Nueva Vizcaya IP farmers POEA warns OFW applicants vs illegal recruiters

BAYOMBONG, Nueva Vizcaya - At least 51 upland
farmers in Dupax del Norte town recently received Financing Forum service from the Department of Trade
and Industry (DTI) in a bid to boost the farmers income.
Albert Pamatian, chief trade and industry development specialist, said the participants were Ibaloi and
Kalanguya tribes involved in the production of high
value vegetables.
The activity aims to address the insufficient capital of upland farmers inorder to maximize their crop
production, he said.
Pamatian said the upland farmers were oriented
on the terms and conditions of the Pocket Farmers
Lending Program (PFLP) of the SB Corporation.
Because of this, the farmers have signified their
intention to avail of the financing program to improve

TUGUEGARAO CITY, Cagayan - The Philippine Overseas Employment Administration (POEA) here reminded the
Overseas Filipino Worker applicants on the rampant illegal recruitment.
Romeo Jaramilla, regional coordinator, said despite the conduct of series of information dissemination and
trainings on how to identify illegal recruitment, there are still many individuals who are victims of illegal recruitment.
Jaramilla said most of the victims of illegal recruitment are those who patronage shortcut processes because of
their eagerness to work abroad.
Applicants must examine if the recuiters have permits or legal documents to operate provided by the POEA,
Jaramilla said.
He said when illegal recruiters are apprehended, none among the applicants has the courage to file a case
against them.
We keep on telling these victims of illegal recruitment to file a case against their recruiters so that they will no
longer operate. When no one files a case, then, they will just go somewhere else and operate again, Jaramilla
added.
He also advised applicants who are undergoing Pre-Departure Orientation Seminar (PDOS) to listen carefully
and ensure that they will be fully informed on their rights, privileges and necessary actions to take when they
encounter problems and difficulties with regards to the recruitment agency they applied to as well as issues

Labor group sees increase in employment in 2017 but expresses


concern on rising underemployment

Dutertes repeated promise to seriously address
the worsening problems
on peace and order situation, graft and corruption
in government bureaucracy, drastic cutting on
red tape specifically the
setting up of business operations and on his promise to build unprecedented
number of strategic infrastructures.

Statistics Authority (PSA)
showed unemployment
reached its lowest level
4.7% in 11 years.

pro-China diplomacy initiatives, peace talking
with the communist movement actors, separatist entities and personalities in
Mindanao and his leadership sincerity helped magnify the optimism for local
and foreign investors to
put up jobs-creating investments, said Alan

Feeling secured and
assured of their investments, he said these investors set up shops early
to anticipate the fruits of

and benefits are inadequate for them to cope


with rising cost of living
particularly the increasing
prices of basic goods and
costs of services, he said.
Government and employers, therefore, should
act simultaneously in addressing this underemployment rate. Employers
should raise their wages
and improve direct and indirect benefits to workers
to help mitigate the rising
rate of underemployment.
Government should improve social protection
benefits and insurance,

enforce labor laws and


safeguard predatory increase of prices of basic
commodities.
With all of these, we
see an unprecedented increase in domestic employment in the year
ahead. But if employers
and government ignore
underemployment solutions, economic growth
will continue to be non-inclusive and inequitable
with the very few upper
class people racing to the
top while the working
people are racing to the

