C-DAC has designed and developed a versatile Hospital Management Information System
(HMIS) in various models like conventional stand-alone hospital version and SaaS
(Software as a Service) over the cloud infrastructure. The real time HMIS streamlines the
treatment flow of patients and simultaneously empowers the hospital's workforce to
perform their duties effectively and efficiently. It is modelled on the unique combination
of a 'patient centric and medical staff centric' paradigm, thus providing benefits to both
the recipients and the providers of healthcare. C-DAC has also developed a unique
concept of state-wide implementation of HMIS across various government hospitals
ranging from super specialty hospitals, medical college hospitals, and district hospitals to
area hospitals. C-DAC's HMIS has been deployed in more than 40 hospitals across India.
C-DAC has developed various solutions in this area. These include

C-DAC's Sushrut, a Hospital Information System (HIS) has been developed with the
objective of streamlining the treatment flow of a patient in the hospital, while allowing
doctors and other staff to perform to their peak ability, in an optimized and efficient
manner.
HIS developed by C-DAC is modular, thus ensuring sustained benefits through changes in
technology, protecting and providing optimal returns from the investment. It is modelled
on a unique combination of a 'patient centric and medical staff centric' paradigm,
beneficial to the recipients and the providers of healthcare.
HIS uses a network of computers to gather, process, and retrieve patient care and

MEGH SUSHRUT (MS) - An ERP Solution for Health Delivery in SaaS Model using
Garuda Network as the Computing Cloud
Duration: 2 Years (Start Date: July 2010, Completion Date: June 2012)

Objective and brief description:


Software as a Service (SaaS) is a model of software deployment whereby a provider (CDAC in current context) licenses an application to customers (hospitals) for use as a
service on demand. The HIMS systems developed by CDAC are ideally suited for delivery
in this model, since all of them are developed under the client - server architecture, with
client side systems requiring only a standard Web-browser interface. This permits hosting
of these applications as a hosted service in a server farm to which the hospital could link
over a dedicated communication link to obtain all services. The Garuda Network of
computing nodes provides the required connectivity. It also provide enough redundancy
for the Data Bases, so that the Electronic Medical Records and other vital information
related to the connected hospitals can be stored in Geographically distributed locations
in redundant fashion. This ensures that even in case of multiple failures, the system
would be able to recreate the data.
This proposal aims to set up the HIMS solutions from CDAC, under this frame work. As the
first step, it aims to convert the e-Sushrut package from CDAC, Noda into this model. This
is a full blown ERP package that is well accepted in hospitals like MGIMS, Wardha, PGI,
Chandigarh, SMS, Jaipur, and various Govt. hosptals in Delhi. The current proposal
envisages setting up Megh Sushrut services at RIMS Imphal and NEIGRIHMS, Shillong.

Major objectives of the project are:

To convert the e-Sushrut solution into a hosted service available over the internet so
that it can be used by a large section of hospitals in pay by use model.

To demonstrate the viability of the solution in North East, by establishing working


systems in RIMS, Imphal and NIGRIMS, Shillong.

To host the solution over the Garuda Network so as to make it available to a larger
user base and provide better availability and redundancy.

To integrate HIMS solutions from other CDAC centres, hosted over the network with
interlinking using the HL-7 engines, so as to make MS a truly ubiquitous solution
over the Garuda.

e-Aushadhi - A Complete Supply Chain Management System

'e-Aushadhi', which deals with the management of stock of various drugs, sutures and
surgical items required by different district drug warehouses. The main aim of 'eAushadhi' is to ascertain the needs of various district drug warehouses such that all the
required materials/drugs are constantly available to be supplied to the user district drug
warehouses without delay. This includes classification/categorization of items,

codification of items, quality check of these items, etc and finally issuing drugs to the
patients, who is the final consumer in the chain.

Benefits and main objectives of 'e-Aushadhi':

To implement a transparent system for procurement, storage and distribution of


quality drugs, supplies, equipments etc. required for the hospitals at reasonable
competitive price.

To ensure adequate savings in the drug budget by scientific forecasting system


based on the preparation of essential drug list and its actual consumption.

Monitoring the budget and drug consumption pattern by introducing pass book
system.

To improve infrastructure of the existing drug ware house in district.

