Dear Participants,
Let me welcome you to the 4th edition of the
Rotaract Global Model United Nations, hosted
by the Rotaract Club Sofia-Serdika in the
beautiful capital of Bulgaria. After long
preparations, we shall at last gather to discuss
challenges international community is faced
with nowadays and shall try to propose
constructive solutions to them. I do hope that
our Conference will help you grow both
personally and professionally and I am positive
that the whole experience will leave you
enriched with valuable knowledge and skills as
well as new friendships.

2. INTRODUCTION
There are some general guidelines that all participants should be aware of:
1. English is the official language of RotaractMUN 2016. All conference meeting discussions
will be held in English. Please only use English during the RotaractMUN conference and social
activities.
2. During RotaractMUN conference the dress code is formal at all times (during the
committee sessions, opening and closing ceremonies, welcome dinner and closing dinner).
This means suit and tie for men and elegant dresses/skirts/pants for women this includes
women suits as well. All RotaractMUN participants have to respect this dress code otherwise
participants are not allowed to participate at conference meetings.
3. The RotaractMUN conference has a set of procedural rules that will have to be known and
respected by all participants. These can be found under the name RotaractMUN 2016 Rules of
Procedure. Please read them before in order to get accustomed with the procedural
elements during the RotaractMUN committee sessions. In addition, please read the
guidelines for the committee sessions and resolution writing found in this handbook.
4. Please be aware of the schedule and respect the timetable so that the conference
can develop as planned.
5. All RotaractMUN activities are mandatory and skipping them would go against the
purpose of your participation.
6. All participants will receive a welcome package during their first day at RotaractMUN. This
will include all the necessary tools needed during the committee sessions.
7. Always respect your fellow delegates during the committee sessions, the chairs and the rest
of the RotaractMUN staff.
8. Do not hesitate to ask for help and guidance when needed, the RotaractMUN team will do
its best to help you.
9. Make RotaractMUN a long lasting experience, for you and for the others by actively
participating and contributing during your stay in Sofia.

3. SOFIA EUROPEAN CAPITAL OF SPORT 2018


The city has a population of 1.26 million, while over 1.5 million people live in its functional
urban area. The city is located at the foot of Vitosha Mountain in the western part of the country,
within less than 50 kilometres (31 mi) drive from the Serbian border. Its location in the centre of the
Balkan peninsula means that it is the midway between the Black Sea and the Adriatic Sea, whereas
the Aegean Sea is the closest to it.
Sofia has been an area of human habitation since at least 7000 BCE.[3] Being Bulgaria's primate
city, Sofia is a hometown of many of the major local universities, cultural institutions and commercial
companies.[11] Sofia is one of the top 10 best places for start-up business in the world, especially in IT
technologies.[12] Sofia is Europe's most affordable capital to visit as of 2013

Important to know!
Smoking is prohibited in closed public places and the control is very strict! There are non-smoking
restaurants and caffeterias, also places with both smoking and non-smoking areas. Respect the nonsmoking restrictions!

Essential information
Sofia International Airport is located 10km from Sofia downtown. There are shuttles running
between the two terminals every 30 minutes.
Sofa Airport and they city centre. The journey takes approximately 20-30 minutes by the subway and
goes directly to Airport terminal 2.

Transportation in Sofia
Sofia has very developed public transport, including tramways, trolleybuses, busses, multiply taxies
and one of the newest subway lines in Europe. For every public transport in the city, youll need
ticket (bilet in Bulgarian), which costs 1.60 BGN (0.80 EUR) and can be bought in any kiosk or
newsagent or from the bus driver. Warning: Control in public transport is very strict and the fine is 40
BGN!

Shopping
Practically in Sofia, you can buy whatever you want, because prices are pretty much acceptable and
quantity is high. Most expensive place in the city is Vitosha boulevard, where are located boutiques
and shops of most of the world brands. Other similar streets are Alabin and Graf Ignatiev, Lege,
Saborna near Vitosha.
Also in Sofia are located numerous shopping centers Paradise Centre (2 stops away with the subway),
Bulgaria Mall, City Center Sofia (infront of the hotel), Mall of Sofia, Serdika Center and TZUM. Markets
on streets in the east part of the city are cheaper. Large markets, some kiosks on main streets and
most of pharmacies are working on weekends and even 24h/day.
Food and drinks, also with very good quantity and great variety of products are sold in many places in
the center of the city and around, in small markets or in large supermarkets. The hygienic control of
foods and drinks is strict, so you always get fresh products and dont have to feel uncomfortable of
buying ice cream, drink or similar from a stall on the street. You can buy alcohol and cigarettes in
mentioned markets, also in specialized kiosks.

