The road to Kampala


Kampala, Uganda was endorsed as the host city for Zinduka Festival
2016 after a month long competitive bidding that attracted all EAC
member states. A total of 10 bids were received. 5 from Kenya 2 from
Uganda, 2 from Burundi and 1 from Tanzania.
All the bids were reviewed by a special selection committee based on
the laid down procedures including the ability of the host country to
form an active Local Organizing Committee LOC and to take part
actively in resource mobilization for the Zinduka Festival 2016.

Zinduka is a call to us all EAST AFRICANS!


What a special moment of the year it is when Zinduka Festival
brings together East Africans to showcase and experience rich
rendition of all forms of conversations and artistic expressions.
The Zinduka Festival has lined up a host of activities anchored
on arts, culture, technology and conversations offering
participants opportunity to engage on multiple platforms. On
the margins of the main events, participants will engage in
solidarity marches, music, cultural expressions, sports, film
screenings and bonfires.
Various artists from across the region who will entertain and
share knowledge through artistic expressions with the festival
revelers expected to attend this years festival at the Uganda
National Theatre, Kampala, Uganda.

Welcome to the Zinduka Festival 2016!


Now in its fourth year, Zinduka offers the
people a unique opportunity to contribute
to the East African integration process
through art and culture, policy dialogue
and movement building.
Amidst all the gloom that seems to
permeate the East African region, Zinduka
pioneers and offers space for the peoples of
East Africa to celebrate their victories and
forge a platform for collective action. This
years theme is Africans Rising; Change
from below. What does this mean?
The continent is in a spin. The mass
migration of people to Europe, the violent
conflicts in Libya, Nigeria, Central African
Republic, the Democratic Republic of
Congo (DRC), Burundi and Somalia simply
leaves the people exhausted, brutalized
and traumatized. What solutions can
Zinduka then bring to the table? One
common thread that runs through all these
conflicts is the apparent inability of the
people to change these situations; and
yet Zinduka maintains that not only is this

from right across East Africa they will
over three days participate in various
activities that will impact heavily on
our theme of Africans Rising. Africans
will rise to the challenge of achieving
sustainable peace in our life time. We
shall provide an intellectual platform at
the Zinduka Academy and then extend
these debates to the various convenings
that will be held at the Uganda National
Cultural Centre. We invite the people to
converge, meet their neighbours and
engage constructively to chart how we
can Rise and overcome our challenges.
We look forward to participating in
the public procession and the nightly
bonfire kamukunjis (as Kenyans like
to call them) to solidify our bonds as
peoples of East Africa.
Ultimately peace and reconciliation
can only be achieved when the people
refuse to become pawns in the political
games that our political leadership plays
in order to defend their class interests
and betray the peoples aspirations.

Zinduka Festival organizing Council

Zinduka Festival 2016 is a special festival; it


is a transitory festival. It marks a milestone
in the evolving space. Zinduka is redefining
itself, going through the inevitable birthpangs necessary for achieving its full potential
as a space for creating, consolidating and
celebrating the resilience, ambitions and
achievements of the African people.

Zinduka is a
force for good,
an agent of
necessity. But
to be effective,
Zinduka must
grow deep to
reach wide.

Underlying this drive is the appreciation that


meaningful change in Africa will come from
below and that our destiny is interlinked,
intertwined and inseparable irrespective of
artificial nationality.
Africas unity and progress will only be
achieved by the will, demand and action of
the people. We recognize that Africans are
daily resisting divisions in their own ways,
driving forward and closer... what is lacking
is a groundswell of committed Panafricanists;
of men and women committed to fulfilling the
generations mission.
Zinduka is a force for good, an agent of
necessity. But to be effective, Zinduka must
grow deep to reach wide. Zinduka Festival
2016 must be different and must be special.
We need to closely look inwards to be more
effective outward. We must review and retool.

