DISTRIBUTION TRANSFORMERS
1.
SCOPE
This specification is intended for the procurement of Distribution Transformers,
covering the performance characteristics, design, manufacture, testing, supply,
delivery and bidding submission requirements ofsingle and three-phase, pole and
ground mounted Distribution Transformers.
It is expected that manufactures will supply energy efficient standard design
equipment that will provide high level of efficiency and significant cost savings to
the utility.
This specification follows IEC guidelines for equipment specifications for standard
altitude up to 1000m.
The specification covers transformer sizes 25kVA, 50kVA, 100kVA, 200kVA and
315kVA for pole mounting and 400kVA, 500kVA,630kVA, 800kVA for ground
mounting.
Only the transformer sizes required in the bid shall be applicable.
The data provided in this specification are applicable as per standard IEC guidelines
for up to and including highest altitudes 1000m. If the equipment to be provided
under the bid are intended to be used at higher altitudes, this information shall be as
specified in the general technical specification TS-GN-01 or as defined in the scope
of supply which shall override TS-GN-01. This will define the very particular
environment requirements for the individual goods to be provided under the bid. In
the case of the transformer the altitude will affect the parts of the transformer that
are exposed to air such as bushings, arcing horns etc. but not items immersed in oil.

REFERENCE STANDARDS
The requirements of the following standards shall be met for the equipment to be
supplied under the bid where applicable unless otherwise stated in this specification.

These STTCs shall be accepted by the Purchaser if they are accompanied with
Laboratory contact details to enable independent verification of authenticity of
STTCs, together with laboratory licence details.
The manufacturer shall authorise and assist the Purchaser to independently contact
the testing laboratory for any additional information and verification purposes.
STTCs shall not be older than 5(five) years and shall be valid up to the expiry of the
warranty.
The bidder shall submit with his bid any STTC available for inspection.
The above will be provided by the manufacturer to indicate his quality and track
record.

a) Checking of weights, dimensions, fittings, accessories, tank sheet thickness, oil
quality, material, finish and workmanship as per Guaranteed Technical Particulars
and contract drawings.
b) Measurement of winding resistance.
c) Measurement of insulation resistance
d) Measurement of turn and Voltage Ratio and check of phase displacement.
e) Measurement of short circuit impedance.
f) Measurement of load loss and impedance voltage
g) Measurement of no load loss and no load current.
h) Dielectric withstand routine tests.
i) Transformer oil tests Tap changer test.
j) Oil Loss tangent
4.3.2
Failure of tests
Any units that fail the test will be returned to production line to be rectified and
marked for re-testing.
4.4
SPECIAL TESTS
Special tests shall also be carried on one unit of each type during acceptance testing.
This can be carried out at the manufacturers factory or third party laboratory in the
manufacturer country. If the quantity of transformers is more than 500 for each
type, a second sample will be selected and subjected to the tests.
4.4.1
Range of tests
a) Impulse tests
b) No load losses and load losses at 1/2, 3/4 and full load at rated voltage
c) Temperature rise test
d) Determination of sound levels (IEC 60551).
e) Measurement of insulation resistance to earth of the windings, and/or
measurement of dissipation factor (tan ) of the insulation system capacitances.
(These are reference values for comparison with later measurement in the field.
No limitations for the values are given here.)
f) Factory AIR PRESSURE TEST
The finished transformer with all the fittings, including bushings in position
shall be tested for leakage at a pressure that is 10% below the pressure at the
altitude specified under system conditions for 10 minutes. There should be no
leakage at any joint.
4.4.2
Failure of tests
Failed tests will be repeated for the same failure on additional two random units. If
this test fails on any of the two units then it may be considered to conduct a sample
test of 2% of the manufactured units. If the failure rate is more than 10% then the
Purchaser reserves the right to reject the entire batch.
4.5