Armys chief dental surgeon recently visits 5ID


CAMP MELCHOR F. DELA CRUZ, Upi, Gamu, Isabela
Colonel Jimmy C Estolas, the Armys Chief Dental Surgeon,
visited the 5th Infantry (STAR) Division, Philippine Army
on November 29, 2016.
The purpose of his visit is to conduct ocular inspection
to the 5th Dental Detachment (5th DD) which is based in
Camp Melchor F Dela Cruz and to determine the state of
the morale and welfare of its personnel.
Upon his arrival, Col Estolas paid courtesy call on
Colonel Bismarck D Soliba, Divisions Inspector General
and Colonel Ignacio B Madriaga, Divisions Chief of Staff
at the Office of the Chief of Staff at 5ID Headquarters.
Afterwhich, he proceeded to the 5th DD. 1st Lieutenant Rhea
Reyes, the Operations and Admin Officer, presented an
information briefing to apprise the Chief Dental Surgeon
about the status of their personnel, equipment and present
and future activities of their unit.
According to Col Estolas, 5th Dental Detachment was
his first unit assignment after his Called to Active Duty
(CAD). He was assigned at 5th DD from February 18, 1987
to March 31, 1993 and wanted to visit said unit once again
before he retires from the military service.
Lieutenant Colonel Luis S Capacia, the Commanding
Officer of 5th Dental Detachment hosted a dinner for Col
Estolas which was attended by Brigadier General Paul Talay
Atal, D.P.A. AFP, Philippine Armys 5th Infantry Division
Commander, Col Soliba, Col Madriaga, and other officers
and enlisted personnel of the 5th Dental Detachment.
Colonel Estolas will be due for retirement on January
16, 2017.

Bicam approves proposed 2017 National Budget


SENATOR Loren Legarda
announced that the bicameral conference committee
approved today the proposed P3.350 trillion national budget for 2017 following the consolidation of
the respective versions of
the Senate and House of
Representatives.
The bicam report will
be presented by Legarda,
Chair of the Senate Committee on Finance, and
Rep. Karlo Nograles, Chairman of the House Committee on Appropriations, to
their respective chambers
during the session today

for ratification before the


same is submitted to President Rodrigo Duterte for
his signature.
This is a budget that
is in line with the
Presidents 10-Point Socioeconomic Agenda and we
ensured that it funds the
necessary services needed
by our citizens, such as
universal healthcare, free
tuition for all in state universities and colleges
(SUCs), and additional
funds for social services.
We also allocated funds for
free irrigation, additional
funds for prisoners sub-

sistence allowance, pension for Post World War II


veterans and centenarians,
among others, said
Legarda.
Among the highlights
of the budget is the strong
support for education with
the increased budget
worth P8 billion for the
Commission on Higher
Education (CHED) so that
all college students enrolled in any SUC in the
country will not have to
pay for their tuition fee.
The budget for SUCs
was also increased to provide additional funds for
scholarship and capital
outlay for all SUCs; while
increased allocation for the
Department of Education
(DepEd) is intended for site
development of public
schools and to increase
teachers cash or chalk allowance from P1,500 to
P2,500, which they use to
purchase classroom supplies like chalk, erasers and
forms.
For healthcare, P3 billion increase in the
PhilHealth was approved
so that all Filipinos will now
be covered by the universal healthcare program,
while indigent patients will
not have to pay for anything in government hospitals under the No Balance Billing (NBB) policy.
The bicam also approved additional funds for

the Department of Health


(DOH) worth P1.521 billion
for the Doctors to the Barrio program, construction
of additional health facilities, and medical assistance to indigent patients;
as well as the P2.646 billion
allocation for the establishment of DOH-Treatment
and Rehabilitation Centers
in regions which do not
have such facility.
Under the Department
of Social Welfare and Development (DSWD), P100
million will be granted to
centenarians and additional funding is provided
for the supplemental feeding program. Moreover, all
4.4 million beneficiaries of
the Pantawid Pamilyang
Pilipino Program (4Ps) will
now be entitled to a rice allowance in the form of cash
grants.
Under the National Irrigation Administration
(NIA) budget, the amount
of P2 billion is provided to
subsidize irrigation fees
that farmers have long been
shouldering.
For livelihood and
microenterprises support,
additional P1 billion is allocated under the Small
Business Corporation so it
can provide loans at almost
no
interest
to
microenterprises; additional funds were also provided for various programs
of the Department of Labor

and Employment (DOLE)