IMPORTANT INFORMATION
Useful Information for convenors and artists about the arrangements made with regard to the 4th
Zinduka Festivals 2016 to be held from 28th to 30th November, 2016 at Kampala Uganda.
LOCATIONS
Jicca Hotel Grounds will be the main venue for the festival.
Convenings and Zinduka Academy will be done here.
Familiarise yourself with the site map of Kampala and Ntinda
town at the end of the programme so you dont miss the venue
or any event. Satellite venues will be communicated.
VENUE CHANGES
We stick to the venues indicated in the programme unless in
the event of unavoidable circumstances.
PUNCTUALITY
The timings of the events are clearly indicated alongside
each session description. Kindly observe time to avoid
disappointments.
ANTHEMS
National anthems of Burundi, Kenya, Rwanda, Tanzania, South
Sudan, Uganda and East African Community are included in
this booklet.

PHOTOGRAPHS
All photos taken during the festival will be used for the sole
purpose of promoting Zinduka Festival.
HOTELS
A list of selected and accredited hotels in Kampala which will
be used by the festival participants will be provided in due
course.

SECURITY
All efforts have been put in place to ensure maximum
security on site. However, you are advised to take care
of your personal belongings and report any suspicious
activity or persons to the nearest Festival official (in
green reflectors) or security personnel. We will not
take responsibility for any losses or damage of personal
property.
DOCUMENTS
All participants will require valid travel documents and
a yellow fever card to be granted entry into Uganda.
The draft program for the Festivals is herein attached.
Please print a copy of the Invitation letter to avoid
inconveniences at the border check points.
FESTIVAL MERCHANDISE
In line with the brand profile for #ZindukaFest2016,
you are encouraged to wear clothing with dominantly
red, blue, green or yellow colours.
WEATHER
November marks a period of short rains in Kampala
with temperatures ranging between 25C to 30C
during daytime and in the evening dropping up to 15
C. Remember to dress appropriately.

AFRICANS RISING;
CHANGE FROM BELOW
Under the theme Africans Rising; Change from below, the 2016
Zinduka Festival will bring together representatives from the
grassroots social movements and communities, national and regional
CSOs, artists and activists, public intellectuals and policy-makers
and the media into a space for intense reflection, celebrations and
contribution to the emerging new Africa.
Zinduka is predicated on the belief that true change is only possible
when people become the agency for change and not merely
beneficiaries or victims. It is about raising problems facing the people
and providing solutions, and about hope; giving people hope for a
better Africa.
Zinduka is about people and communities rising; how much is
Africa rising for the people and their communities; but perhaps more
importantly, are the people and communities rising? A true reflection
is through people changing their conditions by getting involved,
participating and making things happen. Here we deal with questions
such as: What changes do East Africans want or need? Do we have
unanimity between the changes people yearn for and those the leaders
are pursuing? Does the integration process provide real incentives for
change? How can the people seize the moment and shape their own
destiny?

This was a one day event organized to build alliances with grassroots

Zinduka Festival 2016 programme. The event laid the foundation for

interest to East Africa and shape the agenda of Zinduka Festival 2016.

Pre Festival Events


The Festival is preceded by build up activities that began 1st October 21st November including interactive roadshows across Kampala city to
create awareness and provide opportunity for the local population to
engage in conversations about regional integration. Other side events
include Zinduka Academy and HLM2.

The Second High-Level Meeting (HLM2) aims to amplify the positive


impact of development cooperation over the next 15 years. Hosted
by the Government of Kenya in Nairobi (28 November1 December
2016), it will; take stock of the implementation of development
effectiveness principles and commitment.

The Zinduka Festival Academy, formerly Arusha


Academy is a Panafricanist space for intellectual
discourse and theory building for change and
development among changemakers and public
intellectuals in East Africa.
The academy is a space for intellectual discourse,
building a critical mass of leaders and thinkers and
advancing an EAC founded on human rights and
social justice.

Zinduka Festival Sports Extravaganza showcases excellence, increases


participation, promotes healthy lifestyles and aims to inspire the whole
community to get involved with sport in East Africa..
The 2016 sports extravaganza will offer everyone a host of opportunities to
play, compete and spectate.

