DILG launches public vigilance program in NVizcaya


SOLANO, Nueva Vizcaya The Department of the
Interior and Local Government (DILG) yesterday
launched the public vigilance advocacy program to
draw multi-sectoral support for the governments
drive against corruption, illegal drugs and criminality.
Dubbed as MASA MASID or Mamamayan Ayaw
sa Anomalya, Mamamayan Ayaw sa Iligal na Droga,
the program is a barangay-based anti-criminality,
anti-corruption and anti-illegal drugs program
which encourages multi-sectoral partnership to intensify the spirit of volunteerism at the community
level.
It aims to heighten community involvement by
mobilizing the support of local stakeholders, volunteers, civic organizations, faith-based organiza-

tions and the private sectors in the fight against illegal drugs, criminality and corruption.
Volunteers of this program can help by disseminating this to others, participate in seminars,
counselling, community services, Community Rehabilitation Network (CRN), data base management, interviews and get the support of faith-based

PNP clears 45 NVizcaya


brgys from illegal drugs
SOLANO, Nueva Vizcaya The Philippine National Police (PNP) has already cleared 45 barangays in the province of illegal drugs.
Police Senior Supt. Leumar Abugan, PNP provincial
director said the clearing of drug affected barangays is
part of the national governments Anti-Illegal Drugs Campaign to rid villages of illegal drug trade and use.
He said out of the 275 barangays of the province,
197 have been tagged by the PNP as drug affected, 78 are
not affected while 203 are in the process of clearance.
Abugan also said that from January to November
2016, they have conducted 176 anti-illegal drug operations which resulted to the arrest of 210 persons and 255
cases were filed in court.
We have also made more than 100,000 visits to 2,849
drug users and pushers in our province, he said. Ben

PNP recommends one

REINA MERCEDES, Isabela The newly-installed chief
of police of this town is set to recommend to the Isabela
Police Provincial Police Office (IPPO) one barangay here
free from illegal drugs.
Senior Insp. Bruno Palattao, chief of police here, said
police report shows that after coordination with the
barangay officials of barangay Binarsang, only one drug
surrenderee has been recorded.
Palattao said he will be submitting the necessary documents to the IPPO for the declaration of the said barangay
as a drug-free barangay.
Following this recommendation, the police chief said
their target is to make the 20 barangays in this town free
from illegal drugs trade through constant monitoring.

PCS Rasco warns station commanders, provincial directors


CAMP ADDURU, Tuguegarao City - Police Chief Supt. Eliseo T. Rasco, newly-installed
Regional Director of Police Regional Office of Cagayan Valley (PRO-2), will implement a
One Strike policy against Station Commanders who are found remiss in their operation
mandate to go after the illegal drugs trade in their respective AORs without let-up.
I will immediately relieve any Station Commander in whose jurisdiction the presence
of illegal drugs trade is confirmed and raided by the RSOG (Regional Special Operations
Group), Police Chief Supt. Rasco told police commanders during the first Command
Conference he presided on Tuesday, December 20, 2016, upon his assumption as RD,
POR-2.
PCSupt Rasco also warned that the provincial director of any PPO should suffer the
same fate if his AOR scores three strikes that means three of his station commanders
have been relieved from their posts.

I will also replace the provincial director of any province where three of its police
chiefs have been relieved of their post due to failure in the campaign against illegal
drugs, PCSupt Rasco added.
The Command Conference was attended by his command group, the directorial
staff, and chiefs of the regional support units, provincial directors and city director.
PCSupt Rasco plans to deploy teams from RSOG to counter-check the claims of
his police commanders regarding their operational successes against illegal drugs in
their AOR.
In his assumption speech on Tuesday, PCSupt Rasco said that he was given the
mission by the Chief, PNP to continue the relentless campaign against illegal drugs in
your AOR, an order he wants to implement without fear or favor.

peace and order all over

Although there were
19 police chiefs who were
relieved recently from
their respective posts due
to minimal performance
in the fight against illegal
drugs, Atienza said there
are still 16 police chiefs
who have done their best
in the governments antidrug campaigns and in the
maintenance of peace and
security in their respective areas.