including Employment Facilitation and Capacity
Building Services.
Under the Technical
Education and Skills Development
Authority
(TESDA), Congress approved funds for the Training for Work Scholarship
Program/Livelihood, as
well as Training Provision
for Drug Dependents.
For the Department of
Interior and Local Government (DILG), additional
funds were provided for
training and equipment of
firefighters, support to the
Philippine National Polices
(PNP) fight against illegal
drugs, increased subsistence allowance of prisoners and rehabilitation and
construction of jail facilities.
Additional funds
were also allocated to the
Department of National
Defense (DND) to fund
activities to effectively
defend the country from
internal and external
threats, as well as to fund
programs such as the repair of Veterans Center,
expanded veterans hospitalization program, and
construction of cadet barracks.
The bicam also approved allocation for the
combat and incentive pay
of the military and police
worth P12.1 billion, as well

as funding for the Capability Enhancement Program of the PNP.


For environment and
resilience programs, funds
under the Department of
Environment and Natural
Resources (DENR) were
allocated for restoration of
mangroves, which are effective buffers against
storm surge and tsunami.
In implementing the National Greening Program
(NGP), the DENR should
use planting materials that
are responsive to the
needs of the communities
such as fruit-bearing trees,
bamboo, coconut trees,
and trees that are important for traditional use and
livelihood of indigenous
peoples and local communities.
Legarda also ensured
continued support for heritage, arts and culture under the 2017 national budget.
This is a pro-people
budgetone that will be
felt by those at the
grassroots as it prioritizes
rural development and social services. But these
funds must be spent judiciously and expeditiously.
I urge agencies of government to spend these resources well and address
the challenges that lead to
underspending or low absorptive
capacity,

Triumvirate of ill repute


THE filing of criminal cases against President Rodrigo Duterte,
which is another yellow hype since the President is immune from
suit, would make it a case of the word of Edgar Matobato, the
witness of Senators Leila de Lima and Sonny Trillanes, against
the findings of the Senate committee on justice and human rights.
The Senate panels report stated that state-sponsored
extrajudicial killings (EJKs) and the Davao Death Squad (DDS)
were myths while self-styled DDS member Matobato claims in
his complaint that Duterte was behind both the EJKs and the DDS.
Last Friday, Matobato filed murder and kidnapping complaints
against Duterte, his eldest son, Davao City Vice Mayor Paolo
Duterte, Philippine National Police chief Director General Ronald
de la Rosa and 25 others on allegations anchored on his testimonies
before the Senate panel
regarding his activities as an
alleged member of the DDS
that he claimed existed during
the term of Duterte as mayor
of Davao City.
Matobatos complaint before the Ombudsman against Duterte
was for kidnapping, murder, violation of Republic Act 9745 or the
Anti-Torture Act, and violations of RA 9851 or the Philippine Act
on Crimes Against International Humanitarian Law, Genocide and
Other Crimes Against Humanity.
The Ombudsman had dismissed an earlier investigation on
the so-called DDS.
Gordon said it was too obvious that Matobato only proxied for
de Lima and Trillanes in filing the complaint against Duterte.
Matobato was de Limas surprise witness in the Senate hearing
on EJK when she was still chairman of the probe panel which the
Senate stripped her and gave to Gordon. He had no affidavit before
he testified in the Senate, which is a violation of Senate probe
rules. His name was never in any list of witnesses and de Lima
just popped up with Matobato as a surprise witness, which is again
in violation of the rules.
Matobato is also under Trillanes custody, after the Gordons
panel refused to grant him protection.
Gordon said that the filing of the charges against Duterte was
merely propaganda to make it appear they have a case when they
dont have one.
He said the Senate panel during the EJK hearings already
found that he was a lying, unreliable witness.
Not hidden from the recent moves of the new triumvirate of
de Lima, Trillanes and Matobato is that all the efforts are leading
to a major yellow offensive against Rody by the start of next year.

