Rs. 15.000 million under revenue component.

Charged Expenditure and Demands for Grants Development, Vol.1 (Funds No. PC 22036) of allocations against ADP 2016-17
scheme(s) under your purview.

It is informed that funds will be released on half yearly basis (or as per P&D Departments decision). Revenue component
of only projects / schemes, where funds are required for operational purposes / day to day basis and to pay the liabilities would be
released immediately after receipt of Object Code-wise requirement for 1 sthalf of the financial year.
3.
Secretary SHC &ME Department desires to complete purchase process as early as possible. You are therefore requested
to initiate the purchase process based on allocation, immediately, without waiting for release of funds. In case the process is
completed earlier, this Department may be informed for release of balance allocated amount 15 days prior to the issuance of
purchase order so that P&D Department may be requested to advise Finance Department for release of the required amount.
Scheme-wise action plan / requirement of funds for purchase of equipment alongwith list of items to be purchased, their
specification and price in PC-I may also be submitted separately by 31.07.2016
4.
No expenditure should be made on unapproved schemes before their approval / issuance of Administrative approval.
Process for approval of unapproved schemes may be started immediately and be completed at the earliest. Similarly,if required,
revision of schemes must be done from competent forum.
