TECHINICAL SPECIFICATION
1. GENERAL DESCRIPTION
The boat shall be designed and built as a steel rescue and dive boat intended for
operation in the inland waterways of Kerala. The boat shall be registered with
Directorate of Ports, Government of Kerala. The design and construction of the
boat shall meet the requirements of the Kerala Inland Vessel Rules 2010 and
amendments/annexures thereon and the rules and requirements of any other
statutory authority as applicable . The vessel shall be designed and constructed
generally in accordance with the guidance General Arrangement Drawing
attached with this document.
Standard boat building practices shall be adopted in the construction of the boat.
Any material/fitting/equipment/procedure which is not mentioned in these
specifications, but which is considered normal or standard and necessary for the
intended services of the boat shall be supplied/fitted/carried out by the builder
without extra charge. The builder shall also carry out without extra charge, any
extra work as per recommendations of the statutory authorities. The builder
shall supply/fit any item/equipment shown in the guidance General
Arrangement Plan, but not explicitly stated in these specifications.
The rescue boat shall have excellent reliability, strength, stability,
maneuverability and sea-keeping ability in order to fulfill its primary function:
to provide an effective means of search and rescue in inland waters. The design
, construction, layout and performance of the boat shall allow it to perform
other functions like, dive support, inspection, patrol, survey and work boat
duties.

4. HULL AND DECK

Rescue boat shall be fabricated in all welded mild steel IS2062 Grade B. The
boat shall be divided into a minimum of three watertight compartments and the
subdivision shall be to the satisfaction of the Registering Authority. Lifelines
and grab handless shall be fitted around the gunwale. The boat shall be
inherently self righting . Superstructure shall be rigid , enclosed on sides, made
of FRP
5. DIVE/RESCUE PLATFORM
An all welded mild steel dive/rescue platform capable of being attached and
removed from the stern shall be provided. The platform shall be capable of
being folded into the stern of the boat while underway. When lowered the
platform shall be below the surface of the water for easy exit and entry from the
boat. Folding and lowering of the rescue platform shall be by hydraulic rams
powered by a main engine driven hydraulic pump and associated valve block
and piping . Alternative designs shall be considered by the owner subject to
approval.
6. PROPULSION SYSTEM
The rescue boat shall be fitted with an inboard marine diesel engine of approx.
120 bhp with 2:1 gear box . The propeller shall be fixed-pitch, manganesebronze and shall be designed for maximum thrust and efficiency, matching the
engine-gear box combination. A fuel tank with sufficient fuel oil capacity
(min.200 l.) shall be provided for continuous running of the boat for at least for
4 hours in the full load condition with 15 persons on board at the design speed
of 11 knots . Engine fuel oil system accessories such as piping and fittings shall
be provided. Two independent chargeable systems ( two batteries ) shall be
installed on board for starting of main engine. Engine cooling system
accessories such as sea chest and associated piping and fittings shall be
provided.

7. TRIM & STABILITY


The vessel shall be designed and built to have adequate intact and damage
stability , in all normal conditions of loading. A heel test/swamp test/inclining
experiment shall be conducted when the vessel is complete in all respects by an
approved Naval Architect in the presence of the authorized representatives of
the owner and surveyors of statutory authorities . A stability information
booklet prepared by a qualified Naval Architect and duly approved by the
statutory authorities shall be submitted to the Owner prior to handing over of
the vessel . Stability and trim of the vessel in all standard loading conditions
must satisfy the criteria laid down by statutory authorities.

8. FREEBOARD
The vessel shall be designed and built to have adequate freeboard in the fully
loaded condition as stipulated by statutory authorities .
9. BILGE PUMP
An electrical or manually operated bilge pump shall be provided on board with
the required accessories like piping, hoses, suction valve etc.
10. CENTER CONSOLE
A center console consisting of steering wheel and remote engine controls shall
be provided near the bow as shown in the guidance GA drawing. A fixed chair
shall be provided for the helmsman.
11. MEDICAL ACCESSORIES
The following medical accessories shall be provided on board.

12. LIFE SAVING & FIRE FIGHTING APPLIANCES


LSA and FFA shall be provided on board in compliance with the requirements
of statutory authorities.
13. NAVIGATION LIGHTS & SEARCH LIGHTS
Navigation lights shall be provided in compliance with the requirements of
statutory authorities . 2 nos. swiveling type high power search lights shall be
fitted at the fore end and aft end of the coach roof so as to provide sufficient
illumination for search and rescue activities.
14. VENTILATION
Adequate ventilation shall be provided in the engine room for supply of air to
the main engine and to prevent undue heat build up , by means of
natural/forced inlets and exhausts.
15. HATCHES AND MANHOLES
A hatch of approx. dimensions 600 mm x 600 mm shall be provided on deck for
access into the engine room. Manholes of approx. dimensions 600 mm x
400mm shall be provided on deck for access into peak spaces and other void
spaces. Rung ladders shall be provided for entry into hull compartments
wherever required.
16. RAILINGS
Railings conforming to IMO standard shall be fitted around open decks.
Railings shall be made portable in way of the dive & rescue platform at the aft
end.
17. SURFACE PREPARATION, PAINTING&CATHODIC PROTECTION

Before fabrication, all structural steel members shall be thoroughly cleaned of


rust and mill scale by shot blasting or any other process approved by the owner.
Standard practices shall be followed for protection of the outer hull consisting
of priming and sufficient number of coats of anticorrosive and anti fouling
paints . Sufficient number of sacrificial anodes shall be fitted around the
immersed part of the outer hull as per standard practice . Other MS surface shall
be protected by sufficient number of coats of anti-corrosive primer and
finishing coat of colour as approved by the owner. FRP surface shall be painted
with a finishing coat of approved colour.
18. CABIN FURNITURE & LIGHTING
Bench seats shall be provided port and starboard for a total of 12 to 14 persons.
A table of sufficient dimensions with lockable wheels shall be provided for
placing the stretcher with an injured person. Sufficient space shall be provided
around the table for administering first aid. Adequate number of LED/CFL
lights shall be provided in the cabin so as to provide adequate illumination for
first aid and emergency treatment of injured persons.
19. MOORING, ANCHORING AND TOWING ARRANGEMENTS
A total of 6 nos. twin mooring bollards shall be fitted port & stbd at aft, midship
and forward . A manually operated anchor of sufficient holding power along
with chain/cable of sufficient length shall be provided in the fore deck. Mooring
and anchoring arrangements shall be to the satisfaction of the owner and
statutory authorities. A towing bollard/tow post of adequate strength and
dimensions shall be fitted at the fore end of deck at centre line.
20. STEERING GEAR & RUDDER
Single plate mild steel rudder shall be provided with stainless steel rudder stock.
Steering gear shall be hand-hydraulic and shall be of rugged and reliable design
and construction.
21. TESTS & TRIALS
The following tests and trials shall be conducted prior to delivery and
acceptance of the vessel, in the presence of the Owner/Owners representative/s

and surveyor/s of statutory authorities . The results of the trials shall be


documented and submitted to the Owner and statutory authorities as applicable
and shall be approved by them.

22. DRAWINGS & DOCUMENTS


All design drawings and documents shall be submitted to the Owner and
statutory authorities and approval obtained prior to commencement of
construction. One set of approved as-fitted drawings and documents shall be
submitted to the owner and statutory authorities prior to delivery and
acceptance
of
the
vessel.
One
set
of
manufactures
operating/maintenance/repair manuals for all machinery and equipment shall be
submitted to the Owner at the time of delivery of the vessel.
23. TOOLS & SPARES
Manufacturers recommended tools and spares shall be supplied along with the
vessel.