Duterte should abandon Davao


BY that, I mean President Duterte, for
the good of the country, should both
stop making Davao City his main
worldthe comfort zone he hasnt really moved out ofand, more importantly perhaps, to jettison his citymayor mindset.
In fact, much of his failings in his
nearly six months in office are most
probably because his world hasnt become the entire Philippines, but still
Davao City. But he is not just President
of Davao City, nor just of Mindanao.
He is President of the entire country.
I had initially cheered the assumption to the presidency of a political
leader whose world had been outside
Manila, as this could jar our political
and economic leaderships Manilacentric worldview since the birth of our
nation. This resulted in resources being focused mainly on the metropolis,
with the poorest of the country, mostly
outside the country, trapped in poverty.
But that is appearing to be more
and more just wishful thinking, involving theory that doesnt jibe with reality. Dutertes Davao-centrism could
even be his big handicap.
Take Dutertes war against drugs,
the images of which have horrified the
world, what with vivid photos of
corpses in streets and in morgues in
the New York Times and the UKbased Daily Mail.
When he ordered the police,
Slaughter them all, referring to those
involved in the drug trade, I suspect
that his mindset was that of his days
in Davao City, ordering the 500-strong
police force of the city, whose integrity
and characterand limitshe would
have known. With such a relatively
small force, it was easy for him to moni-

tor his orders implementation, so that


it doesnt get out of control and end up
in a bloodbath.
But as President of the Republic,
his slaughter-them-all directive was
issued to the 160,000 personnel of the
entire Philippine National Police in
2,000 regional, provincial, city and
municipal commands. To illustrate arithmetically, if only 10 percent of the
Davao police were sadist killers, only
50 policemen would have gone on a
spree of extra-judicial executions. In
fact, Duterte had undertaken such a
war against illegal drugs in the 1980s
and 1990s, and it hardly merited reportage from the big foreign news outfits.
But if 10 percent of the entire police force were such cold-blooded killers, youd have a huge number of
16,000 policemen in the country on a
killing spree. No wonder not a day has
passed since July when tabloids and
TV news do not have pictures and videos of poor people in slippers killed in
some drug bust, and who apparently
had such a surge of audacity to fight
policemen that they had to be killed.

DPWH completes P3.5M


farm-to-market road
PENABLANCA, Cagayan - Farmers and commuters from
barangay San Roque of this town and its neighboring
barangays are now enjoying the benefits of the newly
completed P3.5 million worth of farm-to-market road project.
In span of four months and despite unfavorable
weather conditions, the Department of Public Works and
Highways (DPWH)-3rd Engineering District was able to
complete the 485 meters road project which was started
last June of this year.
District Engineer Danilo U. Tabilas said the construction of the project provides better road access to farmers
and commuters from the area, especially in the delivery of
goods and services to the market as well as in bringing in
goods for their daily consumption.
Tabilas added that the project also serves as drying
facility of the farmers of their agricultural produce considering the absence of public solar dryers in their area.
He said another farm-to-market road will be constructed in a nearby community of the said barangay next

May elections. Whoever our next president is, we are
to give our respect and honor. This is not a suggestion. This is a mandate if you consider the Bible the
true, inspired Word of God.
We are commanded to show honor. But what is
honor?
The Greek word for honor is time (tee-MAY). It
meant to value, to respect, or to highly esteem. It
was usually associated with a way to assign value.
The Bible is very clear on this matter. Paul wrote
in Romans. Everyone must submit to governing authorities. For all authority comes from God, and those
in positions of authority have been placed there by
God. So anyone who rebels against authority is rebelling against what God has instituted God has
allowed whoever wins this election to do so. It is for
his purpose. It may be to punish the church from
straying away from him and becoming too engrossed
in the world. It may be to challenge the church to
become united once again and overturn the wickedness of the nation. We dont know. But according to
Gods Word our next president was allowed to be
placed there by him.
Now some of you may be thinking, No way
will I show honor to such a wicked terrible person.

