‘And whereas, the said period has expired on 10th February, 2015; ‘And whereas, suggestions and objections received from the public in response to the said publication have been considered by the Authority Now, therefore, in exercise of the powers conferred by sub-section (2) of section 177 of the Electricity ‘Act, 2003 ( 36 of 2003), the Central Electricity Authority, hereby makes the following regulations to amend the Central Electricity Authority (Technical Standards for Construction of Electrical Plants and Electric Lines) Regulations, 2010, namely:— 4 1. Short title and commencement—(1) These regulations may be called the Central Elect THE GAZETTE OF INDIA: EXTRAORDINARY (Part Hl—sec.'4) ity Authority (Technical Standards for Construction of Electrical Plants and Electric Lines) Amendment Regulations, 2015. (2) They shall come into force on the date of their publication in the Official Gazette. 2d Gi Gi) (iv) o) wi In the Central Electricity Authority (Technical Standards for Construction of Electrical Plants and Electric Lines) Regulations, 2010, - (a) in regulation 74, for sub-regulation (4), the following sub-regulation shall be substituted, namely:- “(4)The DSS with dry type transformer can be used for rooftop installation provided that the building is suitable for bearing the load and adequate fencing or isolation arrangement is ensured.”* ; (b) in regulation 75,— (j) for sub-regulation (2), the following sub-regulation shall be substituted, namely: (2) The transformer can be oil filled, or dry type depending on requirements and shall be as per the Central Electricity Authority (Measures relating to Safety and Electricity Supply) Regulations 2010." in subregulation (4), for clauses (a), (b) and (c), the following clauses shall be subs “(@) The (b) For those KVA rating of transformers , for which losses are not_ specified in Indi ‘maximum losses at 100% and 50% loading shall be calculated by linear interpolation method from the corresponding values of immediately above and below the transformers under consideration and the losses allowed at 50% and 100% loading shall be calculated as follows: Lo som = Kar Ky X{ Lagsonsy~ Ligsoral + (L1 J (som KK, Lo 100% = Kar Ka X [ Laqooriy~ Lagoosal + [L1 } coor Krk, Where Ko = kVA rating of the transformer under consideration K, = kVA rating of transformer below Ke rating Ky = KVA rating of transformer above Ka rating Ly LI = Specified losses for K, rating transformer at $0%4(or 100%) loading ‘Maximum losses of Ky transformer at 50% (or 100% ) loading, L2 = Specified losses for K2rating transformer at 50%(or 100%) loading (©) In all other cases, the efficiency of the oil filled distribution transformers shall not be less than the figures given below: AtS0% loading At 100% loading Below I6KVA 98.0% 97.0% ay for sub-regulation (6), the following sub-regulation shall be substituted, namely:- (6) The standard ratings of distribution transformers shall be as per relevant Indian Standards depending ‘on requirement.” ; sub-regulations (7) and (8) shall be omitted. ; for sub-regulation (9), the following sub-regulation shall be substituted, namely:- (9) Any rating other than the ratings mentioned in relevant Indian Standard can also be chosen based upon technical and economic considerations.”” ; sub-regulation (10) shall be omitted. ; (em are 43 Se TH: STAT 5 (©) in regulation 76,— (3) for sub-regulation (1), the following sub-regulation shall be substituted, namely:- « (1) Tapping shail be provided as per relevant Indian Standards.””; :) __sub-regulations (2) and (3) shall be omitted. ; (@)_ imregulation 7,— (i) for sub-regulation (1), the following sub-regulation shall be substituted, namely: (1) The mounting of transformers shall be as per relevant Indian Standards.” ; ii) sub-regulations (2) and (3) shall be omitted. ; (©) inregulation 81, for sub-regulation (1), the following sub-regulation shall be substituted, namely:- (1) Pipe earthings or rod earthing shall preferably be provided for the DSS complying with relevant Indian Standards and Central Electricity Authority (Measures relating to Safety and Electricity Supply) Regulations 2010 and 3 earth pits with three grounding electrodes shall be provided.””; © regulation 106, for sub-regulation (2), the following sub-regulation shall be substituted, namely:- 4(2) Aluminum Conductors Steel Reinforced (ACSR) or equivalent All Aluminum Alloy C (AAAC), Ail Aluminum Conductor (AAC), Aluminum Alloy Conductor Stee! Reintoreed (AACSK) or other new technology conductors complying with relevant IS or TEC or other international standards and specifications shall be used according to requirement.”” P. D.
