Instructions to Tenderers
1.1

Tender Documents
This document constitutes an integral part of and must be read in conjunction with the set of documents
issued to Tenderers, requesting offers be submitted for the Fit out Works for Bloomingdales, Al
Maryah Central, Abu Dhabi UAE.
Tenderers are to consider Macys and Bloomingdales as separate projects / packages and are required
to price and submit each project individually. The Employer has the right to decide whether to award
either one or both of the packages to the successful Tenderer without providing any further justification.
Please be advised that no adjustments to the subcontract price shall be entertained should a single
project be awarded
The Tenderer is advised to read these instructions carefully and to ensure that he has complied
therewith in all respects on submitting his Tender. Failure to do so may result in rejection of the Tender.
No claim will be entertained on the grounds of failure to read or comply with these instructions and/or for
any alleged misunderstanding of their importance.

1.2

Contract type
The Contract is to be a Lump Sum Fixed Price Contract and the Tenderer must include in its rates
and prices an allowance for any possible increases in the cost of labour, materials and construction
plant/equipment, which may occur after the submission of the Tender and throughout the period of the
Contract.
The quoted Tender prices shall be valid during the whole period of the execution of the Works and no
compensation or reimbursement shall be made due to currency fluctuations or escalations in material,
labour, fuel costs and the like.

The Tenderer is to provide their programme for the works in Primavera (P6) format or MS Projects
(Appendix F) in line with the ATS Master Programme included in the Tender Documents and return as
part of their submission.

A Main Contract award date of 28 February 2017 is anticipated based on timely issuance of approvals
from the relevant Authority, however the Contractor should make due allowance for a grace period of
90 days from the anticipated Contract award date to allow the Employer to obtain such approvals. The
Contractor shall not be entitled to any claim for Extension of Time during the grace period.
Should the Sub-Contractor fail to complete the Works within the Time for Completion, the Contractor
will be entitled to deduct Delay Damages for late completion in line with the Main Contract and any
other costs incurred by the Contractor as a result of the late completion.

Site Location
The site is located in Al Maryah Central, Abu Dhabi Global Market Square, Al Maryah Island, Abu Dhabi
- United Arab Emirates

Retail Store Information


The projects consist of the fit-out from shell and core to the following areas:

Store (South):

Bloomingdales (Al Maryah Central, Maryah Island, Abu Dhabi UAE)

It is envisaged that approximately 150 vendors will be accommodated into Bloomingdales store.
Summary of Areas:

Standard Documents
In addition to these Tender Documents, the Tenderer shall be deemed to have in his possession copies
of the following standard documents and, where appropriate, to have included in his Tender Price for
complying with the provisions of the specifications, regulations, terms and conditions, standard
Government procedures, etc contained therein:

a) Any document / circular currently relevant and issued by the appropriate Government authorities
controlling building and construction work in the Emirate of Abu Dhabi.
b) Any local Municipality regulations and Civil Defense regulations.
c) Any applicable Federal Law or Statute.
1.7

Site Inspection

The Tenderer is required to visit and inspect the site on the 29 November 2016 at 10h00am and coordinate with ATS representatives mentioned below, for access purposes. The Tenderer will inspect the
site entirely at his own risk and expense and liability and ascertain for himself the accessibility and
nature of the site, the full extent and character of the operations, the supply of labour and any of the
matters affecting his tender.
The Tenderer shall be responsible for all consequential costs if he fails to visit the site and/or misinterprets
site conditions.

