Welcome
Crane Institute of America Certification (CIC) issues NCCA accredited operator certifications for
mobile cranes (five type and capacity levels), articulating boom cranes, digger derrick cranes,
and service/mechanic truck cranes. Certifications are also issued for, riggers, signalpersons and
master riggers. CIC meets OSHAs current requirements for crane operator certification by type
and capacity and OSHAs rigger and signalperson qualification requirements. Written exams are
available in both English and Spanish.
There are other choices when it comes to selecting a crane operator certification organizations.

CIC provides OSHA recognized, NCCA accredited crane operator certifications. To become a
CIC certified crane operator, a candidate must pass a General Knowledge Exam, Supplemental
Exam(s) and a Practical Operating Exam for the crane type and capacity level for which the
candidate is applying. Some states or cities have specific requirements for crane operator licenses.
Check your state or municipalitys website for current requirements.

Certification Requirements
Requirements for Crane Institute of America Certification as a Certified Crane Operator includes
the following:

Important: Immediately prior to taking the Written Exam, candidates are required to sign their
acceptance of Confidentiality Agreement and the Exam Security Agreement. Candidates should
review these forms in advance, since they must be signed by the candidate at the time of the
Written Exam or the written exam cannot be administered.

Registration Procedures
Overall Process
Candidates must complete the following overall process to register for Crane Operator Certification:
Go to www.CICert.com to find information on the certifications offered.
Select Registration and walk through the registration steps online.
The candidate will then receive a confirmation email that includes the following:
Location and time for the exam
The candidates ID
Instructions for what to bring and what not to bring to the exam site
Address and map to the site
Copies of the Confidentiality Agreement, Medical Verification Form, and Code of Ethics
Agreement including the Substance Abuse Policy that the candidate will be required to
sign to qualify
Instructions for emailing a digital photograph for Certification Card

Scheduling Exams
CIC recommends that candidates schedule exams at least 4 weeks in advance. However, candidates
may register in as little as 7 days in advance without a rush fee. Registration or rescheduling in
less than 7 days incurs a fee per candidate and is not confirmed until the site approves availability.
The registration system that is set up online will show the closest exam locations to the candidate
along with the available dates for the exams. Call 844-546-3362 or email help@CICert.com for
assistance.
Registration support is available from CIC by telephone and email Monday-Friday, excluding
holidays.
The candidate or the individual registering the candidate (i.e. employer) is responsible for
making sure registration is completed accurately. Be sure to follow directions and read all email
communication carefully when registering.
CIC offers certification written and practical operating exams. CIC does not require or provide
training for accreditation nor does it provide a course of study that leads to operator certification.
CIC has no legal or financial or other obligation to organizations it recognizes for training options.

safe crane operation and test preparation.

Security Procedures
Candidate Security
Security procedures are mandatory to preserve and protect personal civil rights, business property
rights, and the public trust. Candidates must bring the confirmation email that confirms the
candidates exam date, location, and Candidate ID on the day of the exam. In addition, the candidate
must provide required identification and meet the requirements for Eligibility for Certification
Exam Security
Candidates should not bring, or expect to store, bags and personal items not permitted in the
exam area. Items not permitted include cameras, scan or transmitting equipment, cell phones,
pagers, beepers, books and paper.
Candidates may not use or bring their own calculators to the exam area. Crane Institute Certification
provides calculators that perform only basic math functions and are used only for Supplemental
exams. Since other types of calculators may pose a security risk, only the calculators provided, at
no charge, by Crane Institute Certification are permissible.
Candidates are required to sign the Exam Security Agreement before taking any Written Exam.

Safety
A candidate will be automatically disqualified if, at the judgment of the examiner, the candidate
operates the crane in an unsafe manner during familiarization or the exam. Examples of unsafe
operation include the following:
Two blocking the crane
Hit crane with any part of the load
Uncontrolled or reckless operation
Action dangerous to personnel or equipment.

Exam Check-in
When the candidate arrives for the Practical Operating Exam, the practical examiner and proctor
will do the following:
Introduce themselves
Check the candidates government issued ID to verify candidate is person registered for exam
Verify that the candidate has appropriate PPE (Personal Safety Equipment such as hard hat,
hard sole shoes/boots and any PPE specified by a particular exam site)
Give the candidate needed materials (forms to sign, instructions, etc.).
Candidates wait in a waiting area until called to the exam site.
In this waiting area, candidates are provided a minimum of 10 minutes with the following:
Copy of the crane user manual, OEM specs, and load chart for crane used
Practical Operating Exam Course Layout
Description of challenges.
When the examiner is ready for the candidate, the candidate is:
Escorted to the exam site
Given 15 minutes to become familiar with the crane
Read the instructions.

Certification Policy
Crane Institute of America Certification certifies candidates who pass each of the following:
Supplemental Exam(s)
Candidates receive load charts from an approved list of load charts relevant to the supplemental
exams, i.e. Telescoping Boom, Under 21 Ton; Telescoping Boom, 21-75 Ton; Telescoping Boom,
Over 75 Ton; Lattice Boom Crawler; Lattice Boom Carrier.
Certification Cards
Candidates earning a passing score on written and practical
operating exams will receive a crane operator certification
card from CIC approximately 14 business days after all
certification requirements have been completed. This
card states that Crane Institute of America Certification
recognizes that individual as a Certified Crane Operator.
Recertification Notification
CIC will attempt to notify operators when their CIC certification is within twelve months of expiration
based on information on file. CIC strongly encourages operators to update their address, email,
phone number and other information on file at CIC so they will receive timely reminders for recertification.

