gifted pilot of the Starlight
Trillinianyachtaswellasgeneralmechanicandpilot
of the Crusaders vehicles. Roy was instrumental in
thesuccessofP:WGduringtheStarfallincidentand
served with distinction during The Reaving. Roy is
engaged to the Crusader member Zephyr, and
remains a stalwart support team member of the
Crusaders.

ALICEKINGSLEY

TheCrusaders

The former head of Project: WorldGuard who was


deaged prior to The Reaving. Kingsley served with
AEGIS as an operative during the 1970s and 1980s,
aswellasservingtheU.N.asadvisoronmetahuman
affairs. Current semiretired and serving as advisor
to the Crusaders. Engaged to the Crusader member
knownastheConjuror.

SEVA
An alien computer recovered from the world
designated Splinter. SEVA is a concise alien A.I.
which works in tandem with MENTOR to serve the
Crusaders. SEVA is represented by a female
hologram.

THEBRONZELEOPARD
KingMButuofZhamundi,thefinancialbackerofthe
Crusaders as well as former team leader during the
mid1990s. King MButu has an advisory role within
the Crusaders, as both his kingdom and U.N. duties
takemostofhistime.

THEAZUREGUARDIAN
OneoftheoldestmembersoftheMinutemen,the
AzureGuardianisbydefinitionthegentlemanhero.
Pushing nearly eightyfive years old, the Azure
Guardianismostlyretired,servingmoreasthevoice
ofmoralityandexperiencetothenewgenerationof
the Crusaders. Mostly, the Azure Guardian can be
found out of costume in the Crusaders Museum,
servingforthemostpartastourguidetovisitors.

CENTIPEDE
The former chairperson of the 19821989 era of
the Crusaders. Centipede has over twenty years of
practical experience as a superhero, and remains
active with the Crusaders in both the capacity as a
memberandadvisor.

The legendary hero from WWII, the Star Sentinel
was believed lost during the last days of the war,
returning from Spectraluminal space and into the

Minute Men, the Legendary Squadron, Defenders
International, Project: WorldGuard, and finally full
circletotheCrusaders.

HELEN
One of the other WorldGuard members who was
offeredmembershipintheCrusaders,Helenisquite
literally the face that launched a thousand ships.
Considered tobe one of themost beautiful women
in the world, Helen was critically wounded in the
battlewiththeIronGeneral,andforcedtofaceher
ownvanity.Madestrongerbytheexperience,Helen
works on the more public aspect of the Crusaders,
workingwithcharitiesincludingtheCrusadersTrust.

DEADGIRL
VerylittleisknownaboutDeadGirl,onlyshehasno
metabolicrate,hasatendencytospeakinsingsong
dialects, and perceived the world in a
fardifferentway. Dead Girl has been an active
member of the Crusaders since the events of Dead
Hard.

BLASTER
Max Blaster McGee is another of the P:WG
memberstoshifttotheCrusaders.Agraduateofthe
Criterion Academy, Blaster was instrumental in
stopping the Reaving, and is nearly fully recovered
fromtheeffects.

DJINN
Arajani Mann: The other survivor of the 1998
Zhamundi mission, Djinn hails from the mythic land
of Jinnistan. Arajani became the heroine Djinn in
1997uponherreleasefromherimprisonmentfrom
abottle.

The national heroine of Denmark, Little Mermaid


was a member of the sixth incarnation of
WorldGuard until 2007 and the events surrounding
Operation: Onslaught. A stalwart heroine, Little
Mermaid has become a staple of the Crusaders,
bringing an earnest desire to help people and a
youthfulzealthatisinfectious.

AdesignatedspecialagentforAEGIS,AgentChaseis
thedirectliaisonbetweentheCrusadersandAEGIS.
Known for a quick wit and fearless streak, Agent
Chasehasbeeninthelineoffireonmorethanone
occasion. One of the youngest field agents, Agent
Chase has none the less proven himself time and
again as part of the rapid response Green Knight
unitsforAegis.

DOCTORRIPLEYCROSS

Ripley Cross is one of the foremost experts on


quantum mechanics and time/space theory, and is
the lead scientist for SMART Labs New York as well
as Cross Technologies. Cross, and his sister
Persephone are directly responsible for the
technology upgrades for the Crusaders Citadel and
havebeenkeyinmaintainingthetechnologicaledge
between the Crusaders and the threats that such a
groupattracts.

CAPTAINLEONGAUGE,NYPD

Considered by many the leading experts on


metahuman genetics, and the infamous creator of
theChimeraRetrovirus,DoctorJosephTungstenwas
on the run for twenty years, trying to desperately
close the Pandoras Box he had inadvertently
opened with his studies into what caused
metahumanstomanifest.ThroughtheactionsofP:
WG, Doctor Tungsten was finally exonerated, and
nowservesasaleadscientistforSMARTLabs.

JULIANCAULDER,RETIREDSPY
The quintessential British agent from the 1960s,
Julian Caulder has been an ally to many of the
Crusader members for years. Now close to eighty,
the infamous ladies man and gentleman spy has
beguntomisstheoldlife,anddespiteage,remains
sharpandcapable,ifnotalittlelecherous.Julianisa
legend in the intelligence community, and has
retired to a small hamlet outside of London,
prepared in a moments notice to help those in
need...

CrusadersContacts

A thirty year veteran of the NYPD, Leon Gauge has


been involved with the Crusaders since the late
1970s,andhashadagoodworkingrelationshipwith
the team. Now in charge of metahuman affairs,
Gauge is the direct officer that the Crusaders
interface with on the local law enforcement scale.
Gauge is considered by many a seasoned
professional with a nononsense attitude, and a
great respect for the older members of the
Crusaders.

Over the years, The Crusaders have amassed many


enemies, some who represent great danger to the
world, and others who seek the destruction of the

BIOGENTECHA

The eternal murderer, claiming to be the first


murderer according to Greek mythology, the
immortal Ixion has clashed multiple times with the
CrusaderssincetheirdaysastheMinuteMen.Ixion
has been defeated and believed dead on multiple
occasions, only to rise up once again to do battle
withtheCrusadersforhisownends.

THECONQUERORS
The original super villain group, formed in the late
1950swhiledoingbattlewiththeGoldenCrusaders,
the name of the Conquerors have been used by
multiple groups since t hat time, ranging from
groups of disgruntled Crusader villains to a group
crafted by Biogentecha in 1997. The history of the
Conquerorsdirectlyinfluencedthecreationofother
villain groups, and no one is certain if the
Conquerorsaretrulyfinished.

KINGURTHO
SelfproclaimedruleroftheWorldBelow,KingUrtho
was fought multiple times during the early days of
the Crusaders, from an army of subterrans to giant
monsters unleashed upon the World Above. In
recent times, King Urtho has been quiet, his last
appearancein1986,priortotheriseofthemodern
eraofmetavillains.
At the height of his activity, King Urtho was
consideredbymanytobethemostdangerousofthe
Crusaderenemies,primarilyduetohiscommandof
legions of followers and armies of monsters. While
theworldhasntseenUrthoinovertwodecades,it
is difficult to believe world has seen the last of
Urtho.

TheCrusaders

Originally founded as a front for CHRONOS,


Biogentecha was the first multinational corporation
to make impressive strides in genetic engineering.
Foratime,Biogentechahadpurchasedtherightsof
the Crusaders, fielding their own team until such a
time that said members quit. Biogentechas villainy
wasuncovered,andthecompanysufferedamassive
loss.Biogentecha,however,isfarfromfinished.

THEIRONGENERAL
The clashes between the Crusaders and the Iron
Generalarelegendary:Itwasduringamissionofthe
Minute Men serving with the Legendary Squadron
thatHeinrichVonEssenwascriticallywounded,thus
creatingtheIronGeneral.TheIronGeneralhasoften
blamedtheCrusadersdirectlyforhisinjuries,andon
numerous occasions has acted to destroy the
Crusaders.WhiletheIronGeneralhatesallheroes,
hedespisestheCrusadersmostofall.

JusthowdangerousistheIronGeneral?
The Iron General represents one of the deadliest villains

Since the end of WWII, the Iron General has only been
successfullycapturedandincarceratedonce,byDefenders

It took nine Defenders to capture the Iron General, a feat
that is not easily repeated. Even shut down, the General
was considered the top threat of both MAXAM and the
Chateau.
Consider this: The godhero Quetzalcoatl unleashed all of
hisgodlymightintotheIronGeneral,andonlymanagedto
damage the cyborg, who made use of the carnage to
escape.
With eighty years of experience behind him, as well as
access to both the cutting edge of technology and some

The powerful and near immortal sorcerer from

believed finally killed in 2002.but has cheated
deathonmorethanoneoccasion.

AvillainorganizationcreatedbytheDeValoisfamily.
It is unknown how extensive the DeValois family
builttheirgroup,butitisclearthegoalwasnothing
lessthanthefinancialdominationofEuropeandthe
destruction of several heroes and individuals who
had interfered. At present, the current status of
TAROT is unknown; as some of their members are
incarcerated and others are underground
somewhere.

The hulking gentlemans gentleman made of solid


diamond, Diamond Jim was a Crusaders enemy for
severalyearsduringtheLate1980s/Early1990s.Jim
remainedactiveforsometimeuntilfinallycaptured,
at which point Jim reinvented himself, becoming a
staunch supporter for metacriminal victims rights,
andanadvocateforstrongermetahumanlaws.Jim
ran and one election for mayor of San Francisco in
1999. And has served two successful terms as
mayor, lowering the crime rate in the Golden Gate
citybynearly40%.

DOCTORE.TOBIASLEDGER
An enemy of western heroes in the late 19th
century, Doctor E. Tobias Ledger was a brilliant
mathematician, chemist, metallurgist, and early
inventor who used his scientific knowledge for
personalgain.Gatheringwithhimsomeofthemost
powerfulmiscreantsoftheperiod,Ledgersoughtto
ransomtheUnitedStatesfor$10,000,000.00ingold,
CaptureQueenVictoria,kidnapPresidentGrant,and
ultimatelyrestarttheCivilWar.
Towardstheendofthe19thCentury,Ledgerdevised
a means to enter suspended animation, and thus,

Byrne is the pinnacle of human perfection, who
opted to assume the identity of the second string
villain known as the Technocrat. Byrne believes his
superior intellect and abilities have allowed him to

reaching leadership. Byrne earnestly believes hes
right, and will stop and nothing including turning
hero against hero or using weapons of mass
destruction to force world leaders to concede that
heisthebestsuitedforleadership.
The Technocrat disappeared after the events of
Resolution, though rumors have surfaced that he
has returned, waiting quietly for opportunity to
presentitself.