If the hustle of the market is more your thing, around the Alexander Nevski Church you will find all
manner of antique and craft stalls selling everything from religious icons to lace doilies.

The Womens market on Stefan Stambolov Boulevard, which is probably the most popular market in
Sofia that sells all manner of goods. Check out the verity of fruits, vegetables, cheese and much

The Book market in Slaveikov square is has been here for more than 100 years. Here you will find many
interesting books and lovely cafes and restaurants around.

Sofia Tech Park


The main goal of the state owned project is to boost the development of research, innovation and
technological capabilities of Bulgaria through implementing different projects. The park is expected to
become a prestigious location for national, regional and global researchers and innovative companies,
showing examples of a knowledge based economy in Bulgaria and the Balkans region.

Walking Tours
One of the best ways to see the city upon your arrival is to join in on a fun walking tour! This will allow
you to meet other travelers like yourself, gain a better feel for the city and what makes it so incredibly
unique, and have a chance to visit some of the best spots as shown by locals.

Marvel at the Architecture


One of the first things you will notice about Sofia is the fact that it is chockfull of massive, ancient, and
stunning architectural buildings throughout its many city streets. Some important ones you wont want
to miss include Cathedral Saint Alexander Nevski, Saint Nikolas Russian Church, and Boyana Church.

Explore Vitosha Mountain


When you have had your fair share of wandering about the city, escape the hustle and bustle just
minutes outside the city center to the gorgeous Vitosha Mountain. Surround yourself with nature and
partake in one of the many fun outdoor activities available there such as horseback riding, skiing, and
hiking!

Wander the Museums


As a place with so much history and culture, you are not going to want to leave Sofia without exploring
at least a little bit of what makes this city and its country so great. Be sure you pay a visit to the National
Museum of History, the National Institute of Archaeology, and the National Museum of Military
History.

Discover the Parks


Amidst all of that constant sight seeing and running about, sometimes it is nice to simply take a
leisurely stroll through a beautiful garden; and fortunately, Sofia has plenty of them! The three most
popular ones worth checking out include the park at the Military Academy, Borisova Gradina Park, and
Yuzhen Park.

5. ROTARACT GLOBAL MODEL UNITED NATIONS


Model United Nations, commonly known as MUN, is a simulation of the United Nations. In
this simulation participants (students and young professionals) take on the roles of foreign
diplomats and debate contemporary international matters. Depending on the UN body he or
she is assigned to this can vary from a military crisis or human rights abuses to climate change.
By discussing these issues from the point of view of a country representative a participant will
learn many lessons. Besides broadening ones knowledge of the UN in general and of the topics
that are discussed in the preparations and the sessions, participants will also develop skills
such as public speaking, lobbying and dealing with the press. This practical experience gives a
good understanding of the way decisions are made in the international political arena.
Besides these substantive advantages an MUN conference also offers some great social
benefits. Participants will have the opportunity to socialize with students from many different
cultural and academic backgrounds. Both the committee sessions and the evening program
ensure this, giving students a chance to expand their international network.
It is the combination of these academic, professional and social skills that make MUN
conferences an opportunity for participants to partake in an experience that will last them a
lifetime.
VISION
By simulating the United Nations, we encourage knowledge of international affairs, research,
understanding of parliamentary procedures, analytical reasoning, problem solving, professionalism in
negotiation, oral and written presentation of ideas, etc. By working together as a team, drawing from
the past and present, we are preparing youth for the future and we empower them to be a part of
decision making at all levels.
Rotaract Global Model United Nations transcends from a mere simulation to an actual youth
decision-making process. It goes beyond a simple conference and ensure that the outcomes of your
discussions and debates are presented, edited and transmitted in a clear and concise manner to the
regional and international decision-making bodies (such the UN and EU) and the world at large.
Through this novel and innovative approach, Rotaract Global Model United Nations brings a new
vision to the MUN Network and to the other conferences of this type.
MISSION
Our mission is to promote and encourage awareness, understanding, tolerance and acceptance of
different people, cultures, beliefs and attitudes by organizing, sponsoring and promoting Model
United Nations conferences and other international events. We believe that peoples involvement at
all levels of decision making (local, national and global) is essential in order to achieve the goals of
the United Nations.
Together we are building an international Youth Decision Making Body where the voice of youth is
heard worldwide.

