Engineer-in-Chief

E-in-C is a PSO and head of the Corps of Engineers including Military Engineering
Service.
2.
He is the advisor to Chiefs of Army, Navy and Air Staff and Ministry of Defence on all
matters pertaining to engineer works services and camouflage policy.
3.
He advises Chief of the Army Staff on matters pertaining to Nuclear, Biological and
Chemical Warfare and research, design and development of engineer equipment.
4.
Qualitative processing and monitoring to the entire satisfaction of C&AG, with a view to
obviate upgradation of the points raised by C&AG to Public Accounts Committee, concerning
directorates under him.

Service Policy Statement formulated by ISCDC.
157. To coordinate the preparation of project for strategic camouflage by CME for the three

1.
The DDG (Pers) `M Sub Directorate looks after all matters of civilian officers of the MES
from pre-recruitment to post retirement. The Sub-Directorate is further sub-divided into

General

E1B Section of Personnel Directorate in E-in-C`s Branch deals with all personnel matters
from pre-recruitment to post retirement less discipline/vigilance and ACR in respect of Group `A`
and Group `B` MES Civilian Officers. This involves cadre management of 3500 MES Civilian
Officers. This section is under DDG Pers (M) with Dir Pers (M) & Dir Pers(C&M) to assist him.

To handle the various functions of this large cadre, E1B section has been structured into
various sub-groups as follows :(a)

The P&T Group has been sub divided into two groups. P&T-1 deals with matters
pertaining to EE and above grade offrs and their equivalent. P&T-2 handles matters pertaining to
AEE/AE grade and equivalent grade officers of other cadres. P&T-1 & P& T- II Groups have
been placed under Dir Pers (M) & Dir Pers (C&M) respectively.

Cadre Management Group deals with recruitment, DPC demands, resignations/technical
resignation, voluntary retirement, deputations/permanent absorption, study leaves, Association
matters, review cases of retention in service, reports/returns etc. This group has been placed
under Dir Pers (C&M).

Administrative Matters Group deals with commercial employment, temporary duty move
sanction, NOC for proceeding abroad, scooter/computer/car advance, lifting of probation, gazette
notification, permission for medical treatment., time bar claims, permission for family move on
permanent posting after six months. This group has been placed under Dir Pers (C&M).
7.
CRO (O) Delhi Cantt , PLC Allahabad and GPFLC Meerut are part of E1B section
directly under Dir Pers (M) . However for functional reasons they are co-located with the CE
Delhi Zone , CWE Allahabad and CWE Meerut/CDA (Funds) Meerut respectively . Regular
contact/liaison is essential with the sub groups/offices as also some visits so as to expedite cases.
P&T

Functions. The important functions of this group are :(a)

Posting and transfers of all MES officers.

(b)

Policy framing on posting matters.

(c)
Selection of officers for executive/sensitive appointments i.e. AGE/BSO/ASW/
GE/TE/SW/CWE/STE/SSW and CE/CSW.
(d)
Selection and nomination of officers on NDC/SDMC/HDMC/ DSCC and PG
courses on allotment of vacancies by MOD.
(e)
Nomination of officers on YO`s Course, Adv Work Procedure Course and CE`s
Orientation Course at CME Pune through E Trg.
(f)
Selection and nomination of Officers on DOP &T listed courses for Group A
Service officers i.e. Adv Programme in Public Policy and Administration (APPPA) at
IIPA Delhi, PGPPPM at IIM Bangalore, IIM Ahmedabad, MDI Gurgaon.
(g)

Handling appeals/requests on posting matters.

Maintaining folders in respect of MES Civilian Officers

11.

Functions. The main functions of this group are :(a)

Handling cases of pay/allowances of both serving and retired MES officers.

(b)

Handling pension and gratuity related matters.

(c)

Handling pay fixation cases, stepping-up and grant of increments.

(d)

Court/CAT cases on pay and allowances and their implementation.

(e)

Handling grievance related to above issues.

(f)

Handling cases pertaining to GPF matters of officers.

CRO (O)

Functions:
(a)

Ensure correct maintenance of service books, leave accounts etc.

(b)

Initiate, process and settle pension/gratuity cases and family pension.

(c)

Handling of pay fixation cases on promotion/revision of pay scale.

(d)

Resolve pay anomaly problems of officers.

(e)

Reckoning of past service and reconciliation of all service related matters.

(f)

Issue of policy letters, adm instr and policy interpretation to lower fmn.