CONSCIOUSNESS
In a possible future, a computer consciousness

a long war with humanity, humans managed to
defeat the robotic systems, and prepared a final
assault on the data vaults holding the primary

defeat at the hands of the Crusaders, the

TheCrusadershaveoftenpridedthemselvesontheir
members;someofthegreatestheroesandheroines
in the world have been Crusaders, their children
growingupwiththestoriesofcostumedgodsracing
to save the day from certain destruction.
MembershipintheCrusadersisnotsomethingtobe
taken lightly, as each member is selected to join
throughtheiractions.

BECOMINGACRUSADER
Becoming a Crusader is not as easy as it sounds. It
requires a commitment to the team as well as
dedicationtoasetofidealsthatheroesmustfollow.
As such, the path to becoming a member is not
always an easy one. Heroes do not simply arrive at
the Crusaders Citadel and announce they wish to
join;itssimplynothowthingsaredone.
There are however three ways to becoming a
Crusader:

LEGACY
Legacy heroes are the family of Crusaders past and
present,determinedtocarryontheheroiclegacyof
their famous kin. Legacy heroes come in all shapes
and sizes, ranging from those who have adopted
their familys heroic guise to members who have
theirownsenseofidentityandpower.
Legacycharactersmustusuallyprovethemselvesas
bothheroesintheirownrightaswellaslivingupto
the expectations of both the Crusaders and the
worldatlarge.Forexample,thecurrentheroTitan,
the son of Mister Might and the Golden Amazon
tookyearstoestablishhimselfasaherowhowasnt
justthesonofMr.Might.

INVITATION
Most commonly, heroes are invited to join the
Crusaders either based on their actions, reputation,
and experience. The Crusaders often invite heroes
whohaveworkedtogetherwithCrusadersmembers
on difficult cases or through personal interaction.
ThebulkofallmembershipsinCrusaderscomefrom
invitations and sponsorships, as the team has

PROJECT:WORLDGUARDMEMBERS
WhenProject:WorldGuardwasforcedtodisband,a
choice was made to invite the group to join the
Crusaders as a whole. As such, a rare diversity of
membership entered the Crusaders, one in which
characters of all levels were inducted into the
Crusaders. Several P: WG members opted not to
join,howeverthemajoritydid.

Project:WorldGuard
Whileithasbeenmentionedpreviously (Multipletimesin
fact),letsaddressP:WG.
Project: WorldGuard was actually the fifth incarnation of
that group, from the beginning, it was put under a
microscope, with multiple individuals looking to bring it
down, ranging from CHRONOS to members within the
UnitedNations.
P: WG remained active through the destruction of their
headquarters to their break from the United Nations.
WorldGuardsurvivedasanactivebodythelongestofany
groupholdingthatname,anddidsomainlythroughsheer
determinationofthemembers.
P: WG made their fair share of enemies, but also made a
greaterimpressiontotheheroesatlarge.P:WGwaskeyin
stopping the second Trillinian Invasion, thwarting Sets
attempteddestructionofEarth,andstoppingtheReaving,
whichhadbeenprophesizedtodestroynotjustP:WG,but
muchoftheworldsheroesinitswake.
P:WGwasnevermeanttosucceed,andtheycontinuedto
do so in spite of the odds against them. While many still
were leery of the WorldGuard organization, no one could
deny that the heroes who were part of that group were
trueheroesofthefirstcaliber.

Unlike P:WG,which relied on theconceptthat PCs


wereeitherinthequeuetojoinP:WGorwereoff

CODEVERSUSKILLING:Playerswillnevergooutto
kill another individual as heroes are both paragons
of virtue and also part of a heroic legacy. Killing
should be the absolutely final solution to the
problem,neverthefirst,second,ortenth.Themain
dutyofaCrusaderistodefendlifeandupholdLaw
andJustice.

UPHOLD LAW AND ORDER: Crusaders are not


above the law, they are servants of it. As such,
Crusaders must respect the laws of the countries
they protect. Crusaders do not violate the law
whenevertheyfeelnecessary.

PROTECTTHEINNOCENT:TheCrusadersgoalisto
protect the innocent. This is not mutually exclusive
from the Code versus killing; its a part of it. If it
meanslettingavillainescapetosavelives,thatisa

Crusader, they are linked to the team. This is not
necessarily a bad thing, but people always will

So, if you are new character, do you start as a
Crusader?
No.
Youmustplaytwo(2)Crusadereventstobeoffered
aplacewiththeCrusadersandgainallofthespiffy
benefits, unless two members of the Crusaders are

NonCrusader members do not get as much
experience initially as regular members, but that
easily will pass. It is possible to gain Crusader
membership in a single adventure if a hero

Characters which played at least two (2) P: WG
adventures are automatically eligible for
participating in the Crusaders. The procedure for

The Crusaders is a team, but more than that, they


areafamily.ThesuccessoftheCrusadersisnottheir
uniqueandspecialabilities;itistheirabilitytocome
together,toknowtheycanrelyononeanother,and

In the late 1980s and 1990s, the era of comics
reflected the trench coat wearing vigilantes who
wereaboutjusticeNotLaw.Theriseofthecomic
antiherowasapopulartrend,onethatforcedmany
companies to try to emulate through some of the
traditionallyfourcolorcomics.
Unfortunately, this trend crept into a multitude of
games and genres. The Antihero has a definitive
place in fiction and even in some games, but the
purposes of the Crusaders is to run a realistic four
color game, where heroes of a bygone era have
relevanceinamodernera.
So,ifyouaretempedtoplaythenononsenseloner
who follows his own code and doesnt listen to
anyone, you will need to reconsider. The Crusaders
is about team...its about family...and most
importantly,itsaboutbeingahero.

Crusaders, the need for ground transportation

After a few months, the Crusaders Chariot was

air vehicle. The Chariot is capable of being stored
under the Starlight for transport, seats up to ten
comfortably including seats for larger or uniquely
shaped members, and is stocked as an emergency
vehiclewithafullmedicscomplimentonboard.

In addition, the Chariot is also equipped with


advanced survival gear, fire suppression systems
bothforuseandsuppressioninternally.

been a staple with the Crusaders since the late

Only Roy pilots the Starlight. No one else pilots the


Starlight, and Roy is very possessive as to how the

and so far, even in crashing it during The Reaving,

Recent developments, the Crusaders have


developed a means to reinforce member costumes
for members who lack additional protection. The
Costumes are constructed identically to the current
heros costume, but polymer strands of Kevlemax
fibers are interwoven, providing additional
protection. These costumes are usually only issued
to those in need of them, as Kevlemax is very
expensive.

TheCrusadersareoftencalleduponforavarietyof
tasks and situations, where simply choosing who to
send can be as intrinsic as the responsibility to

Crusaders have adopted several key groups which
handle the various areas a team the size of the
Crusadersencounters.

A central chairperson is elected who oversees the


operation of the group, working as both a
functioning leader and chief administrator. Elected

serves a one year term of office, which can be

Strike leaders are Crusader members who through


actions and/or ability have been assigned to take

The Crusaders Advisory Board was established to
overseetheactualoperationsoftheteam,insofar
as costs and resources, as well as the teams
direction. Originally made up of the original
members of the Minute Men, the Advisory Board

members, the operations of the team, and the
directionoftheCrusadersforthelongterm.

Headed by Jenna Wolfe, the Crusader Intelligence


Squad operates outside the normal hero group,
working to get information on metahuman threats
before they happen. The Intelligence Squad is

keepingtheCrusadersintheloopwhenitcomesto
threatsorpotentialissues.

modified the original charter to include an advisory
boardfortheCrusadersasawhole,safeguardingthe
Crusaderlegacy.

membersofit.

THECRUSADERSTRUST:

While no hero wishes to think of the inevitable


possibility that they may be struck down in the

thoseheroeswhofallinthelineofbattle,
The Crusader Trust is maintained by a nonprofit
group which handles all financial contributions and
fundraising. The goal is to insure every child of the
Crusadershastheopportunityforagoodeducation.

CrusadersGroupDynamics

Due to the high number of Crusader members with


technical backgrounds, it was only a matter of time
that an inhouse thinktank would be established.
Crusader Technical Support is made up of Crusader
memberswhoareproficientintechnology,science,
and mathematics. Most of the upgrades and
advancementsintheCrusadertechnologicalarsenal
are created inhouse, often in tandem with SMART
Labs. The current head of Crusader Technical

Inside the Crusaders Museum, framed against a far


backwall,arethetwodocumentsthathavecometo
symbolize the Crusaders in any incarnation: The
original presidential order creating the Minute Men
and the Crusaders Charter, drafted when the team
became the first privately organized group in
peacetime.

CRUSADERTRUST
The CrusaderTrust is a privately held trust which is
established through contributions from former and
activememberstooverseethefinancialoperations
oftheteam.TheCrusaderTrustwillansweronlyto
theCrusaderAdvisoryBoard.
ContributorstotheCrusadersTrustortheoperation
oftheCrusadershavenosayintheoperationofthe
teamorhowtheresourcesareexpended.

THECHARTERITSELF

ACTIVEMEMBERSHIP

Crusader membership is open to any metahero or


individualdedicatedtopublicservice.Membershipis
open to any member who passes a background
check and has been recommended by a current
memberoftheCrusaders.

This charter is to establish the creation of the


Crusaders,anonprofitmetahumangroupdedicated
to handling threats to Earth's security, safety, and
freedom from both threats terrestrial and
extraterrestrial.
The Crusaders are bound by Local, Federal, and
International law, and act as independent law
enforcement officials as per the rules and
regulations of presiding legal bodies. The Crusaders
do not hold themselves above the law, but rather
areprivatecitizensdedicatedtopreservinglifefrom
allmetahumanthreats.
The Crusaders are a private organization dedicated
tolawenforcementandpublicservice,assuchwhen
opportunity presents itself, the Crusaders will
promoteandprovideassistancetoaidhumanitarian
efforts upon request, including charity and social
services.
The scope of operations for the Crusaders is
primarily based on Earth, but can by request offer
assistance to other worlds or dimensions. The
CrusadersprimaryfocusistoEarth.

FUNDING
The Crusaders are a nonprofit organization
incorporatedintheUnitedStatesofAmericaandare
funded by a trust established shortly after its
creation by founding members. Further funding is
provided by grants from Cross Technologies, Chase
Enterprises,andtheUnitedNations(UN).

