TheNationalSchoolsPressConference(NSPC)isthehighestintellectualcompetitionforjournalisminboth
privateschoolsandpublicelementaryandhighschoolsinthePhilippines.Itwasestablishedintheyear1991in
pursuanttotheSection1,RuleIXofRepublicAct7079alsoknownasCampusJournalismActof1991.Thepress
conferenceincludesbothstudentsfromtheelementaryandsecondarylevelandisusuallyheldonthemonthof
April.Theeventusuallylastsfor4to7days.
ThejournalismconteststartswiththeDivisionSchoolsPressConference(DSPC).IntheDSPC,thetopsevenin
eachcategoryqualifiestotheRegionalSchoolsPressConference(RSPC),fromwhichthetopthreewillbechosen
torepresenttheirrespectiveregionsintheNationalSchoolsPressConference(NSPC).

InNovember1931,thePublicSecondarySchoolsPressAssociation(PSSPA)haditsfirstconventioninwhatwas
thenPasig,Rizal.ThePSSPAwasfoundedbyahighschoolprincipal,RicardoCastro,andhad17originalmember
schools.Duringthisfirstconvention,writingcompetitionsforthedifferentsectionsofaschoolpaperwereheld.
Thetraditioncontinuedyearafteryear,asthenumberofmemberschoolsincreased,withdifferentpartsofLuzon
asvenues.AfterWorldWarII,thePSSPAwasreorganizedand49memberschoolsparticipatedintheNational
ConventionheldinManila,Philippines.
By1955,thePSSPAConventionhadbecometheNationalSecondarySchoolsPressConference.OnJanuary10
and11ofthatyear,70memberschoolsattendedtheconferenceatBacolodCity.Theindividualcompetitionswere
opentoallmembers,whilethegroupcompetitionswereheldaccordingtocategory.GroupAforthegroup
competitionswascomposedofthosememberschoolswithpopulationsof1,500andabove,whileGroupBwas
composedofthosememberschoolswithpopulationsbelow1,500.Atthatsameconference,theNational
SecondarySchoolsPressAdvisersAssociationwasorganizedanditthenpassedaresolutioncallingforthe
authorizationofstaffmemberstohandleschoolpaperfunds,subjecttoaccounting.Theresolutionwas
subsequentlyapprovedbytheBureauofPublicSchools.
In1957,athirdgroupclassificationwasadded.GroupAmemberswereschoolswithover3,000population
GroupBmembershadpopulationsrangingfrom1,500tobelow3,000whileGroupCmembershadbelow1,500
population.Duringthisyear,theconferencewasheldforalongertime,enablingthedelegatestotakepartin
longereducationaltoursofthehostlocality.Ayearlater,thegroupclassificationswereagainreorganized,placing

schoolswithover2,000populationinGroupA,thosewith1,000to
2,000populationinGroupB,andthosewithlessthan1,000inGroup
C.Duringthisyear,aPublicSchoolCircularwaspassedauthorizing
thesolicitationsofadvertisementsforschoolpapers,undercertain
conditions.
In1991,RepublicActNo.7079,ortheCampusJournalismAct,
aimingtopromotecampusjournalism,waspassedbyCongress.The
50thNationalSecondarySchoolsPressConferencewasheldinearly
1993atRizalHighSchoolinPasig,thesamelocalitythathostedthe
Youngcampusjournalistsandadvisers
firstPSSPAConvention.Thenextschoolyear,19931994,elementary
schoolswereincludedintheconvention,causingtheword"secondary"
tobedroppedandtheconventiontobecalledthe"NationalSchoolsPressConference".
InDecember1993,theNationalSchoolsPressConferencewastobeheldinKoronadal,SouthCotabatoforthe
firsttime.However,aweekbeforetheconvention,whenallpreparationshadbeenmadeandthehostschoolsand
municipalitieswereawaitingthearrivalofthedelegates,therewasabombingincidentatIsulan,SultanKudarat.
TheSecretaryoftheDepartmentofEducation,CultureandSportsatthattime,ArmandFabella,declaredthis
sufficientgroundstomovetheconventiontoBaguioCity,promptingastormofprotestfromthenSouthCotabato
GovernorHilariodePedroIII,whohadbeenoneofthesponsorsoftheCampusJournalismActwhenhewas
Representativeofthe2ndDistrictofSouthCotabato,andthenRepresentativeDaisyAvanceFuentes.This
controversycausedtheSouthernMindanaodelegationtoboycotttheBaguioconference.Shortlyafterwards,
RicardoGloriareplacedFabellaasEducationSecretary,andinDecember1994the52ndNationalSchoolsPress
ConferencewasheldatKoronadalNationalComprehensiveHighSchool.Inits65thyear,theannualNSPCwas
heldatKoronadalCityinSouthCotabato.

TheNSPChasbeenheldindifferentlocationsacrossthecountry.TheNSPCisscheduledannuallyinthemiddle
ofthemonthofFebruary.RecentlyunderDepEdOrder26s.2010,itwasmovedtothesecondweekofApril
synchronizingalltheculminatingactivitiesinallcompetitionsas"FestivalofTalents".Followingisalistofpast

notconflictwithoneanother.Theawardsgarneredbythesecontestantswhoparticipatedinmultipleeventswere
thengivenequivalentpointsandaddeduptodeterminewhowouldreceivetheawardforthehighestindividual
pointerineachlanguagemedium.
OnOctober6,1999,however,EducationSecretaryAndrewGonzalesissuedDECSMemorandumNo.437,Series
of1999,whichstatedthatacontestantcouldparticipateinonlytwoeventsandinonlyonemediumprovidedthat
thetwoeventsdidnotconflictwitheachother.Thiswasamendedin2002withtheissuanceofDepEd
MemorandumNo.4,Seriesof2002,onJanuary11,2002,byEducationSecretaryRaulRoco.DMNo.4provided
thatapupilorstudentcouldparticipateinamaximumoffoureventsbutinonlyonemedium,andthatthereshould
besevenwinnersforeverycategoryfromeveryregion.
TheNewsReportingandDesktopPublishingcategorieswerefirstintroducedin2003,withademonstration
havingbeenheldatthepreviousyear'sNSPC.TheDepEdmemorandumforthissameyearstatesthatastudent
mayopttoparticipateinasmanycategoriesasheisablewithinthesamemediumprovidedtherearenoconflicts
intheschedule.
The2012NationalSchoolsPressConferencewillhaveafocusondigitalliteracyanditsuseincampusjournalism,
withacollaborativepublishingcontestlaunched,involvingteamsofsevenstudentsmakingafourpagetabloid
usingMicrosoftPublisherandAdobeInDesign.[5]
Startingonthe2016NationalSchoolsPressConference,anewgroupcontestwillbeadded,theTelevision
BroadcastingandScriptWriting,whereinlikeitsradiocounterparttheparticipatingstudentswillsimulatealive
TVnewscastfromanchoringtoproduction.Itwillstartasanexhibitionalcontestthisyearandasaformalgroup
contestin2017.