Streamline the Drug warehouse management, quality management, equipment


inventory management, equipment complain chain management, equipment
auction life cycle, human resource and finance management in an optimized and
efficient manner.

Enhance the use of technology as a cost-effective solution to support the OSMC


administration's step towards new direction.

Support the operational and strategic information needs of the OSMC.

Provide an infrastructure for the sharing of information and computer applications


throughout the OSMC hierarchy.

Technical Framework and Features


The e-Aushadhi application is divided into layers based on the N-tier architecture. The
layering model of the application is based on a responsibility layering strategy that
associates each layer with a particular responsibility. This strategy has been chosen
because it isolates various system responsibilities from one another, so that it improves
both system development and maintenance.

Intervention
Diabetic Retinopathy (DR) is the damage caused to retina by complications of diabetes
which can eventually lead to blindness. DR affects up to 40% of all patients who have

had diabetes for 15 years or more. DRISTI, using state-of-the-art image analysis
algorithms, analyses retinal fundus images for DR lesions and direct DR suspicious cases
for detailed ophthalmologist review. DR negative cases are screened out without
ophthalmologist intervention.

The solution is designed to extend the existing telemedicine and HIMS systems to mobile
technologies. This system uses the mobile communications services to develop generic
Body Area Network and a generic healthcare service platform for monitoring the
following parameters: ECG, EMG, Pulse rate, Respiration Rate, Skin Temperature, Blood
Flow, and Saturated Percentage of Oxygen. mSwasthya also covers various mobile health
applications for home care and are available freely for download at mGov store.

HIMT - Health Informatics via Mobile Technologies


HIMT is a suite of health applications developed using Mobile technology. Applications
range from relatively easy health awareness applications to location based medical
services. It is targeted towards mobile users to create health awareness and assist them
to easily locate nearest health services. These applications encompass health
assessment through calculators, health indices as well as applications designed
specifically for health awareness. It also offers services e.g. generate alerts through SMS
to get immediate help in emergency condition. Some applications would create
awareness within the society about disease out breaks as well as comprehend people

MosQuIT - Mobile based Surveillance Quest using IT


MoSQuIT is a Disease surveillance system for Malaria using mobile platform. It enables
effective data-collection/updating/collation for a centralized repository, thereby reducing
the time required for information proliferation and initiation of appropriate action by
State Health department. MoSQuIT connotes the systematic and continuous watch/vigil
over the status of malaria in the community. It helps monitor, plan for control measures,
and will help detect both spatial and temporal changes in the long run. It triggers an
early warning system in identifying potential outbreaks which frequently occur in this
region. In particular, the system helps prevent and control malaria in the community.

CerviSCAN - Semi automated system for Cervical Cancer

Cancer of the uterine cervix is the second most common cancer in women worldwide.
CerviSCAN is a computer assisted screening solution developed by C-DAC along with the
RCC, Trivandrum, where the digitized images of the PAP-Smear are analysed and
classified through image processing and machine learning algorithms. This software
increases cytologist efficiency by pre-marking samples for potentially cancerous/noncancerous cases.

mCare - Public Health Information Management System

mCare uses mobile devices to provide a health management system that could enhance
the quality of health care provided by the health workers. The product has two major
components: Handheld device based data collection module and Web-based Health
management information infrastructure module. The system maintains a centralized
demographic and public health data, which can be used for analytics.

The SRISTI software takes CT/MRI images as input and helps medical professionals to
visualize 3D model of the anatomical part prior to surgery or other invasive procedures,
which is not feasible from sequence of 2D scan images. It also exports the virtual model
in standard STL format for use by standard CAD software for creating accurate physical
models and prosthetic implants.

Signal Processing System for Neurological Disorder


Detection
The project attempts to automate the analysis and interpretation of long term
Electroencephalogram (EEG) data to extract Neuro-physiologically meaningful
information for assisting expert doctors to detect neurological disorders such as epileptic
seizure. Various signal processing and machine learning techniques have been
implemented in the system. System supports identification of the seizure regions in EEG
signals during epilepsy in a patient independent manner.

Medical Document Semantic Analyser


This is a Medical Language Processing system that extracts data from patient / clinical
related documents such as discharge summaries in electronic form and encodes them to
structured data representations compatible with HL7 Clinical Document Architecture
(CDA) Specification. It is a web based application and uses GATE 5.0 for Natural
Language Processing.