TheCrusaders

MEMBERSHIP RESPONSIBILITIES
Allactivemembersmustbepresentoroncallata
moments notice while participating as active
members.Crusadermembersmaynottakefinancial
compensationofanysortwhileactiveasaCrusader
member. Crusaders must keep their Crusader
communications device with them at all times in
caseofemergencies.
AllCrusadersareexpectedtokeepaccuraterecords
ofencountersand/oreventsthatresultinactionby
the Crusaders. These records are to be kept for
future reference and will be provided to law
enforcement agencies for reference on a particular
threatormetavillain.

LEAVESOFABSENCE
ACrusadermayrequestaleaveofabsencefromthe
Crusaders Chairperson by either written or verbal
means. Crusaders who take a leave of absence are
consideredonreservestatus.

CrusadersCharter

PURPOSE

CRUSADERSECRETIDENTITIES.
Crusader members are not required to reveal their
identities to the membership at large, but are
required to reveal their identities to the Crusader
Chairman as necessary. In addition, All Crusader

information is deemed secret for the purposes of
classification. Crusader members are not required
to reveal their identities to legal authorities under
theMaskedManlawof1945.

FOUNDINGMEMBERSHIP
Founding Members are afforded a unique position
within the Crusaders. Founding members are
automatically members of the Crusaders Advisory
Board, and can assign a Chairperson should the
currentChairpersonbecomeincapacitated.
Foundingmembersareaffordedthesameaccessto
Crusader equipment and resources as if they were
activemembers.

RESERVEMEMBERSHIP
Reserve members are held to the same conditions
and bylaws as the active members except they are
notboundbythenecessitytobeon24hourcalland
are not considered Active members. Reserve
members are not protected by the Crusader Legal
protectionwhilenotactive.

HONORARYMEMBERSHIP
Honorarymembershipisgiventoanyindividualwho
has assisted the Crusaders,buthasdeclined or was
ineligible for membership. Honorary Crusaders are
provided with a standard communicator and the
abilitytocontacttheCrusadersforassistanceifthe
situationwarrants.

PUNISHMENTOFCRIMINALS
All alleged criminals are considered innocent until
proven guilt, and shall be brought to trial under
which ever judicial body they are subject to. The
Crusaders shall never pass judgment or carry out
sentencing, leaving all matters of trial and
punishmenttotheappropriatelegalentities.
The Crusaders will follow the procedures for
containing a metavillain depending on Federal and
Internationalagencyguidelines.

RESIGNATIONS
A Crusader member may resign at any time. Any
Crusader who resigns or takes a leave of absence
and remains in good standing and may return to
active membership at any time by notifying the
Chairperson.

SUSPENSIONSANDEXPULSION
A Crusader may be suspended or expelled for the
followingreasons:ConductunbecomingaCrusader,
willingly breaking the law, killing an opponent, or
willfully disobeying the Crusader Chairperson.
Suspensions are reviewed by the Crusader Advisory
Board,withexpulsionsrequiringa2/3rdsmajorityof
theAdvisoryBoard,StrikeLeaders,andChairperson.
This Charter is signed into effect on the 23rd of
March,1947.

The Crusaders utilize a game system based off the


originalMSHsystempublishedin1984.Astherewas
an advanced system published in 1986 and
subsequent volumes published in 1987 and 1990,
themechanicscanbeabitconfusingandhavebeen
modifiedforeaseofuse.

GAMESYSTEMOVERVIEW

In essence, the game mechanics utilize a d100


system which charts successes and failures on a
chartwhichhasfourlevelsofresults.Eachattribute
or ability has a corresponding Rank which is
utilizedtodeterminethelevelofsuccess.
The four levels of success are determined by a
correspondingcolor:
Whitemeaningfailureofaction,which
Green meaning partial success, meaningpartial
damagerorpartialeffect.
Yellowmeaningsuccess,meaningafullysuccess
oreffect.
Red meaning critical success. Greater damage
oreffectareusuallypossible
Character statistics and power limits are granted
ranks, which coincide with a central chart for
determiningresults,calledTheUniversalChart.
By rolling percentile dice and consulting the
appropriate rank, the players can determine the
levelofsuccessforactionsandevents.
A result of a 01 is considered a Critical Failure
which means the effect may have catastrophic
effects for the hero. Nothing can change the result
ofacriticalfailure
The roll of a 100 or 00 is considered a Critical
Success, meaning an effect that benefits the hero.
CriticalSuccessescandrasticallyaffecttheoutcome
ofevents,regardlessoftheamountofKarmathatis
spent.IfboththeJudgeandtheplayerrollaCritical
Success,defenderwinstheresult

AlittlemoreonCriticalSuccessesandFailure:
Therollofa01isalwaysconsideredacriticalfailure,and
cannot be improved with the use of karma or any game
relatedeffects.
Therollofa00isalways consideredacritical success.If
Karmawasspenttoinfluencetheroll,itisrefundedtothe
player.Onlytheresultofa00rollednaturallycancounter
a critical success. In the case of conflicting Critical
Successes,thedefenderwinsallties.

GAMERANKS

Each player will notice the Universal Chart has a


series of ranks, ranging from Shift O which is the
lowesttoBeyondwhichisthehighest.Eachrankhas
acorrespondingnumber,whichisusedtodetermine
a variety of things corresponding to character
statistics.
During the revision to the Advanced Rules, the
corresponding rank numbers were changed, I.E.
Incredible which were (40) now listed at (36). For
The Crusaders, the game is utilizing the whole
numbers for Minimum starting rank. The Chart
below shows the minimum starting ranks and
correspondingnumbers:

MAXIMUMHUMANPOTENTIAL

AGILITY

The average human has Typical stats, as is the


definitionofthoseabilities.Humanpotentialwhatit
is, it is possible to see those who strivebeyond the
normallevel.

The maximum human potential is Remarkable (30),


representingthetoplevelsofhumanitynotdestined
for something greater (IE metaheroes/Meta
Villains).

Agility represents physical dexterity and accuracy.


Agility determines ability to dodge, fire weapons
and/or hit with nonmelee attacks, and attempt
complexmaneuveringinvehicles.

AplayerwithafightingscorehigherthanIncredible
(40) may roll for multiple ranged attacks, while a
playerwhohasafightingscorehigherthanAmazing
(50) gains two ranged attacks automatically, and
mayrollforanadditionalattack.

Playersneedtoknowtheirlimitations
No player may begin Crusader characters with any rank
aboveAm(50).

No player may achieve play effects that exceed Un (100)


affect, regardless of the Advanced rules mechanics. The
simple fact is there is a limit to what the mechanics will
supportandremaineven.Asaplayerapproachesacertain
limit, they begin to transcend what is considered normal
andenterintoaCosmiclevel.SincetheCrusadersarenot
acosmiclevelgame,theupperlimitsareset,andnogame
effect may go past what is considered the maximum. In
fact, it is highly improbable that characters should push
pastMn(75).

STRENGTH

LiftingandThrowingStrength
Asfeatsofstrengthareconsideredtobeastapleofcomics
and metaheroics, lifting strength is handled slightly
different than damage strength. Heroes should pull their
punches, effects may not be as impressive, and even if a
mountain is tossed upon the hero, they shouldnt
necessarilybecrushed.
TheruleofthumbisthatStrengthisproportionaltoeffect

The original MSH system utilizes seven primary


statistics,whichrepresentbothphysicalandmental
aspectsofacharacter.

FIGHTING
The natural ability, untrained, that a person would
haveincombat.Thehighertherank,thebetterthe
fighter naturally. Fighting does not reflect the
bonuses in combat that talents offerit is the pure
abilityatphysicalcombat

AplayerwithafightingscorehigherthanIncredible
(40) may roll for multiple melee attacks, while a
playerwhohasafightingscorehigherthanAmazing
(50)gainstwomeleeattacksautomatically,andmay
rollforanadditionalattack.

ENDURANCE
Endurance determines the amount of physical
constitutionacharacterpossesses.Endurancegrants
the player the ability to resist fatigue, physical
damagingattackslikeToxinsanddisease.Endurance
is used to stave off critical attacks, including kill
results. Endurance also determined the rate of
healing, length of recovery from damage, and the
rateofspeedanormalcharactermaymove.

Reason reflects the basic untrained intellect of the
character. Characters thinking of being a super
InventormusthaveareasonofExcellentorbetter.

PSYCHE
Psyche represents willpower, against mental or
mysticalattacks.Psycheisthepersonalwillpowerof
a character, and is key in determining their level of
resistance to psionic attacks. In addition, Psyche is
importanttodeterminemysticalaptitudeformagic
using characters. Players who wish to have either
mystical aptitude or telepathic powers must have a
minimumofRemarkable(30)Psyche.

HEALTH
Healthrepresentstheamountofdamageacharacter
could take, a measure of their ability to continue
fighting and remain standing. In essence, Health
representsamarkerofhitpointscharacterspossess.
Unlike other abilities, Health is a combination of
Fighting, Agility, Strength, and Endurance. The total
number is the rank number of each stat, added
together.
When a character reaches 0 health, they begin the
processofdying,losingenduranceranksuntileither
theyreachshift0orarestabilized.

GeneratingHealth
Health is determined by adding the first four attribute
numberstogether:
Fighting+Agility+Strength+Endurance=Health

THEDYINGPROCESS

While it is said no comic book hero dies


permanently, death can be a real factor in The
Crusaders, and has been defining moments in the
Crusaderhistory.

Therearethreewaystodie:
Loss of Health to Zero: Characters who lose all of
theirHealthbegintothenloseenduranceranksuntil

TheCrusaders

reaching Shift 0. If a hero is not stabilized by


reachingShift0,theypassontothegreaterbeyond.

Failure in Death result: Like the real world, death


canoccurfromshockorapowerfulcoupdeGrasat
acriticalmoment.Assuch,aplayerwillberequired
torollversusdeatheffect.Theresultisasfollows:

andthecharacterisdead.
WhiteFeat:Theplayerbeginstoloseendurance

KARMA

Karma is an unusual stat and is made up of the


initialranksofReason,Intuition,andPsyche.Karma
serves as the measurement of Experience Points a
character has, as well as a means of affecting die
results.PlayerscanspendKarmatoinfluenceadice
rollpriortomakethecheck.

By simply stating that a player wishes to spend


Karma, they can add points to the die result, but
mustdosobeforethedicearerolled.
Players do not have to declare the amount they
wishtospend,butaminimumof10pointsmustbe
spent each time players declare they wish to use
Karma. Results can never exceed a 100 result, no
matterhowmuchKarmaisused.

Players are limited to how much karma they may


spendforactionsduringaCrusadermodule.Players
cannotspendmorethantheirinitialRIPscoreduring
the module, including contributing to Karma Pools.
Players however may spend karma outside the RIP
limitduringdeathchecks.

