INITIAL RESPONSEICONTACT: (0n 11/19/2016 at approximately 0248 hrs. was dispatched to assist officers who were en route lights and sirens, code 3 to 3001 West Harvard St. atthe Boise Airport Air Traffic Control Tower. While en route lread the Information which Ada County Dispatch had provided advising thatthe FAA line requested medics and Police to respond to the Tower for a welfare check because there was not response from the Tower and no one was able to ‘make any type of contact withthe Tower. Dispatch advised that Airport Operations had attempted to contact the Ar Traffic Control Tower in numerous ways, by the emergency phone, landline phone, as well as hand radio and was unable make any contact withthe Tower. | made contact with Boise Airport Operations and asked them if they had anyone that could assist us in obtaining entrance into the Air Traffic Control Tower upon the officers artival Aiport Operations advised that they may not be able to gain access to the Tower but they would have some arive on scene to assist police OFFICERS ACTIONS AND OBSERVATIONS: Upon arrival tothe area, Officers Morlock, Langton and | were met by Airport Operations Employee, Bruce Gard arrived who had arrived on scene to assist us. Just after police arrived on scene a male adult who was verbally identified as | arrived on scene and had a FAA pass to enter into the Air Control Tower area ‘assisted us and opened the gates into the Control Tower parking ot. A lexited my patrol vehicle after Morlock was already speaking with who advised that he already spoken with the other Air Traffic Controller in the Tower and advised that the Air Traffic Controler was fine and that there was nothing wrong, We requested entrance into the building to confirm that the Air Traffic Controller in the Tower was infact not need of any medical assistance or was not any need of any police assistance. With FAA key card, we ‘were able to enter the building, ‘As we entered the building Informed all of us that we could goto the elevator to go upto the Tower and pointed down the hal, then failed to follow us, He tuned into aside hallway opened up which appeared 10 be a personal locker. looked into the locker then closed the locker and walked down the hallway sway {rom us into another hallway out of our view. With assistance we are able to gain ‘access into the elevator. Once we all arrived onthe 11th floor we began to walk upstairs to another level as we ais called outloud to’) the other male who was upstales in the top of Ai Traffic Control area. observed | standing next toa chair in the Air Traffic Controller area smiling and informing us that everything ‘was okay and there was nothing wrong, at first did not have an answer in reference to why there was no response upon contacting the Air Traffic Control Tower and why he was unable to respond. Airport Operations Bruce Gard requested | name. officer Langton and Morlock spake with then admitted that he had fallen asleep while in the tower. l asked) If there was anyone else in the building and if there was supposed to be someone else inthe bullding helping advised that he always arrives and relieves] at 3 AMin the morning and that from an earlier time approximately midnight that there is one person in the Tower Controling Ai Traffic. [As we spoke with both of them appeared to be unconcerned about the situation and the severity of not being able to contact withthe Ar Trafic Control Tower. Airport Operations Bruce Gard informed | thot there were two Life light helicopters requesting permission to land and could nol get response from the tower. Again| | didnot appear tobe too concerned about the situation while we were speaking with him and stood and smiled. While we were speaking wth In reference the situation 2 Le Fight helicopter came over the radio and requested a radlo check with Air Traffic Control Tower. then sot onthe radio and advised the helicopter plot that the radio was all lear. ‘CONCLUSION: ‘We then lft the top tower area, stayed up inthe Tower with || and didnot escort us out of the building. When officer Langton, Morlock and| exited on the first floor from the elevator I culd smell the odor ‘hich was familar to me of marijuana coming from the area. looked around, smeling the odor, looking in the trash, on the table but was unable to locate any marijuana. Officer Langton and Morlock both confirmed with me that they could also smell the smell of marijuana, Due to our inability to gun access again to the elevator we exited the building by ourselves where we met up with Alrport Operations Bruce Gard and informed him of the situation and as wells our indleations ofthe odor of mariana, Due tothe oddness ofthe contact with as well s the inability to gain entrance into the Tower a report was requested to be produced of officers’ actions and observations, No further information, (en = 1 ieee ae
