Dissemination of Information :
The main objective of the department is basically two fold viz., informing
the public about the policies and programmes of the Government on one hand and
on the other keeping the Government informed of the peoples reaction to its
policies and programmes. Communication is a most vital process of socioeconomic development. The Department adopts different modes for dissemination
of information and publicity activities.
There are two important functions of the Public Relations Department, viz.,
1) To disseminate information to the public about various policies, programmes
and activities of the Government. 2) To assess the public opinion and reaction to
the policies of the Government and to keep the Government well informed of it.
Among other things, the Government have created the posts of Regional Deputy
Directors at zonal level, Assistat Director, State Information Centre at major
publication centers, District Public Relations Officers at District level and
Divisional Public Relations Officers at grass root level as a measure to create
awareness among the public in rural and urban areas. The following are the
functions of the District Public Relations Officers for creating awareness among
the people towards a better life. The Public Relations Officer has to utilise various
media of mass communication and traditional media to achieve the desired goal.
The District Public Relations office, Anantapur has three Divisional Public
Relations Offices in its jurisdiction namely Anantapur, Dharmavaram and
Penukonda.
FUNCTIONS AND DUTIES :
Issue of Press Releases to the Print & Electronic Media.
Conduct of Press tours in cooperation with other departments.
Arranging Press coverage, Press conferences with district officers and VIPs.
Organising Photo exhibitions, film shows and Song & Drama programmes.
Issuing Success stories and Feature Articles to the Print & Electronic Media.
Collection of Feed Back reports on governmental developmental
programmes.
Distribution of publicity material on government developmental activities
and welfare programmes to the public.
Organize press tours in his area to important projects with the cooperation
and assistance of the Developmental Institutions, Departments and
Panchayat Raj Institutions.
Utilize the media of Song and Drama for disseminating information about
the programmes and policies of the Government, he should organize
Burrakathas, Bhajans, Folk Dances, Drama etc., He should maintain close
liaison with the Cultural organisations in his area and utilize their talent.
Organise Exhibitions on important festivals and other occasions such as
Fairs, Jatras, Melas etc., and also at the time of the film shows.
Arrange group discussions, Public meetings, Kavi sammelans etc., and
provide writers and speakers with regular talking points on plan programmes
and other topics of public interest.
Organise festivals of National and State importance and public celebrations
at the District and Divisional Head quarters.
Arrange distribution of Government Publications to educational institutions,
libraries, important officials and non-officials and keep record about
distribution of material with acknowledgements. He may also bring up
small pamphlets and booklets highlighting Mandal Parishads and best Gram
Panchayats etc., with the assistance and cooperation of the concerned
institutions.
Compile a handbook of information of his District.
Attend to the work of the following departments/corporations.
1.
Film Development Corporation.
2.
Cultural Affairs.
3.
Tourism Department(Whenever entrusted).
Enroll subscriptions and distribution to Andhra Pradesh Journal.
Visit the Libraries and Reading rooms and youth clubs to ensure proper
utilization and display of Government publications.
Maintain liaison with the Educational Institutions, Literary and other
voluntary organizations and coordinate their activities.
Supervise the work of the Publicity Assistants working in the
District/Division.
Maintain all the records and registers as directed by the Department from
time to time.
(Job chart prescribed by the Commissioner, I&P.R. Dept., Hyderabad Vide
Memo. No. 20011/Admn.V/84, dated:6-11-84).
Briefing the District Collector about the Press reports which appeared on
that day in different News papers and telecasted through Electronic media.
Being the drawing officer for all the staff under its control, he has to
maintain the relevant registers like Cash book, UD Pay, Treasury bill,
Permanent Advance etc. He must see that the Budget allocated under
various heads is properly utilised as per A.P. Financial Code and A.P.
Treasury Code.
To Coordinate and review the progress of Divisional Public Relations
Officers at Divisional level frequently and visit Divisional Public Relations
Offices to monitor their performances.
The District Public Relations Officer has to see that the District Information
Centre and Divisional Information centers are maintained properly with
information boards, photos, charts etc., on Government Welfare
programmes.
Issue of Press Accreditation to Journalists in time.
See that A.P. ONE reports sent in time to the Commissioner, Information and
Public Relations, Hyderabad.
2). DIVISIONAL PUBLIC RELTIONS OFFICER :
The Divl. Public Relations Officer should have close liaison with all the
departmental officials, Panchyat Raj Institutions, Revenue Divisional
Officers, Legislators, Mandal Parishad Presidents and Other non-official
members and voluntary organizations in the division.
Cover V.I.P. visits, Mandal parishad meetings and collect feedback material.
He will collect stories of human interest and success stories in the field of
rural development.
Arrange adequate press coverage and liaise with pressmen in his area. He
will attend to prompt issue of press releases, feature articles to the
newspapers, All India Radio and other media and maintain cordial relations
with the local press correspondents.
Maintain a record of Press Releases issued and press clippings from all
Newspapers.
Arrange press meets as and when necessary with the visiting V.I.Ps on
developmental activities for wide publicity.
Organize press tours in his area to important projects with the cooperation
and assistance of the Developmental Institutions, Departments and
Panchayat Raj Institutions.

