1. EXECTIVE SUMMARY
The state-of-the-art, purpose-built Campus for the Board of Intermediate and
Secondary Education (BISE), Rawalpindi has been completed under NESPAK
supervision at a cost of PRs. 750 million. The BISE has become functional at
the newly constructed Campus located in Morgah, Rawalpindi. The project
comprised a main building, one-window operations building, substation
building and allied external development works like water-supply, sewerage,
drainage, roads, walkways, parking and green spaces. The plot measures an
area of 42.4 kanals. The main building has six storeys covering an area of
26,900 sqm. There are provisions in structural system of the main building
for addition of one floor above and four passenger lifts. The two-story onewindow operations building covers an area of 1,230 sqm. The single-story
substation building covers an area of 120 sqm. NESPAK has been associated
with this project since 2006 and its scope of services included engineering
design, preparation of bidding documents and resident construction
supervision.

The aim of this project was to construct the campus of BISE in


Rawalpindi, keeping in mind the standards and time frame set by the client

3. DESCRIPTION & SELECTION OF PROJECT


Description:
Board of Intermediate and Secondary Education Rawalpindi intends to
construct their Campus in Rawalpindi comprising a multi-story, concrete
framed structure building having an approximate area of 325,000 sq. ft. with
basement, ground and five upper floors.

The Works comprise Construction of civil, architectural, internal water


supply, sewerage, drainage system, electrical works and related ancillary
works lying within the lines, boundaries and limits shown on the drawings
and any such additional areas adjacent therein as may be designated by the
engineer from time to time for construction to be performed under the
contract, and all such areas and additional areas shall be comprised in the
site.

Alternatives:
The alternative were other builders who applied for the construction
but were rejected by the client and the highest bidder was selected for the
construction of BISE Rawalpindi.
Model applied for selection:
The government standards were taken as a selection criteria. The
builder who complied with all the standards was selected also keeping in
mind their past projects & their quality of construction.

4. ORGANIZATION & MANAGEMENT FOR PROJECT


FORMULATION

Identification of resources and their availability:


A list of all the approved supplies as well as producers was provided by
the client, so by keeping that as a standard the materials were bought from
them. If there was shortage from one supplier another was available to fill
that gap which helped to keep the project on time and deadlines to be met.
Also the builder is sufficiently well equipped in term on plant & maintenance
equipment, including transport.

Uni Build Associates (Pvt) Ltd is a Contracting Company capable of
undertaking mega Construction Projects especially Residential, Commercial

and facilities which can enable the Company to complete every project
within the stipulate period and within allocated budget. During last 23 years
the company has achieved a high profile and completed most of the projects
ahead of time.

FINANCIAL PLAN, BUDGETING AND THE FINANCIAL


ARRANGEMENT
Below is given the cost summary of allocation of budget. The finance
was provided by client in six phases based on the progress of project.

Special Stipulations:

Engineers authority to issue variation in emergency: 2% of contract

price
Amount of performance security: 10% of contract price
Minimum amount of third party insurance: Rs. 500,000 per occurrence

with number of occurrences unlimited


Percentage of retention money: 5% of the amount of interim certificate.
Limit of retention money: 5% of contract price
Minimum amount of interim payment certificates (running bills): Rs. 15

million
Mobilization advance: 10% of contract price.

Contingency Planning:

Raining: in case of raining, as its frequent problem with construction


project specially in twin cities, the builder had large plastic sheet to
protect the work under construction.

Power shortage: power shortage is also a frequent problem, for


which generators were available on standby.

5. PROJECT IMPLEMENTATION PLAN

A- Mobilization:
Site Office Facilities:

Temporary site office shall be established at site within 10 days

after receipt of letter of acceptance and possession of site


Engineers office with all facilities shall be established as per
contract, within one month time till such temporary office shall

be setup at site or in the near vicinity.


Contractor site office with all allied facilities will be constructed
within one month time.

Establishment of Site Workshops and Stores:

For smooth running of the project, the capacity of the following


workshop and store shall be established at the site to meet the
requirement as per schedule
Site stores
Equipment maintenance workshop
M.S bar cutting and bending shop
Construction Equipment and Machinery:
All the essential machineries and equipments required for earthwork,
production, transportation and surveying equipments etc. will be mobilized
at site within 2 weeks and other tools and plants within 4 weeks after receipt
of letter of commencement of work and as and when required for proper
execution of work.

C- Project Execution:
The project manager will be responsible for overall execution of the

D- Earth Work

Excavation:
After survey and layout excavation will be done mechanically.

Sufficient machinery will be deployed to complete the excavation job in the


schedule of time.

Backfilling/Filling:
Backfilling of trenches will also be done in specified layers

followed by compaction with Vibratory Plate Compactors to achieve the


specified degree of compaction.

E- Block Masonry

Procurement of Blocks:
Blocks will be procured from local market from approved source.

Arrangement shall be made with different approved sources to ensure


efficient supply of blocks.

F- Laying Of Block Masonry


Block masonry will be laid for which separate group of mason and labor
shall be deployed to complete the job within the schedule period.

G- Formwork and Scaffolding


Steel shuttering plates and marine ply will be issued as framework
resting on wood battens supported on M.S tubular scaffolding.
Sufficient shuttering and scaffolding are available with us. Some new
quantity will be added to suit the specific sizes.

H- Concrete Production & Placing:

Production of Concrete:

Production of this quantity shall be done with batching plant. Smaller


quantities shall produce

by ordinary concrete mixers

Transportation:
The concrete will be transported to site by tippers (mini dumpers) /

transit mixers / labor.

Placing and Compacting / Vibrating of Concrete:


Concrete will be placed at locations for beams, slabs etc with bucket

and crane/hoist or labor

and will be compacted with needle vibrators

shafts.

I- Wooden Door Shutters and Metal Door Frames and Windows:


Door shutter will be fabricated at woodwork shop established at site.
Similarly all the door

frames and windows etc. shall be fabricated in

fabrication shop.

J- Other Finishing Items:


Other finishing items will be carried out by manual labor or equipment
whenever necessary. The work will be completed with best workmanship
using specified materials within the time frame as per construction schedule.

K- Electrical and Plumping Works


All the electrical and plumbing works shall be carried out progressively
with the civil works by providing conduits and other embeddings to avoid
unnecessary cutting and repairs etc. like civil works, independent team of
workers shall be deployed in coordinated manner so that the progress should
not hamper at any stage

Deliverables & deadlines:


1. Time for completion:
728 days (2yrs) for Works from data of receipt of Engineers
Notice of Commence.
2. Amount of Liquidated Damages:
One tenth of one percent (0.10%) of the contract price for each
day of delay in completion of the Works subject to maximum of 10% of
contract price stated in letter of acceptance.
3. Defects liability period:
364 days from the effective date of taking over certificates.
