Drone for Topography Mapping of Hydropower Project

I.
Introduction
Indonesia Clean Energy Development (ICED) II Project is a technical assistance
program funded by the United States Agency for International Development (USAID)
in the energy sector. ICED II is the second phase of ICED I program that ran from
March 2011 through February 2015. ICED II was launched in May 2015 and will run
through 2020. ICED support government, private sector and civil society in
increasing the contribution of clean energy efficiency resources (renewable energy,
energy efficiency and energy conservation) in Indonesia.
ICED II advises renewable energy project developers and energy efficiency hosts in
assessing the feasibility of clean energy technology applications. ICED II also offers
local banks and financial institutions assistance in evaluating project financing
proposals. In support of this, ICED II will conduct topography mapping of mini hydro
projects that are located within ICED II project sites. The topography mapping is
expected to better understand and explore potentials of hydro power in the area.
ICED II will require drones, unmanned aircraft guided by onboard computers, to
carry out the topography mapping activity. Drones are alternative tools to
conventional topography mapping tools such as theodolite and total station.
II. Bidders Qualifications
All bidders must provide the following information and references in order to be
qualified for the procurement process:
1. Institutions information, including official registered title, type of business,
address, and contact person information.
2. A short description of the institution and of past relevant experience.
3. Overall technical approach to fulfill the specifications defined in Attachment A
Term of References.

III. Source, Origin and Nationality Restrictions


The USAID authorized geographic code for the ICED project is 937. Offerors must be
incorporated in, or nationals of, the United States, a Developing Country, or
Indonesia. Source and Nationality rules can be found in USAID regulation ADS 310,

Foreign Policy Restricted countries are currently defined by the US Government (22
CFR 228) as including: Cuba, Iran, Libya, North Korea, and Syria.
IV. Questions
Any questions and requests for clarifications regarding this RFP should be submitted
by to procurements@iced.or.id, no later than 17:00 Local Jakarta Time; July 20,
2016. All questions shall be collected and responded to as an amendment to this
solicitation. No offeror shall receive any individual response. The subject line of all
questions or clarification requests must read: [insert name of organization]
RFP No. ICED2-RFP-2016-03 Questions.
V. Quotation Format
VOLUME 1: Technical Proposal (70 Points)
The technical proposal (excluding CVs) shall not exceed 10 pages. Proposals will be
scored on a 100 point scale. Available points for each evaluation factor are given
below. Offerors must address each evaluation factor.
A.
Technical Approach (20 Points)
The overall approach to fulfill the scope of work, including specific activities under
each Task listed in Attachment A. The Technical Approach shall clearly identify
sources of information and any expected limitations in terms of availability of
information. It should also indicate what information regarding Indonesia will be
needed to guide the Consultants work. Note, Tetra Tech will provide requested
information on Indonesia to the extent it is available. If more than one person is
involved in conducting the work, Consultant should clearly identify the
responsibilities of each person. Technical Approach should be no more than 5 pages.
B.
Project Experience (20 Points)
The Consultant/Firm should provide a summary of relevant studies or other
assignments including the Title, Client, Date and a brief description. The
qualifications section is limited to the 10 most relevant studies or other assignments
performed in the last 5 years. If the client is confidential, simply list confidential.
C. Personnel (20 Points)
The Consultant/Firm shall provide a resume for the lead person responsible for doing
the work, as well as any other persons offered for this assignment. Resumes shall be
limited to 3 pages each, and should clearly identify the proposed position.
D. Schedule (10 Points)
The Consultant/Firm shall include in the Technical Approach a Gantt chart showing,
in terms of weeks, the start, end and duration of each task. It should also show the
proposed dates for submitting each of the deliverables.
VOLUME 2: Price Proposal (30 Points)

Bidder shall complete the Table 1 Detailed Budget & Table 2 Payment
Schedule provided below in Section VI., in order to allow Tetra Tech ES, Inc. to
compare all quotes and make a competitive selection. Bidder shall provide unit
pricing in IDR. Prices quoted in this document shall be valid for a 30-day time
period, include all taxes and other costs, but exclude the VAT tax originated in
Indonesia. Price proposal must be prepared and submitted under separate email
cover.
The lowest qualified financial proposal will receive the maximum score of 30 points.
The other proposals will be scored inversely proportional to their price and
computed as follows:
Sf = 30 * Fm/F
Sf = Financial Score of the proposal evaluated
Fm = the price of the lowest priced Financial Proposal among those
qualified
F = is the price of the Financial Proposal under consideration
Tetra Tech reserves the right to conduct discussions with selected bidder(s) in order
to identify the best value offer. Award of any resulting Subcontract Agreement shall
be made by Tetra Tech on a best value basis, with evaluation of proposed price as
well as proposed services and implementation schedule.
VI. Submission of Proposals
All proposals are due on July 27, 2016 by no later than 17.00 hours local time
(Jakarta). Quotations must be submitted via either of the two formats:

Excel

Proposals submitted via e-mail must be sent to Procurements@iced.or.id.


All proposal must fully respond to the Technical Specifications enclosed as
Attachment A, and must include quotes in the format provided in Table 1
Budget. Proposals received after the above-stated due date and time may not be
considered for this procurement.
Bidders proposals should not contain any unnecessary promotional material or
elaborate presentation formats (black and white is preferred). Bidders standard
technical specifications and product literature/ are preferred.

VII. Terms of Payment

Payment terms for the awarded Subcontract Agreement shall be net thirty (30) days
after satisfactory completion of each of the following milestones. Payment shall be
made via bank wire transfer. No advance payments will be considered.

The Offeror will allocate the total project budget to each of the proposed
deliverables. Prices quoted must be valid for 30 days, and account for ALL
remuneration, per diem, travel, communications, report reproduction and other outof-pocket expenses, taxes and other costs, but exclude the VAT tax that may be
originated in Indonesia. On this basis Tetra Tech will issue a Fixed-Priced
Subcontract, and payment shall be based upon acceptance of each deliverable.
VIII. No Award

Tetra Tech ES, Inc. reserves the right to issue no awards.

ATTACHMENT A TERMS OF REFERENCE

2. Objectives
2.1 Exploring drone technology capability for topography mapping of hydro
power project
2.2 Procuring one unit of drone, which is assembled locally in Indonesia.
2.3 Testing drone technology for topography mapping in one mini hydropower
site.
3. Scope of Work
3.1Preparing a guideline for topography mapping and drone controlling.
3.2Procuring one unit of local drone for topography mapping.
3.3Using drone technology for mapping one mini hydro power project site with
the following methods:
Determining one hydro power project within ICED II project location
site.
Accomplishing topography mapping using drone technology in one
hydro power project site.
Comparing result of the topography mapping using drone technology
with topography mapping using conventional tools such as theodolite
or total station.
3.4Providing report of the topography mapping using drone technology.