barangay Runruno in Quezon town, recently conducted a trade fair to promote local products and inspire livelihood organizations as partners for community development.
Peter Storey, FCF Minerals general manager for operations said the two-day product exposition dubbed 1st Runruno Trade Fair is in support of the United Nations declaration for December 5 as International Volunteer Day for Social and Economic Development.
Through our Community Relations Office and the barangay local government of
Runruno, the conduct of a trade fair is our expression of recognition and tribute to the
efforts and values of Community-Based Organizations (CBOs) as our ally toward sustainable development, he said.
The trade fair, which was conducted on December 16-17, showcased the livelihood
gains of the CBOs such as the Busat Upland Farmers Association(BUFA), Bitang Womens
& Farmers Association(BWFA), Malilibeg Livelihood Association, Inc.(MLAI), Sitio
Dumaliguia Womens Association, Inc.(SDWAI), Marangad Rural Workers Association,
Inc.(MRWAI),Dipilipig Development Association, Inc.(DDAI), Baddang Kiphodan
Association(BKA), Cabinuangan Highlanders Association, Inc.(CHAI), Sitio Compound

series of values enhancement seminars for tricycle
drivers here in a bid to
boost their good character,
conflict management and
road courtesies.
Rogelio Marzan,

Public Order and Safety
(DPOS) here, said the enhancement seminar, which
will be conducted in
batches, aims to remind

the tricycle drivers to always provide quality service to their passengers


and observe the road rules
at all times.
The values enhancement seminar is also in
line
with

governments thrust to develop good character and
values among the tricycle
drivers here, Marzan
said.
He said the seminar
also aims to make the city
a place of disciplined tricycle drivers where they

also contribute to the


citys economy as well as

He said topics discussed during the seminar

Dutertes tough call


A GOOD reason for the still high level of trust the business
sector continues to give President Rodrigo Duterte, that is,
despite his wayward mouth, is the nearly complete reliance he
gives to his economic team, primarily on fiscal concerns.
Dutertes recent decision to defer the release of the initial
P1,000-hike in the pension of Social Security System (SSS)
members is that he said I do not own the money and going
by the advice of his economic managers was a good sign that
public money will not be mismanaged, unlike before.
Duterte decided on the halt in the pension increase release
despite an earlier assurance from SSS chairman Amado Valdez
and even members of Congress that funds will be made
available to allow for the staggered raise in the SSS pension.
Duterte said the decision
to defer the pension hike
which members of the state
fund have been clamoring
for since the previous administration was made after a long
debate but the economic managers are having their doubts and
they want to talk about it again.
In a December 15 memorandum to Duterte, Finance
Secretary Carlos Dominguez, Budget Secretary Benjamin
Diokno and Socio-economic Planning Secretary Ernesto Pernia
warned that without an accompanying upward adjustment or
restructuring of the contribution rate, the proposed pension
hike would unduly jack up the unfunded liabilities of the SSS
from P3.5 trillion to P5.9 trillion.
The three economic officials wanted the pension increase
halted and be made contingent on a corresponding adjustment
in the contributions of employers, employees, self-employed
individuals and volunteer members to save the state pension
fund from bankruptcy.
The memorandum recommended an increase in member
contribution from the current 11 percent of monthly salary to
17 percent to go with the pension hike.
The initial P1,000 across-the-board increase to P4,200 will
result in a 31.25 percent increase in the average basic monthly
pension of SSS pensioners equivalent to more than P32 billion
additional pension benefits SSS has to pay.
While the pension hike was a campaign vow, he also,
however, promised to take good care of the governments
finances.

been brooding over the holidays,

new normal economy was not
necessarily a bad thing for China
itself, as Chinas mind-boggling
fast-paced growth over the past
decades has created quite a few

bubbling hot spots, from real


estate to the stock market, and a
slightly decelerated growth has
provided an opportunity for the
Chinese economy to pause and
regroup, improving its quality
and removing its suds in the
process, such that it can be ready
for more long-term sustainable
growth.
But a slowing Chinese
economy spells huge impacts on
many other medium-sized
economies, especially those with
huge trade volumes with China.
Southeast Asia has quite a few
such economies. As Chinas
demands for their raw materials
lessen, both the macroeconomic
and microeconomic incomes of
these countries will be affected.
As such, many Southeast Asian
economies welcome Chinas
Belt and Road regional
development initiative as a sort
of an investment substitute for
such slackening demand. The

DO you know what you do with something that is

awed by our beauty. And He wanted to protect us
from the thief. And He died doing so.
But above all authorities and relationships, we
are to honor God. And we do this is two different
ways. The first is with our bodies. 1 Corinthians 6:20
for God bought you with a high price. So you must
honor God with your body.
God places great value upon himself and his
Son. God is valuable and He realizes it. He says of
himself, You will have no other Gods above me
because I am a jealous God. He tells us in no uncertain circumstances that He is the creator of everything. He is in control of everything around us.
He decides if you will receive compassion and
mercy. He gave you the health that you enjoy. He
paid a high price so that you can honor him by service and righteous living. God told the prophet
Isaiah, Iyes, I alonewill blot out your sins for
my own sake and will never think of them again.