Tender Queries

Should the Tenderer wish to raise any queries or observations with respect to the content of these
Tender Documents, he shall follow the process as identified below:
The Tenderer shall complete Appendix G - Tender Query Sheet included within the Tender Documents
and submit same via E-mail as follows:Bloomingdales :

Queries will not be accepted after the cutoff date mentioned in the above schedule of Milestone dates.
Response to all queries received will be distributed to all tenderers via a master Query Sheet.
Should the Tenderer deem it necessary to issue further queries, these queries shall be added to the
previous list thus forming a consolidated master Query List from that Tenderer. All additional queries
shall be sent before the query cutoff date.
1.9

Discrepancies
Should the Tenderer conclude from the Tender Documents that there exists any inconsistency,
discrepancy or conflict within the content thereof, he must notify the same in writing to ATS for
clarification. Such notification must be delivered no later than five (5) days after collection of the Tender.
No claim shall be entertained on the grounds that the Tenderer failed to check that these Tender
Documents were complete and contained all referenced information.

1.10

Completion of Documents
All items in the Tender Documents requested are to be completed by the Tenderer in the English
language and priced in black INK.
The Tender is to be signed and stamped by the principal of the firm, with the name of the principal, and
the name and address of the Contracting firm, printed in block letters in the space provided below the
signature.
Any Tender that is incomplete, conditional, obscure or qualified in any way will be regarded as
disqualified and will therefore be rejected.
The Tenderer shall take all precautions to ensure that any explanatory note and the like included in his
Tender does not constitute a qualification as this could result in disqualification.

1.11

Interpretation of Documents
The Tenderer shall make no unauthorized alteration to the Tender Documents.
If the Tenderer has any doubt as to the meaning of any part of the Tender Documents, or if he
discovers any ambiguity or discrepancy in the Tender Documents, or if any words or figures should be
indistinct in the copy of the documents provided, then the Tenderer shall report the same to:

The Client may, at their discretion, issue an addendum to the Tender Documents to all Tenderers to
clarify any issue so raised.
Any addendum issued will be given in the form of a circular letter, fax or e-mail to all Tenderers and any
such circular shall be acknowledged by the Tenderers in reply to the Employers addendum and to be
reflected on the Letter of Tender.
No amendment to the submitted Tender will be allowed after the date and time fixed for submission
should the Tenderer claim that any page or drawing was missing or had been duplicated.
Any mistake made in completing the Tender Documents and corrected before submission of the
Tender, shall be initialed by the principal authorized to sign the Tender.
1.12

Tender Bill of Quantities

The quantities inserted against items in the Bill of Quantities are estimated quantities for the works for
the purpose of Tender evaluation, and the Tenderer shall be deemed to have checked and verified
such quantities in the compilation of his Tender price prior to the submission of his tender. Any
discrepancy/additional items not covered in the Bill of Quantities as per the respective Tenderers
review of the information are to be inserted in the relevant sections provided within the Bill of
Quantities. Upon the award of the contract, the priced bill of quantities shall be used solely for
evaluating interim payments due to the Contractor, and as a schedule of rates for establishing the value
of variations.
1.13

Alteration to Bill of Quantities

The Tenderer shall not amend descriptions in the Bills of Quantities he deems to be incorrect. Instead,
he shall raise any observations of this nature in accordance of these Tender Documents and shall
summarize them under a separate cover letter. Failure to comply with this requirement shall render such
amendments void and may lead to the disqualification of the Tender Return.
Notwithstanding the above, the Tenderer shall not amend any quantities or item marked Provisional,
Prime Cost, Approximate or Contingency. Similarly he shall not alter any items contained in the Day
works section (other than inserting his own tender rates). The value of these items will be automatically
omitted and the value of work actually carried out during the Contract period will be added, calculated at the
rates or percentage, where applicable, inserted by the Tenderer (in accordance with the proposed conditions
of contract). These adjustments to the Contract price will form the basis of the Final Statement.
1.14

Tender Circulars / Addendas

Up to and including a date not later than one (1) day before the date set for the Tender Return, the
Employer may issue letters to the Tenderer giving clarifications and explanations as he may deem
appropriate and/or amending any dates contained in these Tender Documents.
1.15

Labour Regulations

The Tenderer is to comply with all regulations, rules or instructions concerning conditions and terms of
employment of any class of employee for the full currency of the Contract. Before submitting his Tender
the Tenderer is to ascertain from the Ministry of Labour their requirements affecting the employment of
labour in respect of this Contract.
1.16

