RE: NEW PROJECT FOR VICTORIA STATION AND CAUDAN

We a group of architects are very much concem on how projects are being allocated for the
New Victoria Station and nearby vicinities
When Gaetan Siew was the chairman at the SLDC, various architects raised their voices
‘against the project that was prepared by Gaetan Siew and his firm, namely Visio Architect for
the New Victoria Station together with the new link to the Caudau. At that time, we noted
that this a form of conflict of Interest since he is the Chairman of SLDC and cat the samme time
Director of Vision and he is proposing to the government various projects prepared by his firm.
Under very much pressure, the latter resign from his post as Chairman of SLDC.
Nevertheless, being a very close friend of Minister Nando Bocthay he has been sittin
‘committees chaired by the Minister himself and in the presence of Permanent Secretaries and
various government bodies.
{At that time, when we have voice out "the politique de petit copain” we were told by Minister
Bodhals inner circle that the project is on hold and that there will be a competition that will be
launched shortly.
But today, it was published in the L’Express Newspaper that the Minister Bodha has
‘announced that the project of New Victoria Station will integrate various different projects
‘and will also make provision for the Metro Express.
This project is a clear example of conflict of interest but they are trying to by poss ail
regulations by shifting same under the Built, Operate and Transfer Scheme. Therefore, the
inister Bodha will say thot Government is net paying a single cent to Gaetan Siew and that
the project is a completely private one. May | wish to point out that at that time when Gaetan
Siew was the Chairman of SLDC, he had access to prime information on land usage and all
connections to various head of departments of various ministries. He has therefore been able
to influence and present his project to all by saying that same has the blessing of Minister
Bodha. .
‘There has not been any discussion with various parties concern and we have been presented a.
project by Minister Bodha and he is backing same since there will be various commissions that
will be paid by the private sector to ail those who have been giving a helping hand to this
project.
Gaetan Siew’s policy is simply to provide figures to all potential developers and to show them
huge profits. Furthermore, the Government is proposing all the land around the Victoria Bus
Station to the private sector without any in depth discussiomwith end users.| shall be providing you shortly further information with regards to all those sitting on the
committees and even provide you names of contractor that has been earmarked for the
pproject. Since this will be a private development, they will by pass the tendering procedure for
hiring the contractor and will inflate all cost.
In the meantime, | shall appreciate if you can start your enquiry on this Rs 1.6 Billion Rupees
scam and dry to unveil all these unfair practice by Gaetan Siew together Minister Bodha
