1. INTRODUCTION
The E&P data and information are the organizational and national assets that must be
secured and protected. PETRONAS is responsible to preserve the data and
information integrity, quality and reliability for current and future usage.
This policy shall govern all data generated under the E&P activities but not limited to
the following:
1. Data generated by PMU
2. Data generated by PSC (inclusive of PCSB)
3. Data generated by PCSB international operations
4. Data generated by others under E&P activities
2. OBJECTIVE
To set transparent and auditable policies, standards and guidelines on PETRONAS
E&P Data Management in order to secure, protect and preserve the data and
information.

4. DEFINITIONS
Access - the rights to access, read, copy or request data
Central Repository Common Data Storage area
CIDU Corporate ICT Development Unit
Data a set of discrete facts about events and activities, either in hardcopy or softcopy
that can be manipulated or structured to produce another deliverables or output
Data Classification - systematic arrangement or grouping of data types and
information in categories according to certain rules
Document - created or received records of static data or information that is meaningful
to the company for business purposes and reference
E&P abbreviation for Exploration and Production
E&P Data - the scientific and technical data that was obtained from Exploration and
Production activities. The data can be manipulated further to produce another
deliverables or output for further analysis
Information the set of data being manipulated and analyzed into meaningful values
or facts
ICT Information and Communication Technology
LOA abbreviation for Limits of Authority
PMU abbreviation for Petroleum Management Unit
PPGUA abbreviation for PETRONAS Procedure and Guidelines for Upstream

5. THE POLICY
It is the policy of PETRONAS to maintain and preserve E&P data and information in an
integrated, accurate, user-friendly and industry standard database systems. This will
allow the data and information to be relevant at all times and across any systems used
by internal and external party for research, analysis or data review activities.

The quality and reliability of the data and information must meet the basic industry
standards. The data and information must also be made available in a timely manner,
either on-line or at least near-line.

Subject to entitlement and access right, all data and information generated by the E&P
activities shall be made available for all interested parties. Other key elements to this
policy are as follows:
5.1. DATA OWNERSHIP
All data that are generated by the E&P activities either by units or subsidiaries of
PETRONAS or PSC Operators belong to PETRONAS. PETRONAS has title to all
original and copies of data acquired by PSC Operators.
5.2. DATA CUSTODIAN
On behalf of PETRONAS, PMU is entrusted to manage, secure and ensure that
all E&P data and information are maintained accordingly. PMU shall impose data
management policy and standards internally and also externally within
PETRONAS E&P group.

5.3. DATA CLASSIFICATIONS AND ACCESS


The permission to access E&P data and information can be granted to eligible
employee of PETRONAS (and PETRONAS subsidiaries) according to the data
classifications. Within PETRONAS, it is the sole responsibility of the department
heads in E&P business to grant the right of access to E&P data and information.
5.4. ROLES AND RESPONSIBILITIES OF THE E&P DATA CUSTODIAN

Lead and formulate the development of Data Management policies and


standards

Keep Data Managements strategies, policies and standards are current and
valid

Provide assurances on compliance to policies, standards and requirements


through risk assessment, audits and review plans

Provide assistance to data entitlements and approvals to all data requests

Supervise and oversee the provision of Data Management services by


external service provider

Ensure all data generated internally and received from PSC Operators are
submitted and preserved.

5.5. DATA SECURITY AND INTEGRITY


An industry standard security measures must be implemented, monitored and
maintained to ensure data confidentiality, safety and reliability. Regular backups,
offsite storage and disaster recovery plan must be developed and maintained at
all times.

5.6. THE DATABASE AND APPLICATION SYSTEM


The database and application system adopted must be integrated and not on
stand-alone. The applications and tools must be common and industry standard
application whereby sharing of data between applications should be seamless
and effortless.
5.7. THE DATA TYPES TO BE MANAGED
The types of data to be managed under the PETRONAS Domestic E&P Data
Management are inclusive of but not limited to:

Geological & Geophysical Data raw and

Project data finalized and approved

Unstructured data reports, maps, logs prints etc

Drilling data

Production

Geo-spatial data

Engineering data

Geo-samples

5.8. DATA STANDARDS AND NAMING CONVENTION


It is strongly encouraged that all data naming convention shall follow PETRONAS
endorsed Standard Naming Convention
5.9. DATA MANAGEMENT AUDITS
A periodical Data Management audit exercise which include data security, offsite
storage, data recovery plan and applications audits must be conducted to ensure
that any systems errors can be minimized and improved or the non-compliance
practices can be eliminated. The audits shall include all storage locations of the
outsourcing parties.

5.10. PSC DATA SUBMISSION


PMU is responsible to enforce and monitor the data and information submission
from all PSC Operators. The submission shall be governed by the requirements
as stipulated in the PSC Agreement and the details as described in the PPGUA
documents.

5.11. DATA REQUESTS


INTERNAL REQUESTS all requests from PETRONAS E&P sector shall be
made via the official online request system. The respective manager shall
endorse the request before the request being processed by the Data
Management section.

EXTERNAL REQUEST- all requests from external parties, inclusive of PSC


Operators, Universities and other research parties must be officially endorsed by
the Senior Manager of DMCD.

All requests must be made within considerable lead-time before data and
information can be downloaded. The service for extracting data is free but the
media to restore data like tapes, CD and the paper prints are chargeable.

5.12. DATA RELEASE FOR RESEARCH OR STUDY


The approving authority for releasing data and information to employee of
PETRONAS (or PETRONAS subsidiaries) or external parties for research or
study purposes shall be PMU. Approval for access to external parties shall be
according to the LOA.

5.13. DATA FROM PCSB INTERNATIONAL OPERATIONS


Subject to host government policy, all data generated by PCSB in its international
operations shall be deposited and archived into the PETRONAS central
designated data repository.
5.14. INFORMATION DISCLOSURE
All data and information released for research or study purposes must be
handled and treated with strictest confidence and not to be released to other
party for any cause or reasons whatsoever. The parties requesting and using the
data and information will be required to sign the confidentiality agreement with
respect to the released data and information.

5.15. MOVEMENT OF DOMESTIC DATA OUTSIDE MALAYSIA


Domestic data movement in whatever form or manner from Malaysia must be
with the prior written consent of the Vice President of E & P Business,
PETRONAS. All requests must be submitted directly to the Senior Manager of
DMCD, PMU.

5.16. LIMITATION OF DATA AND INFORMATION DISCLOSURE TO PUBLIC


Due to the confidentiality and business requirements, certain types of E&P data
and information will remain confidential unless authorized otherwise by
PETRONAS management, subject to their LOA.
5.17. THIRD PARTY INVOLVEMENT
Should the appointment of a third party is required to manage the Data
Management operations, it must be in accordance with the PETRONAS
Tenders and Contract standard processes.
