Corruption is an outcome- a reflection of a countrys legal, economic, cultural and political

institutions. It is a phenomenon which had gradually encapsulated our minds to rationalise corrupt
practices to satisfy humans vested interests. According to the World Bank, corruption is the
misuse of public office for private gains. This defination encompasses the crux of corrupt practice
but influences every act of the person who has some discretionary power. The menance of
corruption, as a result, is a gangrene to all institutions in the society but a reflection of moral
degradation of humans too. Societies which are blamed to have a weak and incoherent institutional
structure has an underlying foundation of corruption in its various stratas. Similary, Pakistan faces
the moth of corruption in its political and economic sphere which stems from an inherent moral
degradation in the value system of the society.
The socio-political make up of Pakistan is unique and diverse. It is an amalgam of religious
affluence and conservative eastern values. This had been a source of strength for the subcontinent
civilization over the course of period. However, in the recent times the social structure of eastern
societies have been over powered by the western civilization coupled with a lack of development in
the intellectual growth of religion and people. Consequently, cancerous attributes such as
corruption has seeped into these societies with negative repressive impacts.
An environment of misuse and malpractice of power inculcates culture of injustice in the society.
Unfortunately, the political diachotemy between the elites and the poor classes had given birth to
this practice in Pakistan. In the post independence era, the helm of affairs was handed to power
mongrers for vested interests. As a result, the first Evacuee trust property board established for
providing land to migrants to India was plagued by bogus file claims. Since, there was a lack of
institutional capacity in the Government, this practice continued in the Industrial development of the
1960s. The toll of red tapism in the institutions owing to infrastructural and administrative
deficiencies resulted in bribery from the giver and the taker end. This menace exacerbated during
the 1990s when successive government were themselves involved in massive bribery and
corruption within the state. Sadly, the political elite despite belonging to the richer strata of the
society were themselves involved in encouraging corruption to meet their needs of money and
power.
Government functionaries failed to serve their true purpose but it was the social disintegration of
values which also played its role. The religious elements in the society abrogated from teaching
religious and moral values to indulging in political tussle in the post-Afghan era in Pakistan. This
coupled with the invasion of westernisation resulted in a complex mixture of sentiments within our