IntuitionrepresentstheempathicGutFeelingofa
character, as well as their general awareness and
ability to perceive subtle clues during investigation.
Intuitionalsoisusedtodetermineinitiativebonuses
atthebeginningofcombat.Intuitionisalsousedin
thedefenseagainstemotional/empathicattacks.

Karmaisdeterminedbyaddingthelastthreestatnumbers

AsPopularityisarbitrarilydeterminedbytheactions
oftheheroes,popularitymayriseorfalldepending
ontheactionsofthecharacters.
AllformerP:WGcharactersthataretransferredinto
theCrusadershaveapopularityinitiallyof20,which
translates to the rank of Excellent. All New
Charactersbeginwiththeinitialpopularityof0until
theyjointheCrusaders,andthenimmediatelygaina
+10totheirpopularityscore.

WhatPopularitymeans?
Simply put, Popularity is both how well known your
character is, and how the public at large thinks of them.
Justby beinga memberoftheCrusaders,heroesarewell
thought of, but that can change depending on hero
actions.
Whenever a check is needed in diplomacy, persuasion, or
intimidation, it is the heros Popularity that is
consulted...theirreputationprecedesthem.

RESOURCES

Resources represent the financial worth that a


character has access to. Each character has a rank
equivalent in Resources, which is used to check for
appropriatelevelofResourcePoints(RP)availablein
agivenadventure.
ResourcePointscanbeusedand/orsavedforfuture
use. On occasion, heroes may have to pay for the
damage theyve done both to equipment and to
general property. Resources also work to maintain
current Crusader equipment through a once per
gameresourcecheck.
The players are responsible for maintaining their
ownresourcetracking,andareexpectedtomaintain
accurateandtruthfullistings.

CrusadersGameMechanics

ItistheresponsibilityofallCrusaderplayerstokeep
accurateaccountsoftheirKarmausage.

There are several methods Karma can be used to


enhance game play and character advancement.
Suchmethodsinclude:

Karma Pool:AKarmaPoolisestablishedatthe
beginning of a game. Heroes may opt to put
KarmaintoaKarmaPoolforthedurationofthe
adventure. Players may then spend out of the
Karma Pool with the permission of everyone at
thetable.TheKarmaPoolisdissolvedattheend
ofasession,andplayerswhoputKarmaintothe
poolmayregainthebalanceoftheamountleft.
Team Karma: Players must pay Karma upkeep
for the Crusaders Citadel and other equipment
basedontheirveteranlevel.Playersbegineach
session by playing their upkeep costs for
equipment.
Advancement Pool: The Advancement Pool is
Karma that is earmarked for character
advancement, and may be spent at a P:WG
activities table or on power stunts. Karma
allocatedforadvancementmaynotbespentto
influencedicerolls.

Karma awards can only be gained by playing


Crusader adventures. While the Advanced Rules
offers other methods, the only legal way to gain
Karma is through game play or through special
events/items sponsored by the Campaign
Coordinator. Online RP can also generate Karma
throughincharacteractions.

POPULARITY
Popularityrepresentsthereceptionacharactermay
have from the public at large. A hero with a high
enough popularity may be capable of recruiting
further assistance from Law Enforcement or tipping
thescalesinavillainbattlesimplybybeingpresent.

VETERANLEVELS

Relative character experience is tracked through an


assignedvaluecalledVeteranLevels.VeteranLevels
in The Crusaders campaign determine the level of
adversity a table may face the level of experience,
and/or the level of the rewards a character may
haveaccessto.Remember,thehighertheAverage
Veteranlevel,thehighertheadversity.

DeterminingVeteranLevels
VeteranLevelsaredeterminedtwoways:
NewHeroes:AnewherobeginswithaVeteranlevelof0
Characters from P: WG begin with a veteran level
dependingontheirpopularityattheendofthecampaign.
TheVeteranlevelisthemetaherospopularity dividedby

For instance, if a character had a Popularity of 63, their
Veteranherolevelwouldbe6.3or6(Alwaysrounddown).

ORIGINANDAPPEARANCE

InTheCrusaders,OriginandPhysicalAppearancedo
not give any additional benefits to the character
outsideofmetagamingdefinition.Originisusedto
determine the background of the character in
question.

TheCrusaders

Originsdohaveonecharactergenerationelementto
them, and that is the following: Some specific
character types require specific origins in order to
qualify for a particular type of power. An example
would be a character who wants to play a mage
mustchoosethemysticalorigininordertoqualify.
Examplesoforiginsareasfollows:
Normal Human: Your character has no real
powers per say, but has trained and honed
their natural skills, making them a formidable
opponent. Natural heroes may utilizing hitech
gizmos such as trick arrows, utility belts, etc.,
butarejustshyofbeingatechnologicalhero.
Mystical: Mystical Heroes either hail from
magical sources or have been trained in the
mysticalarts.Ifaplayerisconsideringplayinga
mystical hero, they must take Mystical as their
origin.
Technological: The hero derives their powers
from technological means, be it a suit of
poweredarmor,asophisticatedweaponsystem,
oranadvancedalienweapon.TheTechnological
heroreliesontheirequipment,andassuch,are
dependant on its upkeep. Technological heroes
canhavetheirequipmentstolen.
Legacy Born: The children, grandchildren, and
descendant of the first generations of
superheroesandvillains
Altered Humans: Be it through cosmic rays,
strange radioactive bugbites, or exposure to
some strange chemicals. Altered Humans are
characters who have developed their powers
thathavealteredthemfromsocietysnorm.
Mutants:Mutantsarealoosetermrepresenting
those individuals who were born with their
uniquepowers.Mutantscanrepresentthenext
generation of the evolution of humanity, or
simply have powers that have manifested
naturally.
Artificial: Artificial represents characters who
are robots, androids, A.I.s, Synthetics, and any
numberofartificiallycreatedcharacters.Unlike
Golems (Which are mystical), Artificial
characters are created, either as workforce
robots, computer A.I.s, or perhaps are a race
ontothemselves.

during an adventure, and one that must be addressed at
theendoftheadventure.

Aliens: Aliens are characters that hail from the
stars.Theycanbehumanoids,buglike,Badger
like, or any combination therein. In The
Crusaders most everyone knows Aliens exist,
and therefore, are not surprised by their
unusualwaysaseasilyasonewouldassume.
Godborn: The children of the gods and heroes
of the mythological history of humanity.
Godborn derive their powers through the
uniquebloodlinestheysharewiththedeitiesof
old.
All characters in The Crusaders must choose and
origin at the beginning of character creation and
beforeplayinaCrusadersmodule.

TheUntrainedlevelofatalentrepresentsunlearned
ability. When a player attempts to use a skill
untrained, they suffer abase 2column shift tothe
appropriateattribute.

Originhysteria

SKILLED

Unlike other comic book settings, the majority of society


doesnotpersecuteoneoriginoranotherbecauseoftheir
unusual abilities. Remember, Costumed figures in the
Defendersverse have been active since the 1660s, and as
such,thetypicalhysteriaisnotaspresent.
It is the individuals actions that define them, not their
origin.

FAMILIARITY

Familiarityrepresentsthemostbasicknowledgeofa
skill. Familiarity removes the base negative of
utilizing a skill, but offers no bonus. Some skills
(Fighting skills as an example) require purchase of
familiarityforeachskillstyle,whileotherskills(Like
Science) only require a group familiarity for
purchase.

The Skilled level of a talent represents trained


knowledge in a skill, which usually confers a
+1columnshifttoattributeswhenutilizingaskill.

MASTERY

Masterylevelofaskill confersnoadditionalbonus
toskills,butmustbepurchasedifaplayersseeksto
buy powered versions of talents, IE Super Martial
Arts would require the appropriate mastery skill,
signifyingtimespentinsecludedtraining,etc.

SkillMastery
It is important that heroes realize the commitment in
purchasingamasterylevelinskill;
Inessence,aheroissayingIspentyearsstudyingthisone
thing to be able to do something extraordinary like
chopping a tank into pieces. Sounds cool, but it shouldnt
be taken lightly. Mastery is not something to be taken
lightly, and is not necessary for anything short of a
poweredversionofatalent.

they would need to first purchase Martial Arts
FamiliarityAfor10talentpoints,andthenpurchase
theskillforanadditional10talentpoints.
However, a character who wants to purchase
Geophysics would first buy the physics familiarity,
andthenpurchasegeophysics,Iftheherowantedto

just need to purchase the talent, as the familiarity

TALENTPENALTIES

It is possible during the events that a hero may be


faced with additional penalties when using skills .
Suchpenaltiesincludeandarenotlimitedto:
Wounded: If a character iswounded, they may
sufferanadditional1cstoanychecks.
Environmental issues: If the character is
suffering from the effects of environmental
issues (The Dark, underwater, etc), they may
haveadditionalpenalties
Fatigue: If a hero is fatigued or simply tired, it
mayaffecthowtheywork.

REQUIREDTALENTS
In some circumstances, there are requirements for
playing a particular kind of character, such as a
mystic or psionic. For instance, you must have
PsionicPotentialorMysticPotentialinordertoplay
either a mystic or psionic. Required Talents are
talentswhichmustbepurchasedbeforeapoweror
effectcanbeunlocked.

POWERS

The main aspect of a super hero is the fantastic


powers and equipment that sets them apart from
mortalmen.IntheCrusaders,powersrepresentany
affect,equipment,skill,orattributethatexceedsthe
mortal norm. Such powers include unique pieces of
equipment, armor, or innate powers derived from
whateversource.
Thelistofpowerscanbefoundintheappendix,asit
isthedefinitivesourceofpowersforcharacters.By
no means is the appendix the only resource for
powers, players are encouraged to look up new
powersandeffects.Thereareseverallimitationsfor
powers,asoutlinedintheCampaign.
Some powers have changed effect from the
original source material in the UPB to the

current system. As such, please check the
document, website, or with the campaign
coordinatorifthereisanyquestions.
New characters may have a maximum rank of
Am(50)foranypower,ability,effect,orbonus.
Despite the rules stating effects grant bonuses
to the contrary, the maximum allowable effect
isAm(50).
Certain powers are banned outright in the
campaign.Suchpowerswillbelistedonvarious
Crusader resources. Once a power has been
listedaspartoftheBannedlist,itisnolonger
available. The Campaign Coordinator has sole
discretiononwhatpowersareallowed.
All powers are initially purchased at the Good (10)
rankforacostof10PowerPoints.Suchpowerscan
beinitiallyraisedbyspendingpointsfromthePower
Pool, similar to the purchase and advancement of
Stats.