7. RULES OF PROCEDURE
GENERAL RULES
1. LANGUAGE
English is the official language of the Rotaract Global Model United Nations. A Delegate wishing
to speak in an official language where simultaneous interpretation is not provided will be required
to provide his or her own translation.
2. DIPLOMATIC COURTESY
During the formal sessions, all Delegates are requested to exercise diplomatic courtesy while
addressing other Delegates, the Chairs, the members of the Secretariat and/ or the members of the
staff. Respect is the key at all times; all Delegates represent countries in the committee
and disrespectful attitude constitutes an insult towards an entire nation they represent.
The Chairs reserve the right to address diplomatic warnings towards the Delegates who do not follow
the aforementioned guidelines and the rules of procedure and take appropriate measures such as
temporary limiting the speaking rights of the Delegate in breach of Rules or even temporarily expelling
such a Delegate from the session.
3. DRESS CODE
A formal, western style, dress code is required. For male Delegates a suit and tie is obligatory and
for female Delegates no revealing outfits are allowed. Informal clothing, such as jeans and
trainers, also traditional or religious outfits are out of order. The Secretariat reserves the right to expel
a Delegate due to his or her dress code.
4. ETIQUETTE DURING SPEECHES
All speeches during the committee sessions need to be delivered in formal language. Typically,
Delegates will start by thanking the Chairpersons for granting the floor to speak, before moving on to
provide the speech. They also refer to themselves in the third person. This is because making
statements in 1st person singular (e.g using words - I or me) would imply that it is the speakers
personal opinion, which it is not during the committee sessions. They represent their country, their
government specifically. They will therefore refer to themselves by the name of their assigned
country (speaking in 1st person plural, e.g. using the word - we, is in order; or speaking in 3rd person
singual, e.g. The Peoples Republic of China believes that []). The same applies to addressing fellow
Delegates (e.g. The United States of America does not agree with Chile. Addressing fellow Delegates
directly is not allowed, e.g. The United States of America does not agree with you/him)

5. NOTE-PASSING
During sessions, Delegates and Chairpersons may pass notes to one another while in formal
debate or moderated caucus. Notes can be used for questions, asking support or coordinating
your negotiation strategies. During sessions there may be note-passers present to deliver the
notes to the addressee(s). Note-passing shall be strictly for diplomatic purposes only.
The Chairpersons reserve the right to read notes or suspend note-passing when they deem it
necessary.

THE BOARD
6. CHAIRPERSONS
The Chairpersons shall preside over the committee and ensure its good functioning. They shall directly
supervise works of the Committee and, inter alia, declare opening and closure of each Committee
session, open the floor for points and motions, grant the floor for Delegates to speak, moderate causes,
manage distribution of Committee documents (working papers, Draft Resolution, Resolutions) as well
as maintain order in the Committee. The Chairpersons are responsible for ensuring observance of
these Rules of Procedure in the Committee and to answer all questions regarding Committee
proceedings (upon the point of parliamentary inquiry being raised by a Delegate; asking a Chair or the
Secretary-General during breaks about the way to correctly proceed under the Rules of Procedure shall
also be in order).
7. OBSERVERS
Observers shall have the same rights as the Delegates of the Committee with exception to voting
on substantial matters. They should vote on procedural matters but they do NOT have the right
to vote on substantial matters.
8. INTERPRETATION OF THE RULES
The Chairpersons and the Secretary-General reserve the right to provide binding interpretation
of these Rules of Procedure. The interpretation by the Secretary-General shall prevail.
A rule of procedure may be amended and/or a new rule of procedure may be introduced on the motion
of the Chairpersons of the given Committee and upon the consent of the Secretary-General.

