SUMMARY OF ATMOSPHERICS IN MIRPC AS AT 041130 HRS LOCAL

Overall - Atmospherics are as per the 0830 report (below) - the MIRPC
remains unsettled - but less so than what was evident yesterday
afternoon (also below). There remains no discernible difference in mood
between the compounds at this stage. We put this down more to the daily
cycle of the average Iranian transferee as opposed to any change in
their approach to the GDD059 issue (ie: a considerable number of the
them, including their key agitators, have only recently woken up and
emerged from their accommodation).

Notably, we have initial reports that many transferees of all cultural


groups within Oscar Compound are withdrawing their involvement with
today's program of activities schedule (education sessions, gym
sessions, escorted walks around the base..etc..) - an approach that is
likely to catch on across the other compounds. There are also reports,
as yet unvalidated, that some Iranian transferees are actively
encouraging transferees of other ethnicities to do the same. A specific
example of this involved a group of approximately 20 transferees in
Oscar advising a Teacher that they would not be attending his English
class. The reasons provided by the transferees, who were of various
cultural groups, included the perceived lack of adequate medical
treatment, and perceived lack of progress on their RSD processing. The
Teacher noted the message appeared prepared in its delivery.

Photographs of GDD059 have also started to appear in some compounds.


Specifically, on the bedroom doors of Oscar 2 and 3, and on the
Transfield Programs and Activities noticeboard in Delta compound. There
have been no photographs sighted within Foxtrot or Mike compound.

We anticipate the collective mood of the Iranian transferee contingent


(and with it the MIRPC overall) will deteriorate over the course of the
afternoon as the Iranian contingent interact with more frequency,
reflecting their daily rhythms, and the agitators start to 'hit their
stride'. Concerns voiced in the previous report, relating to
stakeholders 'hiding information' and concerns about standards of
medical care (perceiving the incident as indicative of low standards and
capacity) are likely to remain abiding themes throughout the day.

The next update, reporting as at 1530hrs will be released at 041600hrs


today, although significant variations to this assessment will be
captured in assessments in the interim if required.

SUMMARY OF ATMOSPHERICS IN MIRPC AS AT 040830HRS LOCAL

Overall - The Majority of Iranian transferees (and transferees more


broadly) are still in bed and will be until later in the morning so,
while the compounds are more mildly unsettled than they would be
usually, there is less discernible tension than that existent in
yesterday's report (see below). Nor is there any discernible difference
between compounds at this hour.

As outlined in the previous report, most transferees believe that GDD059


is dead in all but name.

We anticipate these atmposherics will remain steady this morning (the


quietest periods in the MIRPC day) but are likely to rise again when the
Iranians (including its agitators) awaken. Concerns voiced in the
previous report, relating to stakeholders 'hiding information' and
concerns about standards of medical care (perceiving the incident as
indicative of low standards and capacity) are likely to remain abiding
themes throughout the day.

(PREVIOUS REPORT, RELEASED 3 SEP) MIRPC - SUMMARY OF ATMOSPHERICS

Overall - Majority of Iranian transferees in all compounds less Delta


(which is calm) are unsettled, although Foxtrot is milder and more
sombre than Mike and Oscar. Most transferees believe GDD059 is dead in
all but name.

Mike. Overall : The most unsettled of the Compounds. A sizable


proportion of the Iranian transferees are angry and blaming
stakeholders, particularly IHMS. Two of their number are being
particularly active (these are and
, both of whom are well-known known sources of unrest,
whilst has also received a negative preliminary RSD Hand-down).
The common view expressed by this group is that stakeholders are 'hiding
information'. Some Transferees (not just Iranians) are also voicing
concerns about standards of medical care - perceiving the incident as
indicative of low standards and capacity. To Mike's more active Iranian
agitators, GDD059 is 'another martyr'.

Foxtrot. Overall - Sombre and mildly unsettled. Concerns and those


blamed as per Mike, same comments in relation to health concerns.

Oscar. Overall - Unsettled (second to Mike), but the most unpredictable.


Iranian transferees less visibly angry than in Mike, although issues
expressed (blaming stakeholders, and asserting that information is being
concealed from them, concerns about health standards) are the same.
Agitation is more difficult to discern.

Delta -Calm. Transferee's have voiced concerns about their health


concerns (as above).