POWERCOST

Initial powers are purchased during character


creation, utilizing the pointbuy system. Powers
begin at Good (10) rank, and can be purchased
higherbytheuseofPowerPoints

Example:
Aplayerwantstopurchaseanonprestigepowerandraise
the value to Incredible (40). The Player first purchase the
powerforten(10)points,whichwouldgivehimGood(10)
rank. The Player would then need to spend an additional
30PointstogofromGood(10)ranktoIncredible(40)rank.

ApprovedPowers
Lets face it, there is a limit to what powers are available
onalist...so...if youhaveapoweryouwanttotrytouse,

Conversely, and goes without saying, the Campaign
Coordinator has the final say on how a power works,
REGARDLESSofwhatislisted.ArgumentsbasedonGame
mechanics, physics, or experience are not heard...its a
game,letitgo.

POWERSTUNTS

Power Stunts are variant attacks, uses, and abilities


of powers, such as creating Ice Armor with Ice
Generation or Fiery cages with Fire Control. Most
powersallowonesinglepowerstuntforfreewhena
power is purchased. Players can purchase one (1)
additionalstuntsatthepointofcharactercreation

RELIABILITYFACTOR

Each piece of equipment used has a Reliability


Factor. Reliability Factor is a percentage chance of
equipment failure during stressful situations, after
damage has been taken, or situations that would

warrant such a check. During a check, the player
mustrollbelowtheircurrentReliability.
Every piece of equipment starts with an initial
Reliabilityratingof25%,whichmeans,aplayermust
rollbelow25%eachtimeareliabilitycheckiscalled
for.
AdditionalReliabilitymaybepurchasedfor1/5ofa
Power Point. Reliability may be purchased up to
80%, at which time; equipment cannot be further
modified without a special reason, such as game
play.

CUSTOMIZATION
Crusader characters can further customize their
equipment by adding additional effects onto a
particularpieceofequipment.Customizedpiecesof
equipment are considered to be character effects,
andcaneasilybeidentifiedtothathero.

CONTACTS
Simply put, Contacts are who the hero knows and
how well they know them. Contacts are extremely
important for gathering information, getting
assistance, and/or generally filling out character
background.Ithasbeensaiditsnotwhatyouknow
but who you know, and sometimes, knowing the
rightpersonattherighttimeismoreimportantthan
howfaraherocanthrowacitybus.

POOR(COST2)

Contacts at this level barely know the hero. The


contact will do little to assist the hero unless
pressuredbyothersorbribedwithafavororservice.
The Contact will not provide resources to the hero
outside of information, and will not place
themselves in danger on the hero's behalf. The
Contactwillnotbetraythehero,butthat'saboutit.

LOW(COST5)

ContactsatThislevelarealmosttotalstrangers.The
contact will not perform serious actions for the
Hero,norwillthecontactassisttheheroifaskedto
do something that goes against the nature of the
contact.TheContactwillbehardpressedtoprovide
resourcesorequipmenttothehero,andwillrequire
some sort of payment/debt/favor from the hero in
question.

ReliabilityChecking:
Before players begin saying A maximum Reliability of
80%?ThatmeansIcouldFail,understandthatsinceman
is not perfect, even the best design isnt either. It takes
yearstoraisereliability.
Arollof100alwaysfailsforreliabilitychecks, andcauses
critical damage to the equipment if possible. A roll of 01
doesnothing.

AVERAGE(COST10)
The Contact at this level will assist the hero under
pressure, and might be willing to assist the hero in
dangerous situations or with something that goes
againstthenatureofthecontact,dependingonthe
situation, and how the contact is approached. The
contact will provide resources and equipment on a
case by base basis, and will require repayment for
services and equipment borrowed, either via
resourcesorafavor.

MODERATE(COST20)
The Contact likes the hero, and considers him a
friend.Thecontactwillassisttheheroindangerous
situations or with something that goes against the
nature of the Contact. The Contact will provide
resources andequipment atresource rank, and will
provide those resources without expecting
repayment.Theheromustmaintainthecontactasa
friend, and the Contact may ask a hero for serious
helporaseriousfavorasnecessary.TheContactwill
occasionallyriskhimself/herselftoassistthehero.

HIGH(COST40)
TheContactconsiderstheheropartofthefamily,or
someone to rely on. Organizations will reveal
secrets, lend equipment, or assist the hero on a
moments notice. The Contact will place themselves
in dangerous situations willingly, based around the
word of the hero. The hero must work to maintain
the hero in those situations, and will need to be
readyatamomentsnoticetoassisthiscontactifthe
need arises. The contact will expect the hero to
assist them in dire situations, and will come to
expectit.

SUPERIOR(COST75)
The Contact considers the hero as a genuine hero
and true friend/family member. The Contact will
willinglysacrificehimselforherselfforthehero,will
provide any resource or equipment without
question,andwillbackthehero110%onallthings.
The Superior level contact will work to assist the

herotorepaytheservicesrendered.
Contacts are influenced by the actions and
treatmentofheroes,andassuch,levelscanactually

LIMITATIONS

LimitationsrepresenttheAchillesHeelofthehero,a
weaknessthatstandsouttoaffecttheheroinmany
ways. Like the color yellow and rare radioactive
isotopes,limitationsrepresentthetrueweaknessof
aherodespitetheirawesomeabilitiesandskills.
In the Crusaders, each hero must take a single
weakness. Each weakness should be unique to the
hero, and many weaknesses can only be purchased
once,representingtheseverityofthelimitation.In
addition,somelimitationsrequirethepermissionof
theCampaignCoordinatorbeforeselectingthem.
A player can purchase additional limitations, up to
two for 5 power points per limitation. Such
limitationsarestrictlyvoluntary,anddonothaveto
bepurchased.Inaddition,limitationsmaybeplaced
on players during the course of P:WG adventures
through actions of the players or events during the
modules.
As with comics, limitations can ultimately be
overcome through determination and events in
Crusader adventures. To buy off a limitation,
consulttheCampaignCoordinator.

LIMITATIONEXAMPLES:

UnusualLooks:Yourherodoesnotlooknormal
intheleast,andcannoteasilypassforaregular
humanbeing.HeroeswithUnusualLookssuffer
a 1cs to reactions when dealing with NPCs
and/or normal everyday people. Unusual looks
mayonlybepurchasedonce.
Enemy/Hunted: Your hero has a powerful foe
that will stop at nothing to see them brought
down.IftheherohasanEnemy,thejudgemust
make a roll prior to play to determine if the
enemy will take some action against the hero
during the course of play. The hero must also
guardagainstsurpriseattacksandperhapsmore

serious events depending on the nature and


desireoftheenemy.
Sensorydeprivation (Hearing/Sight):Yourhero
lacks the use of either his/her hearing or sight,
andhaslearnedtocompensatethroughtheuse
of their other abilities. Should their abilities be
rendered useless, the hero will suffer a 2cs
penaltytoanyactionsrequiringtheuseofthose
senses..
Fatal Vulnerability: Your hero suffers a fatal
vulnerability to a material, which means once
exposedyourherocould perish. Once the hero
is exposed, the hero must begin making
Endurance FEATs each round or begin to lose
Enduranceranksperthedeathrules.Ifthehero
reaches Shift 0 Endurance, the hero is dead.
Once the material is moves 1 area away from
the hero, the hero begins to regain Endurance
ranks and will return to full strength within 10
rounds.Youmayonlybuythislimitationonce
PsychologicalWeakness:yourherosuffersfrom
a psychological weakness or issue that makes
them unstable at times if triggered. Each
Psychological weakness must be approved by
the Campaign Coordinator and fully explained
(suchashowtheherogottheweakness).
Secret ID:YourherohasanalternateID,which
is kept secret from all but the most trusted
allies.IfaherohasaSecretID,theymustgoto
greatlengthstopreserveit.IfaherosSecretID
is ever made public, they will immediately lose
1/2 their Popularity and Karma, and could face
serious issues from former villains and allies
alike. In addition, should a heros identity
become public, any Dependants will
immediately be targets for any enemies the
herohas.
PublicID:Yourherohasaknownidentity,which
meanstherearenosecrets.Themaindrawback
is twofold: Most things are known about your
hero, and it is nearly impossible to buy these
limitations off. Having a Public ID means that
you are a target 24/7 for media and villains
alike, and that your characters background,
powers, and other limitations could be
discovered. Should a hero have Public ID and

dependants, old enemies, or dark deeds that


were best left unknown. Amnesiac heroestend
to have flashbacks in the most inopportune
moments,suchasduringabattleorwhileunder
greatstress.Amnesiamustbeapprovedbythe
Campaign Coordinator, and the hero must be
prepared for the good and bad that could
eventuallycomeoutabouttheirhero.
Dark Secret: Your hero possesses a dark secret
that could devastate the hero if it were known
to the general public or even to the circle of
their friends. Dark Secrets are just that:
Somethingsodangeroustotheherothatifthey
were ever known, the hero would lose 1/2
current karma and 1/2 popularity immediately.
In addition, those who have Dark Secrets must
maintainthosesecrets,andwillgotoanymeans
includingbeingblackmailedtokeepthem.Dark
Secrets must be approved by the Campaign
Coordinator,andmayonlybepurchasedonce.
Favor:Youowesomeoneafavor,ahugefavor,
a favor that could grow even larger before it is
paid off. Owing a favor seems rather innocent,
but it is far from the truth. Once you owe
someoneafavor,theCampaignCoordinatorwill
secretly attach a date when the favor must be
paid by. If the favor is not paid by the date in
question,thefavorgrows.Thetrickis,thePCis
notawareofwhentheFavorsduedateis,and
couldpassitupseveraltimesduringthecourse
of an adventure. The NPC who holds the favor
will determine when it is called or what the
favoris.
Playersarewelcometosubmitanddesigntheirown
limitations to better fit their characters. Limitations
must be approved by the Campaign Coordinator
priortoplay,andmustbelogicaltothecharacter.

