AN BILL TO AMEND DELAWARE CODE TITLE 16, TO ADOPT PROVISIONS

REGARDING THE REQUIREMENT FOR HEADS OF HOUSEHOLDS TO MAINTAIN


FIREARMS AND AMMUNITION.

WHEREAS, DELAWARE HAS BEEN RANKED 3RD MOST VIOLENT STATE IN THE
NATION.

WHEREAS, DELAWARE HAS ONE OF THE LOWEST PERCENTAGES IN THE NATION


FOR REGISTERED GUN OWNERSHIP.

WHEREAS, IN THE PUBLIC INTEREST OF DELAWARE RESIDENTS, DELAWARE


CODE TITLE 16FOR THE PURPOSES OF PUBLIC HEALTH AND SAFETY OF THE
STATE OF DELAWARE SHALL BE AMENDED:
NOW THEREFORE, BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF
DELAWARE: Title 16. BE AMENDED, ADDING PART XV of the Delaware Code by making
insertions To Title 16 as shown:
DELAWARE CODE TITLE 16 PART XIV CHAPTER 105. HEADS OF HOUSEHOLDS
FIREARM OWNERSHIP PROGRAM

(a) In order to provide for the emergency management of the state of Delaware, and further
in order to provide for, and protect the safety, security and general welfare of the state and
its residents, every head of household residing in Delaware is required to own maintain
and safely store at least one firearm, together with sufficient ammunition being at least 10
rounds therefor.

(I) Each head of household who has not owned a firearm on or before June 6, 2017 must
have knowledge of firearms safety which contains at least the below-described minimum
elements;
a.Knowledge and safe handling of firearms;
b.Knowledge on safe storage of firearms and child safety;

c.Knowledge safe handling of ammunition;


d. Knowledge of safe storage of ammunition and child safety;
e.Knowledge of safe firearms shooting fundamentals;
f.Knowledge regarding the laws of Delaware pertaining to the use of deadly force for selfdefense;
II. Exempt from the effect of this section are:

a. Those heads of households who suffer a physical or mental disability which would prohibit
them from using such a firearm;

b. Those heads of households who are paupers

c. Those who conscientiously oppose maintaining firearms as a result of beliefs or religious


doctrine;

d. persons convicted of a felony.
