i Fundamental rights and dignity of family members of migrant
workers already residing with them without undermining the
application by the Receiving States of their laws, regulations
and policies (Article 3 of the Cebu Declaration)
ii Rights of undocumented migrant workers subject to Articles 2, 3, 4
of the Cebu Declaration; and
iii Legality of the instrument (legally binding, non-legally binding, or a
hybrid).

deliberation regarding the three principle issues)