the programmes and policies of the Government, he should organize

A.V. SUPERVISOR :
Supervising the Publicity Assistants.
Maintenance of A.V. Equipment.
Organizing photo exhibitions during VIP visits, festivals etc.,
Maintaining exhibition material, Exhibition boards etc.,
Distribution of A.P. Journal and maintenance of its records and registers.
Distribution of publicity material to the VIPS and public.
Preparing performance indicators reports.
Maintenance of registers related to Log book, Diesel and repairs of
vehicles, Song and Drama, exhibitions, publications including adhoc
publications, photo equipment A.V. equipment and film shows etc.,
Passing of T.A. bills of staff and certified tour programmes of the field
officers.
Preparation of District Public Relations Officers Tour programmes.
Coordination with Field Publicity Office, Govt. of India and other media
units in the district.
6).
Publicity Assistant :
To assist in conducting of Song and Drama Programmes.
Installation of Public Address System for Song and Drama programmes,
VIPs visit in the district and also important occasions, functions and
meetings.
Organisation of Photo Exhibition occasionally and at the time of important
festivals like Jatara etc.,
Maintenance and Distribution of publicity materials at the time of Film
Shows, exhibitions, VIPs meeting and during the special festivals, where
the public are gathering in the addition to regular distributions.
SENIOR ASSISTNT :
General administration
Preparation of Pay bills and all bills related to the budget and submission to
the Treasury in time.
He has to maintain the relevant registers like Register of Registers, Personal,
Periodical, Treasury Bill, UD Pay, Cash book, Permanent Advance, Control
of Expenditure for each sub head (separate registers are to be maintained for
Plan and Non-Plan, Office copy of Pay bill, Statement of
Expenditure(Reconciliation of departmental figures with those Treasury),
Acquittance, Bank drafts, Recovery registers of GPF, APGLI, GIS, PT, FA,
APCO, Motorcycle and Bi-cycle advance, Marriage advance, House
building advance, Education advance, Telephone charges, Electricity charges
paid, Rents, Furniture, Tour advance, Service register movement, Events,
Incumbents, Misc. recovery, Reimbursement of Medical charges, Security
deposit, Advance Pay and TA, LTC advances sanctioned and adjusted, Test
audit reports, Service postage bulk, Supplementary claims, Month-wise
increments, LPCs issued and received, Roster register separately for each
category of post, Destruction of records, Staff order, A.C.bills drawn and
their adjustments, Local purchases made, T.A. bill watch register.

Maintain the vehicle with neat and clean. The vehicle should be ready
for conducting any press tours and film shows at any time.
12).
Attender :
The attender daily arrives the office half in hour an advance before the
commencement of the working hours. He ensures water arrangement to
the office and staff, ensures neatness. Distribution of tappal to local
offices and other office work.
Distribution of press releases to the press and all other duties entrusted by
the officer.

Cleaner :
Watchman :
Watches the office in the night safe guard office property, attends
telephone calls or emergency calls and inform the officer in time.
4. (1) (b) (iii)- The procedure followed in the decision making process,
including channels of supervison and accountability :
The procedure prescribed in the District Office manual is being followed.
The District Public Relations Officer is the Drawing Officer for all the staff
members and responsible for the budget allocated under various heads by the
government. The District Public Relations Officer must see that the records,
registers, manuals are maintained properly by the staff members. He must see that
the instructions of the higher officers are followed scrupulously. The District
Public Relations Officer monitors and evaluates the performance of the Divisional
Public Relations Officers, Assistant Public Relations Officers, A.V.Supervisors and
Publicity Assistants for wide publicity of government welfare programmes. The
District Pubic Relations Officer
is responsible for both Financial and
Administrative matters of the office.

4.(1) (b)(xi) the budget allocated to each of its agency, indicating the
particulars of all plans, proposed expenditures and reports on disbursements
made. :
The government allocates budget to the department under Plan and Non Plan
Schemes. The Commissioner (HOD) allocates budget to the field officers. The
budget particulars for 2005-2006 are available in the office separately.

No such schemes.

The Accredited Journalists are provided the following concessions: 1.
To travel in Rail (50% Concession)
2.
1/3rd concession in APSRTC Buses.
3.
Concession on import duty on photo equipment.
4.
The journalists, who are in dire need and distress, are provided financial
assistance from Welfare Fund.
5.
Grant-in-Aid to Press clubs.
6.
Forwarding the Committee recommendations to the concerned higher
authorities.