Dependants, and something was to happen to


those Dependants, your hero loses All Karma.
PublicIDmayonlybepurchasedonce.
Uncontrollable Powers: Your hero has little
control over the awesome powers at their
command,andassuch,areasmuchadangerto
themselves as others. Uncontrollable powers
require a psyche FEAT whenever any power or
power effect is utilized. In addition,
Uncontrollable Powers can be triggered by a
number of conditions that the PC may or may
notbeawareof.
Dependants: Your hero has someone at home
to care for, be it a sickly Aunt, a child, a
Girlfriend/boyfriend, etc. As such, your
dependantswillrequireagreatdealoftimeand
assistance.Ontheplusside,yougetasuperior
level contact with your dependants, but the
drawbacks are as follows: You must have at
least Poor (4) resources to support your
dependants. Your hero must make a resource
check at the beginning of every adventure for
your dependants as well as your hero.
Dependantscanoftentimesgetintothingsover
their heads, requiring heroes to help them. If a
hero fails to assist their dependant, they could
lose their dependants and 1/2 the heros
current karma. You can purchase as many
dependantsasyouwant,butbecareful...theyre
fragile

Character in The Crusaders advance through the


gaining of Karma and popularity in Crusader

increase Resources. To advance a character, one
must be present at a Crusaders activities center, or

Character concept is not only appreciated by the

Heroes have 200 Primary Stat Points to build

As stated before, Popularity represents the publics


view of your character, as well as the relative
perception of the hero to the remainder of the

of a Crusader adventure, and cannot be bought,
traded, or earned from any other means outside of
actionsfromwithinanofficialCrusaderevent.
All heroes begin with zero (0) popularity, which
correlatestoshiftzero(0)rank.Popularityisranked
similarlytoanyotherstat,anditistheonlystatthat
cannotbepurchasedatahigherrank.

As popularity reflects the characters notoriety,


actions takenby the herocan determine Popularity
total.DuringthecourseofCrusaderadventures,itis
possibleforheroestolosepopularitybasedontheir
actions. Unheroic actions, property damage,
flagrant disregard for public safety, and violation of
the law can lead to Popularity penalties. If a hero
reachesnegativepopularitytheycannolongerplay
intheCrusaderscampaign,andmustspeakwiththe
CampaignCoordinatortoreinstatetheircharacter.
Once a character is accepted into the Crusaders,
they gain a onetime bonus of +10 popularity,
signifyingtheyareknownCrusaders.

Afterpurchasingyourstats,youmustthengenerate
your initial Health and Karma scores. To get your
initialHealthScore,addyourRanknumberstogether
forFighting,Agility,Strength,andEndurance.

Heroes are not simply accidental, they are usually


individuals who are granted great skill and abilities

All characters in The Crusaders begin at Feeble (2)


resources, and must purchase additional resources

Resource ranks determine the number of Resource


points a hero gains per Crusader adventure. A hero
gains Resource Points equal to their Resource rank,
therefore a hero with Good (10) resources would

savedbetweenadventures.

Powers are purchased using table 2: Power Costs.


Powers initially begin at the Good (10) rank, with
additional ranks purchased with a point for point
exchange.

Prestige Powers may also be purchased at double


the normal cost. Consult the Game Mechanics
sectiononPowersformoreinformation.

STEP6TALENTS

Players have 80 Contact Points to spend on the


purchaseofcontacts.Therearenolimitationsonthe
numberofcontactsheroescanpurchase,butheroes
cannot purchase any contact above Moderate
without special permission from the Campaign
CoordinatororthroughaCrusadersgame.

In addition, the Campaign Coordinator may decide


certain contacts are unadvisable or unavailable to
heroes. Simply put, while you may want to know

Talents represent the learned skills of the hero. In


Project: Crusader, the heroes begin with 50 Talent
Points to spend on talents. Talent points can be
gained by point trade from other stats, and can be
traded for other points elsewhere. As a reminder,

The hero is nearly finished. A final check over the
character is necessary so that the player can insure
pointtotalsarecorrectandallofthecurrentpoints
arespent.Oncethecharacterisfinishedandsigned
offon,anycreationpointsleftoverarediscarded.

Oncetheplayeriscomfortablewiththeircharacter,
submit the character to the Campaign Coordinator
or a certified Crusaders judge. The Crusader judges
willworktocorrectanyproblemsplayersmighthave
encountered during character creation, assist in

responsible for dealing with metacrime. AEGIS is
active in North America, with jurisdictional
operations abroad as necessary or invited. AEGIS
seeks to work with heroes to provide additional
assistance in dealing with outbreaks of metacrime
orevents,andisinchargeoftheOlympusDatabase.

A mysterious humanlike figure, clad in a blue


business suit, dark glasses, and carrying a large
leather book,which ischained to his wrist. Nothing
isknownaboutthismysteriousfigure,savethathis
roleseemstobeonlytoobserveandchroniclemajor
events. No one knows what the Chronicler really is,
though the Illithid ancient holographic memory
systems seem to have his appearance even before
theriseofthePrecursors.RarelydoestheChronicler
make his presence known, and rarer still does the
Chroniclerassistthoseinneed.

CHRONOS:

BARBAROUS

CHRONOSisthelargestterroristorganizationinthe
world currently still active. CHRONOS garnered its
start shortly after WWII, in which several surviving
Nazis sought to restore the powers of the Reich,
under their control. Through use of science,
resources, and mercenaries, the inner council of
CHRONOS was born. CHRONOS often times came
intoconflictwithDOOM,untilDOOMwasdestroyed
inthemid1970s.CHRONOSmovedtotheforefront
shortly thereafter, starting with the nuclear
blackmailoftheWesternUStotheweathersatellite,
which could control local weather patterns.
CHRONOSremainedanactivethreatthroughoutthe
1980s, at which point a schism developed between
newer factions in the organization and the older
guard. The newer factions, under the banner of a
mysteriousfiguredcalled"TheGeneral"tookpower,
and began a more ambitious series of plans,
includingtheSiegeofOmaha,thetransformationof
many high school students into agents, and finally
the last ditch effort by CHRONOS to seize power in
New York City, which resulted in the death of the
General.Itwasbelievedthelasteventwasthefinal
straw for the organization, but as it was later
discovered,itsimplyprovidedtheopportunitytothe
original ruling council to return to power, and
restructure CHRONOS, adapting it to the modern
day.

AEGIS

The monstrous son of King Urtho who sought to


avenge his fathers defeats at the hand of the
GoldenCrusaders.Barbarouswasoftenamemberof
theConquerors.

BRAINTRUST,THE:
Establishedinlate1937,theBrainTrustwasthefirst
association of superscientists, who served as
advisorstoPresidentFranklinDelanoRoosevelt.The
predecessor to SMART Labs, the Brain Trust
remained active and advised several presidential
administrations, until the official disbanding of the
BrainTrustin1981.

CHASEENTERPRISES:
Established by Doctor Charles Martin Chase, Chase
Enterprises is known to be both the leaders in
electronics and computer design, as well as
supporting a large philanthropic organization.
Currently being run by Chases son Marcus, Chase
Enterprises continues to be the primary supplier of
AItechnologytothegovernment.ChaseEnterprises
and Chase Technologies are directly responsible for
the development of the Babbage 10.2 Cryolinear
processchip,whichwasinstrumentalinthedevelop
oftheOlympusDatabase

During the early 1990s, CHRONOS grew bolder in


scope and operation. CHRONOS often clashed with
Vanguard, a California based thinktank of scientist
heroes. The General apparently became obsessed
with the heroine Aster, as she had claimed some
connection to Ahura Mazda, the Persian God of
Light. CHRONOS continued to plot and plan,
eventuallymovingawayfromtheconstantstruggles
withVanguardtobolderschemes.
By the mid1990s, CHRONOS had attempted to
sabotagethePhotonicEnginedesignwhichledtoa
near global catastrophe, had apparently had some
handintheunleashingofBalorinEngland,andhad
attempted a coup in Marapulai before fading into
the background. Many in the intelligence business
feltthatCHRONOShadbecomedissatisfiedwiththe
General, and yet, were unable to account for the
legion of soldiers and the highgrade equipment
CHRONOShadaccessto.Itwasduringthelegendary
"Siege of Omaha" that the answers were made
present.
Apparently, CHRONOS scientists discovered the
rudimentary basics of Spectra dimensional theory,
andhadopenedadoorintooneofthelargeSpectra
dimensional storage areas. For the unenlightened,
spectradimensionaltechnologyisbelievedtobethe
basics of Precursor technology. At any rate, the
scientistshaspunchedapinholeintoastoragearea
that among other things stored a megasized city
shipthatCHRONOSquicklytookoverandusedasa
baseofoperations.Withthelimitlesstechnologyof
the Precursors, CHRONOS seemed to be a greater
danger than was believed, which culminated with

the Siege of Omaha. CHRONOS attempted to take


control of Omaha since it was a major
communicationsnodefortheNorthernHemisphere.
Dispatching a large number of forces, CHRONOS
actually brought their city ship into the real world,
which was almost immediately set upon by a
collection of heroes, Defenders International teams
oneandtwopartofit.TheCityShipwassuckedback
into nullspace, and it was apparently the end of
CHRONOS,orsowethought.
Inreality,CHRONOShadalreadybeenlayinginwait.
As discussed previously, BIOGENTECHA had been
established as a legitimate enterprise, and had
discoveredaprocessforcreatingMetahumans,de
named "The Prospero Effect". By using captured
creatures from the otherworldly realm of Arcadia,
scientistswereabletograftattributesontosubjects.
CHRONOS suddenly reappeared with a veritable
armyofMetahumans,includingseveralstudentsof
the Donald Burns High School lass of 1998. These
new Metahumans assisted Chronos in the attempt
atsalvagingtheirHQ,duringtheeventscoined"The
Reign of the Avatars". In the end, however,
CHRONOS was again thwarted, the General killed,
and his chief commanders, including his lover
Medusawerecaptured.Itwasbelievedatthatpoint,
CHRONOShadbeendealtacripplingblow.
As it turned out, the original surviving members of
theCouncilretookCHRONOSfromtheupstarts,and
began in secret recreating CHRONOS. It is believed
that the Council has been quietly building itself up
again, and has even allowed former loyalists to the
Generalintotheorganization.DuringtheAssaulton
Maxxam in July 2001, many of the original Meta
human agents of CHRONOS escaped, including
Medusa, who has apparently become the defacto
commanderofoperationsasoflastintelligence.

Shortly after 1988, the chief council for CHRONOS


embarked on a plan to create a leader free of the
perceived imperfections that had caused CHRONOS
to fail previously. This leader, named Ozymandius,
was better called "The General", and among other
things believed he to be the incarnation of the
ancient Persian God of Darkness, Ahriman. The
General quickly made short work of the council,
dispatching many of the senior management and
assumingdirectcontrolovertheentireorganization
ofCHRONOS.

CDFFS
The Collateral Damage Force Fields (CDFFs) are
kineticfieldsthatactasbarriersfordamageagainst
attacks, usually around government facilities. The
CDFFsweredesignedatSMARTlabs,butwerelater

CONQUERORS,THE
Predating the Destroyers by ten years, the
Conquerors were the first modern metavillain
group, made up usually of arch enemies of the
various Crusader members. The Conquerors peaked
in the summer of 1985, with the assault on
Washington,DCwhichresultedintheutterdefeatof
theConquerorsonceandforall.