Subcontracting

The Tenderers attention is drawn to the Conditions of Contract which prohibits the subcontracting of
any part of the works without the consent of the Employer. This requirement will be strictly applied and
a flagrant disregard of it by the Contractor will be treated as grounds for termination of the Contract.
The Tenderer shall submit in Appendix 'C' to the Letter of Tender a list of all the portions of the Works
he proposes to subcontract with particulars (as far as possible) of the Subcontractors he proposes to

employ, but the acceptance of his Tender shall not be regarded as implying in any way approval of his
proposals for subcontracting.
1.17

Confidentiality of Tender
All information supplied in this Tender Document or provided under separate cover must be treated by
the Tenderer as strictly confidential. As per the terms of the Non-Disclosure Agreement the Tenderer
shall not issue or allow to be issued any information relating to this Tender to any form of media without
the prior written permission of the Employer and shall not allow any part of this Tender Document to be
reproduced or given to a third party other than for the purpose of preparing a bona fide Tender.

1.18

Form of Contract

The Tenderers attention is drawn to the Conditions of Contract, which comprise the General
Conditions, which form part of the FIDIC Red Book 1999 published by the Fdration Internationale
des Ingnieurs-Conseils (FIDIC) with amended and additional clauses as detailed in the Particular
Conditions. Please refer to the attached Appendix M
1.19

Letter of Tender

The Tender return shall be submitted with a covering letter bound into this document and all
Appendices to the Tender shall be duly completed. Failure to complete any of the Appendices shall
render the Tender null and void.
The covering letter must be signed by the principal of the firm or by a person properly authorized for the
purpose and the registered name and address of the Tenderer shall be printed or typed in BLOCK
LETTERS.
1.20

Submittal Stage

Three (3) hard copies and one (1) soft copy (PDF + Excel) of the bona fide tenders, in sealed and
unmarked envelopes (Marked Technical and Commercial Volumes 1 & 2 respectively) must be

NOTE:Sub-Contractors are to ensure that their submissions are segregated as per above two Volumes 1 and 2 and
packaged in separate envelopes and follow the same sequence as stipulated above. Any deviations will
attract deductions in the scoring matrix.
1.21

Employer Accepts No Obligation

The Employer has the right to accept or reject any or all offers or to cancel the Tender and stop the
bidding without giving any justification.
The Employer is not bound to accept the lowest offer or to give any explanation or reason for its
rejection.
The Employer will not be responsible for, or pay for, expenses or losses which may be incurred by the
Tenderers for the preparation of his Tender or as may be incurred through the subsequent rejection or
non-acceptance of a Tender for any reason whatsoever.
1.22

Evaluation of Tenders

The evaluation of Tender shall be based on the following:


1. Technical Evaluation (Based on Criteria as per Technical Evaluation Score card attached
as Appendix H).
2. Commercial Evaluation (Based on Criteria as per Commercial Evaluation Score card
attached as Appendix I).
1.23

Validity of Tender

The Tender shall remain a valid offer open for acceptance for a minimum period of 90 days.
1.24

Performance Bond
The successful Tenderer shall be required to provide a Performance Bond in accordance with the
Conditions of Contract.
The Performance Bond shall be obtained from a bank based in the local emirate states in line with the
Specimen provided in Appendix J.
Should a formal Contract be entered into, a maximum of fourteen (14) days will be allowed for the
execution and finalization of the Performance Bond. Should the sub-contractor default in finalizing the

Performance Bond within this period, the Employer reserves their right, without liability, to terminate the
formal Contract.
1.25

Advance Payment Guarantee


A 10% advance payment can be requested by the Tenderer. No advance payment shall be made until
an Advance Payment Guarantee and Performance Bond have been submitted and the relevant
insurances are provided, all of which are subject to approval by the Employer. The form of the Advance
Payment Guarantee shall be in accordance with the stipulated Conditions of Contract a Specimen of
which is provided in Appendix K.

