GENERAL
This specification covers the design, manufacture, factory testing, marking, packing, shipping,
transportation to site, installation, site testing and commissioning of the equipment of ripple
control receivers which shall form a part of the future Load Management System (LMS) of
TRANSCO.
Further detailed and specific data are contained in the Technical Data Sheets and other
documents that form part of these Specifications.
Ripple control receivers (RCR) shall be provided for the purpose of receiving control commands
from future Load Management Centres of TRANSCO via the Power Distribution System of
TRANSCO. These control commands shall operate.
Standard designs and models from the Bidder's/Contractors manufacturing program are
preferred, provided they meet the requirements of this Specification, and serve the intended
purpose.

Data processing of actual load data in order to analyse load situation and short term
development
Operation of the distribution system under the principle to meet reliability and economical
requirements.
The switching operation ripple control systems provide the respective function to switch
remotely devices, consumers and feeders of the distribution system.
The required Ripple Control Receivers shall be designed to receive safely and reliably the
control commands and perform the respective switching.
Standard designs and models are preferred, provided they meet the requirements of this
Specification, and serve the intended purpose.
2.1.1
Ripple control systems provide the electric utility with the facility to control consumers directly
via the MV/LV power system. The signal transmission is performed by injection of a signal
frequency in the range of 150 to 1350 Hz. The injection is performed at nodal sites of the power
system in order to guarantee sufficient signal voltage at any point of the relevant part of the
distribution system. Injection ripple control transmitters are used, which consist of static
converters and coupling equipment.
The static converters with a rated power between 15 and 150 kVA for injection into mediumvoltage systems are supplied from the 50 Hz substation mains and generate the injection energy
with the signal frequency.
For the coupling to the 50 Hz system in the substation either parallel coupling or series coupling
will be applied subject to individual substation related planning under consideration of signal
frequency, power system impedance, cross-talk situation, substation design etc.
The ripple control commands will be transmitted by coded pulse telegrams, preferably according
to IEC 60870.
The ripple control transmitters will be operated by local command units (normally in emergency
situation), or via standard telecommunication channel by central command unit. The central
command unit usually is situated in the distribution system control centre and connected to the
load management facilities (operator desks etc).
The ripple control telegrams are received by all receivers, which are installed in the respective
part of the distribution system. Those receivers (one or several), which recognise the received
signal as a command, to be performed according to their programming, will release the
respective switching or other activity related to the command.
2.1.2
Depending on the applications to be performed by the ripple control receiver, the following
different types are requested (detailed technical requirements are listed in the data sheets). The

Bidder/Contractor may present models, which can be used for the applications required for
different types:
Type 1
For simple tasks, such as load control and direct tariff control (without time related
functions), the basic type shall be provided. It shall represent a low-cost version and
feature simple programming.
Type 2
For load control applications, which request decentralised autonomy of incorporated time
related functions. This type shall be transmitter failure detection and include learning
functionality.
Type 3
Also for load control applications, which request decentralised autonomy of incorporated
time related functions, transmitter failure detection and learning functionality like type 2.
Furthermore it shall comply with independent astronomic time system (calendar clock) and
accept remote parameterisation. This type shall provide a greater operational reliability,
since it shall be fairly independent from frequent ripple control commands. It shall impose
only low load on the ripple control transmitter system and shall render great flexibility for
changes, e.g. of tariffs.
2.1.3
Technical Requirements
The ripple control receivers shall be installed in existing MV/LV substations and consumers.
Therefore compact design in a miniature casing for wall mounting shall be applied. All
connections shall be accessible from the front. However, all relevant IEC standards for electrical
equipment and installation in MV/LV substations shall apply. The unit shall be of modular
design to allow easy exchange and replacement.
The ripple control units shall allow to chose between programming via the optical interface
according to IEC 61107 or with a plug-in tool.
The ripple control receivers shall be freely programmable, so that new functions need no
replacement of equipment, but can be formed in a programming language and loaded into the
receiver. The receivers shall as a minimum provide two plug-in relays.

3.1
General
All LMS equipment/components shall be tested in the Manufacturers work. The Bidder/
Contractor may be required to carry out any one or all of the tests stated in this Specification
under witness of TRANSCO or his representatives.

Testing of the LMS equipment shall be performed in line with this specification and in
accordance with the relevant Standards as may be approved by TRANSCO.
Acceptance by TRANSCOs representatives of any LMS equipment shall not relieve the
manufacturer from any of his obligations.
TRANSCO reserves the right to perform checks during manufacturing process at any time or all
the times. It shall be at the discretion of TRANSCO to witness tests on 100%, or any percentage
quantity of each lot for routine tests, apart from the type tests, wherever called for.
Tests of LMS equipment shall comprise factory and site tests.
3.2
Factory Tests
3.2.1
Type Tests
Evidence shall be given that the proposed LMS equipment to be supplied under this
Specification has been subject to all type tests at an internationally recognised testing station. If
deemed necessary, TRANSCO will decide whether additional tests are necessary to be
performed by the Bidder/Contractor.
An internationally recognised laboratory shall certify the type test reports.
The Bidder/Contractor shall submit certified copies of type test certificates covering the
proposed LMS equipment.
Type tests certificates/reports shall be considered acceptable if they are in compliance with the
relevant Standards and the following:

If the presented type test reports are not in accordance with the above requirements, TRANSCO
may decide to ask for the type tests to be carried out in the manufacturers premises or other
places subject to the approval of TRANSCO and at no additional cost. These tests shall be
performed in the presence of an internationally recognised laboratory, which should issue the
relevant type test certificates upon successful test.