The festival opens with singing of the anthems, a feast of music, song, dance
and rivetting speeches premised on the understanding that expressions of
cultural diversity, uniqueness and popular struggles of the people are the
ingredients that will make possible the attainment of EAC Vision One

Zinduka Academy
Intellectual discourse, knowledge building and innovative
thinking around a people-centred EAC integration and
Panafricanism.

The Zinduka Festival Academy is a Panafricanist space for intellectual discourse


and theory building for change and development among changemakers and public
intellectuals in East Africa. Since its inauguration, the Zinduka Academy has been
held three times with this years Zinduka Academy being the fourth edition.
The 2016 academy will take stock of the EAC integration process and deliberate on
how to anchor Zinduka Festival into the process.

Self-Organized Convenings
The self organized convenings are a gatherings driven
by the festival participants rather than the organizing
committee.

The core of the Zinduka Festival is the Self-organized Convenings. These convenings
are self-organized spaces where people and organizations from the East African Region
host various convenings on diverse topics. The convenings take place at an open air
space mostly in tents with a capacity of 50 to 100 persons.
The structure of typical conferences consists of keynotes, plenaries, and panels, turning
many of the attendees into passive spectators. At the convenings, the structure of the
sessions is about the interaction between participants, they self organize these sessions,
choose moderators and debug each others problems, without much administration.

Public Outreach

Public outreaches are a form of outreach with the aim of stirring interest and engaging
with ordinary citizens in the streets on specific aspects of the integration process.
The 2015 solidarity march in Arusha, for instance, was dedicated to the Burundi crisis.
Participants made personal commitments and rallied around the people of Burundi.
They demanded for greater commitment by the EAC and member states in ending the
atrocities and pursuing lasting peace and justice.
The 2016 public outreach is dedicated to community service at Ntinda, Kampala
Uganda.

The opening performance of the Festival will be by Vitali Maembe from


Tanzania. Maembe, a seasoned artist who hails from Bagamoyo near
Dar es Salaam in Tanzania. He will enthrall participants with socially
conscious songs that are in tune with the Festival theme and spirit.

The Black Panthers: Vanguard of the


Revolution: Zinduka Festival Viewing Guide

ABOUT THE FILM


The main festival film will be The Black Panthers: Vanguard of the Revolution, a feature-length documentary
about the history of the Black Panther Party with first-person accounts by early members of the organization
and rank-and-file members in cities like Chicago, Oakland, Los Angeles, and New York, as well as the
voices of lawyers, journalists, scholars, police officers, and former FBI agents.
In the 1960s, change was coming to America. Those seeking to drastically transform the system believed
radical change was not only feasible, but imminent. For a short time, the Black Panther Party for SelfDefense put itself at the vanguard of that change.
VIEWING GUIDE
The film is meant to encourage participants to think critically about civil rights, activism, and the history
of policing in the United States viz a viz in our countries. A short panel discussion will follow to open
up discussion on issues of government surveillance, the role of media in shaping a movement, and the
relationship between peaceful and violent protest.

This optimistic and principled film makes a


compelling case for peoples direct participation
in the East Africa Community integration
process and explains how Zinduka Festival
is transforming the peoples role from that of
passive subjects to active citizens.
The film is an original production of Zinduka Festival.

CARTOON EXHIBITION

28TH - 30TH Nov. 2016, 8.00 AM - 6.00 PM

This year sees the launch of Zinduka Festivals first cartoon exhibition. Opening on 28-30 November, the exhibition
will feature over 30 cartoons curated by Zahid Rajan a human rights activist furthering the aims of Human Rights, Good
Governance and Accountability in Kenya.
In line with the festivals theme Africans Rising: Change from below, the cartoons confront us with tough questions. Is
Africa Rising? Perhaps more importantly, are the people and communities rising? What changes do East Africans want
or need? Do we have unanimity between the changes people yearn for and those the leaders are pursuing? Does the

In the 2017 edition, Zinduka Festivals cartoon exhibition will feature live big-board cartoon drawing, cartoon murals,
caricatures and cartoon workshops. There will also be opportunities for the citizens attending Zinduka to release their
inner cartooning and pull a few surprises by drawing caricatures of their own. We hope you enjoy our 2016 exhibition.
