Background
There is no single definition for terrorism, however, it widely known as a group of people
who use violence to accomplish the ideological goals. According to the statistic portal, The
statistic shows the number of deaths due to terrorism worldwide, around 32,727 people were
killed by terrorists in 2014 (Portal,n.d). Many scholars have some arguments about what is
the real cause of terrorism, However they had come up with several possible causes. To begin
with, being aliened and discriminated stimulate people to be terrorist. It is leading to the
feeling of isolation, or dont fit in the society. Especially, in developing countries, when they
study aboard or get a career in other country. Furthermore, Ethno and nationalism is another
reason. Population desire to separate from government as the performance of government is
incompetence. People want to rule the power, and create their own state. Besides, religious
are the most commonly hold belief that extremism of religion has become the main driver of
terrorism in recent years. It 's a sensitive cause as religion displays images and symbol which
can influence people to commit. For instance, terrorists can murder anyone who openly defies
the belief system.One of the dangerous terrorist organisation in the world is Al-Qaeda. The
goal of the organisation are to unite the Muslim across the world and having a strict
interpretation in religious laws.The al-Qaeda had a role to play in the September 11 attacks,
the 1998 US embassy bombings which many Americans suffered from this horrifying event.

When it comes to terrorism, not only terrorist itself faced the problems. The whole world got
affected. Terrorism contribute to economic issues which is one of the most important concern

in the world. Many countries have to pay for destruction of people life and property,
emergency service, and infrastructure.The government has to reduce product for people and
invest money in highly insurance quality. This can become an inequlity in society as only rich
can afford. It also undermine consumers and investors confidence. Consequently, the
economic growth of the country will be decline. In the modern world, economy of many
countries are interconnected. If the main industrial countries are attacked, it will be a domino
effect all over the world. In 1968 there was an hijacked on El Al Israel Flight 426 by a
Palestinian terrorist organization (Farrell, N. n.d.). UN had criticized on these action, but
failed to take any action further. These terrorists continue use violence, with no reaction from
UN through the twentieth century. To this date, The United Nation still does not have a clear
definition of terrorism. However, currently, UN has been quite successful in term of rising
universal cooperation in fighting terrorism. One of the action is they build up a peace and
justice, ethnic, national and religious consensus, and respect for all religions by establish and
encourage people to know more about public awareness programme which included all
sectors of society. On this subject, UN encourage educational, scientific and cultural
organization to play a significant role among civilizations for diminish terrorism menace.

Ukraine current position

In Ukraine, It different from other country which the main cause of terrorism is associated
with territory. In the past, Ukraine is one part of Russia before Ukraine has gained
independence. Currently, there are still an issue. There is a movement from Russia in term of
military troops and nuclear weapons; Russia takes an advantages on their ethnic as in eastern
Ukraine, there are some people who is Russian. They claim that its they duty to protect their
citizen effectively (Rogin,2015). However, Ukraine government is capable of protect all
citizen who live in Ukraine and be able to endure all the infrastructures. Majority of people
have to suffer from losing their property, and faced a chaos due to several protests during the

conflict . In addition, these stimulate people to have poor attitude toward economy, society,
and politic. Nevertheless, combating terrorism is one of the priorities of the foreign and
domestic policy of Ukraine. According to the President's of Ukraine Edict "On procedure of
co-operation with international anti-terrorist organisations", the Anti-Terrorist Center and the
Ministry of Foreign Affairs of Ukraine are entrusted with the task of coordinating the bodies
of Ukraine's executive branch in the fulfillment of its international obligations in combating
terrorism (Committee of experts on terrorism [Ukraine],2011). The main direction of state
security is to participate in international organised criminal groups and terrorism, retaliation
of nuclear weapons. In order to return people, who have suffered from a terrorist act to their
normal life, Ukraine government provides a social improvement to ensure that all citizen
have a qualified compensation from the damages such as psychological, legal, medical,
support, accommodation and employment. All these useful programs enable civil to have
equality in live, and Ukraine government don't want to increased the number of terrorists in
the country as being neglect people who have suffered from terrorism can lead civil to
become terrorist itself.

Resolution
The United Nations has taken several steps to confront with terrorism around the world. They
take action to criminalize the financing of terrorism and share information with other
governments on terrorist act. Additionally, they criminalize active and passive who have
involved in terrorism both in domestic law and bring violators to justice (United Nations
Action to Counter terrorism,n.d). Ukraine believes that UN should continue its effort. In the
same time, it should focus more on territoriality issue between countries. In fact, UN has a
progress on using an international laws, However, it is still difficult for them as there are
some competition between super-powerful nations and some of the countries remain colonies.
Due to Ukraines situation, Russia must respect Ukraines sovereignty as Russia put troops in

Ukraine and near its western neighbors. Ukraine advocates bordering countries to respect
Ukraines territory , and to end all the aggravating actions. Furthermore, We support other
countries to use their power to support of unity and peace forward to end terrorism, and
territorial issues.