PARLIAMENTARY PROCEDURE
9. QUORUM
During the first session of the Conference, the Chairpersons shall establish the number of the present
Delegates. This established number shall be the reference point for establishing quorum at further
stages of the debate.
The debate in any Committee may not commence unless at least (half) of the Committees Delegates
number (as established during the first session of the Conference) or at least 6 Delegates are present
in the Committee room.
The quorum is verified by means of a roll-call. The Chairpersons conduct a roll-call to establish
the quorum at the beginning of the first session on each Conference day. Conducting a roll-call
is otherwise not necessary unless the Chairpersons decide to conduct it at their discretion or a motion
to conduct a roll-call to challenge the quorum is raised by any of the present Delegates.
10. PRESENCE AND ROLL CALL
A Delegate is deemed present when they have declared their presence during a roll-call vote.
If a Delegate joins the session or leaves the Committee room without the Chairpersons consent
(a Delegate should raise point of personal privilege first), such a Delegate has to submit to the
chairpersons a note stating their presence. Otherwise, even if physically present in the Committee
room such a Delegate is deemed absent and may neither speak nor raise points and motions in the
debate.
When a roll-call is being conducted the Chairperson call upon each Delegate in English alphabetical
order of their assigned country. When called upon, each Delegate shall raise their placards and state
either Present or Present and Voting. Delegates who stated Present and Voting may not abstain
during voting on substantial matters.
11. RECOGNITION
A Delegate may only address the Council if he or she has been recognized by the Chairs.
12. INTERRUPTION
A Delegate may NOT interrupt another Speaker unless he/she wants to point out that the Speaker
cannot be heard clearly. In such a case, the Chairpersons should ask the Speaker to speak louder and/or
to repeat what may have not been heard.
13. PROCEDURAL MATTERS

Procedural matters are all those that are related to the structure of the Council session as defined in
the present rules of procedure. No Delegate may abstain while voting upon a procedural matter.
A motion on procedural matters requires a simple majority (50% + 1) to pass.
14. SUBSTANTIAL MATTERS
All matters that are not procedural are substantial matters. A motion on substantial matters requires
a qualified majority to pass (a 2/3 majority shall apply).

AGENDA
15. MOTION TO SET THE AGENDA
Upon establishing the Quorum, a motion to set the agenda is in order. While stating the motion, the
Delegate should indicate which of the two topics they would like to have discussed first. Upon the
motion being raised the Chairpersons will entertain an equal number of speakers in favour and
against the proposed topic being discussed first. The time of each speech is to be set at the discretion
of the Chairpersons and adjusted to the total number of speakers.
Upon hearing all the speeches, the Committee will move on directly to voting on setting the agenda.
The motion requires a simple majority passes. If the motion does not receive 50% + 1 votes in favour,
the other topic shall be discussed first.
16. OPENING SPEECHES
Upon the agenda being set, a round of opening speeches shall be entertained. The Chairpersons shall
call upon each Delegate to provide an opening speech regarding their assigned countrys standpoint
towards the discussed topic. The time for each opening speech shall be set at 90 seconds. The text
prepared as for the Position Papers may be well used for this purpose. There are no yields during the
opening speeches. Upon all opening speeches being delivered, the General Speakers List shall
be opened by the Chairpersons.
17. SPEAKERS LIST
Upon setting the agenda, and having heard all the opening speeches, the Chairpersons shall
automatically open the Speakers List.
The Chairpersons shall keep the Speakers List, which determines the order of speeches. A Delegate
may request to have their country added to the Speakers List by raising their placard or by setting
their placard vertically on the table.
If circumstances do not allow to clearly determine which Delegate has raised their placard first, the
Chairperson shall decide the order of the Speakers List by taking into account considerations of equity
and the good functioning of the committee.