MES Pension Liaison Cell Allahabad (PLC)

Functions:
(a)
Pursue delayed and critical cases with PDCA (P) Allahabad for speedy
finalization.
(b)
To carry out regular interaction with PCDA (P) Allahabad to cover communication
gaps between PCDA(P) Allahabad and Command CEs/ADG (OF&DRDO) to speed up
the pension related process.
(c)
To act as local contact point on behalf of DG Pers E-in-C Branch to interact with
PCDA (P) Allahabad for pursuing select pension/pension related cases of all categories of
MES civilian personnel.
(d)
Segregate and compile feed back data for transmission to concerned Command
CEs/ADG (OF &DRDO) and DG Pers for helping in arresting delays and improving time
schedules of pension cases of subordinates.
(e)

Expediting legal and death cases on priority.

Functions:
(a)

To interact with JCDA Funds on provident fund matters.

(b)

Maintain weekly activity sheet of interaction and progress of cases.

(c)

Submit quarterly and monthly progress report to E-in-C Branch.

the auth, held and defi state in each cadre. Table A shows the cadre wise break down of the
over all MES cadre base. Table B to F reflect the grade wise break down of each of the cadres

The Right to Information Act 2005 (RTI Act) came into effect on 12 Oct 2005. The
RTI Act is a new initiative under the democratic dispensation of our Nation and is aimed at
strengthening society through free dissemination of heretofore confined information to all
citizens. Certain intelligence and security organizations have been kept out of the ambit of the
RTI Act. However, the Act is applicable to the Armed Forces and MES.

Generally all information, other than those which might compromise security or lead to
breach of confidentiality on personnel and administrative matters are disseminable to a citizen of
India. Denial of any information is referable to the Appellate Authority and the Central
Information Commission, which is the final authority on implementation of this Act.

the Nodal Agency for this Act.
LEGAL (O) SECTION
25.

Role of E1 (Legal) (O)


(a) EI Legal (O) section deals with the cases filed by all MES officers except pension cases
of retd SEs and cases filed by JEs.
(b) These cases are monitored at this HQ. For efficient functioning an SOP was issued in
2000 which has been amended recently for contempt cases as urgency was not realized by
Command/Zonal Chief Engineers.
(c) On receipt of OA/intimation of OA concerned Command is directed to defend OA
effectively on behalf of all respondents.
(d)

If required, comments of this HQ are also sent to Command for preparation of DCA.

(e) Commands are also requested to send DCA for vetting by LA (Def), except CEEC and
CE SC, where vetting is done by Br Sectt MOL.
(f) DCA received from Commands is studied and if found in order sent on a PC file for
vetting by LA (Def).
(g) If delay in filing reply is anticipated, Commands are also requested to obtain sufficient
extension of time for filing reply to OA.
(h) After vetting of DCA by LA (Def), Commands are requested to file reply to OA as per
comments of LA (Def).
(j) On disposal of OA in favour of UOI, generally no action is taken. However in case of
landmark Judgements, these are circulated to CE Commands for future reference.
(k) On disposal of OA in favour of individual, Commands send para 43 docus for deciding
further course of action.
(l) Decision taken in consultation with MOD/LA(Def), whether to challenge or implement
the order.

(m) If it is decided to challenge the judgements, it is requested to file RA/WP or SLP as the
case may be.
(n) If it is decided to implement the judgement, approval of E-in-C is obtained on PC file
under the delegated administrative powers to E-in-C by MoD vide their letter No
IC/1027/32/AS(J)/6864/2006 dated 01 Sep 2006. Then, PC file is sent to IFA (Army) for
concurrence of Draft Govt letter (DGL) before its issue by concerned Dir.
(o) Govt leter after issue above being sent to concerned CE Comd/Zone/CWE and GE for
implementation of the judgment.
(p) For the cases beyond delegated power of E-in-C, the approval of MoD is taken.

are also being dealt by this Sub-Dte.
11. Charter of Duties of Navy Wk Sub Dte. The DDGW (Navy & DP) is resp for the
following duties of all wks pertaining to Navy,

and Public Health Engineering Services. It also acts as a Nodal Agency on behalf of Ein-C for implementation of Non-Conventional Energy policy in the Armed Forces.

16. Charter of Duties Sub-Dte of Utilities (E-4). The charter of duties of the Sub Dte
pertains to planning and providing utility services for military infrastructure projects in
India and abroad. In detail these are listed below :(a)

construction of married accommodation for the defence services, as approved by the Government
of India.
