Oregon Department of Education Statement Regarding
Racism in Oregon from the Classroom to the Jail Cell
The Oregon Department of Education is aware of the historical injustices and inequities
that communities of color across this nation and state have faced with the education and
justice systems. It is especially important now for all students, families and other
members of the greater community to know and be reassured that our schools remain safe
and respectful places of learning for ALL students.
The Oregon Department of Education is committed to addressing the needs of students
and their families through its mission: to foster equity and excellence for every learner
through collaboration with educators, partners, and communities. We recognize that
students and families are often impacted when systems fail to meet their education and
safety needs.
It is the responsibility of the Oregon Department of Education to take action when
individuals navigating the Oregon prekindergarten through grade 12 education system
experience harassment, bullying, or racism. This action includes recommendations and
directives to school districts, culturally responsive professional development
opportunities for educators, opportunities for communities of color to serve in advisory
roles within the Department, and the enforcement of civil rights law.
The Oregon Department of Education acts upon civil rights complaints that reach our
agency. If issues of harassment, bullying, or racism arise in Oregon school contexts,
parents, students, educators and community members are urged to contact the department
immediately for guidance on how to proceed. The process of a civil rights investigation
occurs in concert with students, family, and community. We take instances of student
safety and security seriously and are poised to offer support as needed.
Specifically, the Office of Equity, Diversity, and Inclusion is situated within the Oregon
Department of Education to provide assistance to students and families across the state.
Our contact for individuals is Winston Cornwall, Education Specialist for Civil Rights:
Winston.Cornwall@state.or.us. Please do not hesitate to contact us if you have questions
or need additional information.
Thank you.
