NOTICE FOR EXPRESSION OF INTEREST

RDSO is the sole Research, Designs & Standards Organisation of Indian Railways,
dedicated to create & adopt technology solutions for Indian Railways. Telecom Directorate of
RDSO is dealing with design and development of telecom systems/items.

Ministry of Railways, Research, Design & Standards Organisation (RDSO), Lucknow is


interested in developing specification for:

1. Integrated Communication System In Tunnels.

Firms who have enough experience and capability in the field and have ISO certificate
and are interested in developing the specification are requested to see the details on the
RDSOs website http://www.rdso.indianrailways.gov.in/ or contact Director/Tele-II, RDSO,
Lucknow on 0522-2465755 / dtele2rdso@gmail.com / dtele2@rdso.railnet.gov.in on any
working day for further details. The firms are requested to submit the details in the prescribed
format latest by 25th December 2016 to Director/Tele-II, Room No. 225, Telecom Directorate,

Integrated Communication System in Tunnels
Functional Requirement Specification
Scope:
Indian Railway has provided various size of tunnels on IR network of varying lengths. These
tunnels can broadly be categorized in two categories i.e. tunnel less than 2Km and tunnel more
than 2Km length. Requirement of integrated communication need for above two categories will be
slightly different.
Integrated Tunnel Communication system in tunnels where ever provided on Indian Railway
shall be able to provide communication need to the following:

Tunnels more than 2 Km length.


Tunnels less than 2 Km length.

Functional Requirement:
The purpose of the communication system shall be to meet the following requirements:
1. The integrated communication system shall be connected to centralized tunnel control
room either at adjacent station or Divisional Control HQ controlling 2 to 3 tunnels.
2. Some telecommunication facilities in the tunnel shall either be brought on Fibre Optic
Telecom network and some like Emergency Communication (EC Sockets) on Copper
Cable to the Central Tunnel Control Room or Divisional Control Room.
3. Telecommunication facility to tunnels more than 2Km length:

VHF sets (Walkie-Talkies) of 5 Watt sets with simplex communication provided to


Guards / Drivers and field maintenance teams need to be operational in tunnels.
Mobile Train Radio Communication System (GSM-R) shall be functional inside
the tunnel where ever this system is provided in the section.
Emergency Communication (EC) socket should be provided at every 250 mtrs.
These EC socket provided for Direct Communication between socket to
controller and functions on 6-Quad Copper Cable on omnibus circuit.
Hotline Telephone Services to be extended to Tunnel Maintenance Boxes. These
shall be connected to Central Tunnel Control Room/Divisional Control Room.
Regular Railway Telephone Services to be extended to Tunnel Maintenance
Boxes at appropriate locations. These Railway phones shall be connected to
Divisional Railway Telephone Exchange.
Integrated Digital PA System with local & remote announcement feature from
Tunnel Control Center / Divisional Control Room to be provided in the tunnels.
IP based CCTV system to be provided at tunnels. All the camera feed to be
transferred to Tunnel Control Center / Divisional Control Room for viewing,

recording and monitoring of Tunnels through cameras. Suitable video analytics


should also be provided specific to tunnel management requirements.
Optic Fibre & Copper Cable ring to be provided in the tunnel to connect various
facilities like digital PA system, GSM-R / VHF access points, CCTV cameras, etc.

4. Telecommunication facility to tunnels less than 2Km length:

5. For wireless communication (VHF/GSM-R) inside the tunnel leaky cable feed or RF
Access points or its combination may be provided.
6. Electrical SCADA traffic to control overhead equipment (OHE) shall also be carried on
telecom communication network (i.e. OFC or copper cable as the case may be).
7. Provision of interconnect and end telecom equipment like STM / SDH, Routers,
Switches, etc. may also be indicated for better appreciation.