God has placed great value on our parents. Often as a child, we think our parents are being harsh
and unreasonable until God does a wondrous work
and makes us a parent. Then we see things in a different perspective. We feel the hurt of harsh words
that were spoken by us to our parents when they are
aimed at us. If they havent happened yet, they will.
As you age you may experience the loneliness of
neglect that your parents experienced because you
were too busy to take time to meet their needs. It happens. Nursing homes are filled with neglected parents.
Reality is that some may feel their parents dont
deserve honor. Some parents have been abusive or
neglectful and it affects our lives and spiritual wellbeing. That does not change the fact that God commanded that we honor our parents.
So how can we honor an abusive parent? Here
are some practical tips: if you have distance yourself
from them, call your parent and listen. Remain quiet
rather than defend yourself when hurtful things are
said. Let go of expectations that your parent will ever
be the parent you want him or her to be; accept them
for who they are. Cultivate an attitude of compassion for the things your parent did right and express
gratitude for even slight efforts to show love.

Mayors ever hardly have a real second-in-command, as it has often happened that such subordinates in the short span of the mayors term manage
to get enough support in the relatively small political arena that they become the main challenger to
the post in the next elections.
But because of the huge size of the national bureaucracy that needs to be managed, presidents have
no choice but to have their second-in-command, or
the Little President, i.e., the Executive Secretary
whom every other official looks up to as the Cabinets
primus inter pares. I certainly dont think that Executive Secretary Salvador Medialdea, Dutertes
childhood buddy, has been a Little President.
Sources claim that Duterte always seems bored
during Cabinet meetings when issues other than the
war vs illegal drugs are discussed, that he fights off
sleep by cracking jokes. Other than building new
roads, most mayors concerns really have been almost solely with peace and order. Can this mayor of
what was once a Wild West frontier town be really
interested in trade and investment issues?
Duterte had justified the hiring of his Davao and
San Beda officials by claiming that he had such a
small world that these are the only people he really knows, whose integrity he can vouch for. But of
the 11 presidents of the postwar Republic, it is only
Duterte who is relying so much on people from one

durian?that produces the most intelligent and most
honest Filipinos, the only ones worthy to serve in
Dutertes Cabinet?
I dont think any nationwide press would have
ever reported on Dutertes off-color jokes and shocking statements. As Davao mayor, he would have been
covered only by a handful or so broadcasters or print
journalists covering Davao City. As most mayors do,
he would have made these journalists his friends,
whom he even socializes with in restaurants and bars
in the relatively small city, and most of whom would
be extremely supportive of him, even translating his
statements into more palatable ones for the publics
sensibilities.
After six months in office though, I dont think
he realizes that his statements are reported verbatim not only in the national press but by foreign news
outfits, with even the Filipino correspondents having imbibed (or aped) their superiors tight-assed
mindsets that cannot distinguish jokes from official
policy statements.
And lastly, which may seem a minor matter but
really isnt. We cant really monitor the Presidents
schedule, like where he is, because the Presidential
Communications Operations Office, headed by
Martin Andanar, the former newsreader that former
senator Manuel Villar lobbied for him to be given
the position, has been so incompetent in its job.
The governments official website run by an
undersecretary, Manuel Quezon, in the past administration, contained so much useful information
about the presidency, and regularly had a section
Presidents Day. Now the website contains only
the most minimum required of it as the Official Gazette, such as official copies of administrative orders
and executive orders.
There s no Presidents Day section now. So
we dont have information on where the President
has been spending his time, which we citizens deserve to know.
But based on newspaper reports, Duterte it
seems has been spending a lot of his days in Davao
City, his comfort zone. Or is he one of those people
who really cant sleep anywhere else but in their
own beds?
This of course would eat up a lot of the
Presidents valuable time, which he could be using
to study the huge problems of the country or to consult with his officials. No wonder he often seems
sleepy or has had dizzy episodes. To commute to
Davao from Manila requires at least three hours, including the rest periods before and after a flight.
That would mean a President not really working full time, but spending hours commuting. From
a President spending a lot of his time playing X-Box
computer games to a President spending hours on a
plane to and from Davao. What a country.

