MINUTES OF MEETING OF MEDICINE PURCHASE COMMITTEE &

SPC HELD ON 18.11.2016 AT 4.00 PM IN THE CHAMBER OF

The meeting was called by the Member Secretary/SPC.

At the outset, procedure for purchase of medicines was explained
by Dr. Ravi Ghai, Director Medical Services, HVPNL. It was explained
that requirement of the medicines along with list of firms
manufacturing that particular medicines
(Approved list PQR)
is sent to the ADO/MM, UHBVNL and ADO in turn send the limited
tenders enquiry to the companies and on receiving the quotations,
process the tender enquiry further and issue purchase order.
In case the medicine is being manufactured by one firm i.e.
proprietary medicine, the enquiry is sent to the single firm by MM
Organization of UHBVN on the recommendations of Director, Medical
Services, HVPNL and if medicine is not on Haryana Rate Contract and
rates quoted are genuine, then the process to purchase the medicine is
initiated.
The matter regarding e-tendering was discussed and it was
proposed by Dr. Ravi Ghai, Director, Medical Services, HVPNL that the
procurement of medicines amounting to Rs. 1 Lac. and above may be
made through e-tendering. In this context it was informed by SE/MM
that medicines to be procured through e-tendering process cannot be
limited to few firms, already notified by the committees of senior
doctors. Further we may get approved few specific firms for specific
medicines required for dispensary from competent authority. The terms
& conditions and PQR for e-tendering alongwith list of firms who have
monopoly in certain medicines and required for employees to meet out
emergency may be got approved from WTDs. For e-tendering PQR and
other terms & conditions are to be finalized by CMO Office and got
approved from competent authority.
Keeping in view of above, the detail procedure may kindly be
framed for procurement of medicines through open tender (eprocurement) as well as procurement of propriety medicine and the
same may be got approved from Whole Time Directors.
