CONCEPTUAL FRAMEWORK FOR PRIME MINISTER'S SPEECH
1) To honorable adjudicators, members of the opposing team, chairman and
audience, a pleasant morning to one and all. I'm the Captain of the
affirmative side. I would like to light my views supporting same sex
marriage.
2) Today, our motion is legalizing same sex marriage in the Zamboanga City.
3) The best case model is Criteria Case Model.
4) Let me first define the motion. To understand legalization, According to
Wikipedia 2015, Legalization is the process of removing a legal prohibition
against something which is currently not legal. Same sex marriage, on the
other, as defined by RationalWiki 2014, also called gay marriage, is the
union of two individuals of the same sex in a marital relationship, with the
full legal rights and responsibilities allotted to this contract in a given
jurisdiction. Legally defined marriage of homosexual couples is limited to a
minority of jurisdictions at this time; more common is a "civil union," which
includes important legal trappings, without the title "marriage" and the
religious overtones some think are implied by the word. To define
marriage, Marriage is a secular institution licensed by the state and is not
required to be a religious sacrament.
5) The debate is not about legalization of same sex marriage outside the
Zamboanga City. However, it concerns about granting of same sex
marriage in the court of law with few legal requirements such as the age
of both individuals, must be 18 years old and above, attendance of
required pre-wedding seminars and counselors must be open for same sex
partner, marriage license for homosexual partners should be released,
marriage ceremony solemnized by the officer with local civil registrar
should be available for them, other legal requirements for homosexual
partners wanted to marry should be available.
6) Given the definition, case model and parameters, the government team
positions is legalizing same sex marriage in the Zamboanga City.

7) Criteria case model:

i.

Characteristics of legalization of same sex marriage; legalization of

same sex should be allowing some people to marry because not
allowing

them

especially

homosexual

couples

to

marry

is

unconstitutional for the part of homosexual partners. Next, there

should be an access to equal benefits for homosexual partners same
as heterosexual partners. Together with how our world changes,
perceptions should change. Traditional marriage views should
change.
ii.

The government creates the feeling that the government classifies

homosexual people as second rate citizens who do not have the
same rights as heterosexual people. There is a wide variety of
benefits that are offered to couples who are legally married. Some
of these include tax benefits and insurance perks. Since same sex
couples should be legalize, they too can get to enjoy these benefits
and perks that come along with being married. As well as, peoples
minds are opening to things that they may have not understood
before.

iii.

To discuss our current situation, government in this country is being

unfair; it is unfair for the part of homosexual relationships because it
makes them feel they are restricted to express their love. Even if
this country has allowed people to have freedom. Moreover, there
will be access to equal benefits just like heterosexual partners. Same
sex partners will be allowed to own same properties with their
same-sex partner. But to describe out present situation, homosexual
couples are not allowed to have equal rights in terms of properties.
On the other hand, it doesnt allow world to have a new perspective
especially for homosexual partners. It is allowing claiming a new
trend in their lives.

iv.

Reasons of absence of the advantages because people have their

mindset of only man and woman can live together for a lifetime
with legal basis. Since this country is a Christian country, People are
not liberated and open with same sex status or homosexuality. And

a Mother and Father figures in a family, greatly values by every

Filipinos in this country. They dont want to open their minds with a
new view of world which can be helpful for people especially
homosexual partners.

The effects if these advantages are not obtained, it makes people

criticize each other with different beliefs. It wont make each people
understand each other. More homosexual partners will be having
difficulty of expressing their self in terms of being true. It will
increase the divorce rate, because allowing gays the opportunity to
get married will increase marriage rates because fewer couples will
get divorced due to incompatibility or infertility. Youth suicide will
still continue, because one of the reasons why child being bullied is
because of his/her identity crisis. Person wasnt allowed to express
who he/she really is.

vi.

The importance of these advantages, it gives an opportunity for

homosexuals to live just like other people with equal rights. It
increases the amount of children being successfully adopted. It
foster societal acceptance of gay couples and gay individuals,
because legalizing gay marriage will help establish a social norm that
includes and respects homosexual lifestyles. Couples as well as
individuals in the LGBT community will seem less "different" from
heterosexual lifestyle, so straight couples and individuals will be
more inclined to accept homosexual couples into their communities.

vii.

The presence of characteristics is emphasized because that

determines what should be when we legalize same sex marriage in
our city. Because of wrong perception of homosexuality to them.
With this, equal rights are being diminished and homosexual
relationships are being judged by the people.

viii.

The proposal has the characteristics; Gay couples are legally allowed
to enter into civil union partnership. But this is not nearly the same
thing as marriage. Marriage license grant innumerable rights to

married couples, rights that are not endowed to gay couples in civil unions. It is
no excuse to deem that gay marriage is not necessary. The financial, medical,

and social rights that are associated with marriage are unfortunately kept away
from homosexual couples. The perceptions of homosexually, slowly change from
negative perceptions. And they are slowly understood by other people. But with
the characteristics given with the legalization of same sex marriage, these will be
attainable and higher chances of giving equal rights to homosexual couples.
8.) The three aspects base on the case model is; In term of psychological, Same
sex marriage approval decreases the pressure and stress given to the
homosexual. Because the experience of living with stigma, always being vigilant
and constantly needing to conceal your authentic self from disapproval and
even violence exacerbates the pressures that everyone feels in daily life. In
addition, when we talk about social, same sex marriage gives no effect to
society. It doesnt decrease any other economy in terms of social, according to
US CNN 2010. Gay Marriage will have no impact whatsoever on heterosexual
communities, just as racial integration in the 60's had no negative impact on
white communities. This is the same concept with legalization of gay marriage; it
will grant the LGBT community a right that has been immorally denied to them.
Regarding educational, the impact of same sex marriage evidence that legalizing
same-sex marriage has had a serious, profoundly controversial, and arguably
detrimental impact on public education. It then explains why legalization of
same-sex marriage must have some impact on educational curriculum. When the
meaning of marriage changes it must be reflected in the curriculum that covers
that subject. It views homosexuality iwith a better perception.
9.) The three aspects I would like to emphasize regarding the case model I
presented, same sex marriage should be legalize because it increases the
amount of children successfully adopted. It also foster societal acceptance of gay
couples and gay individuals. And last aspect I would like to emphasize is it will
diminish youth suicide. These are the aspects if we are going to legalize same
sex marriage in our city.
10.) The first aspect I emphasized was the increasing of amount children
successfully adopted. If we are going to legalize same sex marriage, According to
Zamboanga statistic of Department of Social Welfare and Development (DSWD),
Dozens of street children and beggars were rounded up in downtown

Zamboanga City over the weekend in an effort to curb the growing number of
mendicants, largely blamed for petty crimes. These homeless children will be
successfully adopted if we are going to legalize same sex marriage in our city.
Most adoption agencies discriminate against gay couples and make it incredibly
difficult for them to adopt children. Many agencies will only release children to
"married" couples, therefore rejecting stable, loving, homosexual parents. By
legalizing gay marriage in our city, adoption agencies will be forced to grant the
same respect and right to homosexual couples. Gay marriage will increase the
chances for thousands of foster children to gain loving parents and families.
11.) Given the arguments, evidence, or reasons, this house believes that the city
should legalize same sex marriage.