A Delegate which has already been added to the Speakers List cannot be added again until they have
delivered their speech.
There have to be speakers on the Speakers List at all times. Lack of speakers on the Speakers List
automatically closes the debate and enters the Committee into the voting procedure even without any
Draft Resolution having been introduced.
18. MOTION TO CHANGE THE SPEAKING TIME
When providing speeches based on the Speakers List each Delegate shall be allotted 90 seconds per
speech. However, each Delegate may motion to change the speaking time. The motion requires
a simple majority to pass. The Chairpersons may rule it out at their discretion but shall explain their
decision.
19. YIELDS
Yields may take place ONLY during formal debate (when speaking based on the Speakers List; there
are no yields during a moderated caucus). A Speaker who has not spoken for the whole duration of the
time allotted to him, may yield the remaining time to:
TO ANOTHER DELEGATE in which case the Chairperson asks the indicated Delegate whether they
accept the yield and would like to speak for the remaining time. If the indicated Delegate does not
accept the yield, the remaining speaking time lapses.
TO QUESTIONS in which case other Delegates will have opportunity to ask questions to the speaking
Delegate. The remaining speaking time flows only while the speaking Delegate is answering questions
and not while questions are being stated. Delegates that wish to ask questions will raise their placards
and the Chairs may recognize them upon their discretion. Rhetorical questions or comments are not
in order.
BACK TO THE CHAIRS A Delegate may yield his/her remaining time back to the Chairpersons which
means that the Delegate wishes for his remaining speaking time to lapse.

POINTS
20. POINT OF PERSONAL PRIVILEGE
A Delegate may rise to a Point of Personal Privilege if an external factor, irrelevant with the
substance of the speech, impairs the Delegates ability to participate in the session. Point of personal
privilege shall be entertained in a way that does not disrupt a Speaker (e.g. if a Delegate wishes to
leave the room for the bathroom while another Delegate is speaking, the former one may submit the
Point of Personal Privilege to the Chairpersons in writing on an available piece of paper)
21. POINT OF PARLIAMENTARY INQUIRY

A Delegate shall rise to a Point of Parliamentary Inquiry if he/she has an inquiry regarding the Rules of
Procedure and requests an explanation from the Chairpersons. This point may NOT interrupt
the Speaker.
22. POINT OF ORDER
A Delegate may rise to a Point of Order if there procedure is not properly followed by a Delegate or by
the Chairpersons. The Chair will rule on the validity of the point immediately without possibility to
appeal. The Delegate rising to a Point of Order may NOT comment on the substance
of a speech or the topic under discussion. This Point may NOT interrupt the speaker.
If a Delegate or a Chairperson makes a mistake contrary to the Rules of Procedure, the Committee
shall proceed undisturbed unless a point of order is raised or the Chairpersons decide to correct
the mistake at their discretion.
23. RIGHT OF REPLY
A Delegate may rise to a Right of Reply when they feel that their national or personal integrity
has been impugned. The insult must be clear and the Chairs will recognize the Right of Reply at their
discretion. Simple disagreement with the content of the speech does not qualify for a Right of Reply.
This Point may NOT interrupt the Speaker but it should be addressed the moment he/she
finished his/her speech. There can be no Right of Reply to a Right of Reply.
The Right of Reply may also be raised during a moderated caucus. It shall then be exercised without
impact on the duration of the moderated caucus.

MOTIONS
24. SECONDS AND OBJECTIONS
When a Delegate proposes a Motion, the Chairs shall ask for seconds to the proposed motion.
A second to a motion shows the Delegates support for the proposed motion. All delegates wishing to
second a motion will have to raise their placards. If there are no seconds to a motion, it automatically
fails. If there are seconds, the Chairpersons shall ask for objections. All delegates wishing the
proposed motion not to be accepted shall raise their placards. If there are no objections, the motion
automatically passes. If there are objections, the Chairs will entertain a voting on the motion
accordingly.
25. MOTION FOR A MODERATED CAUCUS
A delegate may motion for a moderated caucus in order to discuss a more particular
issue of the topic under discussion. When raising the motion, the Delegate must indicate: topic of the
proposed caucus, the total duration of the caucus as well as the individual speakers time.
The motion requires a simple majority to pass.

