13To declare the existence of an emergency with respect to the need to amend section N101 of Title
14
12 of the District of Columbia Municipal Regulations regarding commercial signs.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
17resolution may be cited as the "Signs Appendix Regulation Emergency Declaration Resolution of
182016".

Sec. 2. (a) Current District of Columbia Municipal Regulations allow for the installation

20of certain commercial signs without permits.

(b) The Mayor, the Office of the City Administrator, Office of the Attorney General, and

22Department of Consumer and Regulatory Affairs have expressed concern about the proliferation
23of unregulated commercial signs.

(c) District of Columbia businesses, in reliance on current permanent District regulations,

25have invested in projects in the District of Columbia that include certain types of signs that are
26now permissible.

(d) Legislation is necessary to address the concerns of government and of businesses that

28have made investments in the District in reliance on District regulations.

(e) Legislation is also needed to eliminate confusion in the real estate community and

30ensure prompt resolution of regulatory interpretation issues.

(f) To ensure regulatory clarity, it is critical that legislation be enacted as quickly as

32possible to clarify the regulations regarding commercial signs.

Sec. 3. The Council of the District of Columbia determines that the circumstances

34enumerated in section 2 constitute emergency circumstances making it necessary that the Signs
35Appendix Regulation Emergency Amendment Act of 2016 be adopted after a single reading.

Sec. 4. This resolution shall take effect immediately.