He blotted out your sins so He could have a relationship with you, not because you deserved it. To
live a corrupt lifestyle brings dishonor to him.
Another way we honor God is with our giving.
Proverbs 3:9 Honor the Lord with your wealth and
with the best part of everything you produce.
The average Christian gives less than 3% of their
income, 25% give nothing at all. The average tip
given to a server at a restaurant is 16%. 95% of diners feel obligated to tip. 56% tip in spite of lousy
service. The reason given; so that they would not
be looked upon in a negative manner.
People will worry about what a person who
brought them food and filled their glasses thinks of
them while they give very little thought of honoring God with their income. That is what a tip does.
It honors the one who served you. Ask yourself this
question; has God ever served you? Has God ever
answered a prayer request or provided a miracle?
Even 56% felt that bad service at least deserved
something. What about God?
God has an order to everything He does. As long
as I honor those things required of me, He will begin to exalt me in the heavens. I have this promise
found in Zephaniah. He will take delight in you
with gladness. With his love, he will calm all your
fears. He will rejoice over you with joyful songs. I
have this security found in the Psalms. For you
are my hiding place; you protect me from trouble.
You surround me with songs of victory.
Meditate on these words this week. Trying to
live a double standard life of honoring, yet dishonoring God, will rob you of gladness, peace, joy, security, and victory. The choice is yours.

Legarda: President Duterte signs P3.350T


Pro-People 2017 national budget
SENATOR LOREN LEGARDA today said that President Rodrigo Duterte has signed the
2017 General Appropriations Act (GAA) worth P3.350 trillion, the first budget of the new
administration.
Legarda, Chair of the Senate Committee on Finance, said that she is proud of
the work they have done for this budget, which is pro-people as it addresses the
most basic needs of the people while improving the countrys economic growth.
Through this budget, we aim to fuel hope and inspire our people to believe
in our collective future again. We have provided funds to ensure universal healthcare
coverage, free irrigation for farmers, free tuition in state universities and colleges
(SUCs), additional allowance for teachers, police and military, rice allowance for
conditional cash transfer beneficiaries, creation of drug rehabilitation centers, increase in prisoners subsistence allowance, pension for Post World War II veterans
and centenarians, among many others, said Legarda.
A leap in infrastructure spending is also one of the priorities of the 2017 budget given its indispensable role in poverty reduction, raising productivity, and in
spreading the benefits of economic growth, she added.
Among the highlights of the budget is the strong support for education with
the increased budget worth P8 billion for the Commission on Higher Education
(CHED) so that all college students enrolled in any SUC in the country will
not have to pay for their tuition fee.
The budget for SUCs was also increased to provide additional funds for
scholarship and capital outlay for all SUCs. College students belonging to family-beneficiaries of the Pantawid Pamilyang
Pilipino Program (4Ps) are covered by the Expanded Students Grants in Aid Program for Poverty Alleviation (ESGPPA); while those who are not part of the 4Ps can avail of financial assistance for educational purposes under the Student
Financial Assistance Programs (StuFAPs) both under CHED and SUCs.

9 city villages declared drug-free


SANTIAGO CITY, Isabela - Nine villages in this city were recently declared as drug-free by the Santiago City Police
Office (SCPO) after there were no more registered illegal drug activities and drug users here.
S/Supt. Percival Rumbaoa, SCPO chief, said the nine villages are San Isidro, Luna, Sinili, Santa Rosa, Abra,
Salvador, Nabuan, Cabulay and Bannawag.
The police in the city, in partnership with the barangay officials, yielded a number of drug surrenderees who were
recommended for various skills and livelihood training to ensure that they will no more engaged in illegal drugs, the
chief said.
Earlier, Santiago City Mayor Joseph Tan vowed to give service vehicles to the villages which were declared drugfree for their official use.
The barangay officials of the said nine villages are expecting the service vehicle to be provided to them by the city

