The findings of this report regarding the regular school board meeting on March 31, 2016
are many. There are mostly four main relevant issues that correlate to the summary of the
meeting the notes have been taken on. These four main issues include freedom of speech,
personnel records, bargaining rights, and freedom of association. Most of these topics come from
chapters one, nine, and ten of the Cambron-McCabe School Law textbook.
A great majority of the report consisted of the First Amendments freedom of speech
and how it fits with most of the school meeting at that current date. The most preciously
guarded of these liberties are contained in the First Amendments protection of speech, press,
assembly, and religious liberties (Cambron-McCabe et al., 2014). The four main students who
gave their reports on their academic success also give liberty to express themselves individually
through their speech. They mainly talked about their achievements, beliefs about the
organization they participated in, and how happy they are being surrounded by the people who
encouraged them. The school board also gave free way to people who wanted to give public
comment about current issues.
Personnel records is considered another main component of this report. According to
McCabe, Information that must be maintained by law is a public record (e.g., personal directory
information, salary information, employment contracts, leave records, and teaching license) and
must be released. The school board regarded all kinds of information to be open to the public.
Such as the rate of graduation throughout all CCSD, organizations benefitting the school
communities, and funding for school buildings or students with exceptionalities.
Another example that is relevant to this report is the bargaining rights depending on the
school boards views of employment. The process entails bilateral decision making in which the

teachers representative and and the school board attempt to reach mutual agreement on matters
affecting teacher employment (Cambron-McCabe et al., 2014). In the meeting, they briefly
discussed matters regarding substitutes and alternates. The Nevada Committee itself has made
one of their bylaws to eliminate the usage of the term substitutes. And that alternates are to be
sworn in the same time as other members of the school but only if they are resigned or removed
(Board Meeting-3/31/16).
A final example that came from this school board meeting is freedom of association.
Since many students are taking approach to looking up to certain role models in the, Fathers &
father figures program at Cheyenne high school, teachers can also be included. Accordingly,
public educators cannot be disciplined for forming or joining political, labor, religious, or social
organizations (Cambron-McCabe et al., 2014). This program believes that parents as well as
other influential figures in the childs life can share experiences for a strong community. This
program has mostly been successful with facilitating the students at a successful rate.
This meeting has given me the basics on what to expect for Nevada school law. I have
learned a little bit more not only about the school board process, but also about the sense of
community each person brings to the room. There are so many programs that bring this to light
such as Advanced Placement, Fathers & Father Figures, and DRI Greenpower K-12 Outreach
Programs. The four components I have read educated me about the fact that Nevada school law
shouldnt be a complicated process. Neither should my future learning about many other topics
that will be covered later on in this course.
