OF
MAWAB FARMER IRRIGATORS PRODUCERS COOPERATIVE (MaFIPCo)
BACKGROUND.
The Mawab Farmer Irrigators Producers Cooperative or MaFIPCO is a closedtype cooperative of members of the Mawab Integrated Irrigators Association, Inc.
(MIIAI) a duly registered association with the Securities and Exchange Commission
(SEC) and an active partner of the National Irrigation Administration thru its
Irrigation Management Office for Compostela Valley Province since 2003.
Over the last seven years, MIIAI has likewise been an active partner of the
Department of Agriculture (DA) thru its Regional Field Office XI (RFO-XI). In 2013,
DA RFO-XI implemented a piloting project on farm modernization and mechanization
targeting rice farmers within an irrigated area of not less than 500 hectares. MIIAI
was chosen as one of the beneficiary organizations that will partner with DA on the
project.
Under the project, beneficiary organizations shall be recipients of farm
equipment and facilities particularly for land preparation, harvest and postharvest
activities. In addition, the organizations shall undergo capability building trainings to
strengthen and enhance their administrative and organizational capacities. The
project intends to uplift the socio-economic condition of rice farmers by making
them farm service providers and transforming them into becoming farmerentrepreneurs.
RATIONALE.
Part of the package that MIIAI is slated to receive thru this piloting project is a
Level 1 Rice Processing Center (RPC1) consisting of a 300sqm warehouse cum rice
mill building and its required equipment. And in order to ensure the successful
operation of the RPC1, a working capital shall also be provided.
Given the legal limitations for an association to undertake entrepreneurial
activities, it was conceived that MIIAI form a cooperative for its members. The
cooperative, MaFIPCo, shall primarily operate and manage the RPC1 and its
consequent marketing activities.
For all intents and purposes, MIIAI shall maintain its partnership with NIA and
DA. Specifically, it shall continue to provide irrigation and other farm-level services
to its members and non-members. MaFIPCo, on the other hand, shall ensure that all
income-generating endeavors of members of MIIAI shall be properly managed and
resulting economic benefits are equitably distributed.
