2 Overview

Overview

Special events, such as large gatherings, concerts, and sporting events, often result in sudden
and dramatic increases in traffic. On multi-carrier networks with preferred camping, such
increases in traffic usually lead to access congestion in preferentially camped cells and cause
key performance indicators (KPIs) to deteriorate. To alleviate access congestion and increase
the radio resource control (RRC) connection setup success rate, the Camping Strategy Switch
for Mass Event feature changes the network camping strategy from preferred camping to
random camping.

2.1 Definition
Preferred Camping Preferred camping is often used together with the service steering function.
When this strategy is used: A UE in idle mode preferentially camps on a cell delivering
contiguous coverage. This cell then becomes the UE's preferentially camped cell. When the
UE initiates an R99 service, the RNC instructs the UE to process the service in its
preferentially camped cell. When the UE initiates a High Speed Packet Access (HSPA)
service, the RNC instructs the UE to move to an inter-frequency co-coverage neighboring cell
through the direct retry or redirection procedure to process the service. This strategy
preferentially guarantees speech quality for R99 voice services.
Random Camping When random camping is used, UEs in idle mode randomly camp on cells.
This strategy maximizes capacity for multi-carrier networks.

2.2 Benefits
During special events, this feature balances loads across cells using different frequencies. In
addition, this feature increases the following items:

Number of equivalent Erlangs of all the services in the CS domain

Number of High Speed Packet Access (HSPA) bytes transmitted from the Radio Link
Control (RLC) layer

RRC connection setup success rate by 3% to 15% for preferentially camped cells

Technical Description

When the cell-level function switch (CAMPING_STRATEGY_SWITCH) and the cell-level


license switch (CAMPING_STRATEGY_SWITCH) of the Camping Strategy Switch for
Mass Event feature are turned on in a cell (for example, cell 1), the RNC performs the
following operations:
1.

Filters out cell 1's blind-handover-supporting neighboring cells under the same RNC
based on the value of the BlindHoFlag(BSC6900,BSC6910) parameter.

2.

Determines whether cell 1 is a preferentially camped cell, compared with its


inter-frequency blind-handover-supporting neighboring cells.

The following description uses cell 2 as an example, which is an inter-frequency


blind-handover-supporting neighboring cell of cell 1. If any of the following conditions
is met, the RNC determines that cell 1 is a preferentially camped cell, compared with cell
2:

When the QualMeas(BSC6900,BSC6910) parameter is set to CPICH_RSCP, the


offset (indicated by IdleQoffset1sn(BSC6900,BSC6910)) of cell 2 from cell 1 is less
than or equal to the value of the PrefCampRscpThd(BSC6900,BSC6910) parameter.

When the QualMeas(BSC6900,BSC6910) parameter is set to CPICH_ECNO, the


offset (indicated by IdleQoffset2sn(BSC6900,BSC6910)) of cell 2 from cell 1 is less
than or equal to the value of the PrefCampEcNoThd(BSC6900,BSC6910) parameter.

The value of the IdleCellBarred(BSC6900,BSC6910) parameter is NOT_BARRED for


cell 1 and BARRED for cell 2.

Periodically checks whether cell 1 meets both of the following conditions within 15
minutes:

The number of RRC connections established is greater than or equal to the


RrcConnSumThd(BSC6900,BSC6910) parameter value multiplied by 3.

The ratio of rejected RRC connection setup requests due to power and code resource
congestion to the total RRC connection setup requests is greater than or equal to the
value of the RrcRejByCongRatioThd(BSC6900,BSC6910) parameter.

If any of the preceding conditions is not met, the RNC does not trigger the Camping Strategy
Switch for Mass Event feature.
If both of the preceding conditions are met, the RNC determines that there is a sudden sharp
increase in cell 1's traffic and triggers the feature in cell 1. The RNC then includes the
following parameter settings into system information blocks (SIBs) to change the camping
strategy applied to cells 1 and 2 from preferred camping to random camping.
For both cells 1 and 2:

SIB3: The IdleSintersearch(BSC6900,BSC6910) parameter in the ADD


UCELLSELRESEL command uses the value of the same parameter in the SET
UCAMPSTRATFORMASS.

SIB3: The SsearchHCS(BSC6900,BSC6910) parameter in the ADD UCELLHCS


command uses the value of the same parameter in the SET UCAMPSTRATFORMASS
command.

SIB11: The IdleQoffset1sn(BSC6900,BSC6910) and


IdleQoffset2sn(BSC6900,BSC6910) parameters in the ADD UINTERFREQNCELL
command use the value 0.

For cell 2 only:

SIB3: The IdleCellBarred(BSC6900,BSC6910) parameter in the ADD


UCELLACCESSSTRICT command uses the value NOT_BARRED. And the
IsAccessClass0Barred(BSC6900,BSC6910)~IsAccessClass15Barred(BSC6900,BSC69
10) parameters use the value NOT_BARRED if they were set to BARRED.