COST OF TESTS
The cost incurred for these tests will be borne by the winning bidder/supplier
including any repeat tests.
The manufacturer shall include in his bid the costs for standard travel, full board
accommodation and standard out of pocket expenses as per his place of
manufacture requirements for two Purchasers engineers.
Costs for any additional Purchasers staff will be borne by the Purchaser.
5.
5.1
GENERAL
All distribution transformers and their components shall be designed according to
IEC 60076, with insulation class I including loading characteristics.
The insulation shall be treated against attack by mould and other tropical effects as
to be 'tropical' according with DIN 40040.
The transformers shall be capable of operating as per IEC loading conditions and
continuously within all tap positions within their specified temperature rise limits, i.e.
the corrected maximum permissible temperature rise of the oil (top oil) shall not
exceed 60 C, the average temperature rise of the winding is to be limited to 65C,
and the winding hot spot temperature rise shall not exceed 78C.
The transformers of ratings 25kVA, 50kVA, 100kVA, , 200kVA and 315kVA shall
be pole mounted. These transformers shall be without terminal boxes.
Transformers of ratings 400kVA, 500kVA,630kVA,800kVAand 1250kVA shall be
ground mounted on concrete plinths and shall have terminal boxes as it is specified
in the technical schedules.
5.2
The design shall be based on site and service conditions as specified in this
specification and specification SP-GN-01.
5.3
TRANSFORMER OIL
Each transformer shall be factory filled with the correct volume of oil at the ambient
temperature, with new oil to IEC 60296. Mixing different products or products from
different suppliers is not permissible.
The oil shall contain at least 0.3% by weight oxidation inhibitor of type Diter Butyl
ParaBresol (DBPC) according to IEC 60296.
The oil shall contain less than 1 ppm of PCBs.
The manufacturer and type of insulating liquid used are to be indicated for each
transformer in the test report.
The type of insulating liquid, e.g. Mineral oil-based insulating oil pursuant to DIN
VDE 0370/ IEC 60296 is to be indicated on the rating plate of each transformer.
Certification of the absence of PCB is to be submitted for each transformer.
5.4
DESIGN OF CORES
5.4.1
5.4.2
Core material
Only new materials shall be used for the core construction. The manufacturer shall
provide all necessary proof, if so required by the client of purchase of these
materials. The Purchaser will have to right of conducting random inspections during
manufacturing process to confirm the above.
The design of the magnetic circuit shall be of non-ageing, Cold Rolled Grain
Oriented (CRGO) Silicon steel of high permeability without burrs and such as to
avoid static discharges, development of short circuit paths within itself or to the
earthed clamping structure and production of flux components at right angles to the
plane of laminations which may cause local heating. The flux density shall not be
more than 1.7T.Each lamination shall be insulated with high quality insulation
coating. The sheets shall be clamped strongly and the core and its Clamping plates
shall form a rigid unit structure, which shall maintain its form and position under the
severe stresses encountered during shipment, installation and short circuits.
The magnetic circuit shall be insulated from all structural parts, and shall be capable
of withstanding a test voltage to core bolts and to the frame of 2,500 V r.m.s. for
one minute.
5.5
DESIGN OF WINDINGS
5.5.1
General
The Windings shall be made from electrolytic copper of a high conductivity (class A,
in accordance. with IEC) and insulation material of high quality. The electrolytic
copper shall be new and the manufacturer shall provide proof of purchase. Any use
of copper that is recycled or suffered from storage or transportation may result in
the rejection of the transformer batch.
The windings shall be arranged so as to achieve, as far as possible, the
electromagnetic balance of the transformer at all voltage ratios but shall also be
positioned with due regard to the impulse voltages which may be impressed on the
windings.
The insulation of windings and of all connections shall be of approved materials
which shall not deteriorate under the action of hot oil or from other causes when the
transformers are operated continuously at maximum permissible loads.
The winding shall be thoroughly seasoned before final assembly by the application
of axial pressure at a high temperature for such a time as will ensure that further
shrinkage of the winding stacks is unlikely to occur in service.
All leads or bars from the windings to the terminal boxes and bushings shall be
rigidly supported. Stresses on coils and connections must be avoided.
The coil clamping arrangement and the finished dimensions of any oil ducts shall be
such that they will not impede the free circulation of oil through the ducts.
5.5.2
Bracing of Windings
The windings and connections of all transformers shall be braced to withstand
shocks which may occur during transport or due to switching and other transient
conditions during service.
Any metal pieces in contact with end rings shall be so designed and secured that they
do not weaken the electrical or the mechanical properties of the rings.
If the transformer winding is built up of sections or disc coils separated by spacers
the clamping arrangements shall be such that equal pressure is applied to all columns
of spacers. All such spacers shall be securely located, shall be of suitable material and
shall receive adequate shrinkage treatment before assembly.
5.6
MV BUSHINGS

