To grow into a nationally recognized building corporation, wherein the founders and
majority of the employees hail from Pangasinan, via ascending into one of the most notable
companies in the field of constructing hotels in the country.

TITLE
Location
The project will be located in the Capitol Compound, Lingayen, Pangasinan near the
Provincial Public Library. The researchers went to Lingayens Municipal Assessors Office
in order to learn more about the lot to be utilized. It has a Cadastral Lot Number of 7280-C
and is owned by the provincial government of Pangasinan. The area of the lot is 23 889.00
square meters.
Soil Bearing Capacity
The researchers went to the municipal hall of Lingayen in order to procure a soil bearing
capacity certificate for their location. They were able to acquire a soil bearing capacity
certification stating that the soil bearing capacity being used is 90 kPa for the structural
design of buildings located in Lingayen, Pangasinan. The certificate was issued by Engr.
Marlo D. Flores, the municipal engineer and building official of Lingayen.
Background of the Study
Hotels offer travelers shelter, food, refreshment, services and goods, which are
regularly provided within households but unavailable to people who are on a journey away
from their respective homes (ENCYCLOPEDIA.com, 2003). Cities all throughout the
world have their own wide variety of hotels that travelers can choose from. The history of
hotels can be traced back as far as that of the earlier civilizations. Thermal baths for rest
and recuperation were developed by Greeks in their villages. Mansions were later built by
Romans to provide accommodation for travelers on government business (Levy-Bonvin,
2003).

The existence of hotels in a certain place prompt people to continue with their travel
plans. In short, the existence of hotels promotes tourism itself. Or, it can also be said that
the desire of people to travel from place to place has started the boom of hotel
development. No one can say in fact which one is the reason why the other exists, however,
one can conclude that tourism, and the hospitality industry or the existence of hotels, are
connected to each other. Since starting during the earlier civilizations, development of
hotels have grown much faster and their quantity has gone so high, especially in places that
are filled with tourist spots (ENCYCLOPEDIA.com, 2003)
Philippines is one of the countries which is definitely oozing with tourist spots.
From Luzon, Visayas to Mindanao, there are many places wherein people from abroad, or
even Filipino themselves, can visit in order to relax and have fun. The famous white sand
beach of Boracay, the virtually-perfect cone of the Mayon Volcano and the amazingly
hand-built Banaue Rice Terraces of Ifugao are some of the many reasons tourists from
around the world visit the country. Every province in the country has its own tourist spot to
be proud of. Among these provinces is one which can be found in Luzon the province of
Pangasinan.
Pangasinan is a province located in the northern part of Luzon. It is a province
which is home to vast salt beds where it got its name. *dagdag here* It occupies 536,818
hectares of land, approximately half of the total land area of Region 1. Consisting of 44
municipalities and four cities, (Lacuata, 2016) it has a population of approximately 2 957
000 as of 2015 according to the National Statistics Office. It is also the 7 th richest province
in the country with a financial capability of Php 4.225 billion (Bonquin, 2015).
Among the major products that support the economy of the province are corn, rice,
milkfish or bangus, mangoes, salt, bagoong and alamang. Aside from the products, the
province is also known to be home for different tourist spots not only in the region but in
the whole country itself. Prominent examples for these tourist spots are the beaches of
Bolinao and Lingayen, Hundred Islands National Park, as well as the shrine of the Our
Lady of Manaoag (Lacuata, 2016).
The statistics indicate that the number of tourists arriving in Pangasinan is steadily
increasing, confirming trade reports that the province was the most preferred tourist

destination in Region 1 in the year 2015 (Sunday Punch, 2015). As a serious step towards
making the provinces tourism bloom, former Governor Amado T. Espino pronounced
Lingayen as the microcosm of tourism in the entire province of Pangasinan about five
years ago, making the provincial capitol another tourist magnet in Pangasinan along with
the Manaoag Church, the Hundred Islands, the scenic beaches of Bolinao and Bani, the
Manleluag Park in Mangatarem and the Balungao hot spring (Micua, 2011).
Aside from the said tourist spots, another thing that can surely have people turn
their heads towards a certain place are the events being held in it. Among the provinces of
the country, Pangasinan is one which is not new to hosting such big national events. One
good example is when the province successfully hosted the Palarong Pambansa for the
third time on May 6-12, 2016. One very prominent event which was held in Pangasinan
that had people turn their heads towards the province was the Presidential Debate last April
24, 2016. Such events would not have happened without the support given by the
Pangasinenses.
As a result of the efforts provided by the past provincial and regional
administrators, approximately 2.4 million tourists, domestic and foreign, visited
Pangasinan in the year 2015. According to Maria Luisa Elduayan, head of the Provincial
Tourism and Cultural Affairs, a 37% annual average growth rate of tourist arrivals in the
province has been noted last year. She said that the province still has to develop more
destinations for all types of tourists. Moreover, PTCAO had been asked by former Board
Member Mojanito Libunao in 2015 to prepare plans in order to establish Pangasinan as a
convention destination which would require more investments in hotels and restaurants to
accommodate national and international conventions (Sunday Punch, 2015).
Given the calls to further develop Pangasinan into a tourist destination while
making it a convention destination, the researchers came up to the idea to design a building
that will be the solution to both problem. It will be an establishment owned by the
provincial government, built in the capitol compound for the purpose of amplifying the
tourism of the province and turning it into a place of assemblies while generating a
reasonable amount of income.

The building will be named Heartland Hotel and Convention Center (HHCC). It
will be located in the Capitol Compound, near the Pangasinan Provincial Library. The hotel
guests and convention delegates will be delighted by the scenic view in front of HHCC
the Lingayen Gulf itself. The breeze of the fresh salty air as the waves of the sea hit the
sand will encourage people to jog or roam around the bay walk or simply sit in the benches
as they witness the beautiful sunrise, or sunset, by the beach.
On the first hand, the HHCC is a five-story building serving as a hotel catering to
guests from its second floor up to its fifth floor. On the other hand, its ground floor will
have the lobby composed of relaxing comfortable chairs and sofa, a restaurant serving
superb delicacies from the province, a reading room full of a wide variety of books and
magazines, a spa for the guests extreme relaxation and other amenities which are all
intended for the luxury of the guests and delegates. A convention center with a capacity of
3000 will be incorporated in the ground floor of the hotel, hence, the name. Certainly, the
HHCC will be easily renowned in Pangasinan for it will be the only hotel of its kind in the
province.
Statement of the Problem
The project study aimed to focus in the feasibility, design and construction of
Heartland Hotel and Convention Center to be located in the Capitol Grounds, near the
Provincial Public Library. Specifically, it sought in answering the following questions:
1. What is the capability of Heartland Hotel and Convention Center in catering to
the needs of its customers and accommodating its guests?
2. Does Heartland Hotel and Convention Center have the competence to host
events or conferences having at least 3000 attendees?
3. Aside from the convention center with a capacity of 3000, what are the services
and amenities offered by Heartland Hotel and Convention Center?
4. How long will the management earn back its investments from the construction
of Heartland Hotel and Convention Center?