The dialog provides a good start, particularly since the Trump administration promised to conduct relations with the Philippines

under Rody on a clean slate.

between the US and the Philippines would
mostly be based on the economic rather than
the military front, as was the case during the
Obama administration.
The relations between both countries will
have the least political baggage compared to
the
past.
Trump is a New York businessman who has
never previously held public office while
Rody was a Davao City mayor who never had
a national post before assuming the presidency.
Trump, during the campaign for the November polls, stressed the very important
strategic location of the Philippines and
blamed Obama for failing to take the time to
get to know world leaders.
He is perfectly capable of talking to
Duterte in an open way without being wedded to previous policy failures, a source in
the Trump camp told a news wire outfit.
Rody had shown his intent to improve relations with the US, under a Trump administration, even before the results of the US polls
were known.

Peoples (IPs) groups in the Cagayan Valley region recently showcased their native dances, songs, foods and
culture during the three-day Regional IP Festival of Talents-Cum-Summit initiated by the Department of Education (DepEd) here.
Estela Carino, DepEd regional director, said the event,
which was originally set last October 2016 in line with the
National IP Month celebration but has been moved this
month due to supertyphoon Lawin, aimed to promote
awareness and appreciation of the indigenous peoples
heritage and history.
Carino said the IPs form an integral part of the
countrys heritage and history but are often neglected.
Rizzano Rufino, National Coordinator of the Indigenous Peoples Education Office (IPsEO), lauded the
DepEds initiative in preserving and promoting the rights
of indigenous cultural communities geared towards national unity and development.
Rufino said the event will help the young ones have
deeper understanding and respect for the Indigenous
Peoples and cultural diversity.
The two officials also lead the cutting of the ribbon
during the opening of the Regional IP Village inside the
DepEd regional offices compound which features various local products and goods of the region. Gene V.

DPWH installs rain

Highways
(DPWH)Cagayan 3rd Engineering
District has installed at
least 55 units of rain water harvesters in the different public infrastructure facilities within the
district.

Tabilas said the rain water
collector project aims to
promote water conservation and to help the government reduces its expenditures on water bills.
The rain water collectors conserve excess
waters during rainy season which are useful
particulary in schools and
public markets for cleaning and gardening purposes, Tabilas said.
He said the facilities
were installed in 28 public
infrastructure facilities to

include the public markets


of Solana, Enrile and Tuao
towns.
Others were also installed in the elementary
schools of Namabbalan
Norte and Sur, Tagga,
Dadda, Gosi, Libag, Carig,
Pengue,
Tuguegarao
Northeast,
Caritan,
Annafunan East, Linao,
Bagay, Pallua, Buntun,
Ugac
Sur,
Liwan,
Maddarulug, Sampaguita,
San Gabriel, Solana Central School, Iguig, and
High Schools in Gosi,
Liwan and Enrile Vocational High School.
Tabilas added that
they also want to showcase the project as one of
their best practices which
other government agencies and private individuals may adopt to conserve
water and trim down their
expenses.

GRP, NDF unveil peace talks agenda


TUGUEGARAO CITY,
Cagayan - Officials of the
Government of the Republic of the Philippines (GRP)
and the National Democratic Front (NDF) recently
revealed the substantive
agenda of the on-going
peace negotiations in a
symposium hosted by the
Archdiocese here.
Benito Tiamzon, member of the NDF panel, said
the peace negotiation is
anchored on four major
agenda to include human
rights and international
humanitarian law, socioeconomic reforms, political
and constitutional reforms, and end of hostilities and disposition of
forces.
Wilma Tiamzon, another member of the NDF
panel, said there were several peace negotiation attempts since 1986, however, none were successful.
The two members ex-

pressed their optimism that


the Duterte administration
will be sincere enough to
come up into a fair and serious negotiation that will
benefit both parties that result in the attainment of
lasting peace and development in the country.
We are passionate in
dealing with the government negotiators as we
want peace in the country.
We are pushing for several
development programs
that the government
should adhere and implement in order for us to end
violence and eradicate
poverty and injustices
which are the root causes
of armed conflict and insurgencies all over the country, Wilma Tiamzon said.
Included in the development program that the
NDF wants to pursue with
the government are land
reform, cooperativism, agricultural modernization,

and national industrialization.