OTOP trade fair showcases local products


TUGUEGARAO CITY, Cagayan The Department of
Trade and Industry (DTI) conducted its annual Padday na
Lima One Town One Product (OTOP) Regional Trade Fair
at the Brickstone Mall here on December 15-20, 2016 to
showcase local products.
Now on its ninth year, the said trade fair provided an
avenue for the 50 local producers to showcase their products such as furniture and furnishings, gifts and home decors, foods and plants and to launch the different banner
products enrolled under the OTOP program in a wider
market.
Ruben Diciano, Acting Regional Director, said the
trade fair is a component of a bigger activity, the 9th Great
Cagayan Valley OTOP Congress, which will convene rel-

evant stakeholders to highlight the success of local micro,


small and medium scale enterprises (MSMEs) and the programs and opportunities for the OTOP program in the region.
Diciano said they have already assisted a number of
successful entrepreneurs who started growing their business through their participation in marketing activities like
the trade fair.
In fact, we have now our MSMEs that are linked
with big retail stores, some are even catering to the needs
of other provinces or regions, while some are seriously
engaged in the continuous improvement of their products
through product and marketing development, Diciano

Road was meant to export Chinas


industrial overcapacity did not quite gain
traction in Southeast Asia, as some or most
of this overcapacity, such as building
materials for infrastructural development,
was precisely what many Southeast Asian
countries needed most. If they could be
paired with Chinas financial assistance as
well as expertise, some of these local markets
could henceforth be linked up with the global
production supply chains.
But undoubtedly, to revive the world
economy on an even larger scale still requires
the efforts of the United States, whose
economy still overwhelms that of China. The
current cycle of recession started with the
financial crisis in Wall Street, and eventually
it will still be a combination of American
policy measures and entrepreneurial prowess
that will expedite the revival. But to expect
American official financial stimulus is at best
unrealistic. The political paralysis plaguing
the American Congress and the White House
has resulted in the impossibility of passing
any meaningful financial packages over many
years. Even when Donald Trump takes over
the White House in the coming weeks, it is
still inconceivable that the Republicancontrolled Congress would pass a stimulus
package that would be in contradiction to
their free-market beliefs. In any case, the US
government is mired in a huge amount of
public debt and would be hard-pressed to
squeeze out money for even more public
projects.
And then there is the Fed, the American
equivalent of a central bank, whose series of
counter-recessionary measures are at best
debatable. The recent decision to raise
interest rates is one such example. Most
central banks raise interest rates only when
there are clear signs of economy overheating
and prices are about to bubble up, so as to
encourage more savings and discourage

borrowing for business activities. But the Fed


seems to be obsessed with the prevention of
inflation in the US, and often seizes at any
hint of price hikes to raise the interest rate,
irrespective of whether the overall economy
has been growing steadily. Although the US
economy might have improved in recent
months, it is still a far cry from being a
steamroller. And such an interest rate rise has
the additional effect of attracting dollars
overseas to rush back to the US, thus hurting
the performance of many overseas markets,
including those in Southeast Asia.
And now the safe part. I am actually
less preoccupied with the periodical up-anddown regional tension as well as the jostling
between superpowers in the region.
Superpowers may brush against each other,
but it is very unlikely for them to degenerate
into actual war, for they almost all possess
the ultimate trump card- nuclear weapons.
War would necessitate that they nuke each
other into oblivion several times over, so they
would refrain from actually doing so. Smaller
countries simply do not have the wherewithal
to realistically stand up to the bigger ones,
especially during such economically harsh
times.
What I truly worry about in this regard
are the extremist elements which make use
of failed states to develop their prowess and
attract followers from all corners of the
world, spreading terrorism everywhere. The
so-called lone-wolf mode of attacks is
especially horrifying, often requiring no
actual terrorist-recruitment network, only
socially disgruntled individuals selfradicalizing over the internet and carrying out
sporadic attacks which elude even the most
attentive superpowers. And there is no sign
of such horrendous acts abating, with a
massive attack just underway in Turkey over
the new year.
So, I hope that the new leaders in the US
and the Philippines will work harder in the
new year to revive their national economies
such that the regional and global economy
would also gain traction, and that they would
be even more resolute in eradicating the
scourge of terrorism.