1.26

Insurances
The Contractor shall, at its sole expense, effect and maintain at all times during the carrying out of the
Works (and for any longer periods as may be required under the Contract) insurances as set out in the
Conditions of Contract. All insurances shall be obtained from a reputable insurance company and will
be subject to approval by the Employer.

document. This memorandum shall not in any way alleviate the successful Tenderer of his requirement
to prepare a detailed programme for the execution of the Works but should be complementary to it

Appendix F- Subcontractor Programme of the Works


The Tenderer shall submit with his Tender a fully detailed (Level One) bar chart and programme
showing each element of every section of the works. This programme should be based on the Master
Programme included in our Tender Document.
Each activity contained within the programme shall be fully resourced to demonstrate the resource
planning for the project. The programme shall show the salient dates applicable to all elements of works
and shall be separated into sections to show how the various elements of the works are to be
integrated and shall incorporate the works of the Tenderer, and all sub-consultants and sub-contractors.

The program should include the following sections:

TERMS AND CONDITIONS


Notw ithstanding the Subcontractors requirement to comply w ith all the relevant Main Contract Documentation,
your attention is specifically draw n to the follow ing Particular Conditions. Where any ambiguity exists
betw een these Particular Conditions and those contained w ithin the Main Contract Documentation the Main
Contract Documentation shall take precedence over these Particular Conditions. The Main Contract
Documentation is available for inspection at our offices and you are deemed to have fully acquainted
yourselves w ith these documents.

PARTICULAR CONDITIONS
CLAUSE

1.00 COMMERCIAL & CONTRACTUAL


1.01 The terms and conditions contained w ithin the Main Contract Documentation (inclusive of the requirements of
the Tenant / Landlord Fit-Out Manual) and these Particular Conditions together w ith the attached Annexures 1 3 inclusive shall constitute the entire agreement
1.02 Subcontractors are to ensure that their invoices together w ith all the backup required to the satisfaction of Al
Tayer Stocks LLC to substantiate their invoice is delivered to Al Tayer Stocks LLC by no later than 22nd day
of each month. The invoice is to clearly show the progressive value of w orks carried out projected to the
month end. Failure to meet this date w ill mean the invoice w ill only be included in the follow ing months
1.03 Payment of the amount included in the Al Tayer Stocks LLC valuation and certified by the Client less any
advance payments, retentions or contra accounts w ill be made w ithin seven (7) days of receipt of payment
from the Client to Al Tayer Stocks LLC.
1.04 No payments w ill be made unless the unaltered, signed and stamped copy of the Subcontract Order together
w ith the required documents as listed in Annexure 2 have been returned to our head office.
1.05 Should the Subcontractor undertake any w ork that is not specifically covered by this order he is to ensure
that a variation instruction (vi) has been issued by Al Tayers Stocks LLC prior to commencing the additional

up to the satisfaction of Al Tayer Stocks LLC w ithin 7 days of the variation instruction having been issued.
Should the Subcontractor consider that any draw ing or instruction issued by either the Client or the Main
Contractor to be variation under this Subcontract Order the Subcontractor shall notify the Main Contractor
w ithin 7 days of the impact of such to include any time and cost implications
1.07 All correspondence and communication is to be in English.
1.08 Advance payments are only made for the purchase of materials and w ill be deducted in proportion to w ork
done until 90% of all materials have been delivered. The advance payment w ill then be deducted in full and
the security bond/guarantee or undated security cheque w ill be returned upon request. Should the security
bond/guarantee expire prior to full repayment thereof Al Tayer Stocks LLC reserve the right to deduct the
advance in full until such time as a new form of security is issued.
1.09 An advance payment w ill only be released against the follow ing types of security;
A. Advance Payments up to and including AED 100,000.00 (subject to Management discretion); an undated,
signed cheque made out to Al Tayer Stocks LLC. to the full value of the advance payment
B. Advance Payments exceeding AED 100,000; a bond/guarantee from an Al Tayer Stocks LLC approved
International Bank made out to Al Tayer Stocks LLC to the full value of the advance payment