DEFENDERSINTERNATIONAL
Defenders International or D.I. as it is commonly
known is one of the more famous metahero teams
active. Formed on Jan. 14th, 1986,D.I. was actually
thrown together to stop an attempt on the life of
then Prime Minister Margaret Thatcher. The initial
team opted to stay together, forming the first of
what is considered the modern age of metahero
groups.
DefendersInternationalhasbeenattheforefrontof
nearlyeverymajormetavillainincidentoverthepast
twentyyears.RangingfromTheTrillinianInvasionto
the return of the Egyptian god of darkness Set. D.I.
haspersistedandpreventednearglobalcatastrophe
againandagain.
LedbyMichaelDeckardfornearlytheentiretyofthe
organization'shistory,D.I.remainsanactivepartof
the hero community, and has far reaching
connections to most other hero teams across the
globe.D.I.isbasedonasmallislandintheCaribbean
dubbed Defenders Island, which was originally
ownedbytheHowitzerDesignGroup
While D.I. has had its successes, it has also had
several defeats. The Last Stand of the Defenders
orchestrated by Tactician and the villain group The
Destroyers still remains one of the lowest points of
the organization. Still, despite the setbacks, D.I.
maintainsthehighestsuccessrateofanymetahero
groupactive,andcontinuestobeattheforefrontof
metahumanthreatprevention.

TheCrusaders

DEFENDERSISLAND
AformerscientificresearchcenteredownedbyDr.
Michael Howitzer, converted to use by the hero
group Defenders International. Originally a
smuggler's way station in the late 1600's, Mercer
Islandasitwasknownwasconsideredadangerdue
to the hidden shoals and reefs surrounding it.
MercerIslandwaspurchasedin1788bytheGolden
Bough Trading Company, which cleared the harbor
andbuiltalargemanorhouse.TheIslandwassoldto
the U.S. Government in 1889, after the bankruptcy
oftheGBTradingCompany,anditremainedinU.S.
handsthroughWWII,occasionallyseeingserviceasa
Submarine refit station. The island was sold to Dr.
MichaelHowitzerin1988,whichmovedthebulkof
his labs tothe island,due primarily to thesecluded
nature of the island. After Howitzer ceased his
scientificendeavorsonMercerIsland,hetransferred
it Defenders International after the destruction of
the Satellite HQ during "The Last Stand of the
Defenders". Dubbing Mercer Island "Defenders
Island", the group has used the island as their sole
HQsincethattime.

DESTROYERS,THE
One of the worst villain groups of the modern era,
theDestroyerswereformedduringanassaultonthe
UN sometime in 1990 by Amadeus Van Brant, AKA
Tactician. For nearly a decade, the Destroyers
maintained a grip of fear across the planet,
recruiting some of the worst metavillains
imaginable,

individuals.

An early metavillain of the 1930s who remained


active until the early 1950s. Doctor Mortis met his
death facing the night Owl in 1055 in New Thebes,
MA.

ELYSIUM
ThetermforthesubdimensionconfusedbyDaneas
Heaven during his planar journey. Dante believed

GOLDENAMAZON,THE
Daughter of Antiope and Theseus, the Golden
Amazon was blessed with the power of the Gods,
and gifted with magical weaponry and armor.
Arriving in Earth by accident during a mystical
experiment, the Golden Amazon dedicated herself
againsttheAxis,allyingwiththefirstSquadron,Mr.
Might,andtheStarSentinel.Becomingromantically
linkedtotheStarSentinelandMr.Might,theGolden
AmazonmarriedMr.Mightafterthewar,remaining
insemiretirementandhavingason,Jonothan,who
would later become Titan. A founding member of
theMinuteMenandlatertheCrusaders,TheGolden
Amazonhasreturnedtoactivestatusinthewakeof
theIronGeneralsrecentactivity.

GUARDTOWER,THE
Built initially as a separate jail during the reign of
Henry the VIII, the Guard Tower never initially saw
the same recognition as the Tower of London. The
GuardTowerwasalteredduringthereignofCharles
II,specificallyaftertheLondonfireinthelate1660's.
Charlesprovidedthetowertohissecretoperatives,
atraditionthatcontinuedwellintothe20thcentury.
Along the way, the Guard Tower served as a
storehouse of artifacts and objects from various
adventures.BytheonsetofWWI,theGuardTower
became the central mobilized location for the
various Metahuman heroes during the war. By
WWII, the Tower became the HQ for the legendary
Squadron,andremainedintheSquadron'scareuntil

shortly after the war. When the Squadron finally


disbandedin1954,TheBritishGovernmentoptedto
use the Guard Tower as the base for its newly
formed "Majesty's Guard", to which the Tower has
remained the HQ ever since. The Guard Tower has
grown in scope and stature since its construction,
andisapredominantfixtureintheLondonSkyline.

HADES
Thetermforthesubdimension,confusedbyDante
as Hell during his planar journey. Dante believed
Hades to be the infernal realm, and used it as the
basis for Hell in The Divine Comedies. Hades is a
realm where the denizens are usually devoted to
Chaos. The Antithesis of the realm of Elysium, the
two dimensions have been at war since before
recorded time, seeking some advantage over the
other.
Hades is considered to be place of fire and
brimstone, something that has cemented its
reputationasahellishandnightmarishrealm.Hades
is comprised of several rival houses, each vying for
additional power and seeking some sort of
advantage over the other. It is not surprising that
Hades has been the origin for several villains,
including Brimstone, Hellfire, Daemoneque, and
Black Jade. Hades has also been the home to the
heroines Whiteflame and Flamelight, a rarity in the
darkdimension.

HOWITZERDESIGNGROUP,THE
Founded by Nobel award winning scientist Dr.
Michael Howitzer, the Howitzer Design Group was
considered one of the up and coming technological
think tanks for the later 20th century. Howitzers
specialty was the study of energy, marking him as
one of the most learned men on the subject of
alternate energy sources, Ionic energy theory, and
electro fusion. The HDG became one of the first
companies to produce and revise the neoplasmic
cell,aswellasworkingonthefurtherdevelopment
of Robotic and Cybernetic design. Howitzer himself
becameaheroknownasValanceafteranexposure

the winged residents were angels, adding to the


mutual confusion between heaven and the Elysium
Host.ElysiumliesindirectoppositiontoHades,and
hasbeeninconflictwithitsoppositeforsometime.
ElysiumwasconfusedbyDantewithHeavenduring
his journey that would be the basis of "The Divine
Comedy". The Elysium has represented agents of
orderforthemostpart,journeyingtoEarthtoassist
and help humanity as necessary. Heroes like
Defensor, Archangel, Karma, and Gabrielle are
members of the Elysium, as well as the villain
Purgatory.

support to the fledgling Defenders International
during its first few years, providing the first HQ for
Defenders as well as the initial technological

In1991,Dr.HowitzerleftactivityasaDefender,and
began concentrating more on his scientific career.
Howitzer sold off a majority of his patents to Cross
Technologies, pairing down the HDG to a more
reasonablescientificresearchgroup,andmovinghis
base of operations to Mercer Island, located in the
North Atlantic. Howitzer continued his research on
Mercer Island until 1994, at which time Howitzer
foldedhisresearchgroupandturnedtheislandover
totheDefenders,whohadjustlosttheirHQduring
theinfamousLastStandoftheDefenders.
The HDG continued until 1999, at which time
Howitzersoldtheremainingpartsofhiscompanyto
James Sorenson of Sorenson Industries, and quietly
retired, disappearing from public eye completely.
Howitzerisbelievedtobeworkingprivatelyatanew
facility,anditisunsureifthestatusoftheHDG,orif
indeedtheHDGevenexists.

America. Founded in 1995 by Former Defenders
Caduceus and Chrysalis, Lifeline has improved
survivalratesfrommetahumanbattlesbynearlysix
times what it was. Lifeline is funded largely from
private contributions from Howitzer Technologies,

mid 1970s by John Jade. Jade used his shrewd
businesssensetonavigatehiscompanyintogreater
things, garnering large scale defense contracts and
patenting civilian technology based on those
contracts. Jade Enterprises is easily the rival of the
largest corporation in the world, with various
divisions in many separate fields. John Jade is
consideredoneofthewealthiestmenintheWorld,
andhasonoccasionmadepassingattemptstoenter
therealmofpolitics.

MIDNIGHTSOCIETY,THE
The society dedicated to the earliest days of
costumedheroes.Whilenotasactiveasmanysuch

Neoplasmrepresentsanewtypeofenergymaterial,
developed by Cross Technologies as a cheap,
efficient energy source utilizing Fusion energy.
Neoplasm is an artificial material, crimson red in
color, which provides through kinetic motion
limitlesselectricaloutput.Neoplasmwasdeveloped
inlate1999,aftersixyearsofintensiveresearchinto
the Trillinian power cores left behind after the
abortiveinvasionattemptin1992.

OLYMPUSDATABASE
A massive database used by Law Enforcement and
metaheroes which stores and access both files on
known metavillain threats, but also coordinates
information on current activities. Designed by
CharlesMartinChase.

PALISADESDEFENSESATELLITES
A series of laser platforms around earth, set up to
protectEarthfromspacebornedisasters.Specifically
designated and set upafterthe attempted invasion
in1992.

POLARIS:
A former political activist in the Shai Jihn Regime,
arrested and imprisoned for his beliefs, Kryll
Dorhaven was experimented on in the hopes of
creatinganewMetahumanforceinsidetheregime,
whichworked,grantingDorhavengreatcontrolover
magneticfields.Dorhavenescaped,andendedupon
earth, working for a time in the Destroyers in the
hopes of finding a way home. Duped by Tactician,
Polariseventuallygavehimselfup,andwasassisted
by Defenders International. Polaris has long since

paid for his crimes, and now serves as chief of


SecurityonDefendersIsland,withhisdaughter.
For some time, Polaris served the Defenders
faithfully, until an incident with the StarChild
Empress. Impressed with both his skill and
dedication, the StarChild Empress offered him a
place as her personal protector, which Polaris took.
ForyearsPolarisremainedbytheEmpress,untilher
onsetofmadness,andtheeventsofStarfall.Polaris
returned to Earth, serving for a while with Project:
WorldGuard,untilthatgroupwasdisbanded.
PolaristooktheofferfromSarahHowitzertoteach
atherschool,theCriterion Academy,helpingguide
the next generation of metahumans as both
instructorandprotector.