After the RNC includes the preceding parameter settings into SIB3, the Cell camp policy
switching state in heavy traffic domain value is Optimizing for cell 1 and Correlated
optimizing for cell 2. The domain values are obtained by running the DSP UCELLLCHK
command.
If cell 1 does not support blind handovers from cell 2 (BlindHoFlag(BSC6900,BSC6910) is
set to False), the RNC uses the RetryOptSwitch to control whether to configure cell 1 as the
target cell for directed retries or redirections from cell 2. If cell 1 supports blind handovers
from cell 2 (BlindHoFlag(BSC6900,BSC6910) is set to True), the RetryOptSwitch does not
take effect.
This feature can cause a maximum of seven inter-frequency blind-handover-supporting
neighboring cells of cell 1 to enter the Correlated optimizing state. In addition, each of these
neighboring cells can enter this state due to a maximum of three preferentially camped cells.

The RNC only includes the preceding parameter settings into SIB3, and the configuration data of
cells 1 and 2 actually remains unchanged.

The RNC will not include the preceding parameter settings into SIB3 for cell 2 if the
CELLADMINSTATE parameter of cell 2 is set to HIGHBLKPREP, MEDIUMBLKPREP,
LOWBLKPREP, or BLOCK, or if the DSSFlag(BSC6900,BSC6910) parameter of cell 2 is set to
Configured.

When this feature is taking effect in a cell, the function of inter-frequency directed retry decision
(DRD) for service steering and the function of redirection during the RRC connection release phase
fail. When this feature stops taking effect, these functions resume.

Restores settings for the preceding parameters and includes restored parameter settings
into SIBs at 4:40 every day to resume the original camping strategy for cells 1 and 2.

Impacted Features
When the Camping Strategy Switch for Mass Event feature is taking effect, the
WRFD-020105 Potential User Control feature stops taking effect. When the Camping
Strategy Switch for Mass Event feature stops taking effect, the Potential User Control feature
resumes. For details about the Potential User Control feature, see Load Control Feature

5 Network Impact

Network Impact

System Capacity
During special events, this feature increases the following items:

Number of equivalent Erlangs of all the services in the CS domain

Number of HSPA bytes transmitted from the RLC layer

Network Performance
If there is a sharp increase in a network's traffic mainly due to downlink power resource
congestion, this feature increases the RRC connection setup success rate by 3% to 15% and
the radio access bearer (RAB) setup success rate for preferentially camped cells. The reason is
as follows:
After the congestion occurs, UEs continuously attempt to access the network and as a result
power consumption increases. After the network camping strategy changes to random
camping, the number of continuous access attempts decreases and therefore power
consumption is reduced.
If the sharp increase is mainly caused by SF code or (equivalent number of users) ENU
resource insufficiency, this feature cannot greatly increase the RRC connection setup success
rate. This is because the number of SF codes and the ENU do not increase after the network
camping strategy changes to random camping.
This feature cannot provide noticeable gains if the capability of a preferentially camped cell is
different from that of the corresponding non-preferentially camped cell, for example, a
preferentially camped cell supports only R99 services but the corresponding
non-preferentially camped cell supports HSPA services. The reason is as follows:
The two cells support different types of services. In this case, UE and service allocation
between the two cells cannot be balanced.

6.1 When to Use Camping Strategy Switch for Mass Event


Use this feature on multi-carrier networks that use preferred camping.

6.2 Network Planning


Do not use this feature on networks where the following conditions are met:

Macro and micro cells coexist.

Some micro cells use the same frequency as some macro cells.

For example, cell 1 (a macro cell) is a preferentially camped cell, compared with cell 2
(another macro cell). In the coverage area of cell 1, a micro cell is deployed. After the
network camping strategy is changed from preferred camping to random camping,
blind-handover-based directed retries from cell 2 to cell 1 will fail, resulting in a reduced
directed retry success rate.

6.3 Deployment
6.3.1 Requirements

Before using this feature, purchase the license controlling this feature and activate the
license on the RNC. For details about the license items and how to activate the license,
see License Management Feature Parameter Description. The following table lists the

6.3.4 Activation (Using the CME)


When configuring the Camping Strategy Switch for Mass Event feature on the CME, perform a single
configuration first, and then perform a batch modification if required. Configure the parameters of a
single object before a batch modification. Perform a batch modification before logging out of the
parameter setting interface.

Step 1 Configure a single object (such as a cell) on the CME.


Set parameters on the CME according to the operation sequence in Table 6-1. For instructions
on how to perform the CME single configuration, see CME Single Configuration Operation
Guide.
Step 2 (Optional) Modify objects in batches on the CME. (CME batch modification center)
To modify objects in batches, click
on the CME to start the batch modification wizard.
For instructions on how to perform a batch modification through the CME batch modification
center, press F1 on the wizard interface to obtain online help.

