Debate Materials:

1. THBT Delimitation of Personal Vehichle`s Ownership


a. Definition :
Before I describing and giving to you my point of view, firstly I will explain
to you with contextually understanding about Delimitation of Personal vehichle`s
ownership. According to Kamus Besar Bahasa Indonesia, Delimitation is a procces,
method, and action to limit something or requirement that limited an assembling
regulation. Then personal vehicle is a vehicle that attach one's private property on
which the owner.
Delimitation of personal vehichle`s owner ship is a policy made by the
government of Jakarta to tackle congestion by limiting the private ownership of
vehicles with the aim the inhabitant of capital city will switching from using private
vehicle to public transport, which in one house only allowed to have 2 cars and also
some policy like:

Restrictions on the use of private vehicles towards a particular area, and also
implementation of parking policy which can be done by applying high tariffs
in the parking area will be limited traffic
Restriction of private vehicle ownership through increased vehicle ownership
fees, fuel taxes, motor vehicle taxes, high import duties
Restriction of certain traffic entering a specific area or road, as applied in
Jakarta, known as the 3 in one or another example restrictions on motorcycles
entered the highway, restrictions on private cars enter the busway lane

b. Affirmative :
I agree with the policy of the delimitation or restriction of personal
vehicle`s owner ship, because with tis policy will give some positive effect to the
city that implementated these regulation,that is :
1. Decrease the number of congestion/jumming
The increase of use of private vehicle in indonesia when the roads capacity
is not enough anymore. Noted that the capacity of roads in jakarta-the place
that implementated this regulation only about 6% from the wide of territory,
it should 10% at least. then, the number of private vehicles occcupy 98%
roads and 2% for public transport. While the 98% could only carry 40% trafiic.
Survey of PT Cipta Pamintori also noted that during the year 2008, there
were an average of 20.7 million trips every day in Jakarta. Of this amount,
dominated by the use of motor vehicles (motorized), both vehicles and twowheelers, which recorded 57% of it. While 40% of travel without the use of
motor vehicles (non-motorized), and 3% were using the railway line. By
limiting the private ownership of vehicles, the number of users of the
transport period is expected to grow up and more and more
So if the government decided to delimitate the private vehicle`s owner
ship, the inhabitant automaticly will change and switch from using private
vehicle to the public transport, the government only should repairing
infrastructure and facilities that are available on public transport, it will be
decrease the congestion because the capacity of the road could be more
roomy or copacious.

2. Restrictions on the use of private vehicles towards a particular area such as


that planned to be implemented in Jakarta through the Electronic Road Pricing
(ERP). ERP worked very successfully in Singapore, London, Stockholm. Other
forms with the implementation of parking policy which can be done by
applying high tariffs in the parking area will be limited traffic, or restrictions
on the provision of parking spaces will be limited area of traffic
c. Negative :
Tidak di pungkiri bahwa sebagian orang membeli kendaraan pribadi
sebagai bukti kemapanan, tapi ada sebagian besar oeang yang
menggunakannya untuk mobilitas

2. THBT Demo 4th November breaks NKRI


a. Definition :
From this sentences we know that demo is an action from group of people
gathered and took to the streets to express their aspiration, and breaks mean
ruin or spoil something. So it`s a demonstration done by some people to
breaks the NKRI.
According to Wikipedia sites demo 4th November (also called action bela
qur`an and peace action 4th November) is an action that occured on 4th
November 2016, when the demonstrans numbered between 50000-200000
down to the street- road in Jakarta, Indonesia to protest statement Jakarta
Governor Basuki Tjahaja Purnama (otherwise known as "Ahok") deemed
insulting to Islam.
b. Backround (cause)
On 30 September 2016, in a conversation with the citizens in the
Thousand Islands, Basuki stated that it does not matter if the people who
"lied to use surah Al-Maidah 51 and macem-macem" did not vote in the
election of the Governor of Jakarta. [15] Paragraph 51 in the Al-Maidah verse
is often interpreted as a clause which forbids Muslims to make the nonMuslims as a leader, [16] and previously used by rival Basuki as an argument
not to vote in the election for governor Basuki. [9] The conversation was
recorded and uploaded by Jakarta Provincial Government on the YouTube
website. [17] One who spread this video, Buni Yani wrote on Facebook "... lied
to Surat Al Maidah ...", (without the word "use") and later he admitted that he
was wrong transcript. [18] Many residents and observers criticized the

statement and consider Basuki Basuki had defiled the Qur'an. [15] This
criticism spread on social media such as Facebook and Twitter, as well as a
petition on the website change.org that supported tens of thousands of
people. [19] [17] In response to this criticism, Basuki stated that he had no
intention of insulting verses of the Koran, but only to criticize those who use
scripture for political purposes. [17] A number of organizations report
Basuki's speech to the police on the basis of article 156a of the Criminal Code
and Abuse Act and / or the blasphemy. [20] On October 10, Basuki later
apologized. [20] But the law reports against Basuki was not revoked, and
police began an investigation, including Basuki summoned to the Criminal
Investigation on October 24th. [21]
c. Affirmative :
1. The right and freedom of citizen
It is rights of citizens to be able to express their aspirations. The
demonstrations are a statement of opinion and aspirations, the rights of
citizens guaranteed by the Constitution and can not be banned by anyone,
including the government. "

2. Its not a plan to breaks NKRI
The purpose of this demo clearly only demanded that the governor of Jakarta

d. Negative :
At least, there are a lot of reason why I dessagree with this
demonstration,
1. Entered by group of people that contra-pancasila and contra-NKRI
because in action 4 november presumably there is some person or
group that is clearly anti-Pancasila and anti unitary Republic of
Indonesia. In addition they also rejected as potentially divisive

elements of the nation, especially Muslim relations with other religious


communities.
"We do not reject the demo, but we reject a group of people who want
to destroy our country's ideology. For there is one organization that is,
Hizbut-Tahrir Indonesia. They've obviously want to remove Pancasila,
then the next we reject it," said Muhammad ferdian as the chairman of
DPP Da`I Aswaja at islamic scholars meeting in Rumah Makan Bumbu
Desa at Raya Cikini street, Menteng, Jakarta Pusat, Rabu (2/11/2016).
2. unnecessary
It is also supported by two major organizations Indonesia, NU and
Muhammadiyah they stating that they not to participate in
demonstrations 4 november they regard it was unnecessary because
all of them have been cared and solved by police.

3. Demonstration for what?
Claimed as the 'action defend Islam II', the protests are primarily
demanding Jakarta Governor Basuki Tjahaja Purnama alias Ahok
imprisoned for being '' an insult to religion, desecrating the Koran,
insulting the clergy, and for insulting Muslims '' - a charge that is still
being investigated by police , That accusation related Ahok speech at
an event that some people certainly would not choose it for being
tricked (by politicians) by (using) Al-Maidah verse 51. Ahok has
apologized and said that he had no intention of insulting the Holy
Koran. Most Muslim leaders also say, Ahok can not be accused of being
despised