The Chairpersons may, at their discretion, suggest a correction of the proposed total duration
or the individual speakers time as seen fit to ensure a good time management of the debate. If the
motion passes, the Chairpersons shall each time ask who would like to take the floor to speak and
shall recognize upon their discretion Delegates one Delegate at the time from those who have raised
their placards.
26. MOTION FOR AN UNMODERATED CAUCUS
If the Chairpersons and the Delegates feel they have discussed all the basic aspects of the topic by
means of a formal debate (Speakers List and moderated caucuses), it is in order to raise a motion for
an unmoderated caucus. An unmoderated caucus is typically used to facilitate negotiations by means
of an informal discussions as well as to coordinate drafting/merging of draft resolutions.
The Delegate raising the motion shall specify the total duration of the caucus and its purpose.
The Chairs may suggest an alteration of the caucus length or topic, or rule that an Unmoderated
Caucus is not in order at this particular time, without possibility of appeal.
27. MOTION FOR EXTENSION OF A CAUCUS
A Delegate may propose a motion to extend the previous (un)moderated caucus when they feel
that the debate within the previous caucus has been fruitful and the Committee needs more time to
discuss the previous sub-topic. A motion to extend the previous (un)moderated caucus should be
raised directly after the previous caucus has lapsed and when the floor is open for points and motions.
The Delegate should state only the total duration of the extension, which in any case may not exceed
the total duration of the initial caucus (the purpose of the caucus and the individual speakers time,
if applicable, remain the same).
The Chairpersons may allow up to 2 extensions of the same caucus if they see the discussion within
the caucus to have been a fruitful one.
28. MOTION TO TABLE DEBATE ON A TOPIC
A Delegate may motion to table the debate on the currently discussed topic and move to another
topic without voting on any draft resolutions on the floor. Such a motion shall be in order only upon
consent of the Chairpersons who should firstly consult the Secretary-General on the proposed motion.
Upon the motion being in order, one (1) Delegate shall speak in favor of the motion and one (1)
Delegate should speak against it. Upon hearing both speeches, the Committee will move on directly to
voting on tabling the current topic. The motion requires a qualified majority (2/3) to pass.
The motion to table the debate on the currently discussed topic may then also be used to return to
the previously discussed topic. The above procedure shall apply accordingly.
29. CLOSURE OF THE DEBATE

When at least one draft resolution has been introduced a Delegate may motion for closure
of the Debate. The Chairpersons may rule the motion out at their discretion.
Upon the motion being raised and being in order the Chairpersons will entertain an equal number of
speakers in favour and against closure of the debate. The time of each speech is to be set at the
discretion of the Chairpersons and adjusted to the total number of speakers.
Upon hearing all the speeches, the Committee will move on directly to voting on closure of the debate.
The motion requires a qualified majority (2/3) to pass. If the motion passes, the debate on the
discussed topic shall come to an end and the Committee shall enter the voting procedure.
Closure of the debate marks the deadline until which Draft Resolutions and Amendments to them may
be introduced.
30. MOTION TO SUSPEND THE SESSION
Whenever there is a break supposed to commence according to the Conference schedule or otherwise,
a motion to suspend the session shall be in order. The motion apply both for suspending the session
throughout the Conference day as well as to suspend the session until the next Conference day.
The Chairpersons may suspend the session at their discretion whenever they find it necessary, inter
alia, to make an informal statement to the Committee, to let a guest speak or to suspend the session
for a break or for the day.
31. MOTION TO ADJOURN THE MEETING
At the end of the last session of the Conference, a Delegate may propose a motion to adjourn the
meeting, what ceases permanently all Committee activities and formally ends the Committees works
at the Conference. The motion requires a qualified majority (2/3) to pass. If the motion passes,
the Committee shall cease all its activities until the next edition of the Rotaract Global MUN.

RESOLUTIONS AND AMENDMENTS


32. WORKING PAPER
A Working paper is an informal document used by the Committee in order to build a background
for a possible Draft Resolution. A working paper has a free format and should be submitted to the
Chairpersons by agreed means. The Chairpersons shall check whether the possible Working Paper has
enough content for it to be discussed by the Committee. Should that be the case, the Chairpersons
automatically give the Working Paper a number and announce its introduction to the Committee.
There is no obligation to discuss a Working Paper. However, most typically, the Delegate submitting
a Working Paper motions for a moderated caucus to discuss the Working Paper. Otherwise, upon being
introduced, the Working Paper can officially be referred to in formal and informal discussions.
A Working Paper may be submitted by an individual or a group of Delegates.