We begin 2017, however, with plenty of
unfinished business the ongoing drug
crusade, the cleanup of government of
corruption and rotten systems that we believe
had sunk the country for so long.
President Rodrigo Duterte is as gung-ho
as he had ever been about the war he has
waged against the drug trade.
He admits that he had miscalculated the
extent of the problem in the Philippines. He
had no idea just how serious and far-reaching
it was, he told CNN Philippines, until they
started
the
operations
under
his
administration.
The drug war will continue, he then said
in singular Duterte style, until the end of his
term or until the last drug lord is killed. Gone,
zilch, kaput.
Again, he showed his anger and
impatience at naysayers and critics of his
way, his logic firm that drugs destroy lives,
ruin families and nations, and could be
killing the next generation.
Drug proponents and protectors are evil
and, therefore have no business being on this
earth.
His preference for the word kill has
drawn plenty of reaction human rights
watchdogs mostly. It has, from the beginning,
been one massive headache for the president,
who has had no compunction about cussing
them out anyway.
I have to admit, Dutertes sentiments
about fighting drugs is shared by many. I am
not sure if people know the actual numbers
involved whether the drug scourge is truly
as widespread as Duterte says but they
support his effort, the likes of which had not

been seen before. His fearlessness seems to


be admired, too, but also reviled by those who
do not sanction the old testament way.
Still, the results in the past six months that
people have seen appear to have stayed the
broiling issue about extrajudicial killings.
The decrease in crime rates, the relative sense
of security that citizens now say they feel in
the streets these are obvious results of the
intense crackdown on the drug trade, which,
quite frightfully, has also caused a pileup of
dead bodies currently past the 6,000 mark,
and counting.
Among these individuals killed in the
course of operations in the drug world, some
innocent lives were taken, a few of them
children of suspected drug personalities.
What of them? It is not enough to
acknowledge the mistake and heartless to
simply declare them as collateral damage.
Sen. Panfilo Lacson has taken up the
cudgels for those caught in the crossfire. He
is pushing for compensation for their
families. Lacson is chairman of the Senate
committee on public order and dangerous
drugs that has been investigating the alleged
summary killings in the country. He urged
the president after the latter had admitted in
reports that there were really killings
unintended, Im sorry there has to be
casualty.
Another aspect of the governments
Oplan Tokhang that deserves serious
attention is the vigilante killings that far
outnumber the deaths of suspects in police
operations. There are now over 4,000 of these
deaths under investigation, yet no cases have
been reported solved. In this war, the plight
of those left behind should be considered just
as important as the fight itself.
And this, I imagine, remains another
leftover issue that we hope will not be left
on the wayside as Duterte pushes onward
with his battle against the drug scourge in
this bright new, promising year.

and waited almost an hour
outside the arrival area of
the Davao International
Airport for my co-worker
and a couple of others
whose luggage were not
included in our flight and
was left in Manila. After
they made some arrangements with Cebu Pacific,
we bounded for The Royal
Mandaya
Hotel
in
Poblacion District where
the four-day 2nd Negosyo
sa Bayan Entrepreneurship Support Development Training will be
held. Coinciding with this
activity is the two-day National Micro Small Medium Enterprise (MSME)
Summit 2016 - Growing
Global MSMEs which
will convene the following
day at SMX Davao Conventional Center in SM
Lanang Premier. As always and as usual, lagare
na naman ako, a popular
idiomatic expression for
Filipinos who does many
jobs or obligations at the
same time in different
places.
A friend, who is a fellow media practitioner,
gave me a book in 2002
entitled Davao History
by Ernesto I. Corcino published by the Philippine
Centennial Movement
Davao City Chapter in
1998. Chapter 4 (Contracting Colonialism) narrates; the territory that
held the most interest for
the Spaniards especially
the traders of the east
coast was the Davao Gulf,
also known as Taglooc
Bay and Seno de Davao.
The pioneering Christian
traders were particularly
interested in the supply of

gutta-percha or resin,
lumbang nuts, beeswax,
honey and even gold
dust. One of these entrepreneurs was Don Jose
Oyanguren y Cruz, a native
of
Vergara,
Guipuzcoa, Spain, who
would later lead the conquest of Davao and name
the region as Nueva
Guipuzcoa and the locality as Nueva Vergara, now
Davao City.
In my numerous trips
to Davao, I never fail to
stop at the Aldevinco
Shopping Center, an 8,370
square meter commercial
shop located at the junction of Claro M. Recto
Avenue and Manuel Roxas
Boulevard. The complex,
designed by Architect Roman Solitaria and Engr. Ed
Leuenberger, was opened
to the public and inaugurated on January 2, 1965
and currently houses over
100 shops, most of which
are operated by the second
generation of the original
Davao entrepreneur tenants. Aldevinco, short for
Alson Development and
Investment Corporation
and founded by Mr. &
Mrs. Conrado Dela Cruz
Alcantara (and wife
Ladislawa InquimboyAlcantara), is where foreign and local tourists
alike, and balikbayans
shop for souvenir items to
bring back home. The establishments are a showcase of the culture and
heritage
of
the
Mindanaoan. Prices are
negotiable especially
when buying products in
bulk. First buyers of the
day are also privileged to
discounted prices. Entrepreneurs were invited as