PRECURSORS,THE
The Ancient Ones, the First Race, the Progenitors,
andThePrecursorsareafewofthenamesgivenby
most spacefaring races to the earliest known
humanoid races. What little is known about the
Precursorsisthattheywereamongthefirstracesto
achieve space travel, had a galactic empire that
stretched through three galaxies, and were
responsible for uplifting several races that make up
theConcordance.
The Precursors explored and established stations
across their empire, and were for the most part
dedicated to scientific and philosophic pursuits. At
some point in their distant past, the Precursors
encountered another race, bent on conquest and
destruction. The resulting conflict caused both
groups to utterly vanish, leaving behind their
technology,weaponry,andadvancements.

CrusadersAppendixC:Keywords

Consideredbymanyoneofthegreatestheroesthat
has ever lived, Mr. Might is still considered one of
the most powerful and dedicated heroes in the
pursuit of good. Mr. Might served as the first
chairperson of the Minute Men until succeeded by
theGoldenEagle.

Many of the current Stellar Nations descend from


the Precursors, and the wealth of technology left
behind accelerated many cultures to space travel.
ThegreatmysteryofwhathappenedthePrecursors
remains one of the greatest shared mysteries
throughthreegalaxies.

PROJECT:SLEEPER
Project: Sleeper was a program instituted by the
former Soviet Union of placing powered individuals
in key places and locations for an unspecified
amount of time, usually in deep cover. The Sleeper
program also sought to infiltrate American and
Western Block super teams, in order to gain
informationaboutvarioussortsofmetahumansand
otherpertinentinformation.TheSleeperprojectwas
mildly successful, but many of the agents opted to
remain in cover rather than return to the
motherland,andwhentheSovietUnionfell,mostof
therecordsregardingthesleeperprogramwerelost,
includinganactivelistofsleeperagents.Outsideof
basic information, much of the information
regarding the program, its origins, or the planted
agents have since disappeared, and the entire
situationwouldbethoughtofasnothingmorethan
Cold War propaganda if not for the recently
discovered records implicating several heroes as
Sleeperagents.

REAVING,THE
Anadventurethatculminatedthefiveyearstoryarc
for Project: WorldGuard in which the fate of reality
itselfwasatstakeagainsttheforcesofCHRONOS.

RSTUNGDESDONNERS
The German technological juggernaut, responsible
for the death of Oseau de Feu. Destroyed in the

STARFALL
The term for the second invasion of Earth by the
TrillinianImperium,whichwasactuallymanipulated
byanotherstellarnation,theShaiJihnRegimeand
the dark god Set. A coalition of heroes managed to
defeatboththealieninvasionandSet.

STARION
The former champion of the Trillinian Imperium,
Starionwasthechampionofhispeople,servingwith
distinction for generations. The personal protector
oftheEmpress,StarionledtheforcesagainstEarth,
meeting defeat for the first time against Earths
defendersin1992.Afterthedefeat,Starionbecame
oneofthestaunchestdefendersofEarthduringthe
attackofthedevourer,andremainedclosetoEarth
during the attempted coup against the Starchild
Empress.
WhentheEmpresscommandedthemassivearmada
to attack Earth, Starion secretly dispatched his
daughter Glorious to help Earths champions.
Reluctantly, Starion attacked Earth under the
command of the Empress, resulting in the
destructionofMAXXAMandthesubsequentdefeat
ofmanyofEarthsheroes.
When the manipulation of the Empress was
discovered, Starion confronted the traitors within
the Empresss council, and met the dark god Set in
battle.StarionsacrificedhislifetosavetheEmpress
andtheassembledheroes,dyingatthehandsofSet
toinsurevictory.

Starion was laid to rest in the Imperiums royal

to Doctor Tachyon. Tachyon is a lightbased being,
andacontroversialteamleaderunjustlyblamedfor
thedeclineoftheCrusaders.

TRILLINIANIMPERIUM
The Trillinian Imperium is a collection of aligned
worlds/species that hold sway of a majority of the
Andromedagalaxy.TheImperiumholdsitselfasthe
direct descendants of the Precursors, and as such,
represents one of the first species to rediscover
space travel. The Trillinians are not one race, they
areseveral,andhavecloseallianceswithamultitude
of the "uplifted" races that were created by the
Precursors.
The Imperium's main homeworld is an expansive
planetinwhichthecapitalcitytakesupnearly75%
of the planetary mass. Indeed, the majority of the
residents are descended from the common
humanoid stock, with a few notable exceptions. As
with the Spire's Persinians, the Trillinian base is
genetically perfect, slightly stronger than the
average human with increased sensory abilities.
Coupled with their mastery of bioorganic
technology, birth mortality and complications is a
thing of the distant past. The Trillinians on the
homeworld could easily pass as human, without
anyoneknowingthedifference.
The Imperium itself is hundreds of thousands of
years old. A close parallel would be the period of
Rome during the reign of Marcus Aurelius, with a
strong mix of aristocratic ruling class mixed with
representation from all of the Imperium's worlds.
The Emperor is the single governing body, with the
imperial line genetically bred through careful
eugenicprocedures.
The Imperium is managed through a series of
regentsthatarebothappointedbytheEmperorand

thenacceptedthroughthecouncilofregents,similar
againtheRomanidealoftherepublic.Eachquadrant
is governed through an individual council, and each
councilissubjecttoreviewbytheEmperorandthe
CouncilofRegents.
Historically, the Imperium has followed the Roman
ideal,fightingwarsandconqueringtheterritoriesit
nowholds.TheImperiumbeganacampaignagainst
theShai'JihnRegimethatlastednearly1000years,
ending with the legendary "Treaty of Cygnus" that
established clear borders and the authority of the
SpireConfederacytopolicethoseborders.Afterthe
Treaty,theImperiumsetitselftoimprovethestate
of the empire, creating several colonies on the far
rim of the Andromeda galaxy. Sometime in the last
100years,afaintsignalfromaninsignificantplanet
in the Sol system was discovered, and further
recognized as a Precursor homing signal. The
Trillinian Imperium dispatched scouts to check the
areacovertly,foritwasintheneutralspacedictated
bytheTreatyofCygnus.
Roughly thirteen years ago, the StarLord Emperor,
Augstustinian Alessos Danteres Ansalon was
assassinated,forcinghis13yearoldDaughterAzura
MinaiLeandraAugustiniantothethrone.Theyoung
"StarChild Empress" was quickly overwhelmed by
thedutiesofherthrone,andmanipulatedbyseveral
key generals and Regents to launch an invasion of
theunknownplanet.Summoningavastarmadaand
Starion, the Imperium's champion, the Trillinian
Imperium launched a surprise attack against the
EarthinMarch1992.
Immediately, Earth responded. Battles erupted
across the planet, concentrating in Western Europe
and South America. Defenders International led the
spearhead charge, attacking Starion headon. The
resultswerenothingshortofcataclysmic.

himselfwasthefather.

D.I.managedtotakethebattletotheEmpresssflag
ship itself, and once aboard managed to take
custody of the Empress. Loyalists to the Imperium
quickly raced to the scene, and deposed the

promote interstellar peace initiatives, dubbed The
FriendshipMissions.TheFriendshipmissions(There
have been three so far) were dedicated to the
exchange of social, cultural, and technological
differencesbetweenEarthandtheImperium.
In 1996, the Imperium was key in assisting Earth in
stopping an ancient Precursor war machine called
The Devourer, which had attained near mythic
proportionsinthereligiousaspectoftheImperium.
The defeat of the Devourer signaled increased
interest in Earths unique metahuman population,
sinceitwasacombinationofheroesthatultimately
thwartedanddefeatedtheDevourer.
TheStarchildEmpresshasbeentoEarththreetimes,
even taking an Earthman as her consort. Such ties
can only strengthen the bonds between the
ImperiumandEarth,leadinghopefullytoaperiodof
peaceandprosperitybetweenthetwosystems.
In2005,undertheinfluenceofShaiJihnagents,the
StarChildEmpresswastemporarilydrivenmadatthe
time that her daughter, the StarBorn Empress was
born. Heroes from Earth discovered the armada of
ships, and quickly retrieved the Empresss child
before an assassination attempt. The StarChild
Empress declared war on Earth, and deploying her
fleetattemptedafullscaleinvasion.
TheheroesofEarthfoughtbackwithcasualties,and
itwasrevealedthedarkgodSetwasactuallybehind
the events. Once defeated, the Empress regained
her sanity, immediately withdrew her forces, and
made full restitution to the planet Earth. The
TrillinianImperiumhasswornanonaggressionpact
with Earth, which is now under the watchful
protectionoftheSpireConfederacy.

The mystical storehouse assembled by some of the

The well known law dictating the use of
metahumans in active combat, based on President
WoodrowWilsons14thPointduringtheArmisticeof
WWI.TheWilsonActbecametheonlyinternational
law governing the use of metahumans in combat
situations.TheWilsonActwasratifiedattheendof
WWI, with provisions regarding the use of
metahumansduring crisis or under unanimous vote
of the League of Nations. During WWII, the Wilson
Act was ratified and became one of the first
resolutions passed by the United Nations. The

Take it: A defender can choose to take the attack,

and depending on their action can determine the
level of damage and damage effect on a Defender.

The results are checked against the universal chart,

An Area is considered 44 yards, which is the
standard measurement of distance for both

number of areas a round based on their endurance
score.

COMBATTACTICS

Karma can be used at any point to influence dice


rolls both in attack and defense. Karma can utilized
even when unconscious to make endurance FEATS
for stabilization, resistance FEATS, and rolls versus
deatheffects.

Players can choose to utilize several combat tactics


toachievegreaterresultswhendealingwithvillains.

Any attacker or Defender can spend Karma. Karma


comes from player experience and rewards for
actions. The more heroic actions for heroes mean
additional Karma, with the more villainous actions
forvillainsprovidingthesamebenefit.
To use karma, a player must declare they seek to
utilize karma for rolls. The player must spend a
minimum of 10 Karma when they declare theyre
usingit.Aplayerthencanspendasmuchashe/she
wants to influence the dice roll up to an adjusted
resultof100.
Players can spend their own karma not earmarked
forAdvancement,karmafromtempkarmapools,or
team karma that they will repay at the end of the
adventurewiththeadventurerewards.

Charging: Heroes can choose to charge an


opponent. Charging requires a two area buildup in
order to gainspeed, andthen requires the attacker
to make a successful Agility FEAT to hit the
opponent. The attacker then does additional
damagebasedontheirendurancerank.
Coordinating Attacks: Attackers can choose to
coordinateanattack,suchasthrowingorusingone
attacker as a projectile. In that case, the hero
throwingtheattackermustmakeanAgilityFEATto
hit, causing an additional END check from both the
second attacker and defender. If a successful hit
occurs, Defender takes damage based on first
attackers strength and second attackers