33. DRAFT RESOLUTIONS


The Draft Resolution is a document meeting all the Resolution formatting requirements and having
enough content to become a Resolution. It can be either a previous Working or a wholly new document
meeting the above requirements.
A possible Draft Resolution has to be approved by the Chairpersons and the Secretary-General as well
requires signatures of at least three (3) Delegates, of which a maximum of (3) can be sponsors, before
it may be introduced. If a possible Draft Resolution is approved, a motion to introduce the Draft
Resolution shall be in order.
If the motion is raised, the Chairpersons shall grant the sponsors of the possible Draft Resolution
3 minutes to advocate for the introduction of the possible Draft Resolution. Directly after the speeches
of the sponsors, the Committee shall vote upon introduction of the possible Draft Resolution.
This motion requires a simple majority to pass.
If the motion passes, the Chairpersons assign the Draft Resolution a number and announce
its introduction to the Committee. From that point onwards, Amendments to the Draft Resolution are
in order. In case of closure of the debate, an introduced Draft Resolution shall automatically become
a subject to voting on adoption of a Resolution.
34. WITHDRAWAL OF A DRAFT RESOLUTION
A Draft Resolution may be withdrawn if so decided by all its sponsors at any time before
the motion for closure of the debate passes.
35. RESOLUTIONS
A Draft Resolution that has been put to vote and adopted during the voting procedure is referred
to as Resolution.
36. SPONSORS
Sponsors are recognized as the main contributor to a Draft Resolution. There may be a maximum
of three (3) sponsors to each Draft Resolution. Support of each sponsor of a Draft Resolution
is necessary to introduce a friendly Amendment to it. Furthermore, sponsors of a Draft Resolution are
supposed to vote in favour of its adoption as a Resolution unless an unfriendly Amendment has been
introduced to their Draft Resolution.
37. SIGNATORIES
Signatories are Delegates who are not sponsors of a given (possible) Draft Resolution but would like to
have it discussed by the Committee. Signatories may vote against adoption of a Draft Resolution.

38. AMENDMENTS
An amendment may revise, add or strike out a clause or a group of clauses of a Draft Resolution.
Amendments may be submitted after a Draft Resolution has been introduced and before a motion for
closure of the debate passes. Amendments shall be submitted in writing to the Chairpersons by means
agreed with them. The Chairpersons may, however, set a different deadline for submission
of Amendments to ensure good functioning of the Committee. An Amendment is introduced by means
of a motion to introduce a (un)friendly Amendment and following respective procedure.
An Amendment may be submitted by an individual or a group of Delegates.
Perambulatory clauses may be amended only by means of a friendly amendment. Grammatical,
spelling and formatting errors in the Draft Resolution shall automatically corrected
by the Chairpersons.
39. FRIENDLY AMENDMENTS
An Amendment is considered friendly if it is submitted or approved by of all sponsors of the given
Draft Resolution. Friendly Amendments are incorporated immediately into the Draft Resolution
without being voted upon.
40. UNFRIENDLY AMENDMENTS
An Amendments not approved by at least one of the sponsors is considered unfriendly.
If an unfriendly Amendment is submitted, the Chairpersons shall read its content loud to the
Committee. After the unfriendly Amendment being read out loud, the Committee shall proceed
to vote on its introduction. The motion to introduce an unfriendly Amendment require a simple
majority to pass.
An introduced unfriendly Amendment shall be voted upon in the voting procedure before voting
on adoption of the given Draft Resolution. An introduced unfriendly Amendment is not incorporated
in the given Draft Resolution yet.
Amendments to Unfriendly Amendments are out of order.
41. WITHDRAWAL OF AMENDMENTS
The Sponsor may withdraw an Amendment before its integration in the Draft Resolution.

VOTING PROCEDURE
42. CLOSED DOOR SESSION
When a motion for closure of the debate passes or the Speakers List lapses, the Committee shall enter
into the voting procedure. All the introduced Amendments and Draft Resolutions shall be put to vote.

Upon the Chairpersons announcing the Committee entering voting procedure, note passing is
suspended and no entering or exiting the room shall be allowed (unless there is an emergency).
Journalists, Observers and Advisors shall are requested to exit the room and only members of the
Administrative Staff may remain in room, if the Chairpersons deem it necessary. The Secretary-General
may enter and exit the room during the voting procedure.
All the electronical devices with exception of those used by the Chairpersons
and the Secretary-General shall be switched off for the duration of the voting procedure.
43. ORDER OF VOTING
Amendments shall be voted upon before the Draft Resolutions. Amendments shall be voted upon
in order established according to their disruptiveness. Draft Resolutions shall be voted upon in order
of their adoption.
44. ROLL CALL VOTE
This Motion is automatically accepted unless the Chairpersons rule it is not in order. The Chairs will
then call each countrys name individually and the Delegate shall state his/her vote.