1.10 This order is a Fixed Price Lump Sum based on draw ings and specifications attached to this order supplied to
you either at tender stage or subsequently and form a part of this order. All freight, duty and any applicable
taxes are deemed included w ithin the Fixed Price Lump Sum amount
1.11 Quantities given in this order are advisory only. It is the Subcontractors responsibility to visit the site, check
the draw ings and specifications so as to ascertain the exact quantities, verify all dimensions, opening sizes
and site conditions prior to placing orders
1.12 Transport of labour and goods to and from the site is for the Subcontractors account and all costs associated
w ith this transport are deemed to be included.
1.13 Any costs incurred or monies charged to Al Tayer Stocks LLC due to the failure of the Subcontractor to
perform his contractual obligations or the costs of any rectification for damage caused by the fault of the
Subcontractor shall be deducted from any monies ow ing to them by Al Tayer Stocks LLC and shall attract a
15% administration charge
1.14 Delay Damages shall be levied at the rate of 1% of the Contract Price per day or part thereof, subject to a
maximum liability of 10% of the Contract Price
1.15 The Subcontractor w ill be required to provide and issue samples as and w hen requested to do so by Al
Tayer Stocks LLC. The Subcontractors price is deemed to include for such samples.
1.16 The Subcontractor w ill be required to provide and issue all necessary detailed w orking draw ings for the
execution of the subcontract w orks to the approval of Al Tayer Stocks LLC, the Engineer and / or Project
Manager. The Subcontractors price is deemed to include for such draw ings.
1.17 The Subcontractor w ill be required to provide and issue As Built draw ings (in hard and soft copies), all
relevant guarantees, w arrantees, operative training and spares/attic stock together w ith operation and
maintenance (O&M) manuals as required under the Main Contract Documentation. The Subcontractors price is
deemed to include for such.
1.18 Al Tayer Stocks LLC reserves the right to terminate this Subcontract Order w ithin 48 (forty eight) hours after
giving w ritten notice indicating its intent to terminate. Termination shall be permissable in the follow ing
circumstances;
A. Failure by the Subcontractor to provide payment security under Clause 1.09
B. Failure by the Subcontractor to provide a valid Trade / Commercial Licence
C. Failure by the Subcontractor to provide a valid Workmen's Compensation Insurance Policy
D. Failure by the Subcontractor to adequately resource the project in accordance w ith the agreed programme
E. Failure by the Subcontractor to adhere to the Al Tayer Stocks LLC QHSE Policy
1.19 Retention w ill be held at a rate of 10% on the agreed value of w ork completed until the issuing of the
Completion Certificate in terms of the Main Contract Documentation. Upon the issue of the certificate the
subcontractor's retention w ill be reduced to 5% of the agreed value of w ork completed. The remaining 5%
retention w ill be released upon the receipt of the Main Contract Defects Notification Period Completion
1.20 Any operation and maintenance (O&M) manuals and As Built draw ings are to be submitted 7 (seven) days
prior to handover of the Subcontractors w ork to the Al Tayer Stocks LLC Project Manager. Failure to comply
w ill delay the release of retention and w ill attract a AED 500 / day penalty
1.21 The Subcontractor shall not assign or transfer this Subcontract Order or any of its rights and / or obligations
therein to any other party w ithout the prior w ritten consent of Al Tayer Stocks LLC