Re-Certification Policy
CIC crane operator certification is valid for a period of 5 years beginning on the date that the first
written and/or practical exam is passed. Re-certification requirements must be met within the 12
months before expiration of current CIC certification. A 90-day grace period, from the expiration
of their current certification, is granted only to CIC certified operators and does not apply to NonCIC certified operators applying for recertification with CIC. CIC certified operators with expired
certification(s) beyond the 90-day grace period are required to start the certification process from
the beginning. No credit is given for any exams taken previously.

Some states and cities may have additional requirements. For example, the state of Pennsylvania
requires that a practical exam be conducted for mobile cranes with Fixed Control Stations,
Rotating Control Stations and Lattice Boom Cranes. Before applying for re-certification with
CIC, check the requirements for your state or municipality.

Example 1:
If the Telescopic Boom - Fixed Cab is checked, the operator must pass the CIC Re-Certification
exam for Telescoping Boom-Under 21 Ton to obtain that CIC certification (see example below).
To obtain one or both of the CIC Lattice Boom Carrier or Crawler certifications, the operator must
have a certification for those types and pass the corresponding CIC Re-Certification exam(s).

Operators must submit a new photograph for the new Certified Crane Operator Card. Digital
photos can be emailed to help@CICert.com. Photographs may be mailed to CIC at P.O. Box
2049, Villa Rica, Georgia 30180.
Operators who recertify less than one year before their certification expires receive a certification
date that extends five years from the date of original certification.
Re-certification must be attained before the operators original certification expires. If an operator
fails to pass exams in two (2) attempts, CIC recommends that the operator wait at least 30 days
before taking the exam again.
Some states and cities may have additional requirements. For example, the state of Pennsylvania

Reporting
Practical Operating Exams are scored on a straight Pass/Fail basis by Assessment Systems. The
examiner will not be able to provide feedback on your performance. However, your result will be
sent to you via email within 10 days of completing the exam unless a quick score is requested
at additional cost.

Crane Institute of America Certification (CIC) trains staff, proctors and examiners for their roles and
responsibilities, not candidates seeking certification. CIC does not provide training for certification
candidates, accreditation for educational programs, or a course of study that leads to certification.
CIC does not endorse any training company or process. CIC has no legal, financial, or other
obligation to organizations it recognizes for training options.

Description of Challenge
Crane Familiarization
You will be given 15 minutes to familiarize yourself with the crane used for the exam.
You may view any component of the crane or operate the crane to obtain the feel of its
operation, with the following exceptions:
Do not travel the crane or adjust outriggers, if any.
Do not telescope the boom.
The brakes and LMI are set according to OEM standards.
At the end of the familiarization period, you will be asked to sign your examination form and
indicate whether the crane is operating satisfactorily and you wish to take your exam. If you
are not ready to take the exam at the end of the 15-minute time, the exam will be cancelled.

Disciplinary Policy
Grounds for disciplinary action may include, but are not limited to the following:
Misrepresentation of any information provided to CIC or its representatives
1. Non-compliance with medical requirements
2. Non-compliance with Code of Ethics
3. Non-compliance with Substance Abuse Policy
4. Any infringement of exam security.
Disciplinary action may include one or more of the following: reprimand, revocation of certification
or potentially civil sanctions. In the event that disciplinary action is taken or decided upon by
the Quality Review Assurance Board, an operator may appeal the decision to the Governing
Committee within 30 days of written notification of the decision.
A written appeal must be sent by traceable courier or certified mail, return receipt requested, to the
Appeals Department, at the following address. Specific grounds as to why the appeal should be
considered must be stated.

An operator may appeal a disciplinary decision by the Quality Review Assurance Board to the
Governing Committee within thirty (30) days of written notification of the decision.
A written appeal must be sent by traceable
courier or certified mail, return receipt requested,
to the Governing Committee Attention Appeals
Department. Specific grounds as to why the appeal
should be considered must be stated.
Candidates may appeal to the Governing Committee
if they are in disagreement with how a policy is
enforced in their individual case. The Governing
Committee shall only overrule the Quality Review
Assurance
Boards
recommendations
and
conclusions in the event of the following:

In the event that an appeal is timely and properly prepared, the Governing Committee shall
constitute and serve as an Appeals Panel and shall notify the operator of the date and location
of the appeal hearing. The appeal hearing will be scheduled as soon as possible after receipt
of the notification of appeal. The hearing shall be conducted at the Crane Institute of America
Certification Headquarters or another location designated by the Governing Committee. The
operator is responsible for their expenses. The operator has the right to have representation at
the hearing but in no event will counsel be allowed to provide testimony in lieu of, or on behalf of,
the operator.
The hearing is closed to third parties with the exception of witnesses, experts, consultants and
legal counsel. The Governing Committee will consider all evidence provided, including the basis
for the original decision reached by the Quality Review Assurance Board.