45. MOTION TO DIVIDE THE QUESTION


A Delegate may rise to a motion to divide the question in order to divide the vote on operative clauses
of a Draft Resolution (divide the operative clauses into groups to be voted upon separately or even to
vote clause by clause). The motion may be raised at the beginning of the voting procedure and the
Delegate must specify the way he/she wished the operative clauses to be divided. Only one motion
to divide the question may pass with regard to the same Draft Resolution.
This motion requires a simple majority to pass. If the motion passes, the subsequent shall be
considered dilatory and will not be voted upon. If the motion passes, the divided groups of operative
clauses will be voted upon separately during the final voting of the Draft Resolution and in case
of failure, they will be removed accordingly.
A motion to vote clause by clause shall be considered most disruptive.

46. PASSING
During the Roll Call Vote, a Delegate may choose to pass in which case he/she will be placed
at the bottom of the voting list and shall state his/her vote at the end. A Delegate who has passed once
may not pass again, may not abstain.
47. VOTING WITH RIGHTS
A Delegate may vote with Rights if he/she wishes to explain his/her vote after voting. After the
voting procedure is over, the Chairs will give the opportunity to the Delegates that have voted
with Rights to explain their vote.
48. ORDER OF PRECEDENCE AND DISTRUPTIVENESS
Points and Motions shall be considered according to the order of precedence set below as well as their
level of disruptiveness to the Session. The level of disruptiveness is at the discretion
of the Chairpersons.

SPECIAL RULES APPLICABLE TO THE SECURITY COUNCIL


49. VOTING
Each member of the Security Council shall have one vote.
Decisions of the Security Council on procedural matters shall be made by an affirmative vote of the
simple majority of its members.
Decisions of the Security Council on all other matters shall be made by an affirmative vote of nine
members including the concurring votes of the permanent members; provided that, in decisions under
Chapter VI of the United Nations Charter, and under paragraph 3 of Article 52 thereof, a party to a
dispute shall abstain from voting.
Should the number of present Delegates equal less than 13 Delegates, decisions of the Security Council
on all other matters shall be made by an affirmative vote of a qualified majority (2/3) of its members
including the concurring votes of the permanent members.
50. Actions under Chapter VII of the UN Charter
Upon recognizing a threat to international peace and security, the Security Council may act
accordingly, including instruments provided by Chapter VII of the United Nations Charter.
The Security Council may decide what measures not involving the use of armed force are to be
employed to give effect to its decisions, and it may call upon the Members of the United Nations to
apply such measures. These may include complete or partial interruption of economic relations and
of rail, sea, air, postal, telegraphic, radio, and other means of communication, and the severance of
diplomatic relations. (Article 41 of the United Nations Charter).
Should the Security Council consider that measures provided for in Paragraph 2 would be inadequate
or have proved to be inadequate, it may take action by air, sea, or land forces as may be necessary to
maintain or restore international peace and security. Such action may include demonstrations,
blockade, and other operations by air, sea, or land forces of Members of the United Nations that
remains within competence of the Security Council. (Article 42 of the United Nations Charter).
An action as described in Paragraphs 2 and 3 may only be initiated by adoption of a Security Council
Resolution.
51. PRESIDENTIAL STATEMENT
The Security Council may choose to issue a Presidential Statement on issues not warranting
a Resolution.

The veto power does not apply while voting on a Presidential Statement. Unlike a Resolution,
a Presidential Statement is not legally binding and shall be used to express political concerns of the
Council.
52. A P5 MEETING
A Permanent Member of the Security Council may raise the Motion for a Permanent Members
Meeting, allowing the 5 Permanent Members to temporarily debate on an issue under consideration
of the Council only among themselves. The Representative raising the Motion shall state whether the
meeting shall take place in or outside the Committee room as well as specify the overall time of the
meeting. This motion requires at least one second from another Permanent Member and may be
granted at the discretion of Chairpersons.