On the government
side, Labor secretary
Silvestre Bello III said the
GRP panel members push
the peace talks process
forward to attain its objective with sincerity from
both parties.
Bello said one of the
four major agenda laid by
the NDF, the human rights
and international humanitarian law concern, was already done while the three
remaining agenda are on
table discussion.
Bello, however, said
that nothing will go wrong
should the peace negotiations fail as long as both
parties will believe and
trust each other and be sincere in adhering to the
agreements shared and
signed by each other.
The first peace talks in
the present administration
has just concluded in Oslo,

Norway while the next level


of negotiation will in January next year will be conducted in Rome, Italy.
Bello said the next
panel of negotiation will
not only cover the other
peace agenda items but
also the implementation of
a bilateral ceasefire from
both sides.
We need to have the
bilateral ceasefire to lower
the level of violence while
the GRP and the CPP-NPANDF are having peace negotiations, Bello added.
The symposium on
peace talk was participated
in by students from different tertiary schools, farmers from various towns,
government employees,
non-government organizations, youth representatives, church workers from
the Roman Catholic,
Aglipayan and non-sectarian religious organizations.

Kaingin or slash and
burn system of farming
among the indigenous
people in the province.
Speaking during the
Environmental Awareness Month celebration

of the Kaingin system
of farming among the
tribes are destructive.
Most of our fellow
upland farmers who are
adopting the Kaingin
farming system have
observed
an
ecofriendly practice in such

totally burned but only
branches are cut,
Gerdan said.
He said most of the
IPs practice put the importance on the prevention of erosion and landslide by the use of a traditional method.

Gerdan made the


statement in reaction to
an issue over the perennial siltation of rivers in
the province which was
blamed on the Kaingin
system of farming.
He, however, blamed
the siltation of the
provinces rivers on the
indiscriminate dumping
of soil whenever there
are road and bridge
projects of the national
and local governments.
Gerdan cited the
construction of the
Nueva Vizcaya-Benguet
Road and the on-going
imlementation of the
Imugan, Sta. Fe San
Nicolas Pangasinan road
poject which contributed
a lot to river siltation.
Even the traditional
flood control projects
can no longer withstand
the increasing siltation
of our rivers. What we
need is the proper and
regular dredging of our
rivers to prevent low-lying villages from being
flooded especially during strong typhoons, he

CAUAYAN CITY, Isabela The Commission on
Elections (Comelec) here has called on all unregistered voters for both the barangay and
Sangguniang Kabataan (SK) elections to register
now while the voters registration is on-going.
Efigenia Marquez, city election office, said that
unregistered voters should not wait for the last
hour registration on April 29, 2017 to avoid long
queues.
Meanwhile, Marquez said their office will be
conducting satellite registrations in barangays to
bring the Comelec services to the unregistered voters from far villages, recognizing their right to suffrage as embodied in the constitution.

Ayon kay Defense Sec. Delfin Lorenzana, nakausap
niya ang Flag Officer in Command (FOIC) ng Navy, at
sinabing kailangan nang simulan ang decommissioning ng
ilan sa mga barkong ibinigay sa atin ng US pagkatapos ng
digmaan.
Sinabi ito ni Lorenzana sa kaniyang talumpati sa welcome ceremonies ng BRP Andres Bonifacio (FF-17) sa
South Harbor.
Ayon aniya sa FOIC, sa pagbili ng bansa ng mga mas
bagong barko, ide-decommission na ang ilan sa mga luma,
para hindi mag-diminish ang ating maritime capability.
Ang BRP Andres Bonifacio ang ikatlong weather high
endurance cutter mula sa US Coast Guard na dumating
mula sa 38 araw nitong paglalayag mula sa California.
Kabilang sa mga barko ng Philippine Navy na mula pa
