Abstract
The goal of this report is to document a technology assessment performed following the
guidance created by LA-UR-13-22870, Hot Coordinate Measuring Machine Technical
Specifications and Requirements (U). The intent was to capture specific values for technical
specifications and requirements listed by the guide and assign a weight factors based on TA-55
importance. After the information was obtained, an optimal coordinate measuring machine for
TA-55 was revealed Hexagons Leitz Reference Xi 15.9.7.
An internal look at on-site technology revealed that the current Hot CMM (Xcel 765) has the
worst performance specification or accuracy statement of all CMMs currently at LANL. A look
at Quindos license file options revealed that while most machines appear to have a standard set
of options, some machines appear to be missing options and may contain unneeded ones.
Controller firmware versions also appear to not be standardized at this time.

1.0 Introduction
This technology assessment follows the guidance created by LA-UR-13-22870, Hot
Coordinate Measuring Machine Technical Specifications and Requirements (U) [1].
Knowing Los Alamos National Laboratory (LANL) has significant investment in
Hexagon products (hardware, software, training) and a strong desire to continue with its
product standardization, limited the machine selection to products only from this vendor.
A draft sole source justification written by Victor Martinez can be found in Appendix A.

2.0 Technical Specifications and Requirements


Two coordinate measuring machine (CMM) family types were considered for the
technology assessment PMM and Reference. There are four CMM versions in the
PMM family and five in the Reference. In general the PMM is a more accurate machine
but is more massive and operates under strict environmental conditions. The Reference is
less accurate but offers environmental advantages and has higher space usage efficiency.
Note: Leitz Technical Data publications were used to populate Tables 1-6 [2,3].

2.1 Given
The following information, specifically Recommended Size (TA-55), is given to limit
the information found in the rest of the document. For example a PMM-C is offered in
nine sizes. Machine size can affect many variables including accuracy. A smaller PMMC (12.10.7) has an accuracy of 0.5 + L/700 microns whereas a larger 16.12.7 has an
accuracy of 0.8 + L/650 microns. Other variables such as base price, machine size,
weight, etc. also change. Because of this, sound engineering judgment based on TA-55
products and other measurement volume capability needs was used to pick the optimal
machine size. It should also be noted that if a Reference HP is selected, a 20.9.7 may be
required because the machine has a fixed head and additional space may be required to
accommodate a larger change rack. The size change should have minimal impact on any
results provided by this report.

Performance requirements are documented in the TS&R under Accuracy. Articulating
heads are not an available option on the PMM or Reference HP.

3.0 Weight Factors


Each requirement was independently considered for importance and assigned a weight
factor. Weight factor assignment was a joint Applied Engineering Technology (AET)
and Manufacturing Quality Control (MQC) effort. See the weight factor legend below.

Because nine CMMs were compared it was logical to allow for a 1-9 scoring range. See
the scoring legend below.

4.0 Conclusion
A high level look at Table 13 reveals the overall strengths of each machine. For given
requirements the PMM-Xi scores high because of the range of machine sizes, while the
Reference Xi is most affordable. For performance requirements all PMMs have higher
accuracies and score higher.
The PMMs higher accuracy demands stricter
environmental controls and thus scores lowest in the environment category. Other
machine characteristics had the most influence on the scoring and included many
important requirement qualities such as maintainability, reliability, rotary table and noncontact future development capability. With all variables factored, the Reference Xi
15.9.7 appears to be the best machine for TA-55.

Lastly, an internal look at on-site technology revealed that the current Hot CMM (Xcel
765) has the worst performance specification or accuracy statement of all CMMs
currently at LANL (Appendix D). A look at Quindos license file options revealed that
while most machines appear to have a standard set of options, some machines appear to
be missing options and may contain unneeded ones (Appendix E). This also appears to
case for controller firmware. At a minimum, a review of all license files is
recommended, especially if software maintenance agreement (SMA) is in place with the
vendor.

6.1 Appendix A: Draft Sole Source by Victor Martinez


The TA-55 Nuclear Dimensional Inspection Team is actively pursuing a replacement to the
existing 23 year old coordinate measuring machine located inside PF-4 and increasing its
inspection throughput by specifying and procuring two, modern, high accuracy, CMMs. The
current measurement platform is approaching the end of its service life and does not have the
accuracy or reliability to support current and future manufacturing missions in PF-4.
Based on historical operational knowledge at LANL and discussions with various other DOE
sites, it has been decided that Hexagon Metrology, Inc be the selected manufacturer for the
new generation of CMM inspection platforms. Hexagon Metrology is the largest metrology
services provider in North America and possesses the necessary expertise to support the
entire range of specialized measurement capabilities available on the market today. Hexagon
Metrology is also an industry leader in the research and development of new and emerging
technologies.
Currently, LANL owns and operates 12 Hexagon Metrology CMMs at its Non-Nuclear
inspection facility. LANL has developed a robust knowledge base on the Hexagon
measurement platforms and would like to leverage this knowledge base and expertise when
installing and operating new CMMs at TA-55. LANL personnel have obtained specialized
training and certifications, through Hexagon Metrology, to maintain, repair and calibrate
Hexagon type CMMs. The business decision to standardize the manufacturer of all CMM
inspection platforms at LANL was made in an effort to avoid duplication of efforts and costs.
If a different manufacturer of CMM is chosen, this specialized knowledge base and expertise
will need to be developed and maintained at TA-55 at an additional cost and personnel
resources amounting to two FTEs and approximately one million dollars.
Hexagon Metrology is also the developer of the CMM programming software QUINDOS.
All existing CMM measuring platforms at LANL utilize the QUINDOS software package to
inspect complex geometries for the nuclear and non-nuclear manufacturing programs.
QUINDOS is the most powerful software package for programming CMMs and has been
architecturally designed to seamlessly integrate with Hexagon CMMs. LANL has performed
various comparison studies between QUINDOS and other commercial available CMM
programming software and no other software program can match the flexibility, adaptability,
and accuracy of QUINDOS. LANL has invested heavily in personnel training and software
development for QUINDOS. Therefore, if a different manufacturer of CMM is chosen, the
option of using QUINDOS on the new CMM platform will need to be evaluated and may
adversely affect the accuracy and performance of the CMM. Furthermore, LANL would
incur a tremendous cost in terms of re-training, modifying, and re-writing software programs.
Hexagon Metrology has a diversified line of high accuracy CMMs which offer a wide range
of options and features. As can be seen on the technology assessment spreadsheet, Hexagon
is capable of manufacturing CMMs with accuracies as low as 0.3 + L/1000 microns up to 1.2
+ L/250 microns which is at the upper limit of the LANL specification of 1-2 microns. These
accuracies are difficult to achieve and Hexagon is the leader in the industry for high accuracy
CMMs.