1.22 The Subcontractor shall indemnify the Main Contractor in all aspects for any penalties or costs levied by the
Client (or others) due to any damage and or loss of property arising from the misuse by the Subcontractor of
the Client's and / or Main Contractors equipment
1.23 Should the Employer request access to the Main Contractors and / or Subcontractors documentation under
the Main Contract Documentation Terms and Conditions for the purposes of audit and compliance, the
Subcontractor shall comply in all respects.
1.23 Employers Risks shall be as stated and defined w ithin the Main Contract Documentation
1.24 Force Majeure shall be as stated and defined w ithin the Main Contract Documentation
1.25 Dispute Resolution Procedures shall be as stated and defined w ithin the Main Contract Documentation
1.26 This Subcontract Order shall be governed by the law s of of the Emirate in w hich the w orks are being carried
out and the Federal law s of the United Arab Emirates
CLAUSE

2.00 SUPERVISION
2.01 The Subcontractor is fully responsible for providing adequate resources and supervision to complete the
w orks included as part of this order on or before the agreed completion date
2.02 The Subcontractor is required to have competent supervision on site at all times capable of receiving and
issuing instructions.
2.03 The Subcontractor is to ensure that their supervisor is supplied w ith a mobile phone and is contactable at all
times.
2.04 Upon w ritten notice and w ithin 48 (forty eight) hours of a failure to comply w ith any or all of the clauses 2.01,
2.02 and 2.03 above the Main Contractor may provide additional resources and supervision as deemed
required to complete the w orks. All costs incurred by the Main Contractor shall be contracharged to the
Subcontractor inclusive of a 15% administration charge. This clause does not affect our rights under Clause
1.17 w ith regards to termination

CLAUSE

3.00 QHSE (QUALITY, HEALTH,SAFETY & ENVIRONMENT)


3.01 The subcontractor and all his site based employees are required to attend a Health, Safety and Environment
induction course prior to the commencement of any w orks on the site. The date and timing of the induction
shall be agreed w ith the Project Manager.
3.02 The Main Contractor's QHSE Policies, the Project QHSE Plan and all applicable Health, Safety and
Environmental law s, Decrees, Municipality Guidelines (and the like) should be follow ed at all times.
3.03 The Main Contractors QHSE policy w ill be strictly enforced and any persons w ho contravene / breach the
policy w ill be asked to leave the site.
3.04 The Subcontractor is responsible for the safety of his employees and shall ensure that all of their employees
w ear correct and adequate personal protection equipment (PPE) at all times. (Hard hats, safety shoes, face
masks, protective eyew ear, earmuffs, gloves, reflective vest, etc.).
3.05 The Subcontractor and all persons employed by him w ho w ork or visit the site in execution of this order shall
comply in all respects w ith the provisions of all Acts, Orders, Law s and Regulations concerning the safety,
health and w elfare of persons w orking on the site.
3.06 The Subcontractor shall indemnify the Main Contractor in all aspects for any penalties or costs levied by the
Client (or others) due to negligence of the Subcontractor in complying w ith all site safety rules and
regulations.

CLAUSE

4.00 INSURANCE
4.01 The Subcontractor is deemed to have acquainted himself w ith the necessary perils and excesses contained
w ithin the Main Contract Documentation insurance requirements and thus shall be deemed to have
incorporated these requirements and the associated costs into his Fixed Price Lump Sum.

CLAUSE

5.00 ACCESS, PROTECTION & MAINTENANCE


5.01 All access / scaffolding provisions either fixed or mobile upto a w orking platform height of 3.5 metres shall be
provided by the Subcontractor unless stated otherw ise
5.02 Subcontractor shall be responsible for the supply, delivery, offloading, horizontal and vertical transportation
of all materials, plant and labour as is required to the necessary location of the permanent w orks
5.03 The Subcontractor shall attend to all Defects of their subcontract w orks for a minimum period of tw elve (12)
months from the date of the Certificate for Practical Completion or the Taking Over Certificate as per the Main
Contract Documentation as issued by the Engineer and or the Project Manager
5.04 Should the Subcontractor complete the subcontract w orks before the issue of the Certificate for Practical
Completion or the Taking Over Certificate, they shall continue to maintain and protect the subcontract w orks at
their expense in the condition required by the Main Contract Documentation and / or to the satisfaction of the
Main Contractor