General design
All bushings shall be of porcelain clad, of the highest quality and comply with
IEC60137.
MV bushings shall be rated to withstand the highest system voltage and the
maximum fault current of the windings when connected to the 11kV or 33 kV
network and for the same period of time.
Current carrying outer parts shall be made of copper or copper alloy.
It shall be possible to change the bushings without removing the transformer lid.
Each bushing shall be marked with the name of the manufacturer and type. The
marking shall be visible after assembly of the fittings.
5.6.4
BUSHING CAPS
Bushing caps shall be provided to cover the transformer busing for protection
against birds etc. These shall be securely fixed on the transformer bushing.
5.7
LV BUSHINGS
Neutral points shall be brought out on a bushing to enable LV transformer earthing.
Each MV bushing location shall be permanently and legibly marked on the tank or
lid with a label corresponding to the rating plate designation.
The LV bushings shall be equipped with line clamps suitable for connecting
aluminium and copper conductors as follows.
LV bushings for transformers up to 100KVA shall be suitable for accepting clamps
for a range of aluminium conductors.
For higher ratings suitable LV clamps and/or a terminal pad to take multiple
conductors shall be provided.
The clamps shall be complete with necessary screws, washers and nuts.
LV bushings shall be sufficiently rigid to take the weight of up to 95mm2 Aerial
Bundle cable connected between the LV bushing and the adjacent pole. Alternatively
a support bracket may be provided that can be attached to the tank of the
transformer, to offer support to ensure no damage of the bushings because of
movement of the AB cable.

Thickness of tank bottom shall not be less than 4 mm.
6.3
EARTHING TERMINAL
Stainless steel or a galvanised mild steel earthing flag approximately 63 mm square
and a thickness not less than 6 mm with a centre hole of 14 mm diameter shall be
welded externally to the tank, one on the tank cover and two on the base frame of
the transformer on opposite sides.

The final coat of painting shall be of pore free and homogeneous quality and shall be
of a uniform shade of code RAL 7032(peble grey) paint for the outside surfaces.
Manufactures are free to select the inner transformer paint colour
If any hot dipped galvanised parts are provided the same painting method shall be
applied, however instead of two primer coats one adhesive coat and one base coat
shall be applied. In this case the mean thickness of galvanising shall be 70 m.
Mechanical damage shall be repaired at site with original paint as above.

ANTI-VANDAL DESIGN
The manufacture shall take measures to make the transformer design as vandal
proof as possible. This shall include provisions to reduce the risk of siphoning oil
from the draining valves or other fittings.

ELECTRICAL CHARACTERISTICS
7.1
SHORT-CIRCUIT CURRENTS
Any transformer may be directly connected to an underground or overhead
transmission line and switched into and out of service together with its associated
distribution circuit.
All transformers shall be capable of withstanding for three (3) seconds without
damage any external short-circuit, following application of loading conditions
specified in IEC 60076-7.
The short-time current shallbe for the specified system fault levels.

MARKING

RATING PLATE
Each transformer shall be provided with a rating plate showing the information
stated in the IEC standards.
The plate shall be in English. It shall be fixed on the same side as LV bushings

CONNECTIONS DIAGRAM
Either on the same plate as the rating plate above or on a separate plate a diagram
plate shall be provided showing the internal connections and also the voltage vector
relationship of the several windings. In addition, a plan view of the transformer
giving the correct physical relationship of the terminals shall be given. When links
are provided for changing the transformer group symbol and/or ratio, then means
shall be provided for clearly indicating in whichmode the transformer is connected.
The transformer ratio shall be indicated for each tap

PROPERTY PLATE
An additional property plate shall be provided engraved to the instructions of the
Engineer.

MATERIAL OF PLATES
The above plates shall be of stainless steel or of other material capable of
withstanding continuous outdoor service and shall all be suitably mounted to
prevent vibration, rattling or corrosion.

TRANSPORT& PACKING
Irrespective of the actual method approved for transport to the individual site, all
transformers shall be suitable for transport with the transformers full of oil and
completely assembled, unless otherwise approved. Any external accessories shall be
properly packed and protected against moisture, rain and Ultraviolet light.
The Contractor shall be responsible for ascertaining the methods and limitations of
transport to site and designs affected by these factors be subject to agreement.
Each consignment shall be accompanied by a detailed packing list containing the
