QSS IN GENERAL

STCW CONVENTION - REGULATION I/8 - sub 1

Each Party shall ensure that a Quality Standards System


(QSS) will continuously monitor
- All training
- Assessment of competence
- Certification
- Endorsement and revalidation activities
carried out under Partys authority in order to ensure the
achievement of defined objectives including
qualifications and experience of instructors & assessors

Endorsement:
the attestation/recognition of an Administration that in the issuing of
the certificate concerned all related requirements of the Convention
have been observed/complied with.
Revalidation:
effectuation of appropriate refresher/updating training or assessment
that holders of certificates (issued before 1 February 2002) have to
undergo, in order to qualify as yet for seagoing functions and services
as prescribed by STCW 95

MISSION AND OBJECTIVES

MISSION FOR QSS MET


Develop and implement a Quality Standards
System for Maritime Education and Training,
including:
minimum quality standards for Maritime
Education and Training in accordance with the
requirements of STCW 95
and
documented policies, procedures, controls and
quality assurance reviews, to ensure the
fulfillment of those minimum standards

OBJECTIVE OF QSS MET


To guarantee that:

national minimum quality standards and its


implementation will keep in pace with STCW
requirements,

institutes are conducting MET programs in


accordance with the valid minimum standards

persistently non-complying MET institutes do not


exist

THE KOMITE NASIONAL

In order to attain and sustain the QSS objective


the Komite Nasional shall develop,
promulgate and implement stringent national
policies, rules, regulations and procedures for:
- quality control of GO and NGO MET Institutes
- accreditation of GO and NGO MET Institutes
- the issuing/withdrawing of exploitation licenses
to/from those Institutes

APPRAISALS
The Komite Nasional will establish criteria for:
Full compliance (100% of the minimum standards)
Substantial compliance (i.e. >75% and < 100% of the
minimum standards)
Non compliance (i.e. < 75% of the minimum standards)

RELATED CONSEQUENCES
The Komite Nasional will establish policies
regarding:
Substantial complying institutes (how many
months will be given to enter the full compliance
zone?)
Non complying institutes (how many months will
be given to enter the substantial compliance
zone and thereafter the full compliance zone?)