CLAUSE

5.05 All defects as issued in the Defects list shall be rectified w ithin the said terms of the contract, failure by the
Subcontractor to remedy the Defects to the satisfaction of the Engineer and or Project Manager shall be
treated as a breach of contract. The Main Contractor reserves the right to remedy such w orks after having
given 7 (seven) days w ritten notice to the Subcontractor to rectify such Defects. All costs incurred as a
result of such rectification w ork shall be contracharged to the Subcontractor including a 15% administration
charge.
5.06 The Main Contractor w ill supply either centrally located w aste bins or skips, into w hich the Subcontractor w ill
be responsible for depositing all w aste, offcuts etc. Failure to do so by the Subcontractor w ill be deemed to
constitute a lack of resources and / or supervision under Clause 2.01 and w ill be dealt w ith under Clause
2.04
6.00 PROGRAMME
6.01 On receipt of the order the Subcontractor is to prepare and submit w ithin 7 (seven) w orking days their
programme for the w orks. The Subcontractor is to adhere to the parameters set by the Main Contractors
Construction Programme w hich is available on site for your perusal. Please contact the Project Manager in
this regard.
6.02 Works are to be programmed on a 24 hrs a day, 7 days a w eek basis as necessary to maintain programme.
6.03 Any item of w ork that requires an Engineer / Consultant's approval is to be submitted during standard
w eekdays (Sunday - Thursday) all as defined in the Main Contract Documentation

6.06 Should the Subcontractor fall behind programme or if it is of the reasonable opinion of the Main Contractor that
the Subcontractor w ill fail to achieve the Subcontract completion date the Main Contractor shall be entitled to

The following is intended to establish the respective obligations of Al Tayer Stocks LLC (The Main Contractor)
and the Subcontractor as to whether the following items are available and who is responsible for providing such
items, including the cost thereof.
The Main Contractor shall provide the Works, Services & Attendances specified in the table below and shall
permit the Subcontractor, in common with other Subcontractors to have the use thereof for the purposes of
executing and completing the Subcontract Works.
Areas available on the Project Site for temporary facilities could be limited, therefore the Main Contractor shall
from time to time designate areas of the site to be made available to the Subcontractor for any temporary
facilities to be provided or utilized by the Subcontractor. The Subcontractor will be required to arrange his
operations in a manner such as to optimize the usage of these designated areas.

Compliance to Project Standard Health, Safety and Security Requirements as stipulated.


Subcontractors are to comply with ATS QAQC requirements and issue all inspection requests for works.
All site supplied power will be 240 volts only.
Please note no free standing halogen lights will be allowed due to fire risk.
The subcontractor will clear and segregate all waste as per the site waste management plan, minimum
daily or as instructed by the Main Contractor, to special colour coded bins / holding areas as instructed
and in different locations as works progress.
The Main Contractor will provide limited area(s) for site office and lay down, storage, such area(s) to be
vacated as and when required by Employer/Client/Main Contractor.
Security of offices and materials will be the responsibility of the Subcontractor.
All Subcontractors Management and workers are required to attend an onsite induction, prior to being
allowed to work on site, any visitors/ suppliers of the Subcontractor will have to be escorted by a
competent and inducted person and they must wear full PPE at all times. All non-inducted persons must
obtain permission from the Main Contractor prior to any site visit.
No photography or video taping of any kind will be allowed without the Main Contractors permission in
writing
The use of step ladders will be in compliance with HSE Plan. Contract work must be done on a suitable
and guarded platform/ scaffold etc., and be clearly shown in method statements.
The following items will not be permitted on site- Radios, cassette players, CD players, music systems,
Walkmans, TVs, IPods etc.,
Mobile phone use should be restricted to managers of the work only and any personal calls should be
restricted to break times.

The site is in an operational facility area and all Staff and Workers must behave appropriately, any
person/s deemed not to will be removed and will not allowed back on to site.
