Reproduce procedure is as follows,

1. Fresh install of Siebel 8.1.1.10.
2. Set the OS System Time to installation date + 2 months (ex; set May if original month is March).
3. Execute GenNewDB task.

In addition,
- Due to (Doc ID 1345832.1), this is caused by difference between IVSE.LIC and IVODBC.LIC files.
But it isn't applicable as they are same (softlink was set up) after installation.

CAUSE
Product defect was registered for this issue.
"BUG 18472122 - GENNEWDB FAILS WITH ERROR SBL-GDB-00004 AND LICENSE ISSUE."

SOLUTION
Edit .odbc.ini to delete "QEWSD=" line. Steps are as follows,
1. stop the Siebel Server.
2. locate the <SIEBEL_ROOT>/sys.
ex;) $ cd /home/siebel/sys
3. back up the .odbc.ini.
$ cp .odbc.ini .odbc.ini.org

4. delete "QEWSE=" line in .odbc.ini.

$ vi .odbc.ini
5. change the permission of the .odbc.ini file.
$ chmod 444 .odbc.ini
6. start the Siebel Server.

CAUTION:
Using .odbc.ini which "QEWSD=" line is deleted has a potentially detrimental effect on the use of Siebel system. You should
restore .odbc.ini from backed up after executing GenNewDB with above workaround.
1. stop the Siebel Server.
2. locate the <SIEBEL_ROOT>/sys.
ex;) $ cd /home/siebel/sys
3. restore the .odbc.ini from backed up.
$ rm -f .odbc.ini
$ mv .odbc.ini.org .odbc.ini
4. start the Siebel Server.