On the SON Log window, query and synchronize the operating logs of the feature, including
feature activation time, effect time, and involved NEs, as shown in Figure 6-1.

6.3.6 Reconfiguration
Run the SET UCAMPSTRATFORMASS command to increase or decrease the values of the
Threshold for RRC Connection Setup Request and Threshold for Reject RRC Request Perc If
Congestion parameters to control the probability that this feature is triggered.

6.3.7 Deactivation (Using MML Commands)


Step 1 Run the RNC MML command MOD UCELLALGOSWITCH and deselect the
CAMPING_STRATEGY_SWITCH check box under the
NBMLdcAlgoSwitch(BSC6900,BSC6910) parameter to deactivate the Camping Strategy
Switch for Mass Event feature.
Step 2 Alternatively, run the RNC MML command MOD UCELLLICENSE and deselect the
CAMPING_STRATEGY_SWITCH check box under the
FuncSwitch2(BSC6900,BSC6910) parameter to deactivate the feature license.

When configuring the Camping Strategy Switch for Mass Event feature on the CME, perform a single
configuration first, and then perform a batch modification if required. Configure the parameters of a
single object before a batch modification. Perform a batch modification before logging out of the
parameter setting interface.

Run the DSP UCELLCHK command to query the value of the Cell camp policy switching
state in heavy traffic parameter for a cell. This parameter has the following values: Unstarted:
indicates that the Camping Strategy Switch for Mass Event feature is not currently triggered
in the cell. Optimizing: indicates that the cell is converted from a preferentially camped cell
into a randomly camped cell. Combined optimizing: indicates that the cell is converted from a
non-preferentially camped cell into a randomly camped cell. This value applies to
inter-frequency blind-handover-supporting neighboring cells of preferentially camped cells.
Alternatively, query the operating logs of the feature on the U2000.

Meaning: Whether to enable the algorithms related to


cell load control. Selecting a switch enables the
corresponding algorithm and clearing a switch
disables the corresponding algorithm. 1.
INTRA_FREQUENCY_LDB: Whether to enable the
cell breathing algorithm. This algorithm adjusts
P-CPICH transmit power of a cell based on the
downlink TCP load to achieve load balancing between
intra-frequency cells. This algorithm automatically
becomes invalid when the load-based dynamic
P-CPICH transmit power adjustment algorithm
(controlled by the
DLLOAD_BASED_PCPICH_PWR_ADJ_SWITCH
switch) takes effect. 2. PUC: Whether to enable the
Potential User Control (PUC) algorithm. This

Whether to enable the uplink overload control (OLC)
algorithm. When the uplink power is overloaded in a
cell, this algorithm alleviates the uplink load by using
quick transport format (TF) restriction, distributing
best effort (BE) service to common channels, or
releasing UEs. 4. DL_UU_OLC: Whether to enable
the downlink OLC algorithm. When the downlink
power is overloaded in a cell, this algorithm alleviates
the downlink load by using quick TF restriction,
distributing BE services to common channels,
releasing UEs, or reconfiguring the maximum transmit
power of FACHs. 5. UL_UU_LDR: Whether to
enable the uplink load reshuffling (LDR) algorithm.
When the uplink load is heavy in a cell, this algorithm
alleviates the uplink load by using load-based
inter-frequency handovers, BE service rate reduction,
uncontrollable real-time service QoS renegotiation,
load-based CS/PS inter-RAT handovers, and AMR

Meaning: 1.BASED_UE_LOC_DRD_SWITCH:
Whether the function of UE location-based
multi-frequency-band DRD is available. When the
conditions of path loss are met, cell edge UEs in a
high-frequency-band cell perform the DRD procedure
towards a low-frequency-band cell, or cell center UEs
in a low-frequency-band cell perform the DRD
procedure towards a high-frequency-band cell. The
function of UE location-based multi-frequency-band
DRD takes effect only when this parameter is turned
on and the "BasedUELocDRDSwitch" parameter in
the "SET UDRD" or "ADD UCELLDRD" command
is also turned on. 2.
LOAD_BASED_PCPICH_PWR_ADJ: Whether the
license function switch for Load Based Dynamic
Adjustment of PCPICH is enabled. 3.
ADAPTIVE_RACH_SWITCH(License Switch for

Policy Switching in Heavy Traffic): Whether to


enable the camping policy switching function when
traffic is heavy. This is a license switch for the
function. When the switch is turned on, the camping
policy switching function is enabled if traffic is heavy
in the entire network. Then, the target cell is no longer
a preferred camping cell for the UE in question, but a
random camping cell. 5. FACH_POOL_SWITCH:
Function switch for the FACH Pool feature. When this
switch is turned on, the FACH Pool feature is
activated and the P2F-triggered redirection algorithm
is also activated. Note that P2F indicates a
CELL_PCH/URA_PCH-to-CELL_FACH state
transition. 6.
FACH_TRAFF_STEER_AND_LOAD_SHARE_SWI
