Youth Employment Program

1. What are the start and end dates of the 2010 Summer Youth

Employment Program? (June 28th-August 17th)

a. How many weeks is that? (7 ½ weeks )

b. Why are we holding a 7 ½ week program when the law

limits the program to six weeks?

2. The press release from earlier this week stated that more than

21,000 youth were registered for the 2010 program is this

accurate?

a. The law passed by the Council limits the program to

21,000, why is DOES violating the law?

b. Is there a waiting list for this year’s program?

c. Of this number how many have been certified?

d. What controls are in place to ensure that DOES

personnel conduct face to face interviews to review the

documents of each participant?

1. How long is this process expected to take?

2. Will participants be allowed to begin their

employment without being certified?

3. Will they be able to get paid without being

certified?

4. Have any past participant been exempted from

certification, if so why?

e. Have all registered summer youth participants received

job site placements?

f. When did registration close? Was an announcement

made?

1. We have received information that that there are

about 535 who youth filed late are uncertified or

who did not exist in the system. Is it true that you

are seeking to give an exemption to 180 of these

remaining youth as they are listed as “at risk youth”

and add them to the program?

g. What are the various areas or sectors were SYEP

participants are being placed?

1. Do you have a breakdown of how many youth will

work in each sector?

2. Were participants given a choice of sites or the type

of placement?

3. How many youth will be placed in the Mayor’s

Conservation Corp this year?

4. How many youth are being place in summer

school?

a. We have received information that there are

135 students, including a student with a 4.0

average, assigned to summer school that

should not have been, and 50 NOT assigned

who should have been sent to summer school.

Can you address this?

h. Are you still accepting youth into the program?

i. Are any youth being assigned to sites outside the

District this year?

j. What is the first pay date for the 2010 program?

k. Who is in charge of payroll?

a. Was that function John Turner’s before he

resigned?

b. Will this resignation have a negative impact

on the program?

c. What experience does the new manager have

with payroll and specifically with ADP?

d. Is this person ADP certified?

e. Have any test payroll runs been conducted?

2. What version of ADP are we using this summer?

3. Are we considered a national account or a local

account? It is my understanding that national

accounts get better service.

4. ADP offers software called e-verify that kicks out

bad information, this could include fraudulent

information. Is this part of our contract?

5. Does our contract with ADP include the ability to

run sequel reports?

l. Have all host sites completed the required background

checks?

m. How many program monitors have been hired?