Cagayan gov wants IPs participation in local governance


TUGUEGARAO CITY, Cagayan Governor Manuel N. Mamba here wants the Indigenous Peoples (IPs) to participate
in local governance under his administration so that the sectors needs and concerns will be addressed.
Mamba said he will give IPs the right to participate voluntarily and let their voices be heard at all levels of
decision-making that may affect their rights, privileges and heritage.
He said the creation of the provinces Task Force for Equal Opportunities, in partnership with the Provincial
Social Welfare and Development Office (PSWDO), provides equal opportunities to all sectors including the IPs to
participate in local governance and other development activities.
Meanwhile, the governor vowed to look into the issues and concerns raised by the various IP groups all over the
region during the 2016 Indigenous Peoples Summit held here recently.

Lady gov to assist unemployed

BASCO, Batanes, Dec 20 (PIA) - - The lady governor of this province urged government line agencies which have the mandate to assist local entrepreneurs to focus on
organizing and assisting unemployed women from the different municipalities here.
Governor Marilou H. Cayco said she will seek the help of the national government
agencies to provide more training opportunities for women sector in the province so that
they will become productive and enterprising.
We need trainings for these women groups especially in the development of market
competitive products. Products from our abundant resources and recyclable materials,
the governor said.
Earlier, Cayco forged an agreement with various government agencies to include the
Technical Education and Skills Development Authority (TESDA), Department of Social
Welfare and Development (DSWD), Department of Trade and Industry (DTI), Department
of Tourism (DOT) and the Philippine Health Organization (PHO) for skills and livelihood
trainings for the womens groups here.
She said the DTI has already enrolled 40 Ivatan women for food processing training
and allotted P90 million capital ssed fund for the group to start their livelihood project.
She said the TESDA has also provided P1.5 million worth of scholarship grants for
the same sector for their skills training on air-conditioning, cookery, bar tending and
dressmaking.
Cayco said she also wants to partner with hotel and home stay operators in the
province to provide employment opportunity for those who have already completed the
TESDA trainings.
The governor is hopeful that other government agencies and even private organizations will support the women sector in the province especially the unemployed and disadvantaged parents. Oliver T. Baccay

Law regulating boarding houses pushed in Nueva Vizcaya


BAYOMBONG, Nueva Vizcaya Lawmakers here are pushing for the enactment of a law regulating boarding houses as a measure to prevent the increasing incidence
of teenage pregnancy in the province.
Vice Governor Lambert Galima,Jr. said the proposed ordinance dubbed An Ordinance Regulating the Operation of Dormitories and Boarding Houses and
Penalizing Violators and for Other Purposes has been referred to the provincial boards committee on women and children, family relations and Overseas Foreign
Workers (OFWs).
This was already tackled during the committee meeting chaired by board member Elma PInao-an Lejao where population program coordinators and representatives were also in attendance, he said.
Also known as the Safe Boaridng Houses Ordinance seeks to ban illicit activities inside boarding houses, dormitories and apartments such as gambling, use
and trade of illegal drugs, prostitution and others that are against the Revised Penal Code and special laws.
Galima said this will also enforce counselling as one of the major roles of boarding house operators or managers to boarders who have problems, regularly
communicate with the parents of their wards regarding the status of their children, provide first aid and hospitalization if necessary and report untoward behaviors of
their boarders to concerned authorities, among others.
The ordinance also requires boarders to follow curfew at 9 a.m., seek permission from their boarding house managers and their parents when they sleep in other
dormitories and apartments and refrain from doing illicit activities inside their boarding houses.
Once approved, the ordinance will be jointly implemented by the barangay, municipal and provincial council for the protection of children, Provincial Social
Welfare and Development Office (PSWDO), Department of Social Welfare and Development (DSWDO), Philippine National Police (PNP), Bureau of Fire Protection (BFP), secondary and tertiary schools and the Boarding House Owners and Managers Association (BHOMA).
Violators of the ordinance will be penalized for not more than P5,000.00 or imprisonment of not more than 60 days and P2,500.00 and 30 days imprisonment for
severe and less severe non-compliance with the ordinances provisions.
The Population Commission (POPCOM) in a report has tagged Nueva Vizcaya as ranked third in the prevalence of teenage pregnancy in Cagayan Valley. Ben
